4. Procedure:
Potential areas for accidents and emergency situations are identified through Environmental Aspects
/Impacts study and also based on the previous experience / type of equipment installed and the
materials used.
Plant layout is established and displayed at all prominent locations indicating the exit for
evacuation and safe assembly area.
Documented procedures are established to define the kind of preparedness and response to such
situations. These procedures include the following.
I.
Key personnel to be contacted in emergency situations.
II.
Emergency organizations & responsibilities.
III.
Details of emergency services. (Ex: Fire department, police, ambulance, Hospital etc.)
IV.Actions to be taken in the event of different kind of emergencies.
V.Information on hazardous material, including its potential impact on the environment,
health, safety.
VI. Training plans and testing for effectiveness.
Procedures are reviewed once in a year.. However, a review is carried out after the occurrence of any
accident or emergency situation.
Mock drills are conducted at specified intervals based on site emergency plan. Emergency situations
identified through aspects /Impacts study reports.
Department Heads have to ensure that members of existing Emergency Response Team (ERT) are
appropriately trained to handle environmental emergencies.
MR ensures that provisions made at site for handling emergency situations, which are periodically
tested.
1. Fire in Production / Stores / Office area due to Electrical short circuit. / Storage of
inflammable substances.
2. Fire in oil storage area.
3. Fire in DG Room / Diesel storage area due to the presence of inflammable substances.
4. Fire in Power distribution panels / Battery storage area.
5. Fire in Scrap yard due to storage of used packaging material and also inflammable
substances.
6. Accidents that could happen during work.
7. Emergency due to non-performance and other pollution control equipments.
8. Unforeseen health problems of Personnel.
The following emergency preparedness measures are taken at site for handling the above-identified
emergency situations:
7. Responsible personnel :
An Emergency Response Team (ERT) comprises employees who have knowledge for responding to
emergencies is formed. Members of ERT are either available or are readily contactable in all shifts to
meet the emergency situations. Onsite Emergency Plan provides a list of personnel, who are
responsible for handling such situations.
Organizational chart provides the hierarchy of the emergency team members. It provides
information about the various teams that are formed to address emergencies and the names of
personnel in these teams. The organizational chart for emergency is part of Onsite Emergency Plan.
The safety manual provides guidance to employees in prevention of accidents to themselves, and
prevention of damage to property. The safety manual provides general information on the practices
to be followed by employees.
Emergency communication facilities are available with Security Office. Members of emergency team
can be summoned to the scene quickly. Telephone and/or Public address system are used for
communicating emergency situations. Telephone numbers of emergency team members are given to
security.
First aid is provided at the shop floors. Employees trained on first aid are deployed in all working
shifts. They are responsible to provide the first aid to injure. First aide kits are provided at important
locations which contains the medicines needed for first aid. First aid locations are clearly indicated in
the plant layout, which is displayed in shop floor and office.
The list of items that are maintained in First Aid box is as follows.
Roller bandage
Eye drops (optrex)
Surgical cotton
Dettol / Savlon solution.
Tincture benzoin
Burnol / Savlon cream
One ser of scissors
Adhesive plaster
13. Safety /Personal Protective Equipment
Commonly required Personal protective equipment (Example: Goggles, boots, etc.) is provided at
strategic locations. Specific Personal Protective Equipments are provided based on the inputs given
by the respective section heads. This is based on the nature of activities performed in the respective
areas. A list of safety / personal protective equipment is made available at each department (EMS/F/
………)
A list of various types of fire fighting equipment and their locations are maintained by Security
Department. External fire fighting services are mentioned in Onsite Emergency Plan. Training is
provided to employees on fire fighting to react in emergency situations.
The places where fire fighting equipment is installed is suitably indicated in the plant layout for quick
accessibility
Designated area is identified and employees are instructed by section Heads / EMS coordinators to
assemble at these area(s) in the event of an emergency. This is the place where personnel head
count is done. Boards are displayed to indicate Assembly area (Meeting Point) in the event of an
emergency.
Where required, MSDS of chemicals used in the organization are made available at the point of use.
MSDS provides information about the properties of the chemicals, associated hazards, precautions
while handling chemicals, methods to be adopted to extinguish fires caused by particular chemical,
materials/methods to be adopted in case of spills, first aid measures etc.,
Several safety awareness boards are displayed all over the facility, indicating type of personal
protective equipment to be used /precautions to be taken with respect to each kind of hazard.
Management Reviews are held once in 4 months, in which incidents of environmental matters
related to health and safety are reviewed. Depending on exigencies of emergency, special incidents
are discussed in special management reviews.
Onsite emergency plans are established, which enables control of the emergency. Emergency plan
lays out guidelines to handle emergency situations and enables minimization the loss of life and
property inside the premises and in the neighborhood of the facility.
MSDS will be referred for information on spill clean-up for the chemicals. Secondary containment for
storage tanks will be used wherever required as a spill prevention control measure.
21. Training
Members of emergency team are trained to assess, understand and manage the emergency
situation as well as take corrective, preventive and mitigate actions. On the job and formal need
based training are provided to appropriate employees to handle emergency situations.
Phone numbers for contacting external agencies such as police, ambulance, fire department, and
pollution control board are kept readily available. Contact details of external agencies are mentioned
in Onsite Emergency Plan.
