II. PROJECT BACKGROUND


According to World Health Organization, a condom is a simple, low-cost device, but
when used consistently and correctly, protects against the transmission of HIV and other
sexually transmitted infections. Promotion of condom use is an essential component of HIV
prevention program. It is important to ensure that quality condoms are manufactured,
purchased, stored, distributed and handled properly, because if condoms leak or break, they
cannot offer adequate protection.
According to Ahmed Mostafa, an actor, artist, athlete, writer and teacher, “having sex
with a condom is like eating chocolate with the wrap on”. From this perspective, there are
people who look to condom as advantageous in their lives. Condom helps people prevent
unwanted pregnancies and prevent sexually-transmitted diseases. According to World Health
Organization on 2013, an estimated 2.1 million people became newly infected with HIV and
an estimated 500 million people acquired chlamydia, gonorrhea, syphilis and trichomoniasis.
Additionally, more than 300 million women have unmet needs for contraception leading to
approximately 89 million unintended pregnancies. Thus, the distribution of condoms has
been proved that this has reduced rates of Sexually Transmitted Diseases and infections in an
area.
Compared to birth control pills, condoms have lesser side effects which are
concentrated on the skin. These are hypoallergenic materials which will not be causing
damage in the skin. Aside from this, condoms also reduce the chance of ectopic pregnancy.
When these are used properly, condoms are safe to use and can protect the lives of both the
mother and the child in the womb, because in ectopic pregnancy, either the mother or the
child’s life is at risk.
On the other hand, condoms have also disadvantages to a person. Condoms trigger
the excitement of people to involve themselves in sex. Though sex is a basic need, it does not
mean that when you re protected with contraceptives, you are always safe to involve yourself
in sex.
According to Novaliches Bishop Emeritus Teodoro Bacani Jr., the proposal of the
DOH would only create more problems because it would encourage the youth to engage in
premarital or extramarital sex. According to him, “It’s a wrong tactic. There will be more
damage than before. Aside from being risky, it will also deliver the wrong message to that
they will be safe from the AIDS virus with the use of condom. It is not safe because the virus
can pass through even the smallest hole in a condom,” the prelate said in an interview with
Radio Veritas.
Father Anton Pascual, chief operating officer of Radio Veritas, said sex is sacred and
must be shared only by responsible married couples. He suggested that instead of condoms,
the youth or any member of the community should practice sexual abstinence outside of
marriage, to be faithful to one partner when married and value love and sacredness of sex as
a gift of God in marriage.
Fr. Jerome Secillano, executive secretary, Catholic Bishops’ Conference of the
Philippines public affairs committee, branded the DOH campaign as nothing but a “waste” of
taxpayers’ money. “Distributing condoms will only condone sexual activity among students.
The government should invest more in educating people about the perils of ‘sporadic sexual
activity’ than procuring and distributing condoms,” he said.
According to the Alto Broadcasting System Chronic Broadcasting Network, Philcare
studied in 2019 that most sexually active Filipinos don’t use condoms. Only 1 person out of
10 Filipinos who are sexually active involved themselves in using condoms. Of the 820
sexually active Filipinos, at least 30% said they use condoms very frequently to prevent
pregnancy and at least 40% to avoid sexually transmitted infections.
Because of the rise of the sexually transmitted infections, people tend to use condoms
either with or without a purpose.. Besides, teenagers who are more sexually active, tend to
buy condoms. In this regard, the proponents will conduct a social experimentation to
determine to what extent people can accept teenagers who have condoms.

III. OBJECTIVES
Generally, this social experimentation seeks to evaluate the social acceptance to those
students who have condoms.
Specifically this social experimentation seeks to:
1. Identify the reactions of the people to the students who have condoms
2. Provide knowledge whether beneficial or not
3. Promote awareness to people and the advantages and dis advantages of condoms

IV. DESIRED IMPACT/ OUT COME


This project has social, emotional and environmental impacts to the student beneficiaries
such as the following:
1. The people will be more knowledgeable on the positive and negative impact
of condoms
2. The social awareness of the people will be higher
3. The sense of responsibility of the students in using condom is more enhance

V. STRATEGY AND METHODOLOGY


1. Silent Observation Approach
a. The proponents will go to establishments in the city of Laoag and in
the municipality of San Nicolas, Ilocos Norte.
b. They will disguise themselves in certain situations such as in eating in
the restaurants, and buying other products.
c. In these situations, there are other members of the group who will
secretly take a video of what is happening
2. The proponents will generalize the gathered observations through the collation
of ideas
