Transmission & Distribution Network Operators are increasingly faced with pressures to improve service level standards against the background of rising costs, aging asset,
demands of changing regulatory environment and stakeholders. It is well acknowledged by many that the emerging competitive advantage of T & D Network Operators lies in
their inherent capabilities in managing performance of critical asset base, related life cycle cost and risks whilst meeting super ordinate business objectives, stakeholders and
regulatory requirements. Embracing and implementing industry standard asset management capabilities to enable T & D Network Operators to effectively practice asset
management is not a question of choice but a necessity for survival in the midst of 21st challenges – changing regulatory environment, smart grid and sustainable development. T
& D Network Operators with fully developed asset management capabilities are able to ensure consistent decisions across all life cycle process ranging from asset planning and
development, capital resources management, quality certification of equipment, construction, testing & commissioning, maintenance, performance management, risk assessment,
asset replacement and renewal.
The workshop on asset management is hence aimed providing much needed insights into and exposure to the critical aspects or pillars of modern asset management namely life
cycle management, condition assessment and diagnostic technologies, risk assessment, condition health indexing as well as asset management strategies and framework,
supportive enterprise-wide asset management and Asset Management Information System and decision support tools.
Special invitation are extended to technology/solutions providers and asset management /engineering consultants to share their experiences and success stories in implementing
and developing asset management solutions – strategies, systems, engineering methodologies, IT-based systems covering life cycle processes of critical assets. For those
interested in showcasing products and services to attending participants, organizers will allocate display areas accordingly free of charge.

It is expected that workshop attendees or participants will comprise of key managers/engineer from local and regional utilities, large industrial customers, equipment
manufacturers and their servicing arm and other maintenance contractors.
The organizers are optimistic that the workshop will advance awareness, knowledge and contributed to the ultimate adoption and subsequent application of industry’s best
practices in asset management for T & D Network Operators.

SESSION 2: Testing , Commissioning, Maintenance/Condition Assessment & ON-LINE/OFF-LINE Monitoring Technologies – MV/HV/EHV Underground Cables
Scope: Testing & commissioning regime or protocol of MV, HV and EHV condition assessment will have to be re-examined so to ensure full capture of underground cables
condition for fingerprinting for further in-service condition assessment/monitoring and service life-extension. Effective selection and deployment of condition assessment and
monitoring technologies provides power utilities with the edge in timely predicting potential failures based on trending & analysis of specific diagnostic test results apart from
overall condition to support asset management decisions related to risk mitigation. Condition-based maintenance goes beyond condition assessment and the objective of CBM is
to optimize maintenance driven by asset condition and risks. Off-line, on–line, global and localized condition assessment/diagnostic technologies, analysis
methodology/algorithm, standards & limits/criteria for decision-making, condition health indexing, end of life assessment are possible topics to be covered under this section.

SESSION 3: Testing & Commissioning, Maintenance/Condition Assessment & Monitoring Technologies – MV/HV/EHV Switchgears
Scope: Similar to MV/HV/EHV underground cable, testing & commissioning regime or protocol of MV, HV and EHV will have to be re-examined so as to ensure full capture of
conditions or “fingerprinting” before pursuing in-service condition assessment/monitoring regime. Switchgear failures invariably have disastrous consequences in terms of safety
and continuity of supply. Predictive capabilities in condition assessment /monitoring technologies are ever so critical for optimizing performance and life cycle cost of switchgears.
T & D Network Operators need to continuously examine set of prevailing testing methodologies including diagnostic technologies – thermal imaging, ultrasonic, TEV, on-line pd
monitoring while embarking on integrated on-line monitoring as a move towards intelligent power delivery system, optimizing performance & life cycle costs. Other than sluggish
tripping mechanism, breaker contacts and partial discharge emissions from insulators and environmental influences (humidity, pollution & contamination) are few of the factors
affecting switchgear reliability. This section will cover some of specific solutions in mitigating range of sources of low reliability.

cycle cost assessment. Tiers of electrical test/oil tests and integrated on-line condition monitoring for transformer including tap changer will be covered in this section.

SESSION 5: Asset Management Information System(AMIS)/Enterprise-Wide Asset Management Solutions
Scope: Asset attributes & associated data management policies covering sets of critical data/information on performance, cost and risks to be captured and maintained in
whatever repository are vital for T & D Network Operators to be engaged in industry standard Asset Management practices. Asset Management Information System is a set of
integrated information and decision support tools encompassing asset registry system, CMMS, outage management system, workforce management material management
system, SCADA/DMS, system planning, capital resources optimization, risk assessment tool – to support life cycle business processes and fact-based & justified investment
decisions on asset-related solutions. Well-designed AMIS enabled by Geospatial Information & SAP will equip T & D Network Operators with abundance of opportunities in
realigning business process and engineering methods to industry’s best practices. This section will cover the broader Enterprise-Wide Asset Management System and

APQI, Malaysia

The Asia Power Quality Initiative (APQ)), Malaysia aims at improving power quality and overall quality of supply in Asian manufacturing industries by
creating awareness on the origins of the problems and building capacity on the technical, financial and managerial aspects of power quality. The API will
therefore allow manufacturing industries in Asia reduce financial costs and improve production outputs. APQI is co-funded by the European Commission’s
Asia-Invest Program to improve the competitiveness of Asian manufacturing industries through enhanced knowledge and management of Power Quality.

About CIGRE Malaysia

CIGRE (Conseil International Des Grands Reseaux Electriques) is a non-governmental and non-profit-making international association founded in 1921 to
