INTRODUCTION
This Proposal is submitted under the Provision 2 of the Prestigious and Long-awaited

Housing Policy of the Government of Rajasthan, “Chief Minister's Jan Avas Yojna-

2015”. This Proposal is concerned with Khasra No. 15040/4428, 15041/4428,

15042/4428, 15043/4428, 15044/4428, 15045/4428, 15046/4428, 15047/4428, 15048

/4428 (Residential Conversion) at Revenue Village Umarda on 2.12 Hectare of Land

for 100% EWS Component. The Promoter Firm and the Promoters possess combined

Assets with Financial Strength and Background of having past experience in the

relevant field as required by the Eligibility Criteria of this scheme.

This policy named as “Chief Minister's Jan Avas Yojna-2015” is framed as an

improvement over the previous schemes with the goal of “Affordable Housing for All”,

specially aimed at poor section of the society. The Scheme envisages the construction of

10 lacs Low-Cost flats for the people of weaker section of the society through private

interventions.

INTRODUCTION

This DPR is submitted under the Provision 2 of the Prestigious and Long-awaited Housing Policy of the

Government of Rajasthan, “Chief Minister's Jan Avas Yojna-2015”. The Promoter Firm and the Promoters

possess combined Assets with Financial Strength and Background of having past experience in the relevant

field as required by the Eligibility Criteria of this scheme.

OVERVIEW OF SCHEME

This policy named as “Chief Minister's Jan Avas Yojna-2015” is framed as an improvement over the

previous schemes with the goal of “Affordable Housing for All”, specially aimed at poor section of the

society. The Scheme envisages the construction of 10 lacs Low-Cost flats for the people of weaker section

of the society through private interventions.

PROJECT DESCRIPTION

The project is undertaken in the pursuance of Provision 2 of the Chief Minister's Jan Avas Yojna-2015,

which entail the Development of Affordable Houses by Private Developer on Private Land in Partnership –

In a Scheme of minimum 2 hectares minimum 50% area will be used for construction of EWS/LIG units

and these will be allotted to eligible EWS/LIG families by the concerned Local Authority. Remaining 50%

area may be used for Residential

PROJECT DESCRIPTION
The project is undertaken in the pursuance of Provision 2 of the Chief Minister's Jan

Avas Yojna-2015, which entail the Development of Affordable Houses by Private

Developer on Private Land in Partnership – In a Scheme of minimum 2 hectares

minimum 50% area will be used for construction of EWS/LIG units and these will be

allotted to eligible EWS/LIG families by the concerned Local Authority. Remaining

50% area may be used for Residential Development. Certain incentives such as waiver

of Land conversion/ Land use change of land and Building Plan Approval Charges on

100% Land area along with free FAR up to 2.25.

The Total Area of Land will be 2.12 hectare out of which the Ground Coverage Area

will be 30-35% of the land that is less than 50% of the Total Land and the Remaining

area will be used

for Residential Development. Total 840 Flats will be built-up that will benefit approx.

2500 people belonging to economically weaker section of the society. The Project also

fulfills the minimum criterion of 140 Units per Acre. The Area left for GSS will stand as

per the norms and the Area left for Parking will be suitable for 1 Two Wheeler which is

also in-line with criterion sets under this policy. The Project will be implemented in

such an efficient manner as to meet the criterion of completion period of 48 months.

The 80 Ft. Road will also be a part of this Master Plan in-line with the required

criterion of minimum 9m approved road.

The Methodology will be opted for implementation of the Project will be such that the

Towers will be constructed in steps at different heights and with the available plinth

level without cutting the Hill. Each Tower will have Side Set Back and Rear Set Back as

of 6 Mtrs each.

A Water Reservoir will be there in the locality where water flowing from the

surrounding hill will be used through using a Pipeline. The electricity will also be saved

because of using the downward flowing water from the hill and construction of the

Water Reservoir at the top level of site. This, in addition to the Tube Well, will provide

the drinking water facility to the people residing in the Flats of this Housing locality.

The Underground Water Tank nearby GSS will be constructed for storage of water.

The Project also envisages the Water Harvesting System that will be set-up on the top

of each tower.

The Projects also incorporates the Development of the Local Market to fulfill the

general and basic requirements of the people residing in the flats. For this, the

provision is also there for the Commercial Shops with dimensions of 10X10, 15X10 and

20X10 ft. The land will also be provided for Park/Plantation Facility/Common

Purpose, as required.

The Quality Control Laboratory will be established at the site of the project to

facilitate the Third Party Inspection, accredited by NABL, so that the quality of the

work may be maintained. The general specifications and amenities as prescribed will

be provided.

OUR MISSION
Right to adequate housing is a basic human right as shelter is a basic human need.

Provision of adequate housing is emerging as a major thrust area for Society. We also

accords high priority to this task. With increase in cost of land, building materials,

labour and infrastructure, positive encouragement to affordable housing has become

necessary for the economically weaker and low-income groups. Hence the role and

intervention of private investment for construction of

houses for weaker segment of the society.

Our mission is to achieve the goal of “Affordable Housing for All” and integrated

habitat development as it is necessary to ensure equitable supply of land, shelter and

services at affordable prices in Rajasthan, with special focus on economically weaker

sections and Lower Income Group.

The Area of Umarda Village, undertaken in the Project, is an Educational Hub

inhibiting Schools and Colleges, which will be approachable for the children residing

in the flats of this housing locality that adds-in to the our concern for society towards

Education.

Besides, Umarda is under the process of developing as Broad Gauge Station, which

will further make this place more connective to rest areas for transportation and other

purposes

We assign the top priority to the overall betterment and upliftment of the society,

particularly of the weaker section of the society. We firmly think that the development

should lead to actual enhancement in the standard of living of the poor and rural

people who are integral part of Society and Nation. The fruit of development will be

actually realized only when the benefits reaches to the lowest level. With this vision, we

have formulated our mission and strategies in the manner that can be justified

through the overall societal point of view.

PROMOTERS' PROFILE
Shri Manmohan Raj Singhvi
Shri Manmohan Raj Singhvi aged 70 years, is graduated from Jodhpur University.

After graduation, he started his career in Business and with his dedicated efforts, hard

work and a keen desire for success, he succeeded well in dealing with Dolomite,

Chemicals, Marble and Granites. He has been positioned as the Chairman of Best

Capital Services Limited from 1996 to 2002. He has contributed with so much

productivity and concrete results in the sphere of Urban Development that led to the

invitation to USAE Environment Programme by the Government of USA in 1997.

Being a persona with sharp vision, he always had a vision that the development of the

nation should be in an integrated manner with using the enormous capability of the

youth. To convert his vision into reality and with a prime motto of delivering Quality

Education, he set-up Two Trusts namely, Shanti Suri Education Trust in 2007 and

Shree Vijay Shanti Suri Trust in 2013. He then established SS College of Engineering

under Shanti Suri Education Trust in 2008 and SS Polytechnic College under Shree

Vijay Shanti Suri Trust in 2013. Under his able guidance and Chairmanship, the

Institutes accorded noteworthy success in a very short span of time.

He is actively engaged in various activities directed to the wellbeing of society and

development of the people of weaker section of society, who are deprived of minimum

basic level of living and lagging behind the mainstream of development since long.

Abhay Singhvi
Bestowed with entrepreneurial abilities, he is currently governing the Three

Educational Institutes namely, SS College of Engineering, SS Polytechnic College and

Mass College of Nursing in Udaipur. The gigantic infrastructure of these colleges,

financial soundness and the success that has been achieved in such a short span of time

is chiefly attributed to his dynamic vision. Moreover, he is positioned as the Trustee in

Shanti Suri Education Trust and Shree Vijay Shanti Suri Trust.

He has completed his Schooling and graduation from well-known Institutions. Being

always having a mindset for being a successful businessman, he got the Degree of

Master of Business Administration. He started his career by following the family

business in Dolomite, Chemicals, Marble and Granites. After that he was engaged in

various activities in the business of steel with well-known Ispat Industries, Essar Steel

and Jindal Steel. Even then path of excelling continued and he took-up the charge of all

the Educational Institutions during 2004 to till date. Currently, he is Managing

Director of SS College of Engineering, SS Polytechnic College and Mass College of

Nursing. He has the vision to set-up more educational Institutes in other streams also.

He firmly believes that the ideal of 'Corporate Social Responsibility' must attain the

top priority in the framing of business strategies, only when any business can be

termed as 'a successful business'.

Ms. Urvashi Singhvi
She is graduated from College of Home Science, Mohan Lal Sukhadia University,

Udaipur. After that she has got Master's Degree in Food & Nutrition with the Award of

Gold Medal by the Honorable Governor, Government of Rajasthan. Presently, she is

pursuing Ph. D. Having ever increasing inclination towards Music, she has also done

Masters in Music. She is well versed in musical instrument. She is also a well known

singer and many a albums have been released and popularized well. Besides,

contributing to the family business as well, she is positioned as the Trustee of SS

Polytechnic College, where her regular and innovative approaches reflecting in the

positive development and growth of the Institute.

THE MOTIVATING FEATURES

Various Provisions for Affordable Housing has been made under the scheme. The

provisions of Jan Avas Yojana for Low Cost Affordable Housing have been framed,

incorporating various incentives for developers & subsidies for beneficiaries by

Government of Rajasthan and Government of India. The objective of the policy is to

focus on creating housing stock in general and for EWS & LIG categories in particular

in the rural areas of Rajasthan, which really deserve attention of the Government.

FINANCIAL STRENGTHS

Our Financial strength is a major satisfying and encouraging factor. The Promoters

are governing two Trusts and three major colleges in the region with gigantic

infrastructure and profound liquidity condition. The Consolidated Balance Sheet,

Consolidated Income & Expenditure Account, Statement of Income Tax Return and

Audit Report are attached as Annexure.

INFRASTRUCTURAL STRENGTHS
We have massive infrastructural facilities at our end. We have the land covering the

area of approx. 22 Acres. The Promoters are governing three major colleges in the

region with gigantic infrastructure

SS COLLEGE OF ENGINEERING
The premier institute of Rajasthan in the field of Engineering and Technology. With

the inception of SS Education Trust in 2007, SS College of Engineering started

imparting technical education in 2008, and within a short span of time, we have earned

unparalleled standing and reputation in academia. The institute is affiliated to the

Rajasthan Technical University, Kota and the courses offered at the institute are

approved by All India Council for Technical Education (AICTE), New Delhi.

The institute has a huge infrastructure covering the land of 12 Acres and constructed

area of 3 Lakhs Sq. Feet in the lush green environment. The Wi-Fi campus exaggerates

of the state of the art Laboratories, ultra-modern Classrooms, Library with global

accessibility, air-cooled Hostels

for boys and girls separately, Mess with hygienic food, Health-care Centre,

Gymnasium, etc. We have around 1800 of students from across India, including

Jammu & Kashmir, Bihar, Jharkhand, Rajasthan and from the North-East States

also, studying in various branches of Engineering at the institute.

SS POLYTECHNIC COLLEGE
The growing Institute of Rajasthan in the field of Diploma Engineering. With the

inception of Shri Vijay Shanti Suri Education Trust, SS Polytechnic College started

imparting technical education in 2013-14, and within a short span of time, we have

earned unparalleled standing and reputation in academia. The institute is approved

by All India Council for Technical Education (AICTE), New Delhi and is affiliated to

the Board of Technical Education, Rajasthan.

The institute has a massive infrastructure covering the land of 5 Acre and constructed

area of 75,000 Sq. Feet in the lush green environment. The Wi-Fi campus exaggerates

of the state of the art Laboratories, ultra-modern Classrooms, Library with global

accessibility, air-cooled Hostels for boys and girls separately, Mess with hygienic food,

Health-care Centre, Gymnasium, etc. We have more than 1,000 of students from

across India, including Bihar, Jharkhand, Rajasthan and from the North-East States

also, studying in various branches of Polytechnic at the institute.

MASS COLLEGE OF NURSING


The pioneer institute of Rajasthan in the field of Nursing Education. The 'Mass

College of Nursing' started delivering Nursing Education in 2006 and within a short

span of time, we have earned unparalleled standing and reputation in academia. The

institute is affiliated to the Rajasthan University of Health Sciences, Jaipur

(Rajasthan) and recognized by Indian Nursing

Council, New Delhi and Government of Rajasthan. We offer a slate of Bachelor Degree

in the field of Nursing namely, B. Sc. Nursing and Post Basic B. Sc. Nursing.

THE SITE PROFILE

DEMOGRAPHIC PROFILE OF UMARDA


Umarda is a large village located in Girwa tahsil of Udaipur district, Rajasthan with

total 829 families residing. The Umarda village is spread over the Area of ……… The

Umarda village has of population of 4506 as per Population Census 2011. Umarda

village has lower literacy rate compared to Rajasthan. In 2011, literacy rate of Umarda

village was 59.36 % compared to 66.11 % of Rajasthan. It is located 12 KM towards

East from District head quarters Udaipur and 395 KM from State capital Jaipur. The

Living Standard of the people is not reasonably good as their livelihood is mainly

dependent upon the Agriculture and employment in small scale industries located in

the region. Their family income also stands at low level which is not sufficient to

arrange for basic shelter. Thus, the demographic profile itself is a justification for

requirement of such scheme of the Government.

THE LOCALITY REQUIREMENTS & OUR STRENGTHS

The area under consideration, Umarda village, situated in the outskirt of Udaipur, is a

poor and deprived from development since long. The people residing here are

financially as weak as they cannot afford to have their own shelter with reasonable

facilities as the demographic profile also suggests the same. Our intervention, of

course with the guiding hand of the Government of Rajasthan, will help them enable to

convert their dream of shelter into a reality. To get a housing facility at such a lower

cost of Rs. 5 Lacs will be a turning point of their lives for which they have always

dreamt for.

THE EXECUTION PLAN

We have a highly qualified and motivated team for execution dedicated to our mission

of societal wellbeing. The Managing team will be guiding light for them. We will put

our wholehearted efforts into making of Flats and Housing Facilities with best of

quality through the builders. The minor requirements based on the specific

requirement of this area and preferences of people will be taken proper care of in the

construction so that the expectations of the people approaching for Flats can be

matched.

DECLARATION

We, the promoters of the Project assure to fulfill all the legal and financial

requirements underlying the project. We will abide by the Rules & Regulation as

prescribed by the Government of Rajasthan. We also assure that the Project shall be

completed within the stipulated period of time and with ascertainment of the

standards of quality, as set by the Government. We will furnish all the Estimations

after approval of the Project and all the financial details with cost figures and

supportive documents after the successful completion of the project to the competent

authority.
