BOARD RESOLUTION NO. 725-0001-2020

SERIES OF 2020

A resolution manifesting intention of the Kabalikat Civic Communicators Association,

Inc. 725 Chapter to apply for accreditation to the Sangguniang Panlungsod and seeking for
representation to the local special bodies of the City of Cadiz, and designating Mr. Victor S.
Provido, Mr. Gerardo B. Siason and Mr. Raymond A. Saludar as the official permanent and
alternate representatives, respectively, during meetings, consultations, assemblies and other
related endeavors called by the sangguniang panlungsod and by the local special bodies.

RESOLUTION

WHEREAS, Republic Act No. 7160, otherwise known as the Local Government Code of
1991, “hopes to complete the initial process of empowering our people through direct
participation in the affairs of government by allowing them the widest possible space to decide,
initiate and innovate;”

WHEREAS, Section 34 of the said law specifically enjoins local government units (LGUs)
to “promote the establishment and operation of People’s and Non-Government Organizations
(Pos/NGOs) to become active partners in the pursuit of local autonomy;”

WHEREAS, to effectively carry out the essence of the above-quoted Section, Rule XIII,
Articles 62-70 of the LGC Implementing Rules and Regulations (IRR) clearly defines the ambit
of influence wherein POs and NGOs can operate and cooperate with local government unit
concerned;

WHEREAS, there is much to gain and more to achieve when POs and NGOs are truly
presented in such Local Development Councils (LDCs);

AND WHEREAS, the KABALIKAT CIVIC COMMUNICATORS ASSOCIATION,

INC. 725 CHAPTER is a bonafide association with identifiable leadership, membership and
structure operating in this city, whose noblest motive is the public good. A nationwide network of
active community communicators engaged in public assistance particularly during disaster and
natural calamities. Kabalikat was organized to raise the status of communicators to a position of
high responsibility and importance. To effect linkages with the government and private
organizations. To bring its services closer to every sector of the community, duly registered with
the National Telecommunication Commission (NTC) under license 58499 station callsign 4DW
656 class FB-0366-95. The KABALIKAT CIVIC COMMUNICATORS ASSOCIATION, INC.
is also registered at the Securities and Exchange Commission (SEC) on January 1994 Under
registration number ANO-94-339.

WHEREFORE, on motion of Director Elma B. Yosalina, KB 725-10, duly seconded by

Director Joeval B. Montales, KB 725-83, and after due deliberation, be it

RESOLVED, AS IT HEREBY RESOLVED, to manifest the intention of accreditation

to the Sangguniang Panlungsod and will seek for membership to the Local Special Bodies of Cadiz
City, without compromising its independence and autonomy in implementing programs and
projects in the community;

RESOLVED FURTHER to designate Mr. Victor S. Provido, Mr. Gerardo B. Siason and
Mr. Raymond A. Saludar as the official permanent and alternate representatives, respectively,
during meetings, consultations, assemblies and other related endeavors called for by
the Sangguniang Panlungsod and by the Local Special Bodies.

RESOLVED FINALLY, to furnish copies of this Resolution to all persons and agencies
concerned.
