performing the Assignment
3.1 Introduction
Rural Livelihood Development Company (RLDC) is a non for profit organization that works in
six regions of the central corridor with a vision of making market systems work better for rural
producers to improve their welfare. RLDC delivers its mission through working in specific
selected sub sectors mainly agricultural and the closely related. Currently RLDC has
interventions in sunflower, poultry, rice, radio and cotton. Under the rice sector intervention
strategy, RLDC seeks to assess the business practices and the situation of the millers so as to
enrich the information base on the proposed intervention that focuses on enhancing millers
competitiveness through formation of and strengthening of millers associations that will
spearhead efforts of lobbying and on business environment as well as awareness on
improving quality of rice from the central corridor. Therefore, RLDC seeks to contract a
qualified consulting firm or individuals to undertake the thorough and deep market
assessment (value chain analysis) of the rice millers in the central corridor and their business
practices so as to identify constraints and favorable conditions of milling. With that regard, a
team of three consultants from IRDP are proposing a technical and financial commitment
between IRDP and RLDC so that, IRDP can undertake this assignment as per Terms of
Reference (TOR) given by the client.
3.2 Objective of the assignment
In the ToR given, RLDC is seeking for a consultant to do the following tasks:
Millers’ location and size
 Analyze the geographical concentration of rice millers by size and target market
 Analyze the composition of small millers and large millers in the market share
 Assess the processing capacities (installed capacities, actual processing, amount of paddy
processed per year, range of working capital and number of employees).

Milling process information


 Assess the means of transportation and storage facilities of the millers
 Assess the milling process undertaken by each millers (de-stoning, husking, polishing,
grading) and the quality of the rice (% of dust and dirt per bag, broken rice…)
 Compare the paddy to rice ratio after milling between relatively small millers and large
millers
 Assess the level of investment and technology (type of machines) used as a factor for the
quality of rice
 Assess the millers willingness to have access to bank loan to improve their milling technology

Export market
 Assess the percentage of millers who access export market in absence of export bans
 Identify the constraints preventing local millers to access export market of EAC

Millers’ business practices and collaboration


 Assess business management practices (accounting, record keeping, pricing and marketing,
packaging and branding, specialization, contract with farmers and traders, taking out loan
etc.)
 Assess the milling industry level of organization and collaboration amongst actors with
emphasis on identifying existing association, their nature and vision
 Assess the willingness of millers to collaborate with other millers (organization), have access
to trainings and improve marketing practices, lobbying, rice quality and income
 Assess whether millers collaborate with small farmers through contract farming/out grower
schemes and if not, why they do not.

Millers’ business environment characteristics


 Identify laws, policies, standards, regulations governing the industry and the level of millers
awareness on the same
 Access and analyze the support functions of all the relevant stakeholders to the rice millers
in Tanzania (state agencies, NGOs, institutions, private sector actors)
 Analyze the percentage of women entrepreneurs in rice milling business

3.3 Approach
The data and information required to achieve the specific objective of the Assignment will be
collected through documentation/literature review, field interviews, focus group interviews,
focus group discussions, key informants interviews and best practices. These are briefly
described below.

Documentation/Literature Review: Several studies on the rice industry consisting of rice seed
production, processing and marketing in the central corridor may be available. In addition,
unpublished documents of the Government, Trade Associations, NGOs, and Cooperatives will
be reviewed. Similarly, relevant documentations in other African countries will be consulted.

- Field Interviews: Structured interviews will be carried out in the field with a sample of
relevant stakeholders throughout the rice value chain in Tanzania. The interviews will be
structured to identify the way in which value addition for rice products is carried out at the
different levels in Tanzania to pin down the common characteristics of, and obstacles faced
by, the stakeholders and to solicit perceptions for solving the perceived issues.
- Focus Group Interviews: Structured interviews will be carried out with main regulatory and
policy agencies actors of the sub-sector: Tanzania Bureau of Standards (TBS), Tanzania Food
and drugs Authority (TFDA), Small Industries Development Organization (SIDO), Ministry of
Industries, Marketing and Trade (MITM), CARMATEC, TCCIA and TIRDO.
- Focus Group Discussions: These will be carried out to incorporate the perspective of all the
stakeholders in the rice value chain from the processors to the final consumer. These focus
group discussions will involve a sample of small scale processors, large-scale processors,
traders, wholesalers, transporters, and value chain developers. These discussions will provide
rich qualitative information on the specific processing and trade arrangements relevant to the
production/trading group. Group interviews will also allow other stakeholders to complement
each other and give further clarification on the issues discussed.

- Key Informants Interviews: key informant interviews with a sample of relevant stakeholders,
such as the managers of processing factories, government officials, and managers of trade
associations and cooperatives will provide insights into the analysis of value chain
development issues and options. These people would be more knowledgeable on the policy
and strategic issues than normal stakeholders. Each will represent an institution that is
relevant for the value chain that will allow them to clarify the background and the political
reasoning behind the rules and regulations or other interventions in the rice subsector.

- Best Practice Reviews: This will involve identifying and reviewing known best practices in the
rice subsector within the country and outside. The primary objective of these reviews would
be to draw lessons that may be applicable or replicable under the rice subsector assessment
in Tanzania.

3.4 Methodology
The data and information obtained through the above approach will be used to assess the
competitiveness of the rice industry in the Central Corridor specifically on rice millers. For this
purpose, we propose to use the Value Chain Analysis as the analytical tool to assess the
current situation of the rice millers in the central corridor of Tanzania. Value chains are a key
framework for understanding how a product is processed, capacity of processors in terms of
plants and capacity of management, as well as marketing. The value chain perspective
provides an important means to understand the business-to-business relationships,
mechanisms for increasing efficiency, and ways to enable business to increase productivity
and add value. It provides a reference point for improvements in services and the business
environment. It is a vehicle for pro-poor initiatives and for linking small businesses with the
market. The productivity and efficiency of agricultural value chains are at the heart of the
success of rural economies and to the incomes of rural populations in Tanzania and Africa as a
whole. Value chains compete globally (through world trade) and Tanzanian rice subsector
competes in international and domestic markets with exporters and products of other
countries specifically in East Africa. The use of value chain analysis in assessing the Rice
subsector in Tanzania will provide answers to questions such as, “Where in the value chain
should rice subsector be positioned to improve its performance or competitive advantage?”
In addition, it is generally recognized that procedures within a firm/subsector might not affect
its own competitiveness unless other firms/subsectors adopt similar or linked practices. This
argues for businesses to use collaborative value chain concepts to identify efficiencies and
competitiveness both within and among firms/subsectors, acting on opportunities to build
win-win linkages and collaboration. Accordingly, our proposed value chain-based approach
will identify critical interventions required to reposition the entire rice subsector. Value chain
analysis will therefore shed light on the size of the firms participating in each link, how they
are participating or could be participating in the chain, and opportunities to facilitate or
improve those linkages.

Value chain analysis focuses on segmenting the different activities that add value in the
production and sale of a product or service. It differs from and is more demanding than
traditional industry sector analyses in many ways, including the following:

 Identifying dynamic linkages between productive activities, value chain analysis


transcends traditional economic and industry sectors by showing where value is added
in a production process.
 Value chain analysis focuses on net value added instead of overall size and gross
output in industry sector analysis.
 Traditional industry sector analyses often do not sufficiently determine the
distribution of value added between activities, both within and between countries, or
a country’s current insertion in local markets.
 Value chain analysis thoroughly examines information flows among actors in the value
chain unlike typical industry analysis.
 Segmenting the value chain allows for better understanding of the constraints and
opportunities within each segment, as well as the context in which the chain operates.

Specifically, our proposed in-depth value chain analysis will consider the following aspects,
most of which are also included in the TORs, making our proposed methodology consistent
with the TORs

 What are the economic costs along the value chain?


 Where is the most value added to the value chain?
 Who are the most important actors within the value chain?
 What is the institutional framework of the value chain?
 Where are the bottlenecks in the value chain?
 Where is there market potential for growth?
 What is the size of the rice millers?
 What is the potential for upgrading?
 What possible synergies exist?
3.5 Comments and Suggestions on the Terms of Reference
The TOR assumes that all the information required will be available in time to include among
other things:
 A detailed Technical & Financial proposal for conducting an assessment of rice millers
 The methodological approach to collect the required information, experts needed and
the duration for completing the assignment.
These outputs are expected to be accomplished in 45 days including period for field
work, data collection and analysis, report writing and submission after the
commencement of the agreement. However, according to the nature and scope of the
task, we suggest the following:
 In order to thoroughly collect the information from the two districts, analyze the
data (including laboratory analysis which usually takes up to 2 weeks), we
suggest the time frame for the assignment be extended to 52 days;
 The assignment is to start by end June 2012 and completed by 2 nd week of
August, 2012.The selected consultant will be required to complete a draft work
for review and Present final work to the Project Manager before final submission
of the report.
 Good arrangements and suitable logistics and administrative support for the
consultants be ensured;
 We expect the Client to provide for focus group discussions (FGDs), in terms of
expenses for facilities and daily allowances. These are not covered in our
Financial Proposal.
It will be important for the availability of the above to be confirmed at the
commencement of the assignment in order to ensure smooth execution of the
assignment. We also suggest having a dedicated counterpart from RLDC to work closely
with the consultants in order to ensure the appropriate facilitation of contact with the
earmarked respondents.

4. Resource Plan
4.1 Introduction
In this section we present team composition together with a brief profiles of our consultant
proposed to undertake this assignment. This proposed staffs are experienced in institutional
audit and organizational development, have sound working experiences in rural
development, Sound knowledge of the market development approach (including facilitation,
value chain development, enterprise development, jobs creation and economic
empowerment), have good analytical capacities, able to produce material of high quality, and
good communication and facilitation skills.

7.1 Detailed Information for Mr. Shauri Timothy
Mr. Shauri Timothy is a rural and community development specialist, keen and competent in
Livelihood studies, Economic analyses, and Monitoring and Evaluation, employed by the
Institute of Rural Development Planning located in Dodoma Region as an Assistant Lecturer in
the Department of Rural Development and Regional Planning. Mr. Timothy is also working as
private consultant with KVC Consultants Ltd. as Senior Consultant.

Professionally, Mr. Timothy is an agricultural economist with a lot of production and


agribusiness related expertise ranging across different disciplines. He is having Master of
Science in Agricultural Economics, as a trainer, researcher and consultant he has been working
in a range of rural livelihood baseline surveys; value chain analysis; climate change studies;
economic analyses; socio-economic profiles; review studies; and monitoring and evaluation
activities which gather various information concerning; demographic and social economic
information; efficiency of climate variability adaptation strategies; production and marketing of
local agricultural produce; as well as farmers’ groups mobilization.

As academician Mr. Timothy has been involved in exhaustive trainings and skills acquired over
years which include survey methods and techniques, techniques in dealing with adults,
facilitation skills, group dynamics operations, M&E skills, use of interactive methods as well as
skills in using different socio-economic analysis tools, all these together gave him a vast
experience of working with various stakeholders.

7.3 Detailed Information for Dr. Youze Orgenes Mnguu

He is currently a lecturer in Environmental Planning and Management at IRDP. He is also serving


as a Registrar and Secretary of Research Committee of the Institute. As a lecturer, his area of
competence include agricultural planning and management, natural resources management o,
monitoring and evaluation of development projects and community needs assessment. Besides
of being a lecturer, he also had a good experience in conducting research in various aspects of
development. He has undertaken many research assignments related rice agronomy viz:
assessment of soil fertility for irrigated areas, agronomic practices for rice and cross-cutting
issues that relate resources use and poverty reduction. It is through this experience that he was
appointed as a member task force charged to develop irrigation research programme within

agronomic practices at Majengo irrigation scheme in collaboration with International Rice
Research Institute (IRRI), National Rice Research Institute (KATRIN) and FAO experts.

extension officers at Usangu irrigation projects in collaboration with International Rice
Research Institute (IRRI)
