Company Introduction

History

The Bureau of Internal Revenue (BIR) is the government agency, under the supervision
and control of the Department of Finance (DOF), which is mandated by law to assess
and collect all national internal revenue taxes, fees, and charges, and the enforcement
of all forfeitures, penalties, and fines connected therewith, including the execution of
judgments in all cases decided in its favor by the Court of Tax Appeals and the ordinary
courts (Sec. 2 of the National Internal Revenue Code of 1997). In short, BIR is the
government agency tasked to collect taxes, such as your income tax, value added tax,
documentary stamp tax, withholding tax, and other taxes that may be due from you.
Taxpayers also go to BIR to register their businesses, practice of profession, books of
accounts, and official receipts. You also register with the BIR to get your TIN (Taxpayer
Identification Number), which is a requirement for employment and for transacting with
other government offices, as well as banks and other private institutions.

Tax affects everyone’s life, not only for business owners and employees, but also for
anyone who is under the government. Income earned, whether from business profit or
from employment compensation, is generally taxed. The commodities and services
everyone consumes may also be charged with Value Added Tax and other business
taxes. Thus, the food you eat at the restaurant or even the diaper your baby is using
may be charged with business tax. Furthermore, donations and estates may also be
imposed with donor tax and estate tax, respectively. Tax is such a burden that we will
be facing from the time we are born to even after our death. However, taxes are the
lifeblood of our country. Without collecting taxes, our government will not generate the
needed revenue to fund our government expenditures, such as the building of
infrastructures and the allocation of budgets for education, culture, sports, health,
tourism, national defense, and many others. With all that said, we need to learn how to
deal with the BIR.

MANDATE

The Bureau of Internal Revenue shall be under the supervision and control of the
Department of Finance and its powers and duties shall comprehend the assessment
and collection of all national internal revenue taxes, fees, and charges, and the
enforcement of all forfeitures, penalties, and fines connected therewith, including the
execution of judgments in all cases decided in its favor by the Court of Tax Appeals and
the ordinary courts. The Bureau shall give effect to and administer the supervisory and
police powers conferred to it by this Code or other

“To give real service you must add something which cannot be bought or measured with
money, and that is sincerity and integrity.”

Being in public service is challenging yet fulfilling. Challenging since dealing and
serving the public is new to me but somehow fulfilling since I get to experience how it’s
like to be a public servant. The experience of being in the government agency which
has a big a big role and impact in the country is such as great privilege.

I choose to have my on-the-Job Training (OJT) at Bureau of Internal Revenue


(BIR) Revenue District Office (RDO)-45. I was assigned at office of the RDO (Revenue
District Officer) specifically on CAR ( Certificate Authorizing Registration). I learned a lot
of things during my training including the process and work flow and the importance of
document such as CAR, which stands for Certificate Authorizing Registration. It is a
certification issued by the BIR that transfer and conveyance of the property was
reported and the taxes due have been fully paid. Every day is a busy day, you are faced
with different challenges from work preparation to dealing with different types of people,
the taxpayers
I have learned how to manage my patience in dealing with different kinds of
taxpayers, especially when answering calls and talking to them personally, when they
have to express their complaints and sentiments on the process and system inside the
office. It helped me develop and improve my interpersonal skills.

The employees and maintenance staffs are all kinds and helpful. The supervisors
are very kind and supportive. They understand you in every aspect. They are very
helpful in the work assigned to you and they will guide you all the way. I am very lucky
that I met them and my other co-trainees which made my training a memorable one. I
thanked them for helping, guiding and assisting me until the end of my internship.
