SUBJECT : IMPLAN on LOI 35/10 “SAKLOLO REVISED”


(PNP Disaster Risk Reduction and Management Plan)

1. References:
a. LOI 35/10 “SAKLOLO REVISED” (PNP Disaster Risk Reduction and
Management Plan); and
b. Memo from TDPCR dated June 25, 2010 subject RA 10121 (Philippine
Disaster Risk Reduction and Management Act of 2010).

2. Purpose:

This IMPLAN sets forth the guidelines and procedures to be undertaken by


different offices/units during the onset of calamities in the area.

3. Situation:

The Philippines being geographically located along the Pacific Coast, is


prone to natural calamities and disasters such as earthquakes, typhoons, flash
floods, volcanic eruptions, landslides and others.

Mindanao is situated in the Philippine Trench in the western side of the


country with numerous faults such as Mindanao Fault, the Lanao Fault System, the
Davao River Fault, the Central Mindanao Fault and the Tangbulan Fault. The result
of all these faults is that between 5,000 and 7,000 earthquakes occur in the country
each year, or an average of between 200 and 250 quakes a day, according to
PHIVOLCS. However, most of these earthquakes are not ordinarily felt.
4. Mission:

The PNP PRO 12 as a member of the Regional Disaster Risk Reduction


Management Council 12 conducts disaster preparedness activities provides security
coverage in disaster areas and assists in search and rescue, evacuation and relief
operations.

5. Execution:

a. Concept of Operation:

This IMPLAN serves to make use of all available resources both in


government and private to its maximum capabilities. It is functional, action-oriented
and envisions developing self-reliance by promoting and encouraging the spirit of
self-help and mutual assistance among local officials and their constituents. It is
expected that all available resources shall be utilized before asking the assistance of
the neighbouring entities or authorities.

This shall adopt a three-stage disaster preparedness and response


operations, namely; Pre-disaster Stage (Pro-active Assessment Stage), Disaster
Response Stage (Disaster Incident Management) and Post-Disaster Stage (Support
to Recovery and Rehabilitation efforts)

1. Pre-disaster Stage - Pro-active assessment (Level 1 – Green).


When there are no disasters or calamities, the following shall be undertaken:

a) Conduct of Risk Mapping and identification of disaster-prone


areas;

b) Identification of staging areas, evacuation routes and evacuation


centers;

c) In coordination with the other members of RDRRMC shall


conduct of disaster drills (earthquake, fire, etc) simulation
exercises and trainings;

d) Holding of regular PNP Disaster Incident Management Task


Groups meeting together with their respective Local Disaster
Risk Reduction and Management Councils;

e) Capability Enhancement (Manpower, Machines, Materials,


Money and Methods);
f) Production and distribution of Information Education Campaign
materials; and

g) Conduct of community organizational work for various purposes,


such as:
1) Sewerage clean-up;
2) De-clogging of waterways, canals, esteros, etc;
3) Removal of squatters shanties and unauthorized occupants
in disaster-prone areas (riverbanks, under bridges, etc.); and
4) Other community mobilization activities.

2. Disaster Response Stage - Disaster Incident Management


(Level 2 - Red). When there is an official forecast of an incoming natural disaster in
the country from the PHILVOCS or other government disaster advisory councils and
when an unexpected natural disaster occurs in the country, hereunder are the
activities to be undertaken:

a) Activation of Disaster Incident Management Task Groups


(DIMTG) in areas expected to be hit by the weather
disturbance twenty-four (24) hours prior to the expected
landfall or occurrence;

b) Employment of alarm and warning systems such as the use


of police sirens and other portable warning systems capable
of producing loud wailing sound;

c) Activation of the PNP Disaster Management Committee;

d) Coordination with Regional Disaster Risk Reduction


Management Council (RDRRMC) to support its disaster
response;

e) Activation of PNP Disaster Incident Management Task


Group Regional Disaster Operation Center (RDOC) to be co-
located at the Regional Operations Center;

f) Activation of Command Post by Task Groups whose area is


hit by the disaster;

g) Forced relocation/pre-emptive evacuation of residents in


calamities prone areas in coordination with corresponding
LDRRC; and
h) Conduct of timely and rapid disaster response according to
the needs in the disaster/calamity area such as search and
rescue operation, evacuation and relief operation,
emergency medical services and security and traffic
management operation in support and coordination with
RDRRMC.

3. Post Disaster Stage -Support to Recovery and


Rehabilitation Efforts (Level 3 – White)
a) Get reports from concerned Disaster Risk Reduction and
Management Council the Damage Assessment and Needs
Analysis of the affected areas;

b) Deployment of relief personnel for relief operations;

c) Provide security and traffic assistance for relief operations;

d) Submit after disaster response report to Regional Disaster


Risk Reduction Committee, copy furnished C, PNP.

b. Composition of the PNP Disaster Incident Management Task


Group ( PNP DIMTG)

The Disaster Incident Management Task Group (DIMTG) will be


organized and composed of three (3) Sub- Task Group : The Operation Sub Task
Group under the Chief of ROPD, Service Support Sub Task Group headed by the
Chief Regional Logistics Division and Public Media Affairs Sub Task Group under
the Chief RPCR as commander (See ANNEX A- Org chart of PRO DIMTG).

Police Regional Office 12 down to Provincial/City Police Office,


City/Municipal Police Station level shall still exercise primary responsibility in the
conduct of disaster preparedness, risk reduction and disaster management
operations at their respective areas through their respective Disaster Incident
Management Task Group (DIMTG), supported by Regional Support Units and in
coordination with the RDRRMC with the Regional Director of the Office of the Civil
Defense as Regional Chairman.

At the Provincial, City and Municipal levels, respective Provincial/City


Police Directors and Municipal Chiefs of Police shall initiate disaster preparedness,
risk reduction and disaster management operations in coordination with the Local
Disaster Risk Reduction and Management Council (LDRRMC), as stipulated under
RA 10121.
c. Tasking:

1) DRDA
a) Designated as the Task Group Commander, PRO Disaster
Incident Management Task Group.

2) DRDO
a) Designated as the On-scene Commander

3) RPHRDD

a) Design and supervise the conduct of appropriate training on


rescue and life saving techniques in coordination with other
concerned offices and/or government agencies;

b) Coordinate with Bureau of Fire Protection and Philippine Coast


Guard to assist in SAR training of PNP personnel.

c) Consolidate the names of personnel who are trained in rescue


and graduates of medical courses or related seminars.

d) Organize personnel for search and rescue team from the


regional level down to municipal/city police stations after the
conduct of training.

e) Perform other tasks as directed.

4) RID

1. Provide timely intelligence report on enemy plans, sightings and


movements;
2. Conduct of security survey inspection on identified command post,
evacuation and relief centers;
3. Identify possible areas of looting; and
Provide covert security coverage to the evacuees.

a) Assist the Task Group Commander through information


gathering;

b) Provide security coverage to victims of disaster and personal


properties during evacuation as well as in the place of incident.
5) ROPD

a) Designated as Operation Sub Task Group Commander and


Chief Regional Operations Center (C, ROC)

b) Supervised the Search and Rescue Operation by the members


of Regional Public Safety Battalion (RPSB);

c) Supervised the Evacuation and Relief operation conducted by


RHS member;

d) Supervised and monitor the Security and Traffic operation;

e) Ensure readiness of RHQ CDM Battalion to be converted as


disaster response unit during calamities;

f) Coordinate with RDRRMC for the required response needed


during disasters;

g) Coordinate with other concerned Regional NSUs and other Gov;t


Agencies

h) Provide space at the Regional Operations Center to


accommodate the staff of the Regional Disaster Operations
Center and available communication facilities/equipment; and

i) Perform other tasks as directed.

6. RLRDD

Pre-Disaster Stage:

1. Direct PD’s and CD’s to conduct inventory of PNP SAR


Equipment issued and determine its present location;
2. Conduct actual inspection of SAR Equipment issued as to its
condition and usability;
3. Determine the need of subject SAR Equipment issued to the
present location/deployment, if it requires re-alignment to other
areas;
4. Coordinate with PDs and CDs as to the most probable
disaster/calamity that will affect the area whether man-made or
natural. (PDs and CDs will coordinate with other agencies);
5. The acquired data will be the basis of programming the needed
logistical requirements needed in strategic areas with different
probable man-made/natural calamities;
6. The acquired data will be the basis of programming the needed
logistical requirements and ensure its availability and the kind of
appropriate equipment and facilities for the Sub-Task Group;
7. The data’s acquired from the lower units as to the probability of
man-made/natural calamities that will affect their locality will
determine the appropriate SAR Equipment/Tools for the use of
the Sub-Task Group; and
8. SAR Equipment will be requested to higher headquarters for
programming as to its usage in strategic areas mentioned.

a) Act as the Commander of Service Support Sub Task Group.

b) Conduct fortnightly inventory of PNP Search and Rescue (SAR)


Equipments and the present location/deployment of same;

c) Provide appropriate logistical support;

d) Program the needed logistical requirements to ensure


availability of appropriate equipment and facilities for the Sub-
Task Group

e) Design appropriate SAR equipment/tools for use of the Sub-task


groups; and

f) Coordinate with DPWH for use of heavy equipments such as


backhoe, grader, dump trucks, jackhammer, chainsaw and
others equipments. Supervised the operation of transportation
services in times of calamities.

g) Perform other tasks as directed.

7. RPCRD

a) Designated as Commander of Public Media Affairs Sub Task


Group

b) Shall be the official representative of the Regional Director


during the RDRRMC meetings except when the Regional
Director’s presence is required;

c) Supervised the Public Information and Media Handling;

d) Designate the Deputy RPCR to handled public relation affairs;


and coordinate with other mass media, press Corps and other
governments agencies. and

e) Perform other tasks as directed.


8. RCD

a) Appropriate the necessary funds for the maintenance and


operation of the PRO Disaster Incident Management Task
Group chargeable to reserved funds

b) Perform other tasks as directed.

9. RPIO

a) Designated as head of Public Information officer and media


handling;

b) Make available to the public disaster information and advisories;

c) As the situation may require and giving consideration with


available Public Information Officers, PIO may be the co-host
in TV and Radio programs to facilitate the speedy action of
concerned PNP units to public assistance requests;

d) In-charge of photo, video and media coverage;

e) OPR in the reproduction of leaflets, brochures, and “what-to-do”


informative materials pertaining to disaster preparedness and
management.

f) Perform other tasks as directed.

10. REO 12

Pre-Disaster Stage:

1. Design a structure that can withstand during natural calamities


such as earthquake and storm. Design must conform to the
provisions of Structural Code of the Philippines;
2. Proper implementation and supervision of project to conform to
the safety standard of National Building Code of the Philippines;
3. Conduct ocular inspection and make necessary
evaluation/investigation of all PNP buildings and facilities;
4. Coordinate to other concern government agencies whether the
PNP buildings/facilities are located in hazardous prone areas
subject to flooding, storm surge or near to earthquake fault line;
5. Store ready to use equipment:

a. Axe
b. Chain Saw
c. Fuel
d. Pale
e. One bagger Mixer
f. Shovel
g. Flashlight
h. Pick
i. Jackhammer
j. Bolo
k. Bolt Cutter
l. Personal Protective Equipment (Hard Hat, Gloves, Safety
Shoes, Etc.)

During-Disaster Stage:

1. Guide and assist those people who are severely injured;


2. Instruct people to keep calm and not to panic.

Post-Disaster Stage:

1. Determine the number of buildings/facilities damaged;


2. Evaluate the damaged buildings/facilities and make necessary
assessment if it is safe for use;
3. Coordinate to the concern government agency for the retrieval
operation of affected areas;

4. Submit result of evaluation/investigation for possible


rehabilitation of reconstruction of damaged PNP properties.

11. RHSD

a) Provide personnel ready to move to assist in the evacuation of


victims and properties in calamity areas,

b) Determine ideal sites for evacuation in coordination with other


agencies;

c) Perform other task as directed.


12. RMFB

a) Provide personnel for the Search and Rescue Operation;

b) Perform other special operations that may contribute to the


success of the disaster relief operations and

c) Perform other tasks as directed.

REGIONAL SUPPORT UNITS

13. HPG 12

a) In- Charge in Security and Traffic Operation during calamities;

b) Ensure that traffic in the area of disaster will be orderly in order


to speed up rescue, rehabilitations and recovery process,

c) Responsible in installing road status advisories along the main


thoroughfares;

d) Responsible in ensuring the smooth flow of traffic in coordination


with DPWH, Local Government Unit (LGUs) and other
Engineering offices. Further establish disaster rescue lanes or
other alternate routes to ensure access of SAR vehicles and
equipments

e) Perform other task as requested.

14. RCED

Pre-Disaster Stage:

1. Implement measures to eliminate or reduce risk of communication


facilities and equipments;
2. Conduct regular communication inspection and preventive
maintenance of vulnerable communication facilities and equipments;
3. Conduct communication drills, lectures and educate police personnel in
proper using of radio communication equipmets and facilities;
4. Prepare radio communication High Frequency (HF), Ultra High
Frequency (UHF), and Very High Frequency (VHF) in operational
condition.
During-Disaster Stage:

1. Activate Advance Command Post in the area by any possible means;


2. Cellular Phones and telephones will be the primary means of
communication as back-up by HF, VHF, and UHF radio
communications connectivity by any possible means;
3. Ensure all available communication resources shall be utilized and
maintain 24 hours communication linkages to concerned units with
other government agencies and civic radio groups in the area by any
possible means.

Post-Disaster Stage:

1. Maintain communication support and linkages with other government


agencies;
2. Maintain coordination and support of civic radio volunteer groups in the
area;
3. Conduct to assist in reconstruction and rehabilitation of damaged
communication equipments and facilities;
4. Conduct inventory and accounting of radio communication equipments
and facilities.

a) In-Charge in communication and designated as head of


Regional Tactical Operation Center (RTOC)

b) Make available communication unit to receive/transmit disaster


information and closely coordinate with the accredited radio
groups for a concerted utilization of their communication
facilities, in times of impending and/or actual emergency.

c) Receive warning signals from the warning agencies or Civil


Defense Office Operations Center and disseminate such
warnings to the Intelligence and Disaster Analysis Unit for
evaluation.

d) Perform other task as requested.

15. RHS 12

Pre-Disaster Stage:

1. Conduct training on first aid and evacuation;


2. Inventory of SARO equipment;
3. Stock filing of medicines and supplies;
4. Conduct drills and simulation exercises;
5. Identify the location for evacuation area;
6. Lateral coordination with other government and private agencies with
regards to their disaster preparedness plan;
7. Organize medical team
During-Disaster Stage:

1. Activate medical team;


2. Perform first aid and execute evacuation technique;
3. Coordinate with other agencies involved and other health facilities.

Post-Disaster Stage:

1. Assist in the conduct of SARO;


2. Support in the conduct of relief operations;
3. Report the number of casualties and other related matters;
4. Conduct stress debriefing.

a) In- charge in Evacuation and Relief operation and all other


medical services during calamities;

b) Provide appropriate number of medical personnel with


ambulances, medical supplies and equipment for medical
service operations;

c) Assist in the training of task group personnel and paramedical


volunteers who will be part of the response and relief operations;

d) Coordinate with Department of Health and PNRC for use of


medical supplies and other equipments.

e) Perform other task as requested.

16. MARIG 12

a) Ensure the availability of sea crafts for disaster victims, stranded


passengers, etc.

b) Make available all SAR-trained personnel and watercrafts as


may be required by the Task Group;

c) Direct Maritime Provincial Office to provide appropriate SAR


support to respective Municipal Offices as the need arises;

d) Coordinate with Phil Ports Authority, Phil Coast Guard, Phil


Navy for availability of sea crafts for evacuation of disaster
victims.

e) Coordinate with PPA, PCG, PN for the availability of personnel


to assist in the conduct of SAR training, and;

f) Perform other task as requested.


16. RIO 12

a) Assist in the evaluating of disaster situation, determine courses


of action and formulate action plans; and

b) Perform other task as requested.

17. Aviation Group

a) Ensure the safety of the passengers by proper maintenance of


runway and other navigational facilities; and

b) Perform other task as requested.

18. ALL PDS AND CDS

a) Main implementers of the IMPLAN at respective jurisdiction,


particularly in the application of the three-stage Disaster
Preparedness and Response Plan down to the City and
Municipal level and the operationalization of respective Search
and Rescue (SAR) Plans as deemed applicable with the Local
Government Unit as head;

b) Act as first responders to their AOR in the conduct search and


rescue operation, evacuation and relief operation, emergency
medical services, and security & traffic management operation
in coordination with the Regional Disaster Risk Reduction and
Management Council;

c) Maximize utilization of Barangay Peacekeeping Action Teams


(BPATs) Components, particularly the Disaster Management
Component, as well as private institutions and other service-
oriented groups to create a wider scope of operational support
and assistance;

d) Conduct fortnightly inventory of SAR equipment, facilities, and


supplies as well as regular SAR training of personnel in
coordination with responsible agency in the AOR;

e) Conduct regular simulation exercise in coordination with LGU.

f) Liaison with local DPWH for use of equipments during search


and rescue.
g) Liaison with local PNRC, PHO and MHO for conduct of medical
check-up/consultation and other needs for medical service
operations.

h) Enhance capability of Provincial/City Public Safety Companies


to perform additional functions as Disaster Response Units
through regular SAR trainings as the situation may require;

i) Identify appropriate staging areas (primary, secondary) to


accommodate heavy equipments and SAR assets (air, sea,
land) to be mobilized by government agencies and NGOs as the
situation warrants;

j) Establish Police Provincial/City Disaster Operations Center


(PPDOCs/PCDDOCs) who shall provide timely updates of
disaster events to the Regional Disaster Operations Center
(RDOC);

k) As a member of the Provincial Disaster Risk Reduction and


Management Committee, provide advise and appropriate
recommendations to the Chairman, Regional Disaster Risk
Reduction and Management Council on disaster management
as stipulated under RA 10121;

l) Make the community equally pro-active and responsive for


cooperation and collaboration in ensuring a peaceful, stable and
safe community.

m) Ensure the establishment of Early Warning System in


coordination with the Local Government Unit and other radio
communication group down to the municipal and barangay level.

n) Organized Provincial/City Police Office Disaster Incident


Management Task Group (PPO/CPO DIMTG)

o) Perform other tasks as directed by higher authorities.

6. COORDINATING INSTRUCTIONS:
1. All PNP Units/Offices complementing the task groups shall train their
men on disaster incident management using their available resources.

2. Planning and operation shall also be done on an inter-agency multi-


sectoral basis to optimize the utilization of resources.

3. Coordination between service tasked units and maximum utilization of


private resources is encouraged.
4. In the conduct of disaster/relief operations, security and safety of
personnel must always be considered.

5. Advanced Command Post of Task Groups/Sub-Task Groups shall be


designated accordingly.

6. Vertical and lateral coordination is encouraged.

7. Timely reports on disaster operations to include report on extent,


nature and location of damages with estimated cost should be
submitted to Regional headquarters through Regional Tactical
Operation Center, PRO Disaster Incident Management Task Group,

8. Athletic T-shirt (Blue T-shirt round neck with “PULIS” marking) with
PNP GOA pants and any lower garments of the uniform of the day,
with corresponding head gears (lousy hats for FSUs and police field
caps for PNP GOA lower garments) shall be worn when responding
disaster operations.

9. Coordination between action groups of the civic organization and


military units is encouraged.

10. Level of response of all task group shall be done as much as possible
at the lowest level and only seek assistance to the next level when
resources (manpower and material) are not enough to manage the
disaster incident.

11. The adjacent PNP units or stations not affected by the disaster will be
the secondary responders and the NSUs will follow the disaster
incident.

12. The RDRRMC shall furnish support when operation requirements are
beyond the capability of the province/city.

13. The direct control of the emergency situation at regional level will be
exercised by the RDRRMC through the Disaster Incident Management
Task Group.

7. Effectivity:

This IMPLAN shall take effect upon approval.
