Environmental Compliance Certificate (ECC)

In recent years, the environment has played a bigger and more important role in our daily lives,
including how we conduct business. Negative impact to the planet, such as climate change and severe
pollution, has pushed governments like our country to create guidelines on all activities that may affect
the country’s ecosystem.
An Environmental Compliance Certificate (ECC) is a document required by the Department of
Environment and Natural Resources – Environmental Management Board (DENR-EMB) for any project
in the Philippines that poses a potential environmental risk or impact. This includes projects like mining,
agricultural projects, and construction. The Environmental Compliance Certificate (ECC) is issued by
the Department of Environment and Natural Resources – Environmental Management Board (DENR-
EMB) after a positive review of the project’s application. This certificate acts as proof that the project in
question will not cause a significantly negative impact to the country’s environment and that it has
complied with all the requirements of the Environmental Impact Statement (EIS) System. The document
contains measure and conditions that the applicant must meet before and during the duration of the
project. In some cases, such as in mining projects, conditions to be performed during the last phase of
the project is included in order to lessen potential environmental risks or impacts.
For an applicant to secure an Environmental Compliance Certificate (ECC), they must fulfil the
following requirements: a letter of request to the Department of Environment and Natural Resources –
Environmental Management Board (DENR-EMB) stating their desire to acquire an Environmental
Compliance Certificate (ECC), the project description, which includes the raw materials to be used and
the process or manufacturing technology to be used, the estimated project capacity, and proof of
possession of necessity capital for proposed project, i.e. location map of project area an manpower
requirements. After acquiring the documents mentioned above, the applicant can now proceed.
The first thing the applicant must do is to conduct an Impact Assessment and make an
Environmental Management Plan. Afterwards, they must submit an application letter to the office of the
Department of Environment and Natural Resources – Environmental Management Board (DENR-EMB)
for review and site inspection. Approval will be given if all requirements are satisfied and no serious
environmental damage shall result from the project. If the Department of Environment and Natural
Resources – Environmental Management Board (DENR-EMB) finds that an Environmental Compliance
Certificate (ECC) is not applicable, a Certificate of Non-Coverage (CNC) shall be issued confirming that
the proposed project is not part of the Environmental Impact Statement (EIS) and poses no
environmental threat.
