A foreigner (F) went into a local police station.


O: What can I do for you, sir?
F : I’d like to report a robbery. My briefcase was stolen.
O: OK, where and when?
F : In front of the World Trade Center on Hsinyin Road, about

five minutes ago.


O: What’s in your briefcase?
F : I had about 20 thousand N. T. dollars in cash, a Visa card,

a Master card and some business documents.


O: How many robbers were there and which way did they go?
F : Only one. He rode a blue and white Vespa scooter with a

muddy license plate, heading east.


O: How tall was he?
F : I can’t really tell because he was on a motor scooter, but I

saw that he wore a white helmet and a surgical mask.


O: Any special characteristics about his clothing?
F : If I recall correctly, he wore a yellow jacket. His pants

were dark, either black or dark blue.


O: Wait a moment. I need to make a call. (O made a quick

phone call.) The Operational Command and Control

Center will be calling all available units to set up some

road blocks and intercept the suspect.


F : Thank you very much for your prompt assistance.
O: You’re welcome. We’re just doing our job. I’m sorry

about your bad luck.


F : I guess today is just not my day.
O: By the way, I suggest that you cancel your credit cards

first before we fill out the incident report.


F : Thanks for reminding me. May I use your phone to make

a local call and a toll free call?


O: Sure. You can use the phone over there. Just press line 1

and then dial the number you want.


F : Thanks a lot.

Surveillance Cameras – Our Helper in Law Enforcement

At present, the police control and monitor more than


105,000 surveillance cameras in Taiwan. These include some
7,000 cameras installed by the public sector in over 3,000
locations, as well as cameras in banks and convenience
stores like 7-Eleven.

By the end of the year, the National Police Agency will


spend NT$1.15 billion to install some 2,000 cameras in
crime hotspots around Taiwan. These hotspots include
places where vehicle accidents frequently occur and
underground passageways.

According to the National Police Agency, cameras


helped solve 6,300 criminal cases in Taiwan in 2009,
compared to 3,700 in 2008, an increase of 71%.
Surveillance cameras have become an essential tool for the
police in handling cases, and police reliance on cameras is
