Section 7. Terms of Reference

I. Background
1. In order to improve infrastructure to stimulate inclusive growth in Indonesia, and
to help the Ministry of Public Works and Housing (MPWH) to deliver an increased
number of infrastructure projects in the road, water supply and wastewater, and
water resources sectors, the government intends to strengthen the capacity of
MPWH to deliver its public investment program in 2017–2019 by the means of
the Accelerating Infrastructure Delivery through Better Engineering Services
Project (ESP)14. The ESP will help meet the infrastructure development
objectives of MPWH’s Strategic Development Plan (SDP), 2015–2019, by
improving the quality and timeliness of the delivery of the SDP’s public investment
program15. The impact will be to help the MPWH attain the infrastructure
development objectives of the SDP. The outcome will be strengthened MPWH’s
capacity to efficiently design and implement its public investment program.
2. Government of Indonesia through National Medium-Term Development Pan
(RPJMN) 2015-2019 has established a target for 100% coverage of safe access
to drinking water in 2019. A baseline data in 2017 presented that for national safe
drinking water supply coverage was about 72.04%, comprising urban 80.82%
and rural 62.58%. Meanwhile, the challenges in the development of water supply
system, among others, idle capacity 37,900 liter/second, national non-revenue
water is 33%, demand for raw water for drinking water supply is around 128
m3/second, low level of commitment to fund water supply by Local Governments
(LGs) with only 0.04% of their budget (APBD), number of ‘healthy’ PDAMs is
30%, and only 4.5% increase in access in the last 5 years
3. The platform to reach 100% access for both urban and rural is 60% of piped water
with over 27 million of house connections, 40% protected non-piped safe drinking
water supply for 2 million households, and with 100% ‘healthy’ PDAMs.
4. The rationale for establishment of Regional Drinking Water Supply System
(Regional SPAM) is based on: (i) raw water availability is geographically uneven;
(ii) emerging new LGs due to regional autonomy; and (iii) collaboration among
LGs to utilize same source of raw water together. Further aiming for the outcomes
of (a) improvement the performance of operator (PDAMs), (b) increase efficiency
in investment and operations, and (c) to increase economic scale in order to
attract other source of investments.
5. This Terms of Reference (TOR) is for the selection of a consultant firm (or
association of consultant firms) for the Preparation of East Indonesia Water
Supply Development, in Kutai Kartanegara Regency and Bontang City in East
Kalimantan Province; Sidrap Regency, Enrekang Regency, Pare-pare City in

South Sulawesi Province; Gorontalo Regency, Bone Bolango Regency,


Gorontalo City in Gorontalo Province; and Minahasa Utara Regency, Bitung City,
Manado City in North Sulawesi Province.

II. Objective of the Assignment


6. The Directorate of Water Supply System Development is the Project
Implementation Unit (PIU) for implementation of several water supply projects in
various provinces of Indonesia. The PIU seeks to engage a suitably qualified
project preparation consultant (PPC) firm for the project preparation services for
the following water supply projects. The PPC firm will ensure high standards of
quality assurance in the preparation of the water supply projects.
7. The PPC will provide high quality technical expertise for preparation of public
infrastructure projects Regional Water Supply Systems under the ESP for: (i)
Preparation of Provincial Master Plans, (ii) Preparation of Feasibility
Studies, including real demand survey (RDS), (iii) Development of Detailed
Engineering Designs (DED), including revision, if needed, of DEDs after
mobilization of civil works contractors by DGHS; (iv) Preparation of
Environmental Management Plans, (v) Conduct Due Diligence for Land
Acquisition and Resettlement Plans as per government requirements, and (vi)
Preparation of bidding documents for civil works procurement16.
8. The outcome of the envisioned investment would be to enlarge the utilization of
potential source of raw water to support LGs in provisioning water supply to meet
the basic needs.

III. Project Overview SPAM Regional


9. The PPC firm will prepare the development of four (4) Regional Drinking Water
Supply Systems (Regional SPAMs) consisting of: (i) Kutai Kartanegara Regency,
Bontang City Regional SPAM, (ii) Sidrap Regency, Enrekang Regency, Pare-
pare City Regional SPAM, (iii) Gorontalo Regency, Bone Bolango Regency
Gorontalo City Regional SPAM, and (iv) Minahasa Utara Regency, Bitung City,
Manado City Regional SPAM. The Regional SPAM is defined when two or more
cities / regencies / provinces are served within the scope of the Regional SPAM.
The Regional SPAM may occur either in cross-cities / regencies or cross-
provinces. In this assignment, 11 cities / regencies and 4 provinces will be
engaged for the preparation of the four Regional SPAMs. The project scope and
services under this contract is as follows.

10. As indicated in Table 1, the assigned consultant shall determine which scheme
is best applied to this Regional SPAM by undertaking a comprehensive
assessment considering feasibility aspects, institutional arrangement, spatial
plans, and other necessary considerations.

IV. Scope of Services, Tasks, Requirements and Expected Deliverables


11. A significant focus of the PPC firm will be on achieving acceptable standards of
construction quality for all civil works implemented under the ESP. The PPC firm
will need to ensure that MP, FS, DEDs and bid documents are in compliance with
sustainable construction regulation of MPWH, to the extent they are applicable for
the project preparation activities.18 During the entire contract period, while
preparing the project or assisting the PIUs in the bidding process, the PPC firm
will need to comply with the MPWH’s regulation on gratification.19

The PPC firm will provide services for the preparation of Regional SPAM, which
will cover raw water units (water intake system and raw water transmission) and
production units (water treatment plant and main distribution network and house
connections).

12. The PPC firm will provide the following services to the PIUs:
(i) Preparation of Master Plan (RISPAM) and/or review for each province;
(ii) Preparation of Feasibility Study (FS) and/or review for each Regional
SPAM;
(iii) Survey and Investigations: Undertake and/or evaluate various technical
surveys and assessments relating to geohydrology, geotechnical,
topography, soil, environment, land acquisition, and other aspects of the
concerned water supply project.
(iv) Preparation of Detailed Engineering Designs (DED): Prepare and/or
review preliminary and detailed engineering design (DED) (complete in all
respect including, but not limited to, all drawings, technical specifications,
bills of quantities and method of measurement, and other documents, etc.);
(v) Preparation and/or review of the environmental impact assessment and
preparation of due diligence for land acquisition and resettlement plans
in accordance with government requirements;
(vi) Public consultation, including consultation with Communities located
along the project sites, other stake-holders and relevant Government
agencies and NGOs working in the area at all different stages of the
assignment;
(vii) Facilitation of obtaining of permits and licenses required under the
country’s environmental and land acquisition frameworks. Wherever
required, the PPC firm shall assist PIU to coordinate with relevant local
government agencies to ensure timely action on location determination,
land acquisition, environmental clearance, water extraction permit (SIPPA),

and finalizing platform for cooperation and agreement (KSB and PKS)
among various level of governments;
(viii) After engagement of the civil works, updating of DED/other documents:
revision of DED required to enable the civil works contractor to expeditiously
commence implementation of construction;
(ix) Assistance in the completion of all required reporting for PIU;
13. The deliverables/outputs of the services will be:
(i) Provincial Master Plan Documents for each province served by the
Regional SPAM;
(ii) Feasibility Studies for each Regional SPAM system as indicated feasible
within the appropriate timeline as suggested in the Master Plan;
(iii) Complete set of Environmental Safeguards reports, including KA-
ANDAL, ANDAL, RKL and RPL;
(iv) Land Acquisition and Resettlement Plan reports;
(v) Prepare Economic and Financial Analysis;
(vi) Finalize Mutual Agreement and Cooperation Agreement between
relevant entities;
(vii) Detailed Engineering Design (DED) reports, including associated
calculations, technical specifications, engineering drawings, and cost
estimates for each Regional SPAM system concluded as feasible;
(viii) Bidding Documents for Construction.
14. The PPC firm shall demonstrate skills and experiences in methodology, in the
following area, but not limited to, areas:
(i) Preparation of master plan of water supply projects;
(ii) Preparation of technical feasibility studies of water supply projects;
(iii) Financial and socio/economic analysis of water supply projects;
(iv) Preparation of safeguard documents (environmental, land acquisition and
resettlement, and affected/indigenous peoples);
(v) Preparation of detailed engineering designs (DED) of water intake, raw
water transmission networks, water treatment plants and reservoirs, treated
water distribution up to house connections;
(vi) Updating or revising, as needed, the DEDs after engagement of civil works
contractors by DGHS to ensure civil works readiness of DEDs.
15. The PPC firm will also be required to carry out the following surveys (through sub-
contracting arrangement), but not limited to:
(i) Topographical survey of the project areas;
(ii) Flood levels within the project area, especially at the water treatment plant
and pump station sites, also included raw water intake facilities;
(iii) Geotechnical and geohydrological surveys including the establishment of
engineering properties of the soils and water table depths, vulnerability to
natural disasters (i.e. recent occurring natural disasters), etc.;
(iv) Field measurements of raw water to determine the key design water
quantity and quality parameters based on Permenkes no. 492/2010.

(v) Social and economic surveys and Real Demand Survey/RDS (actual water
consumption and needs at each city, expected level of service, willingness
to connect, affordability to pay, profiles of service areas, etc.);
(vi) Survey to assess environmental impact of the project establishment to the
surrounding area.
(vii) Survey of the project site’s existing public utility infrastructure to avoid
disruptions or delays during construction.
16. The PIU (Directorate of Water Supply System Development) will involve local
implementing agencies (Provincial Infrastructure and Settlement Agency/Balai
Prasarana Permukiman Wilayah/Balai PPW) in facilitating project preparation
activities and review the outputs of the PPC firms. A Project Team (Tim Teknis)
shall be established by the PIU comprising members from the PIU and Balai PPW
which will, among others:
 Monitor the project preparation activities;
 Give necessary directions;
 Facilitate the PPC firm’s coordination with any government or other agencies
in connection with the project preparation services;
 Review PPC firms’ outputs and submit such outputs to PIU for approval and
payment to the PPC firms.
 Review – with support of the ESP Project Management Consultant (PMC) firm
– the submitted milestone deliverables of the PPC firm, such as master plans,
feasibility studies, DED, EIA Study, due diligence for LARP, and bidding
documents, etc.
17. The scope of the specific services would generally include, but not limited to, any
or a combination of the following20:

TASK 1 - Preparation of Master Plans


18. The PPC firm will prepare the Master Plan (MP) for four provinces: East
Kalimantan, South Sulawesi, Gorontalo, and North Sulawesi as the base study for
FS.
19. The PPC firm shall follow the Water Supply Development Master Plan (RISPAM)
as indicated in the Regulation of Ministry of Public Works No. 27 Year 2016
about Drinking Water Supply Development and/or other related regulations.
However, additional data and information should be included in the regional
Master Plans as necessary. The four provincial Master Plans shall have a time
horizon of minimal 20 years until 2040.
20. The work on the MPs will include, but is not limited to the following areas and
tasks:

a. Cover various technical and nontechnical aspects such as the general water
supply plans, including the evaluation of the condition of the city/region and
existing SPAM conditions, network plan, development program, service
criteria and standard, source and allocation of surface water and
groundwater, integration with other sanitation infrastructure, funding and
investment pattern, and institutional development plan;
b. Collect secondary baseline data as the basis for planning preparation, such
as topographic maps, general description of geohydrology of water sources,
rainfall and catchment data, land use and RT/RW, demographic data, socio-
economic data, i.e. regional characteristics and population in terms of social,
financial local government economic, and cultural aspects, environmental
health data, existing water supply facility and infrastructure, etc.;
c. Evaluate the existing water supply system concerning technical aspects (i.e.
service level, installation performance, operating conditions, design criteria,
water demand projection etc.) and nontechnical aspects (i.e. financial
conditions of local PDAMs, conditions and performance of employees, etc.);
d. Undertake review on the existing master plan reports (RISPAM
Kabupaten/Kota) of each regional for province;
e. Prepare the Regional Water Supply potential between two or more regionals
base on capability of water sources;
f. Prepare of water network scheme of each regional water supply system.
g. Analysis of Capital expenditure (CAPEX) and Operating Expenditure (OPEX)
of each regional water supply system.
h. Prepare implementation schedule (development staging).

TASK 2 - Preparation of Feasibility Studies


21. Prior to start of the FS, the PIU will inform the PPC firm on any particular
requirements that may be needed to be considered in case the funding source is
different from the government budget. Where a FS has been conducted earlier for
a project, the scope of work for the PPC firm under the Assignment Contract shall
cover validation, review, or update of the FS, as the case may be, in addition
to revalidation of any prior surveys, assessments and due diligence undertaken
on the project.
22. The work on the FS will include, but is not limited to the following areas and tasks:
a. Cover various aspects such as technical analysis and description, project
rationale, scope and components, cost estimates and financing plan,
implementation arrangements, risk and situation assessment; (permit
identification).
b. Socio-economic, willingness to connect, and willingness/affordability-to-pay
surveys: to collect primary baseline data for socioeconomic and financial
analysis, Public Private Partnership (PPP) identification, institution/ legal
aspect and development of appropriate interventions for water supply
services;
c. In close coordination with Directorate General of Water Resources, conduct
an analysis of raw water sources quantity and quality.

d. Surveys of the project site’s such as on public utilities infrastructure


(electricity transmission lines, communication cables, water pipe-lines, etc.)
to enable timely implementation of construction and no disruption to the
concerned communities.
e. Undertake hydraulic modelling analyses and water hammer analyses (if
needed) to identify the best technical option.
f. Adequate financial analysis of the projects, as well as estimation of Operation
and Maintenance cost necessary to maximize operation life of the to-be-built
infrastructure facility.
g. Prepare Multi Criteria Analyses (MCA) and Project Life Cycle Cost Analyses
to select the most appropriate and the best option.
h. Undertake various surveys and assessments as may be necessary for a
project to make it ready for implementation such as, but not limited to, the
following:
o Geohydrology, Hydraulic, Water Quality Tests and other investigations;
o Environment, land acquisition, and other aspects of the concerned
water supply project as well as Raw Water Resources;
o Real Demand Survey (RDS) (i.e. actual water demand, service
coverage, willingness to connect and affordability surveys, etc.)
o Any other survey and investigation as part of FS.
23. Criteria for Determining Project Feasibility. Among criteria to define feasibility
of the project and enable to proceed with further due diligence are:
a. Project directly contributes and is part of the sector development plan;
b. Project has been in line with regional spatial planning and the development
priority stated in the Medium-Term Development Plan, strategic plans and
the involved government institution’s work plan;
c. Project is designed to minimize cost and maximize the benefits with a
combination of a structural and non-structural measures for optimal project
management;
d. Project’s social and poverty impact assessment clearly show that the
proposed measures will have a net positive impact on stakeholders’ social
welfare, will reduce poverty, and can be monitored;
e. Project is designed to minimize social impacts and ensure that people
adversely affected by civil works under the project are compensated in
compliance with the principles set in the country’s land acquisition and
resettlement frameworks;
f. Project initial environmental examination assesses that the environmental
impact during construction can be minimized, in line with principles set in the
environmental legislation, and the project is designed to minimize detrimental
environmental impact;
g. Project risk analysis is based on international requirements on data survey
(as relevant) and can be mitigated through various mitigation procedures;
h. The designs meet national technical requirements;
i. Project’s implementation time frame is reasonable, and surveys and design
can be prepared, reviewed, and safeguard processes and safeguard

processes and procedures followed, and implemented within the project


period;
j. Preparation of bidding documents for Public Private Partnership (KPBU)
procurement system if the FS has Project’s Financial Internal Rate of Return
(FIRR) not less than 15%.
24. The consultant shall assess the cost of land acquisition and resettlement based
on the Indonesian regulations, which shall be used in arriving at the
economic/financial feasibility of the project.

TASK 3 - Environmental Impact Assessment (EIA)


25. For all projects categorization will need to be prepared in line with ADB
Safeguards Policy Statement (2009).The PPC firm will work on the environmental
impact of the project and shall define and discuss the affected environment and
the environmental consequences (both beneficial and adverse) of the proposed
action while ensuring that they are as per government requirements. It will include
an assessment of:
a. Identification of existing environment and its characteristics;
b. Analysis of potential environmental impacts to physical, chemical, biological,
man-made, socio-economic and cultural characteristics in pre until post
construction.
c. Analysis of the environmental impact magnitude and the action/mitigation
plan
d. Development of environmental monitoring plan for each stages of work (pre-
construction, construction, and operation)
26. All projects must comply with the review and clearance procedures specified
under Indonesia’s environmental system21. Provincial and/or Local Governments
will be responsible to complete final document of the EIA along with the approval
from the Ministry of Environment (or other related Government Agencies) as main
part of Readiness Criteria, however the PPC firm will assist in the preparation as
described.

TASK 4 - Preparation of Due Diligence for Land Acquisition and Resettlement


27. The PPC shall (i) prepare the project categorization in line with ADB Safeguards
Policy Statement (2009) and government regulation; (ii) prepare and supervise
the subcontract for socio economic survey and consultations; (iii) prepare the land
acquisition and resettlement plan (LARP) in accordance with ADB Safeguards
Policy Statement (2009) and government regulations including cost estimates
ensuring that appropriate measures are taken to mitigate any negative social
impacts and giving special attention to vulnerable groups and severally affected
persons; (iv) coordinate with local government authorities for the preparation of a
livelihood restoration program if needed and (v) support the implementing agency

to obtain the land acquisition determination permit (izin lokasi) and in


implementation of the LARP until delivery of compensation.
The PPC firm will also carry out the following basic of assessments:22
a. Fair replacement value (this value can be understood as a value based on
the interests of the owner);
b. Market value equivalence;
c. Non-physical losses caused by the compulsory right relinquishment of
property owner;
d. Property ownership is not limited to ownership rights, but can be interpreted
as the control, management and use of property in accordance with
applicable laws and regulations or according to the agreed scope of the
assignment;
e. Valuation date (the announcement date of site determination for development
for the public interest) is in accordance with the applicable legislations;
f. Value adding should be calculated based on the risks incurred from owner
potential losses and measured appropriately.23

TASK 5 - Preparation of Detail Engineering Designs (DED)


28. The PPC shall prepare the following for each region: (i) detailed engineering
designs and technical specifications, (ii) detailed technical drawings and (iii) bill of
quantity and cost estimate.
29. Design manual should refer to Peraturan Menteri Pekerjaan Umum dan
Perumahan Rakyat 27/PRT/M/2016 tentang Penyelenggaraan
Pengembangan Sistem Penyediaan Air Minum, and other Indonesian
standards approved by PIU.
30. The PPC firm shall prepare Bills of Quantities based on the various items of work
to be executed in accordance with the Drawings and the work items specified in
the Technical Specifications.
31. Prepare economic and financial analyses in line with ADB standards and
requirements.
32. Prepare unit prices which classified into direct costs (labor, materials and
equipment), indirect costs (mobilization, on-site and general overheads,
contractor’s contingencies and profit) and taxes. The Consultant’s Cost Estimate
shall break out separately all taxes for ease of identification.
33. The PPC firm will also conduct quality assurance workshops with associated stake
holders, i.e. local government, the PIU, etc. on:
a. Value engineering reviews at system design to optimize the project cost while
fully maintaining its intended function;
b. Constructability reviews;
c. Design reviews based on the options of system configuration alternatives;

d. Risk evaluation reviews, including hazardous operations and safety in


design.
34. The following bidding packages are foreseen to be prepared by the PPC firm.
However, it is recommended to bundle the Regional project and divide in several
Lots.

a. DED of Water Intakes


35. The consultant will prepare DED of water intake facilities shall include, as a
minimum the following:
(i) Defining the basis of the design (based on the agreed criteria and standards),
constraints and assumptions, design methodology and design review
arrangements;
(ii) In close coordination with Directorate General of Water Resources (DGWR),
identifying site constraints, layout arrangements for the proposed water
intake facilities, including considerations of futures expansion needs and
possible conflict with other users. Selection of water intake location shall take
into account water reservoir behavior including flood levels;
(iii) Identifying, evaluation and comparison of options to determine the most
appropriate construction technologies;
(iv) Preparing detailed engineering design and associated calculations (cost
estimates), schedules, technical specifications and drawings (based on
approved software);
(v) Developing operational philosophy to define overall maintenance and
operation and system control arrangements;

b. DED for Raw Water Transmission Networks


36. The PPC firm will prepare DED for raw water transmission networks and should
include, as a minimum, the following elements:
(i) Defining the basis of the design (based on the agreed criteria and standards),
constraints and assumptions, design methodology and design review
arrangements;
(ii) In close coordination with Directorate General of Water Resources (DGWR),
identifying site constraints, pipeline alignments and reservoir locations,
including an overview level assessment of needs of future system extensions
to ensure compatibility with the proposed system;
(iii) Identifying, evaluation and comparison of options to determine the most
appropriate construction materials. Considerations should include access,
traffic disruptions, geotechnical conditions and locations of existing services
(based on the findings from surveys);
(iv) Preparing detailed engineering design and associated calculations (cost
estimates), schedules, technical specifications and drawings (based on
approved software) for all components of the raw water transmission
networks;
(v) Developing operational philosophy to define overall maintenance and
operation and system control arrangements;

c. DED of Water Treatment Plants and Reservoirs


37. The consultant will prepare the DED for the water treatment facilities and should
include, as a minimum, the following elements:
(i) Defining the basis of the design (based on the agreed criteria and standards),
constraints and assumptions, design methodology and design review
arrangements;
(ii) Identifying site constraints, layout arrangements for the proposed water
treatment facilities, including considerations of futures expansion needs.
Selection of water treatment plant location shall be done considering
technical aspects, social aspects (e.g. city landmarks), and tax of
transportation during operation/maintenance.
(iii) Considering additional space to allow for green open spaces, and
landscaping with local cultures for the “Green” water treatment plant concept
and sustainability;
(iv) Identifying, evaluation and comparison of options to determine the most
appropriate construction technologies. Considerations should include flood
protection needs, and geotechnical conditions;
(v) Preparing detailed engineering design and associated calculations,
schedules, technical specifications and drawings (based approved software)
for all components of the water treatment including the mechanical and
electrical components, treated water reservoirs, and ancillary facilities (e.g.
water laboratory, management office, etc.);
(vi) Developing operational philosophy to define overall maintenance and
operation and system control arrangements;
38. The consultant shall ensure that the civil site works will include adequate flood
protection for the facilities. However, these should be based on available data to
determine probabilistic flood levels for design purposes and time horizon to
anticipate climate change issues.

d. DED of Treated Water Distribution from the Water Treatment Plant (WTP) to
House Connections
39. The PPC firm will prepare DED for treated water distribution networks and should
include, as a minimum, the following elements:
(i) Defining the basis of the design (based on the agreed criteria and standards),
constraints and assumptions, design methodology and design review
arrangements;
(ii) Identifying site constraints, pipeline alignments and reservoir locations,
including an overview level assessment of needs of future system extensions
to ensure compatibility with the proposed system;
(iii) Identifying, evaluation and comparison of options to determine the most
appropriate construction materials. Considerations should include access,
traffic disruptions, geotechnical conditions and locations of existing services
(based on the findings from surveys);
(iv) Preparing detailed engineering design and associated calculations (cost
estimates), schedules, technical specifications and drawings (based on

approved software) for all components of the water transmission and


distribution networks including booster pumps, distribution reservoirs;
(v) Developing operational philosophy to define overall maintenance and
operation and system control arrangements;
(vi) Prepare details of typical or generic house connection details and define
property design criteria such as pipe diameter and material, minimum grades
and covers and inspection openings.

Surveys and Investigations


46. As part of the development of the DED, the PPC firm is also required to undertake
surveys including detailed topographical and soil surveys, field verifications,
studies, data collection, and analysis needed to prepare engineering designs.
The cost of all the required surveys and investigations for each location and to
prepare the detailed design shall be borne by the PPC firm and the financial
proposal of the PPC firm shall be deemed to be inclusive of all associated costs
for all types of surveys and investigation through the allocation of a provisional
sum. All the surveys shall be conducted at the required intervals (distance
between one location of survey and the other). The PPC firm should carry out
surveys, investigations and tests which are required to complete the assignment.
Field surveys, investigations and tests for detailed design would include, but not
limited to the following:
a. Geotechnical surveys

b. Topographical surveys
c. Geohydrological surveys
d. Water Quality Tests
e. Other surveys – undertake all other survey as may be necessary for a project
to make it ready for implementation, such as real demand survey, survey of
project site’s public utility infrastructures such as electricity transmission
lines, communication cables, water pipe-lines, sewerage systems, etc.

TASK 6 – Preparation of Bidding Documents


47. The PPC firm will undertake preparation and finalization of the following activities,
but not limited to:
a. Bid documents (request for qualification and request for proposal for civil
contractors), civil contractual agreements;
b. Project pre-bid consultations;
c. Bidder qualification and bid evaluation criteria;
d. Monitoring and evaluation frameworks;
e. Assistance with the bid process (e.g. setting up of data room, issuance of all
bidding-related notices/requests, conduct of pre-bid interactions, conduct of
bidding, responding to queries, pre-qualification of bidders), bid evaluations,
and contract negotiations, expected to lead to the award of the project to the
preferred civil contractor.
48. The prepared packages of bidding documents for each Region shall follow ADBs
and Government's Procurement Guidelines and – upon coordination with DGHS
– FIDIC-based contracts that give clear delegated powers to the supervision
engineer and that hold parties accountable for performance. The PPC firm will
also ensure proper size of the contract with utilization of multi-year contracts. The
PPC firm shall ensure adequate timing of civil works contracts that should be only
determined by the requirements of the construction implementation (avoid
completion of contracts end of December due to budget absorption concerns).
49. The consultant will prepare the bidding documents, which will include the
following, but not limited to:
a. Advise and support the procurement committee for bidding process;
b. Assist the procurement committee to prepare the evaluation bidding report.
c. Updating of DED/other documents: After engagement of the civil works
contractor by DGHS, assist in revision of DED required to enable the civil
works contractor to expeditiously commence implementation of construction;
d. Provide all other technical and project specific advice and expert assistance,
as and when required by the PIU of DGHS;
e. Assist in the completion of all required reports for PIU.

Finalized Mutual Agreement and Cooperation Agreement


50. The PPC firm will work on: (i) finalize the document of mutual agreement (KSB);
and (ii) cooperation agreement (PKS) between the governments of central,
provincial and municipal/regency.

Revision of Detailed Engineering Design


51. Assistance in the revision, if required, of the PPC-prepared detailed engineering
design after the DGHS recruits the civil works contractor and based on the field
survey work carried out of the civil works contractor, during 3 months after Final
DED report.
52. Among criteria to define feasibility of the project and enable to proceed with
further due diligences are:

Post FS Stage and Moving to Task-3, Task-4, and Task-5


53. The PPC firm shall discontinue services under the contract after preparation of
FS and the services under any of the following eventualities:
i. If the FS concludes that the Project is financially feasible and applicable
for PPP, then the project will be taken up under PPP (Public Private
Partnership scheme/KPBU) Project Development Facility based on the
approval of PIU. The PPC firm shall move to the next phase of the
assignment to prepare safeguard documents;
or,
ii. If the FS concludes that the Project is not technically feasible, then the
PPC firm shall not proceed after FS. The PPC firm may recommend Master
Plan review to the Government.
The contract price and duration of the contract shall be adjusted accordingly in
accordance with the conditions of the contract.
54. If the FS concludes that the Project is only technically, economically and socially
feasible (and not financially), then the PPC firm shall proceed to Task-3, Task-
4, and Task-5 of the assignment to conduct Environmental Impact Assessment
and Land Acquisition and Resettlement Assessment and prepare all the required
Safeguard Documents [AMDAL (EIA) and LA(R)P]. EIA Study will be conducted
under the supervision of the Provincial/Local Government and all the
documents/outputs accepted by the Provincial/Local Government (and
certification by the respective Government agencies under Indonesian
regulations) shall be considered as compliance under the PPC contract.
55. The flow-chart in Figure 2 below shows the tasks under the contract linked to go
or not go criteria under the contract.

V. Team Composition and Qualification Requirements of Key Personnel


56. The team composition requiring various international and national experts24 and
staff (key and non-key experts and support staff). The scope of work of the key-
and non-key experts is prescribed below. As part of the technical proposal, the
firms shall submit the CVs of non-key staff, but the CVs shall not be
evaluated.
57. If the Client determines that any of these sub-professional experts does not meet
the qualification criteria presented in the Annex, the PPC firm will have to propose
a suitable replacement prior to contract negotiations or during the implementation
of the contract. The scope of work for support staff is described in Appendix 2.
The support staff cost is part of the competitive component of the financial
proposal of the firm.

58. Proposing firms should provide sufficient supporting staff resources (e.g. logistics
coordinators, translations, administrative, etc.) to assure the smooth running of
the assignment.
59. All the following specialists shall have experience of working in similar projects in
Asia and the Pacific, preferably experience of working in similar projects in
Indonesia, including possessing country-specific knowledge. The experts having
country-specific experience and knowledge of the water supply sector and
regulatory issues involved in Indonesia and the initiatives taken by the
Government of Indonesia will be given preference.
60. The tasks for each expert are not exhaustive and shall be read in conjunction with
the sections above. The positions that will need to be nominated by the PPC
along with the corresponding expertise required for each position is given below:

Key Experts Qualification


(i) Team Leader / Senior Water Supply Specialist (1-International, 22 person-
months, full time)
The consultant will have a master’s degree in civil engineering or environmental
engineering and demonstrated experience as a water supply specialist with about
10 years of project experience in the design of water supply projects and 7 years
of experience as a team leader. S/he shall have good all-around knowledge of
principles of process control and overall water supply design from upstream to
downstream. S/he is expected to have project experience with a wide range of
similar projects of government agencies in Indonesia and/or neighboring
countries.
The specialist responsibilities shall include, but is not limited to the following:
a. Liaise with the local office of DGHS, PIU, local government, PDAM, and keep
all stakeholders apprised of any issues or concerns that could impact project
performance and or completion of the consulting assignment;
b. Be responsible for analyzing, validating, and ensuring the quality of all studies
and reports, including an inception report, progress reports, and updating the
agreed work program, provision of timely information to the PIU of DGHS on
contract administration issues, etc.;
c. Manage the team of experts to ensure integrated monitoring of the agreed
work program;
d. Coordinate the inputs of team members as per the agreed work plan, advise
team members of changes to the work plan, and monitor team members’
other project commitments to ensure appropriate priority attention is given to
the assigned task;
e. Ensure that outputs of team members are in accordance with the contractual
TOR and the client’s quality expectations especially with regards to DED
standard and preparedness government requirements and ADB
requirements for projects to be financed by ADB;

f. Ensure smooth implementation of the internal quality assurance mechanism


and be ultimately responsible for output quality by reviewing, commenting
upon and approving all such outputs;
g. Ensure all contracted deliverables are prepared in a timely manner including
management of project scheduling;
h. Brief and supervise team members on (a) quality management, and (b)
integrity and professional conduct; and keep the team updated on changes
in the operating environment or procedures;
(ii) Senior Public-Private Partnership (PPP) Specialist (1-International, 3
person-months, intermittent):
The consultant will preferably have a master’s degree in public administration,
public-private policy, or related field, and demonstrated working experience in
water supply related projects. The consultant shall have 7 years of practical
experience in working as PPP specialist, which amongst others may include
hands on experience in structured finance transactions for infrastructure projects.
S/he must have a broad knowledge of promoting application of innovative PPP
structures and approaches with strong analytical capabilities, especially in the
water supply projects. S/he will work directly with governments, private sector
investors, and financial institutions within a framework of general policies,
principles, and goals. The consultant shall have relevant experiences in
Indonesia and/or neighboring countries and have a clear understanding of the
relevant legal and regulatory framework. Work experience on MPWH projects will
be a merit. The key tasks are, but not limited to, the following:
a. Identify the market perception of the Regional SPAM risks to determine PPP
structure and minimum government support requirement;
b. Review and analyze policies and practices in delivering social infrastructure
through PPP mechanism, through special emphasis on recommendations for
improvement based on lessons learned and global best practices;
c. Formulate strategies and operational programs for private sector
development and undertake pro-active private sector consultations and
market sounding to obtain due attention and feedback;
d. Conduct policy dialogue with governments, development partners, private
sector, and other stakeholders to identify and address the challenges to scale
up private sector development and PPP;
e. Together with National PPP Specialist, conduct assessment to identify
potential project investors and prepare a Project Information Memorandum
to present identified potential private investor;
f. Carry out an assessment of possibility of applying PPP and potential
investors of PPP;
g. Develop the financial assumptions based on benchmarks acceptable to the
funding or donor agencies;
h. Undertake value for money analysis;
i. Conduct key stake holder’s discussion to develop PPP project structure;
j. Provide knowledge of emerging best practices in enhancing private sector
development and PPP’s, including good practice examples and guidelines.

(iii) Senior Financial Analyses Specialist (1-International, 4 person - months,


intermittent)
The consultant preferably has a master degree in finance. The consultant will
need to have experience of around 7 years of working in Indonesia and/or
neighboring country as a financial specialist in water supply infrastructure related
projects. The consultant should have experience and solid understanding of
financial analyses of infrastructure projects, especially with the government. The
financial analysis specialist will, among others:
a. Prepare Economic and Financial assessment in line with ADB standards and
requirements
b. Evaluate financial conditions of water supply companies as part of the
financial analysis of the underlying infrastructure project;
c. Together with National Economic and Financial Analyses Specialist, conduct
financial assessment to the project regarding the detailed plan of project
financing, government funding capability, financial cash flow and projections,
affordability analysis, investment feasibility study, and sensitivity analysis;
d. Determine the indicative investment corridor amount (pre-financial analysis);
e. Conduct evaluation of IRR, NPV, and BCR as necessary;
f. Develop tariff proposals to ensure financial sustainability of the project.

(iv) Senior Procurement and Contract Specialist (1-International, 3 person-


months, intermittent):
The consultant will preferably have a master degree in public administration, civil
engineering or related field, and demonstrated experience in procurement and
contract management of water supply projects, specifically in the preparation of
standard contract documents complying with the national regulations and/or
FIDIC requirements. S/he shall have relevant working experience for about 7
years and knowledge of procurement rules in Indonesia. S/he must be thoroughly
familiar with international contract procurement philosophy and procedures
currently used for civil works. It will also be the responsibility of the specialist to
familiarize themselves with the latest national format for contract documents.
The responsibilities shall include, but not limited to the following:
a. Work closely with the PIU/Balai PPW of DGHS and relevant tender
committees to assist with planning, execution and administration of
procurement of goods, works and services by ensuring compliance with
procurement rules and regulations;
b. In association with other specialists, preparing standard bidding documents
comprising minimal the following:
• Instruction to bidders and data sheet;
• General and special conditions of contract;
• Technical Specifications;
• Drawings;
• Bill of Quantities and method of measurement
• Form of bidding;

• Form of security;
• Appendix to bids.
c. Jointly with National Procurement and Contract Specialist, assist PIU and/or
Balai PPW with advance procurement/recruitment where necessary;
d. Jointly with National Procurement and Contract Specialist, assist the
PIU/Balai PPW in carrying out of the bidding for the procurement of civil works
and goods for each project/sub-project. The responsibilities shall include, but
not limited to:
• assisting in issuance of bidding documents;
• conducting pre-bid conferences and preparing minutes/ amendments,
etc.;
• assisting during opening of proposals;
• assisting the Pokja members in evaluation of technical and financial
proposals and in preparation of all reports/schedules, etc.;
• assisting in preparation of contract documentation and in all tasks until
award of the contract.

(v) Resident Engineer Coordinator / Senior Water Supply Specialist (4 -


National, 88 person-months, intermittent)
The consultants will have a bachelor degree in environmental engineering, or
other relevant field and adequate technical background in the water supply
sector. S/he should have experience of working in Indonesia and/or neighboring
countries for about 10 years as water supply specialist and 5 years as team
leader in water supply projects. Work experience on DGHS projects will be a
merit. The consultant will be responsible for coordinating all inputs of the team
and submission of all reports; facilitation of meetings and stakeholder
consultations, as required; and liaison with the PMO, DGHS’s PIU, local office
and relevant technical division of DGHS, regional water enterprises (PDAM), local
offices of DGHS and local government offices, as required. Specific tasks would
include, among others, the following:
a. Liaise with the local office of DGHS, PIU, local government, PDAM, and keep
all stakeholders apprised of any issues or concerns that could impact project
performance and or completion of the consulting assignment;
b. Be responsible to support Team Leader for drafting all studies and reports,
such as inception report, progress reports, and provision of timely information
to the PIU of DGHS on contract administration issues;
c. Manage the team of experts to ensure integrated monitoring of the agreed
work program;
d. Coordinate the inputs of team members as per the agreed work plan, advise
team members of changes to the work plan, and monitor team members’
other project commitments to ensure appropriate priority attention is given to
the assigned task;
e. Ensure that outputs of team members are in accordance with the contractual
TOR and the client’s quality expectations especially with regards to DED
standard and preparedness government requirements and ADB
requirements for projects to be financed by ADB;

f. Responsible for output quality by reviewing, commenting upon and approving


all such outputs;
g. Ensure all contracted deliverables are prepared in a timely manner including
management of project scheduling;
h. Brief and supervise team members on (a) quality management, and (b)
integrity and professional conduct; and keep the team updated on changes
in the operating environment or procedures;
i. Identify, evaluate, and compare options to determine the most appropriate
construction technologies. Considerations should include flood protection
needs, and geotechnical conditions;
j. Together with other specialists, prepare the master plan, feasibility study, and
detailed engineering design with the associated calculations;
k. Coordinate closely with electro-mechanical engineers, geotechnical
engineers, and structural engineers to ensure technical designs are
compatible;
l. Coordinate closely with the environmental specialists to ensure compatibility
of the design with environmental management plans;
m. Identify site constraints, layout arrangements for the proposed water
treatment and considerations of futures expansion needs;
n. Jointly with international water supply specialist to identify, evaluate and
compare options to determine the most appropriate construction
technologies. Considerations should include flood protection needs, and
geotechnical conditions;
o. Prepare detailed engineering design and associated calculations, cost
estimates, schedules, technical specifications and drawings (based on
approved software) for all components of the water supply systems;
p. Coordinate closely with international water supply specialist in the overall
process of designing water treatment plant and the development standard
operating procedures for all facilities such as WTP, Laboratory, Pumping
Stations, etc.;
q. Coordinate closely with electro-mechanical engineers, geotechnical
engineers, and structural engineers to ensure technical designs are
compatible;
r. Coordinate closely with the environmental specialists to ensure compatibility
of the design with environmental management plans;
s. Ensure that the civil site works will include adequate flood protection for the
facilities. However, these should be based on available data to determine
probabilistic flood levels for design purposes.
t. Ensure the finalization of (i) the document of mutual agreement (KSB) and
(ii) cooperation agreement (PKS) between the governments of central,
provincial and municipal/regency

(vi) Senior Geohydrology Engineer (4 - National, 24 person-months,


intermittent):
The consultants shall have a university degree in civil engineering or geology
engineering with broad knowledge of water resources and have at least 10 years

of relevant experience as a hydrologist or hydrogeologist. The consultants must


also have related professional experience in AMDAL Study. S/he must be
thoroughly familiar with Indonesia’s regulatory framework for environmental
management. S/he should be fluent in English and Bahasa Indonesia. The
responsibilities of the consultants will include both on the raw water identification
and development plan and preparing EIA documents together with EIA team.
Key tasks are:
a. Conduct identification and review the existing potential of available raw water;
b. Develop alternative for the utilization of raw water taking into account land
use and population projections, climate change, future water supply
development and distribution, as well as water demand;
c. Develop utilization of raw water source to the development of water supply
system planning;
d. Conduct review of all studies related to the Regional SPAM and/or water
supply projects;
e. Coordinate closely with Directorate General of Water Resources (DGWR).
f. Prepare comprehensive reports in relation to the utilization of raw water.
g. Collecting and assessing existing data, and identify the required additional
data;
h. Preparing the EIA Documents together with EIA team;

(vii) Value Engineering Specialist (4 National, 12 person-months, intermittent)


The consultant is preferably to have a Bachelor degree in environmental
engineering, civil engineering with experience 7 years in the value engineering
for planning, design, construction of water treatment facilities, is required with
emphasis on appropriate robust technologies suitable for Indonesia/Asia and 4
years as a Water Treatment Plant/Process Engineer (concrete WTP).
The Consultant shall be responsible for the following key tasks and shall submit
all the reports/outputs to the Team Leader:
a. Value engineering reviews at 30% design completion
b. Constructability reviews at 30% design completion
c. Design reviews at 50% and 90% design completion
d. Risk evaluation reviews, including hazardous operations and safety in design
at 50% and 90% design completion.

(viii) Regional Planner (4-National, 24 person-months, intermittent)


The consultants will preferably have a university degree in urban planning with
specialization in urban planning and has minimum 7 years relevant experience in
the development of water supply master plan. Work experience on DGHS
projects will be a merit.
a. Conduct evaluation of the condition of the city/region and existing SPAM
conditions;
b. Collaborate with other specialist to analyze data on economic, legal,
demographic, sociological, physical, and environmental factors affecting the

development of water supply related systems;


c. Prepare, in an integrated manner, the water supply development planning in
a provincial level, including analysis, conceptual and detailed plan
preparation, and stakeholder participation;
d. Provide technical support to team leader on the preparation of master plan.

(ix) Piping Engineer (4-National, 24 person-months, intermittent)


The consultant shall have a minimum of bachelor degree (S1 degree) in civil
engineering or mechanical engineering, with minimum 7 years relevant
experience in the planning, design, documentation and construction of water
treatment facilities and Transmission and Distribution Pipe Network.
Key tasks are:
a. Closely coordinate with other specialist to conduct the works especially with
Water Supply Specialist and Senior Water Distribution Specialist;
b. Prepare detailed engineering design and associated calculations, for Pipe
Stress Analyses, Water Hammer Analyses and Surge Tank Analyses;
c. Design pipe crossing road, pipe bridge and thrust block or pipe supporting,
etc.;

(x) Water Resources Specialists (4-National, 24 person-months, intermittent):


The consultants shall have a university degree in civil engineering, with minimum
7 years of relevant experience in the water resources. Work experience on
DGWR projects will be a merit
Key tasks are:
a. Conduct identification and review the existing potential of available raw water;

Engineering or other related fields. S/he should have experience of working in
planning, design and documentation, pricing and construction of water
distribution systems and pipelines for minimum 7 years. This should include
capability to designing pump stations and familiarity with construction techniques
that may be suitable to the conditions expected in the project regions. Work
experience on DGHS projects will be a merit.
The consultants will, among others, carry out the following tasks:

a. Define the basis of the design (based on the agreed criteria and standards),
constraints and assumptions, design methodology and design review
arrangements;
b. Identify site constraints, pipeline alignments and pumping station locations,
including an overview level assessment of needs of future system extensions
to ensure compatibility with the proposed system;
c. Coordinate closely with electro-mechanical engineers, geotechnical
engineers, and structural engineers to ensure technical designs are
compatible;
d. Coordinate closely with the environmental specialists to ensure compatibility
of the design with environmental management plans;
e. Prepare detailed engineering design and associated calculations, cost
estimates, schedules, technical specifications and drawings (based on
approved software) for all components of the water collection and transfer
system;
f. Identify, evaluate and compare options to determine the most appropriate
construction technologies. Considerations should include access, traffic
disruptions, geotechnical conditions and locations of existing services (based
on the findings from surveys).
g. Prepare details of typical or generic house connection detail s and define
property design criteria such as pipe diameter and material, minimum grades
and covers and inspection openings

(xii) Electrical Engineer (4-National, 16 person-months, intermittent):


The consultant shall have a minimum of bachelor degree (S1 degree) in Electrical
engineering. The consultants shall have proven work experience in development
of DED of water supply projects, with about 7 years of experience in water supply
systems, water treatment plants and water treatment facilities
The consultants will carry out the following key tasks:
a. Prepare detailed engineering designs of appropriate electrical systems
related to the facilities such water treatment plant, pumping stations, etc.
b. Prepare high quality design of electrical and power installation systems
based on energy efficiency and environmentally sound,
c. Prepare SOP for operation and maintenance of electrical facilities;
d. Assess all viable technical options and identify the least-cost analysis and
review and define design criteria and standards;
e. Coordinate closely with international and national water supply engineers
and structural engineer to ensure technical designs are compatible;
f. Coordinate closely with the environmental specialists to ensure
compatibility of the design with environmental management plans;
g. Prepare detailed engineering designs, cost estimates, specifications, and
bidding documents for this Regional SPAM project;

(xiii) Mechanical Engineer (4-National, 16 person-months, intermittent):


The consultant shall have a minimum of bachelor degree (S1 degree) in
Mechanical engineering. The consultants shall have proven work experience in
development of DED of water supply projects, with about 7 years of experience
in water supply systems, water treatment plants and water treatment facilities
The consultants will carry out the following key tasks:
a. Prepare detailed engineering designs of appropriate mechanical systems
related to the facilities such water treatment plant, pumping stations, etc.
b. Prepare high quality design of mechanical and power installation systems
based on energy efficiency and environmentally sound,
c. Prepare SOP for operation and maintenance of mechanical facilities;
d. Assess all viable technical options and identify the least-cost analysis and
review and define design criteria and standards;
e. Coordinate closely with international and national water supply engineers
and structural engineer to ensure technical designs are compatible;
f. Coordinate closely with the environmental specialists to ensure
compatibility of the design with environmental management plans;
g. Prepare detailed engineering designs, cost estimates, specifications, and
bidding documents for this Regional SPAM project;
(xiv) Structure Engineers (4-National, 16 person-months, intermittent):
The consultant will preferably have a university degree in civil engineering or
other relevant fields with minimum 7 years of experience in DED of civil
engineering structures and with at least 5 years of experience in urban water
supply and water treatment infrastructures.
The consultants will carry out the following key tasks, but not limited to:
a. Prepare the structural designs for all required civil works structure in line with
the national structural design standards and coordinate with the water supply
engineers and water treatment process engineers;
b. Coordinate with geotechnical engineers on design issues and criteria
relevant to the prevailing soil conditions;
c. Liaise with the AutoCAD operators for the production of structural drawings;
d. Prepare detailed technical specifications, performance specifications,
detailed cost estimates, and quantity relating to the structural components.

(xv) Geotechnical Engineers (4-National, 32 person-months, intermittent):


The consultants will preferably have a university degree in geological engineering
or other related field with minimum 7 years of experience in geotechnical
engineering and soil mechanics for water supply projects, including water
treatment plants.
The consultants will carry out the following key tasks:
a. Prepare scope of work and terms of reference for geotechnical surveys and
investigations required for all subprojects, to ensure sufficient data are
collected for effective and efficient design of civil works structures.

b. Provide overall supervisions of the geotechnical surveys and investigations


and provide the reports to water/ structural engineers;
c. Based on results from the surveys and investigations confirm or develop
appropriate geotechnical design criteria, design concepts, and
methodologies for civil works;
d. Prepare detailed geotechnical designs for all subproject works, technical
specifications, performance specifications, detailed cost estimates and
quantities.

(xvi) Geodetic Specialist (4-National, 32 person-months, intermittent):


The experts shall have a graduate degree in geodetic engineering and minimum
7 years of experience in dealing with topographic surveys aspects to be used in
designing water supply projects. The expert will lead in procuring topographic
survey data to be used for designing.
The geodetic specialist will, among others:
a. Collect and assess existing data, and identify the required additional data;
b. Be in-charge of all geodetic survey works necessary for the completion of the
studies;
c. Prepare TOR and bidding document for topographic surveys, and carry out
bidding process for recruitment of sub-consultants;
d. Supervise the implementation sub-contract and check the products;
e. Assist the team leader/deputy team leaders in the timely preparation of
reports.

(xvii)Architect/ Landscape specialist (4-National, 16 person-months,


intermittent):
The specialist shall have a graduate degree in Architecture or other related field
with minimum 7 years of experience in landscape design of water treatment
plants and/or similar facilities.
The Specialist will, among others:
a. Work closely with Water Treatment Specialist in designing the landscape of
the water treatment plant (WTP) and other facilities;
b. Considering the local artistic/culture and incorporate them into the design
landscape of the facilities;
c. Propose innovative design of “Green WTP”.

(xviii) Financial and Economic Analyses Specialists (4-National, 24 person-


months, intermittent):
The consultants will preferably hold a master degree in economics, finance,
business administration or others relevant field. The consultant will need to have
experience of minimum 7 years of working in Indonesia as economist and/or
financial analyst in developing infrastructure projects. The consultant should have
experience and solid understanding of economic and financial analyses of
infrastructure projects per government.

The economic and financial analysis specialist will, among others:


a. Carry out the economic analysis of investment projects in water supply
sector, willingness/affordability to pay assessments in compliance with
relevant government guidelines and ADB guidelines for selected projects.
Economic analysis shall cover the cost–benefit analysis as the major
determinant of project rationale
b. Conduct financial assessments of water supply companies as part of the
financial analysis of the underlying infrastructure project in compliance with
relevant government guidelines.
c. Develop tariff proposals to ensure financial sustainability of the project.
d. Conduct sector assessments, demand-supply analysis, opportunity cost
implications, projected project benefits, economic rationale and economic
impact in comparison with alternative options, and develop indicators for
project performance monitoring, including willingness to pay and realistic
economic rates of return for the project under various scenarios.

(xix) Environmental Safeguard Specialists (4-National, 24 person-months,


intermittent):
The consultant will preferably have a master degree in environmental
management engineering or other relevant field with minimum 7 years of working
in Indonesia on environmental safeguards in water supply projects, including
Indonesia’s regulatory framework on environment and climate change
adaptation. S/he should have proper accreditation from the Government as an
environmental assessment consultant.
The experts will provide:
a. Prepare the project categorization in line with ADB Safeguards Policy
Statement (2009) and government regulations
b. Assist PIU and/or Provincial/Local Government in obtaining all necessary
permits for Environmental aspects;
c. Carry out a comprehensive environmental assessment and ensuring
substantive consistency with the Government’s environmental requirements;
d. Develop strategy to effectively carry out the submission of environmental
impact assessment documents to the concerned government offices;
e. Develop draft of environmental impact assessment and environmental
management plan;
f. Conduct public consultation requirements, including informing the affected
persons and local non-government organizations, and information disclosure
of project-specific and quantitative information on potential environmental
impacts (both positive and negative) and proposed mitigation measures;
g. Review various reports/assessments and other relevant background
information available regarding the project or collect additional information to
update with the current status of environmental related aspects of the project
and to get familiarized with potential environmental issues relevant to the
proposed interventions in the designated areas;
h. Assist PIU in the preparation of applicable checklists and screening criteria

and the environmental categorization forms of the project;


i. Include environmental management plan in the bidding documents, along
with the requirement to comply with mitigation measures therein.

(xx) Cost Estimator/Civil Engineer (8-National, 32 person-months, intermittent):


The consultants shall have graduated in civil engineering, finance or other related
field and minimum 7 years’ experience in dealing with procurement processes in
implementing water supply projects. The consultant will have demonstrated
experience in procurement of goods, works and services as well as contract
management of infrastructure projects in accordance with Indonesian public
procurement regulations. Procurement work experience on DGHS projects will
be a merit.
The responsibilities shall include:
a. Prepare detail cost estimate of all structures related to Regional SPAM water
supply projects;
b. Conduct assessment of cost estimate quantity and policies of other similar
water supply projects in accordance with DGHS requirements;
c. Calculate most effective cost estimate for all DEDs and others with relevant
government guidelines;
d. Recommending the materials to be used for construction in accordance with
DGHS requirements.

(xxi) Procurement and Contract Specialist (4-National, 16 person-month,


intermittent):
The consultant will preferably have a master degree in public administration,
business administration, economics, civil engineering or related field, and
demonstrated experience in procurement and contract management of water
supply projects, specifically in the preparation of standard contract documents
complying with the latest DGHS requirements. S/he must be thoroughly familiar
with contract procurement philosophy and procedures currently used for civil
works in Indonesia. It will be the responsibility of the specialist to familiarize
themselves with the latest DGHS format for contract documents. S/he should
have relevant working experience for 7 years years and knowledge of
procurement rules in Indonesia.
The responsibilities shall include, but not limited to the following:
a. Work closely with the PIU/Satker of DGHS and relevant tender committees
to assist with planning, execution and administration of procurement of
goods, works and services by ensuring compliance with procurement rules
and regulations;
b. In association with other specialists, preparing standard bidding documents
comprising minimal the following:
• Instruction to bidders and data sheet;
• General and special conditions of contract;
• Technical Specifications;

• Drawings;
• Bill of Quantities and method of measurement
• Form of bidding;
• Form of security;
• Appendix to bids.
c. Assisting PIU and/or Satker with advance procurement/recruitment where
necessary;
d. Assist the PIU/Satker in carrying out of the bidding for the procurement of
civil works and goods for each project/sub-project. The responsibilities shall
include, but not limited to:
• assisting in issuance of bidding documents;
• conducting pre-bid conferences and preparing minutes/ amendments,
etc.;
• assisting during opening of proposals;
• assisting the Pokja members in evaluation of technical and financial
proposals and in preparation of all reports/schedules, etc.;
• assisting in preparation of contract documentation and in all tasks until
award of the contract.

(xxii) Social Development Specialists (4- National, 36 person- months,


intermittent):
The consultant will preferably have a master degree in social sciences or others
related field. He/she will need to have minimum 7 years of working in Indonesia
on projects related to land acquisition and resettlement, and social issues such
as gender equality, social exclusion, impact on vulnerable people.
The experts will provide:
a. Prepare the project categorization in line with ADB Safeguards Policy
Statement (2009) and government regulations
b. Prepare due diligence of land acquisition and resettlement plans in
accordance with the requirements of the Government;
c. Assist/assess (if LA(R)P is completed) land acquisition, preparation of land
acquisition plans document, included: plan, preparation, implementation and
deliverable;
d. Feasible Study assessment needed (if LA(R)P completed) for land
acquisition and resettlement, included: (a) Socio-economic survey (SES), (b)
inventory of land acquisition (IOL) objects, (c) site feasibility, d) analysis of
development costs and benefits for the region and surrounding communities;
(e) potential environmental and social impacts resulting from Land
Acquisition and Development, and (f) other necessary studies;
e. Review DED and other relevant outputs from PPC companies to improve
quality and compliance with best practice standards and legislation from the
perspective of land acquisition;
f. Ensure that appropriate consultations have been undertaken with eligible
parties and stakeholders and identification of land acquisition objects
properly implemented for the preparation of LA(R)P.

g. Provide support to the PIU and local Housing and Settlement Offices to
oversee the preparation of LA(R)P conducted by PPC companies and ensure
the proper delivery of land acquisition planning documents (DPPT) to the PIU
and local Housing and Settlement Offices punctually;
h. Assisting the PIU and local Housing and Settlement Offices to supervise the
support of PPC companies to local governments in setting up preparation
teams, including preparing preparatory team working plans;
i. Assist the local PIU and Housing and Settlements Offices to oversee PPC
companies to support the preparatory team in carrying out activities for
project site determination (notification of project plans, initial data collection,
public consultation, establishment of approval / approval location,
announcement of location determination);
j. Assisting the PIU and the local Housing and Settlement Offices in facilitating
National Land Authority (BPN) for the implementation of land procurement
(establishment of implementing membership, work plan, identification and
inventory, nominative list, verification and revision of nominative list,
independent appraisal nomination, compensation payments,
documentation);
k. Provide support to safeguard units in preparing technical guidelines for land
acquisition and other relevant activities as required;
l. Ensuring lands required such as water intake, treatment plant, reservoirs,
pipelines for transmission and distributions, etc., for the project are ready and
available;
m. Assisting to PIU and/or Provincial/Local Governments in completing
Readiness Criteria related to the Lands;
n. Whenever required, assist to carry out the assessments: fair replacement
value, market value equivalence, non-physical losses caused by the
compulsory right relinquishment of property owner, and other required
assessments;
o. Detailed socio-economic, gender and ethnic minority (including women
headed households, children, persons with disabilities, landless citizens,
landless and indigenous peoples) analysis of the proposed projects;
p. Analysis of potential water use conflict arising from the project and conflict
mitigation and/or resolution options;
q. Develop appropriate community participation and awareness campaigns;
r. Design and carry out willingness/affordability to pay survey, and gender
action plan, and other socio/economy related documents;
s. Assisting in designing relocation if there are project-affected communities
(Land acquisition that has no impacts (no impact) on the relocation of eligible
parties, DPPT does not need to include analysis, strategy and relocation
assistance;
t. Assisting in designing the livelihood restoration strategy for the land
acquisition relocated community that has no impact (none affected) on the
relocation of eligible parties, the DPPT does not need to include analysis,
strategy and relocation assistance;
u. Assisting to obtain license in land procurement, e.g. license for licensing

assistance in land procurement, e.g. Forest License Use Permit (if the project
location is included in forest area);
v. To Increase capacity building for PIU Social safeguard unit;
w. Providing direction and inputs in land procurement process based on Law
No.2 Year 2012;
x. Assisting the EIA team leader (Environmental Safeguard Specialist) to
prepare the EIA documents until the Environmental Permits are published.

(xxiii) Institutional Development Specialists (4-National, 24 person- months,


intermittent):
The consultant is S1 bachelor degree in Institutional/Law sciences. He/she will
need to have about 7 years of working in Indonesia on project related institutional
development and local government policy.
The expert will provide:
a. Identify partnerships and alliances that can work together to facilitate the
realization of rights to infrastructure projects related to water supply system
development project;
b. Develop draft strategy to establish institutional set-up and legal basis related
to utilization of the planned water supply system development project;
c. Prepare institutional analysis and provide solutions to address any
institutional issues emerging related to the water supply system development
project;
d. Assist DGHS PIU and/or DGHS Provincial/Local Government in the
preparation of institutional arrangement related to the project;
e. Formulate the appropriate institutional set-up and associated regulations to
manage the water supply systems;
f. Ensure the finalization of (i) the document of mutual agreement (KSB); and
(ii) cooperation agreement (PKS) between the governments of central,
provincial and municipal/regency.

(xxiv) Biology Specialist (4-National, 16 person-months, intermittent):


S/he will have a minimum of bachelor degree (S1 degree) in Biology
Science/Natural Sciences or related field, with preferably minimum 7 years of
related professional experience in EIA Study. S/he must be thoroughly familiar
with Indonesia’s regulatory framework for environmental management. S/he
should be fluent in English and Bahasa Indonesia. The responsibilities of the
consultant to the Team Leader shall include, but not be limited to, the following:
a. Preparation of the EIA Documents together with EIA team;
b. Collecting and assessing existing data, and identify the required additional
data;
c. Assisting the Team Leader in all activities specified above;
d. Providing other required support to the project based on requirements of the
Project Team.

(xxv) Chemical Engineer (4-National, 16 person-months, intermittent):

S/he will have a minimum of bachelor degree (S1 degree) in Chemical


Engineering, with minimum 7 years of related professional experience in
chemical process or EIA Study. S/he must be thoroughly familiar with Indonesia’s
regulatory framework for environmental management. S/he should be fluent in
English and Bahasa Indonesia. The responsibilities of the consultant to the Team
Leader shall include, but not be limited to, the following:
a. Collecting and assessing existing data, and identify the required additional
data;
b. Preparing the EIA Documents together with EIA team;
c. Assisting the Team Leader in all activities specified above;
d. Providing other required support to the project based on requirements of the
Project Team.

(xxvi) Public Health Specialist (4-National, 16 person-months, intermittent):


S/he will have a minimum of bachelor degree (S1 degree) in Public Health
Science or related field, with minimum 7 years of related professional experience
in EIA Study. S/he must be thoroughly familiar with Indonesia’s regulatory
framework for environmental management. S/he should have accreditation from
the government as a public health specialist as per the EIA Regulations in
Indonesia and should be fluent in English and Bahasa Indonesia. The
responsibilities of the consultant to the Team Leader shall include, but not be
limited to, the following:
a. Collecting and assessing existing data, and identifying the required additional
data;
b. Undertaking public health and social impact analysis to describe the needs,
demands, concerns, beneficiaries, and potential impacts;
c. Preparing a public health profile of the project area including population and
economic/industries growth projection;
d. Carrying out public health analysis including analysis of project benefits to
the poor;
e. Putting in place a complaint handling mechanism that ensures transparency
and rapid response to community inputs;
f. Designing measures and implementation arrangements for maximizing
project social benefits and minimizing/avoiding unhealth risks;
g. Contributing to environmental and public health solution outputs of the
project;
h. Assisting the Team Leader in all activities specified above;
i. Providing other required support to the project based on requirements of the
Project Team.

(xxvii) Safety Specialist (SMK3) (4-National, 12 person months, intermittent)


The specialist will have a bachelor’s degree in a related field with demonstrated
work experience in monitoring of workplace safety for infrastructure projects. S/he
will have relevant experience of minimum 7 years. S/he must be thoroughly
familiar with Indonesia’s regulatory framework for workplace safety. The

responsibilities of the consultant to the Team Leader shall include, but not limited
to, the following:
a. Preparing or selecting technical guidelines for use in the Project;
b. Preparing a Workplace Health and Safety Management Plan (SMK3) as part
of each DED;
c. Preparing input for the bidding documents for the works packages based on
the SMK3 Plan;
d. Preparing guidance for all staff to enable them to prepare properly for safe
activity at all stages in the work;
e. Preparing guidance for the Assistant Safety Specialist to carry out safety
audits during the services;
f. Providing explanation of the SMK3 Plan at each of the Pre-Construction
Meetings;
g. Assisting the Team Leader and Deputy Team Leader in timely preparation of
reports; and
h. Providing other required support to the project based on requirements of the
Project Team.

(xxviii) C
ommunication Specialist (1 - National, 2 person-months, intermittent):
The consultant will preferably have a university degree in public relation,
communication, social science, or related field. S/he will need to have about 7
years of experience of working as a communication specialist in infrastructure
projects. The consultant shall have a strong grasp of strategic goals,
organizational and planning ability, and solid understanding of project
management principles. S/he must have an excellent communication and
presentation skill and proficiency in English and Bahasa Indonesia. The key tasks
are, but not limited to, the following:
a. Develop effective communication strategies to local governments, private
sectors, PDAMs, other stakeholders, and the community;
b. Promote the FCR (Full Cost Recovery) concept to the local governments,
private sectors, PDAMs, other stakeholders, and community;
c. In collaboration with social development specialist, create awareness and
improve targeted customers’ the willingness to pay and willingness to
connect.

(xxix) Public-Private Partnership (PPP) Specialist (4 - National, 12 person-month,


intermittent):
The consultant will preferably have a master’s degree in public administration,
economics, public-private policy or related field, and demonstrated working
experience in water supply related projects. The consultant shall have 7 years of
practical experience in working as PPP specialist, which amongst others may
include hands on experience in structured finance transactions for infrastructure
projects. S/he must have a broad knowledge of promoting application of
innovative PPP structures and approaches with strong analytical capabilities,
especially in the water supply projects. S/he will work directly with governments,

private sector investors, and financial institutions within a framework of general


policies, principles, and goals. The consultant shall have relevant experiences in
Indonesia and/or neighboring countries and have a clear understanding of the
relevant legal and regulatory framework. Work experience on MPWH projects will
be a merit. The consultant will be working jointly with the International Public-
Private Partnership Specialist. The key tasks are, but not limited to, the following:
a. Conduct and review government policies and regulations related to PPP
modality;
b. Identify the market perception of the Regional SPAM risks to determine PPP
structure and minimum government support requirement;
c. Review and analyze policies and practices in delivering social infrastructure
through PPP mechanism, through special emphasis on recommendations for
improvement based on lessons learned and global best practices;
d. In association with International PPP Specialist, formulate strategies and
operational programs for private sector development and undertake pro-
active private sector consultations and market sounding to obtain due
attention and feedback;
e. Conduct policy dialogue with governments, development partners, private
sector, and other stakeholders to identify and address the challenges to scale
up private sector development and PPP;
f. Together with International PPP Specialist, conduct assessment to identify
potential project investors and prepare a Project Information Memorandum
to present identified potential private investor;
g. Carry out an assessment of possibility of applying PPP and potential
investors of PPP;
h. Develop the financial assumptions based on benchmarks acceptable to the
funding or donor agencies;
i. In coordination with Financial Analyses Specialist and Economist, undertake
value for money analysis;
j. Conduct key stake holder’s discussion to develop PPP project structure;

Office Requirements
61. The consultants may have one central office at any place convenient to the team.
In addition, the PPC firm shall have a Site office at each of the project locations
where the Deputy Team Leaders and other respective specialists may coordinate.
The respective specialists shall make visits to the project sites in connection with
carrying out their tasks. The non-key staff can be located at any place depending
on their requirement. The staff arrangement shall be the overall responsibility of
the firm to accomplish the tasks in a cost-effective manner.

Reporting Requirements
62. In addition to the reports/deliverables/documents mentioned in the schedule of
deliverables in Table 5 (Schedule of Deliverables and Payment), other
reports/deliverables expected from the PPC firm. Timelines for each deliverable
are presented in the following paragraphs, which are tentative, and will be fine-
tuned/agreed with the Client during the contract negotiations or during the
implementation of the contract.

preparation of Regional SPAM is included in Table 3.

64. It is estimated that the services outlined in this TOR would need to be provided by
the PPC firm for a period of 730 calendar days from the date of commencement
of the services. The time period is indicative and the PPC firm may complete all
the services prior to the deadline(s) under the contract or where the Client has
approved at no additional cost to the Client, after the deadline(s) (including after
the time periods per output prescribed in the schedule of payment). The detailed
work plan submitted by the PPC firm as part of the proposal shall be discussed
and agreed with the Client before signing of the contract.

Reporting
65. All reports of each location in English and Bahasa Indonesia shall be submitted to
the PIU (with copies to the ADB if required during implementation) in electronic
format (such as in MS Word, PowerPoint, or Excel documents), and printed in 5
copies for each language. Models and workflow, process and data diagrams shall
be submitted electronically in their appropriate dynamic application files.
66. Comments on reports and memos from PIU and the local governments shall be
provided to the consultancy firm within 14 calendar days, and the reports shall be
revised by the consultant within 14 calendar days after receipt of comments. If no
comments received within this time frame the reports shall be deemed final.
67. The major outputs and activities of the consultant are summarized in Table 5. The
expected completion dates indicated should be followed as strictly as possible.
68. The PPC firm, in close coordination with Client shall conduct quality reviews to
obtain feedback on all deliverables. The consultant shall also make presentations
to the PIU/Client, on each deliverable, as relevant, wherein the key team members
should be present during the presentations.
69. The PPC firm shall work closely with the PCO, DGHS, ADB and other government
agencies as may be required during the tenure of the contract.
70. Reports related to Master Plans (MP), Feasibility Studies (FS), Safeguards
documents (EIA and LARP documents) and Detailed Engineering Design (DED)
& Bidding Documents for each Province:
a) Inception Reports; submitted covering background of the project, existing
condition of the city, methodology, workplan and schedule of experts.
b) Monthly Progress Reports, (max. 20 pages for all regions by 5th calendar
day after each calendar month). Summary of all the activities undertaken,
status of all project preparatory activities, delays, issues requiring immediate
attention of the Client, achievements, interventions needed from the Client,
records of the Consultant’s staff mobilization, etc.
c) Master Plan Reports, including:
1. Draft Master Plan Reports shall include identification of hydrogeological
conditions, climate, land use, spatial policy, socio-economic conditions,
existing conditions of water supply and key problems, identification of
spatial plan, planning criteria, service area, population projection, water
demand analysis, identification of potential use of raw water sources, and
water balance.
2. Final Master Plan Reports shall include master plan formulation and
implementation stages, financial analyses including investment and
funding sources, economic analyses, water supply system organization,
cooperation arrangement, and PPP identification.
d) Feasibility Study Reports, including:
1. Draft FS Report shall be submitted covering general overview of study
areas both topography, demography, community social-economy
conditions in the related area, Spatial and Regional Plan (RTRW), results
of RDS, water supply and demand analysis, general information on

existing technical condition of water supply system, system capacity,


proposed alternatives of technology, and basic design.
1. Final FS Report shall be submitted covering the analysis of Public Private
Partnership Requirement of the Regional SPAM, definition and structure
of Public Private Partnership scheme (if applicable), market analysis,
technical profile, CAPEX and OPEX, evaluation of project feasibilities
included technically, financially, public private partnership and
environment, executive summary, and conclusions.
e) Environmental Safeguards Report shall be submitted including KA-
ANDAL, ANDAL, RKL, and RPL.
f) Land Acquisition and Resettlement Plan Report shall be submitted in
accordance with applicable Government’s regulations.
g) Detailed Engineering Design & Bidding documents, including:
1. Finalize mutual agreement and cooperation agreement between
relevant entities.
2. DED Draft Report shall be submitted explaining project background,
review of existing DED’s document if available, surveys and investigations
(topographical survey, field verifications, geotechnical survey, soil test,
and other survey), design norms, and system design (Water Supply
System scheme, calculations, technical specifications, and drawings of
intake system, transmission unit, water treatment plant, reservoirs,
distribution unit and house connections, and mechanical and electrical
equipment’s.
3. DED Final Report shall be submitted and covers unit prices, Bill of
Quantities, SOP for operation and maintenance, and implementation plan.
h) Complete set of bidding documents

VII. Schedule for Deliverables and Payment.


72. The payment shall be released based on the approval of the Project Team and
the concerned PIU about the deliverables/outputs submitted by the PPC firm. The
DGHS PIU shall accord this approval after ensuring that the outputs delivered by
the consultants / all other deliverables conform to the requirements of the contract.
The payment shall be certified and made within the lapsing time periods per
milestone defined in payment schedule. Payments to the consultant will be made
by ADB, upon receipt of an endorsed direct payment request from the PIU of
DGHS, through the MOF’s Treasury Office (KPPN).

25 An advance payment shall be made against an advance payment bank guarantee acceptable to the

74. The Client (PIU) shall provide the following:

proposed assignment;
b. Counterpart staff to work with the consultants (this will be identified at the time

with a population of 71,189 inhibitants. This regency is connected by Sultan Aji
Muhammad Sulaiman Sepinggan International Airport, Balipapan and Balikpapan Port
The proposed water treatment plant for this regional SPAM will be designed with a
minimum production capacity of 300 liter/second (lps). Marangkayu Dam have been
identified as the main raw water sources for this system. Availability of any other raw
water source should be analyzed by the assigned consulting firm. The Intake location has
been identified at Marangkayu Dam, it is about 36,3 Km from the Service area.

2. Ajatappareng SPAM Regional

Pare-pare city has an area of about 99.33 km² with a population of 140,423 (BPS,2017)
Based on the PDAM 2015 Performance Report (Buku Kinerja PDAM 2015). The water

supply service coverage was 85.0 %. Parts of it the city that will be included in service
area of the SPAM Regional are 2 sub-districts (kecamatan) with the total area of about
78,0 km² with a population of 52,258 inhabitants. This city is connected by the
Makassar Hasanuddin International Airport and Pare-pare Port

Sidenreng Rappang Regency with its central administration in Sidenreng Rappang has
an area of about 189,808.70 km² with a population of 289,787 (BPS 2017) and with
existing coverage was 42.3 % (Buku Kinerja PDAM 2015). The sub-district that will be
included in services area of SPAM Regional are 4 sub-districts (kecamatan) with a total
area of about 25,634.47 km² and with population of 125,592 (BPS 2017). The regency
is connected by the Makassar Hasanuddin International Airport and Pare-pare Port

Enrekang Regency with its central administration in Enrekang has an area of 1,796.01
km² and with a population of 201,614 (BPS 2017). The sub-district that will be included
in services area of SPAM Regional are 1 sub-district (kecamatan) with a total area of
392.87 km² and with population of 24,782 (BPS 2017). The regency is connected by
the the Makassar Hasanuddin International Airport and Pare-pare Port.

The proposed water treatment plat for this regional SPAM will be designed with a
minimum production capacity of 500 liters/ second (lps). Tabang river (in Maiwa sub-
district, about 30 Km from the Service Area) has been identified as one of the main
raw water sources for this system.

3. Gorontalo Raya SPAM Regional

Gorontalo city is the capital city of Gorontalo province, on the island of Sulawesi,
Indonesia. It has an area of 79.03 km² with a population of 195.486 (BPS, 2017) with
existing coverage of Water supply 95.7 % (Buku Kinerja PDAM 2017). It is located in
Gorontalo Province. The city is divided into 9 districts (kecamatan). This city is served
by the Jalaluddin International Airport and Gorontalo Port.

Gorontalo Regency with administration center in Limboto, devided into 19 districts


(kecamatan), located in Gorontalo province, on the island of Sulawesi, Indonesia. It
has an area of 2,125.49 km² with a population of 392,873 (BPS 2017) with existing
coverage of Water supply 33.1 % (Buku Kinerja PDAM 2017). Gorontalo Regency is
served by the Jalaluddin International Airport and Gorontalo Port

Bone Bolango Regency (kabupaten) with administration center in Suwawa, devided


into 18 districts (kecamatan), located in Gorontalo Province on the island of Sulawesi,
Indonesia. It has an area of 2,390.54 km² and had a population of 159,442 (BPS 2017)
with existing coverage of Water supply 50.9 % (Buku Kinerja PDAM 2017). Bone
Bolango Regency is served by the Jalaluddin International Airport and Gorontalo Port.
The water treatment plant’s production capacity for this Regional SPAM will be
designed Stage-I: 600 liter/second and Stage-II: 1,000 liter per second. The raw water
Stage-I is from Bolango River located in Longalo Village and Stage-II is from Bone
River.

4. Bimatara SPAM Regional

Manado city is the capital city of Sulawesi Utara province, has an area of 157.26 km²
with a population of 427,906 (BPS, 2017). The sub-districts that will be included in
service area of the SPAM Regional are 2 sub-districts (kecamatan) with the total area

of about 66.87 km² and with population of 111,035 Inhibitatants. This city is connected
by the Sam Ratulangi International Airport and Bitung Port.

Bitung city has an area of 313.50 km² with a population of 208,995 (BPS 2017) and
with existing coverage of water supply 55.1 % (Buku Kinerja PDAM 2017). The sub-
districts that will be included in service area of the SPAM Regional are 8 sub-districts
(kecamatan). This city is connected by the Sam Ratulangi International Airport and
Bitung Port.

Minahasa Utara regency with its central administration in Airmadidi has an area of
1,594.24 km² with a population of 199,498 (BPS 2017) and with existing coverage of
water supply 25.5 % (Buku Kinerja PDAM 2017). The sub-districts that will be included
in service area of the SPAM Regional are 4 sub-districts (kecamatan) with the total
area of about 312.65 km² and with population of 101,271 Inhibitatants. This regency is
connected by the Sam Ratulangi International Airport and Bitung Port.

The proposed water treatment plant for the regional SPAM will be designed with the
production capacity for Stage I - 400 liter/second (lps), Stage II – 1,000 liter/second
(lps) and Stage III – 600 liter/second (lps). Tondano river, Tondano Lake and Kuwil
Resevoir have been identified as the main raw water sources for this system.
Availability of any other raw water source should be analyzed by the assigned
consulting firm.
