S
ince the Law No. 3 was enacted in 2014, which requires the manufacturing
companies to operate in industrial estates, the number of industrial estates
in Indonesia has been increasing significantly, spreading from Sabang to
Marauke. The industrial estates have been developed in a bid to strengthen the
competitiveness of the the industry and equalize the development across the NKRI
(Republic of Indonesia) territory.
The Ministry of Industry hopes HKI will become its partner in developing the
industrial estates in Indonesia so that the acceleration and the equality of the spread
of the industrial development in NKRI can be realized soon to make Indonesia a
strong and competitive industrial country.
In return for HKI’s contribution in the national economic development, the Government
of Indonesia, especially the Ministry of Industry, will continue to support HKI as the
representative of industrial estate managers and developers. Despite its maturity age,
we expect HKI will continue to grow and keep achieving the investment target of
each industrial estate as well as continue to improve the connectivity of the industrial
estates as a supporting infrastructure of Industry 4.0 in the future.

W
e welcome the publication of INDONESIA INDUSTRIAL ESTATE
DIRECTORY 2018 - 2019, as a means to publicize and simultaneously
promote the Industrial Estates in Indonesia to the public. This book is a
form of awareness of HKI's Board of Directors to promote the facilities offered by
Industrial Estates joined in the HKI Organization.
In line with the Clause 106 subsection (1) of Law No. 3 of 2014 on Industry, stating
"Industrial Company that will run the Industry shall be located in Industrial Estate",
making the Industrial Estates have a very strategic function in increasing the
competitiveness of Manufacturing Industry in Indonesia. This directory book is an
informative source of reference as it presents more information about the Industrial
Estates in Indonesia and will be very beneficial to the potential investors especially
those who will invest in the Manufacturing Industry sector.
In addition, this book also features the profile of each Industrial Estate as well as
a number of articles relating to economics and industry, making it easier for the
readers to be able to deal directly with the Industrial Estate Companies.
We hope that this book will be useful in advancing the Industrial Estates in Indonesia
as well as to make it easier for the business community and people to obtain
information on the development of Industrial Estates in Indonesia, especially the
foreign investors who are exploring and planning to invest in Indonesia.

I
ndustrial Estate is a means to develop the industry to have better competitiveness
and provide convenience and attractiveness for investment. So, in order to
support the progress of industrial estates to further contribute to the national
economic development and create millions of new jobs, the Board of Directors of
the Industrial Estate Association of Indonesia (HKI) published the book INDONESIA
INDUSTRIAL ESTATE DIRECTORY 2018 - 2019. This book is presented to the public,
industry players, and especially investors who want to invest in the manufacturing
sector in Indonesia.
This book contains the profiles of industrial estates in our simpler boxed scheme
for easy readability and facilitating the readers to communicate and contact
directly to the industrial estate managers, especially for those who want to get
information about the development of industrial parks in Indonesia. To provide
a more comprehensive perspective, the book is complemented with information
and articles from the government agencies, industry leaders and business
organizations such as Indonesian Chamber of Commerce and Industry (Kadin),
Indonesian Entrepreneurs Association (APINDO) and investors or companies that
have invested in industrial estates.
The data and information presented in this book have been updated based on the
input from the industrial estate managers. Whenever there is a change of data and
information due to the latest developments and conditions of the industrial estates,
we expect that dear readers to contact directly to the managers of related industrial
estates or the HKI secretariat.
On this occasion we would like to extend our gratitude to all those who have

First of all I would like to congratulate the Industrial Estate Association of Indonesia
(HKI) for its 30 years Anniversary and the publication of Indonesia Industrial Estate
Directory on June 20, 2018. In its mature age, the existence of HKI is increasingly
needed especially for industrial and investment advancement.
Since the establishment of HKI 30 years ago, it has contributed a lot to the state
in its works especially in the development of industry which directly increases the
economic growth. The infrastructure development activities that we are currently
carrying out cannot be separated from the support of industrial products, especially
the construction materials such as cement, steel, aluminum and others.
In the years 2015-2019, the Ministry of Public Works and Public Housing has been
assigned to develop the housing and settlement with the target of constructing
550 thousand units of vertical houses, 50 thousand units of special houses and
1.75 million units of self-help houses. Regarding the roads, we target to complete
1,350 kilometers of strategic roads, 1,000 kilometers of highway roads, 26,000
meters of new bridge constructions and 19,000 meters of bridge replacements.
As for the water resources we target to build irrigation networks for watering 1
million hectares of agricultural lands, 65 dams, improvement of the facilities and
infrastructure of raw water management up to 67.52 m3/sec and improving the
protection of 530-kilometer coastal lines.
From the above description, we can see that along with the increase of development
activities, we will certainly also increase the need for construction materials
which most of them are industrial products. It can be said that the infrastructure
development cannot be separated from the industrial activities.
The Indonesia's economic growth has been steadily increasing in the recent
years. This positive condition has gained recognition from credible international
institutions based on their respective surveys, including the US News survey which
ranks Indonesia as the second best investment destination country after the
Philippines in 2018. Surely this achievement cannot be separated from the efforts
of HKI in increasing the investment through the development of industrial estates.
According to the record, during the 30 years of HKI’s establishment, the number
of industrial estates has increased significantly, from 7 to 82.
In line with the HKI’s efforts to stimulate the economy, The Republic of Indonesia State
Police also continues to improve its professionalism in maintaining the stability of
domestic security as one of the important factors in realizing the progressive Indonesian
nation. In addition, Republic of Indonesia State Police also plays an active role in
supporting the government policy in the economy through various comprehensive
efforts both in the law enforcement and maintenance of national security with the main
purpose to maintain the stability of the prices of basic commodities, keep the inflation
rate low and support the investment climate in Indonesia.
The reviews presented in this book on the history and progress of HKI Indonesia as
the only organization which represents the industrial estates in Indonesia, and as
the safeguard of the investment climate and opportunities in the industrial sector
in Indonesia, make it a source of useful information for the readers, especially the
prospective investors who want to invest in Indonesia. Therefore, I express my
appreciation to HKI for the publication of this book. The presence of this book is
expected to provide great benefits in encouraging the nation and state.

Dear readers,
Praise to the presence of God Almighty for only with His approval that in this happy occasion we can
publish the book "30 Year HKI & Indonesian Industrial Area Directory 2018". The industrial estates
have become strategic valuable assets in promoting Indonesia's development and economy, as
evidenced by the increased efficiency and ease of infrastructure provision as well as the efforts to
attract investment and provide extensive employment. The development of industrial estates will
have implications on the increase of employment, rising the income of the people and eventually
raise the regional generated revenue. APINDO considers that the companies who are located in the
industrial estates will be able to increase productivity and create high added value.
The development of industrial estates has also encouraged the growth of supporting businesses
for the large-scale industries. In fact, the industrial estates can realize decentralized industrial
development throughout the regions, not only in Java, while supporting the overall improvement
of environmental quality, and eliminate the conflicts on land use. Since the issuance of the First
Edition of Economic Policy Package, the Government has issued several policies related to the
development of industrial estates, as a form of the Government's great attention to the realization
of the development of strategic industrial zonation to strengthen the economy and the national
industrial sector. The purpose is none other than to encourage the development of an attractive
industrial estate as a regional approach in accelerating industrial recovery.
In the future, APINDO hopes that the Industrial Estate Association of Indonesia (HKI) as a
representative of the private sector together with the government can play a bigger role in the
development of industrial estates, as well as have the ability to monitor in synchronized and
sustainable way. So, the progress of the manufacturing industry in Indonesia can be accelerated
further with the support of HKI pioneering role that opens the door to the availability of facilities and
infrastructure for the investors and prospective investors in the manufacturing industry in Indonesia.
APINDO is also optimistic about HKI's roles and achievements that will surpass the achievements
of ASEAN industrial estate management institutions such as the Industrial Estate Authority of
Thailand (IEAT) and the Department of Economic Affairs, Ministry of Planning and Investment or
the Department of Economic Zones at the Ministry of Planning and Investment in Vietnam.
Finally, APINDO always believes that the key to the future progress of economic development
will ultimately stem from the advances in the manufacturing sector. Meanwhile, the manufacturing
industry sector is a long-term development consistency and is closely related to the efficiency and
productivity advantages through the use of technology. And to support the realization of large-scale
industrialization, it will greatly requires the availability of industrial estates and public/private entities
that have the advantages in management. Hopefully at the age of 30 this year, HKI will be more able
to act as a motor of the national industry development so that it becomes more competitive and
