The risk associated with this project during the

commissioning of the entire project of Delhi IGI Airport.

Passenger terminal for Delhi IGI Airport was commissioned in 2006 with the management
authority by GMR group. It took total 37 months to build it and make it ready for use. Now
this airport handles air traffic of 73 aircrafts in an hour.
There were a lot of risks involved in commissioning and working of project which can be
classified as:

1. Project Risk:
The deadline for the project was to complete it in 37 months where all the other
international airports like Beijing, Dubai, Heathrow took at least 60 months to complete. If
the airport is not being completed on time then it will automatically increase loss of revenue
generated from passengers which was considered as an important parameter while
designing financial model.

2. Political Risk:
Due to change in govt regulations, airport had to shift by 180 degrees which created a big
risk of collapse of system made for commissioning of project.

3. Societal Risk:
There is one big Hanuman Statue in line with runway, so it was difficult to land the aircraft
with scheduled runway distance. Without touching the statue as it is a societal risk, the
runway was shifted by 3 degrees.

4. Commercial Risk:
Passenger capacity of planned airport was 20 million but soon after completion of half of
construction, latest forecast trend showed that the passenger traffic will be more than 34
Million. So there was a risk of commercial operations downfall.

5. Environmental Risk:
The location of airport is outskirts of Delhi and is surrounded by a large green belt. In
winters there is a huge problem of visibility and have high risk of cross landing. Also, the
land chosen is majorly an agricultural land which is not enough to take the high impacts of
landing of aircrafts.

6. Elemental Risks:
This risk is related to construction, operations, financial and revenue risks. The major reason
to this risk is due to sudden changes in construction plans and effect of those changes on
project deadlines.

7. Purchasing Risk:
Major machineries were imported from Italy and suppliers were from Japan and China. So
there was huge risk of purchasing if the machines or supplies failed to complete the project
on time.
8. Damage Risk:
This is most important risk in view of operation of this airport as international connectivity
of India to the world. If any damage happens in runway or IT failure or customer baggage
losses, then it would create a high reputation loss.

9. Organizational Risk:
Total commissioning of IGI Airport was a challenge for a lot of authorities like GMR, L&T,
Ministry of Aviation and Internal staff of IGI Airport. So any miscommunication between
these players will create a large chaos.

10. IT Risk:
The major operation of IGI Airport is based on active information sharing through IT services
for take-off of aircraft, customer information, runway guiding and the management of staff.
So it is a very big risk in commissioning of Airport.

11. Process Risk:


The process risk arises when the total operation is scheduled and the commissioning
committee is responsible for the process work flow. It is the responsibility of commissioning
committee to take control of processes happening in airport.

After concurring all the risks Delhi IGI Airport is ready to take all the challenges for next 20
years and handling the passenger traffic of 45 million.
