SCOPE OF WORK
Supply of labor, material, tools, equipment, consumable materials and technical supervision to
successfully complete the following works listed below. These items shall be in accordance with Petron
standard specification.

II. Repair of Pilings

Repair works on identified piles shall be undertaken as follows:

A. Trestle Piles: 6(cleaning only), 8, 10, and 12

C. Breasting Dolphin 1 Piles: 1, 5, 14, 15, and 16
D. Breasting Dolphin 2 Piles: 1, 4, 14, 16, and 17

E. Cleaning outer pile surfaces of rust and marine growth.
F. Provide concrete 200mm thk. jacket from bottom of pile caps down to 1.00 m below
seabed. Concrete jackets shall be reinforced with 12 pcs-12mmø steel bars complete
with ties.
G. Adequate and suitable formworks to jacketing work shall be installed prior to
concreting.

III. Repair of Pile Caps, Fendering System and Bollards

Repair works on identified pile caps shall be undertaken as follows:

A. Trestle Pile Cap numbers: 2, 4, 8, 9, and 10

B. Breasting Dolphin 1 & 2, and Receiving Platform: ALL damaged pile caps
C. Fill hairline cracks with epoxy injection
D. All damaged surfaces of concrete pile caps shall be chipped-off and patched with new
concrete.
E. Remove and replace existing fendering system with Trelleborg Super Cone Fender
SCN800 complete with fender panels and fixings.
F. Thorough cleaning of mooring bollard and repainting with marine epoxy paint.

IV. Repair of Beams and Girders

During the survey, the T-Girders contain major cracks longitudinally and laterally. These
damages could possibly be attributed to inadequate reinforcing steel coupled by
insufficient concrete covering in the steel bars. Repair works required are as follows:

A. TRANSVERSE BEAMS: 2, 3, 4, 5, 8, 9, 10, 13, 16, 17, 19, 20, 22, 28, 29, and 30

B. GIRDERS or LONGITUDINAL BEAMS: To be applied on ALL 11 girders.

C. Large Cracks and Spalled Concrete
1. Chipping off cracked portions of girder and exposed rebars.
2. Remove corroded portions and replace with equivalent steel sections.
3. Thoroughly clean concrete surfaces free of loose elements.
4. Install forms and pour concrete.
5. Ensure that during demolition and restoration work, adequate supports and
scaffolding shall be provided.

D. Hairline Cracks
1. Fill cracks using epoxy injection.

V. Minimum Material Specifications

• ASTM Grade-40 or Metric Grade-280

VI. All identified locations for repair was based on assessment prior the December-2019 Davao
earthquake. It is the contractor’s responsibility during the conduct of site survey to validate
the locations identified for repair, the extent of repair needed, and inform Petron of NEW
pier sections(not previously identified) that will require repair.

GENERAL NOTES AND SPECIFICATIONS

The contractor must comply with the following terms and condition when executing the scope of
work:

General Conditions:
A. General Conditions

1. The cost shall include mobilization and demobilization expenses.


2. All utilities (power and water) shall be for the contractor’s account.
3. Contractor must comply with Petron Davao Depot HSSE requirements.
4. The contractor shall secure, in its own initiative, a location outside the Plant where it can
store its materials and conduct necessary welding works.
5. Contractor to observe proper housekeeping during the entire duration of the project and
remove all debris from construction area after completion. Contractor shall properly dispose
removed materials and debris for its own account.
6. Prior to implementation, Contractor shall submit for approval, proposed work procedure and
methodology.
7. Welder’s Certificate, Welding Procedure Specifications shall be presented prior to start of
work.
8. No bids with dollar quotations and/or conditions for increase in bid due to dollar fluctuations
shall be accepted. Bids with said conditions shall be disqualified.
9. The contractor for his own account shall obtain permits, fees, performance bond, CGLI (by
Petron) and warranty bond which are necessary and maybe imposed by city/municipal
government. All permits/receipts of fees paid by the contractor for the completion of the
project shall be turned over to Petron Engineering for proper filing.
B. Other Requirements/Project Notes

Pre-Bidding:
1. Contractor shall verify all dimensions and condition at the project site and shall notify /
consult the Project Engineer of any discrepancies between actual conditions and information
shown on the drawing prior to the bidding.
2. When Construction Plans and Scope of Work fail to specify brand and technical specifications of
materials / equipment to be used, Contractor shall always refer to the accepted brands /
technical specifications which Plant Engineering normally utilizes. Work shall only be accepted
once all works are functioning properly.
3. Contractor to submit the following documents as part of its bid proposal:
a. Detailed bar chart based on Microsoft Project
b. PERT-CPM chart, including manpower and equipment loading
c. Diver’s certificate
4. Get bond & insurance policies only from Anchor Insurance Brokerage Corporation (AIBC).

Pre-Construction:
1. The winning bidder shall submit manpower, materials and equipments loading schedule before
the Pre-Construction Conference. Contractor shall submit a detailed PERT / CPM
Manpower/Equipment/Materials Loading Schedule and Bar Chart (MS Project-based) before
start of project. Bar chart timeline shall be in calendar days.

2. Contractor shall prepare and submit Work Accomplishment Report (WAR) based on the bar
chart and per line item of the scope. Work procedure, safety execution and safety contingency
plan shall also be prepared and submitted prior start of work.
3. It should be taken into account by the contractor that works shall be done in an existing
operating plant and wherein stoppages of hot works can be stopped by the Terminal for safety
reasons. It is necessary therefore that said situations should have been included in the
proposed project duration and bid quotations. No hot works shall be permitted during receiving
of white product.

Construction:
1. Contractor shall assign a Full Time DOLE-certified Safety Officer for the entire duration of this
project.
2. Contractor shall see to it that the proper Personnel Protective Equipment (PPE) like goggles,
hard hats, gloves, safety shoes, ear plugs, harness and the like are worn by its personnel
whenever and wherever applicable during project implementation.
3. Hot work and cold work permits shall be secured daily by the Contractor from the authorized
Depot personnel.
4. All workers shall be medically and physically qualified or fit for work.
5. Contractor shall maintain a logbook that records on a daily basis the following:
a) weather conditions (hourly condition)
b) no. of personnel
c) equipment to be utilized
d) work activity of the day
e) actual work done for the day
f) diver’s activity log
6. Contractor’s billing shall only be based on the actual work completed.
7. The following shall be included in the first billing for the project:
a) Building permit
b) When required, DOLE permits (for pressure-vessel related projects)
8. Contractor’s billing shall always be supported by the following:
a) MS Project bar chart showing the actual progress of work
b) Pictures showing actual work done

Project Completion:
1. Once completed, Contractor shall notify the Terminal Manager in writing that the project is
already complete and is ready for formal turnover (Notice of Completion).
