INTRODUCTION
RMD Pain Relief and Palliative Care Trust, is a not-for-profit healthcare organization established in 2005.
The Trust is based out of Chennai, and has its operations focused primarily in Tamil Nadu, India. The
healthcare organization is registered as a ‘Public Charitable Trust’ and is headed by Dr. Republica Sridhar,
who is the Managing Trustee and the Medical Director.
The Trust has embarked on an ambitious plan to build a 50-bed exclusive Palliative & Geriatric Care
Hospital in Amarambedu, Kancheepuram District of Tamil Nadu. The hospital will cater to the needs of
the terminally ill and the geriatric population. The beneficiaries of the proposed facility will be the
economically weaker sections from the surrounding 35 villages with a total population of 2.5 lakhs.

Organization Details
Name: RMD Pain and Palliative Care Trust
RMD is an integrated Palliative & Hospice Care Centre, with services covering healthcare delivery,
Awareness creation and Training & Skill Development. The Trust has evolved its Palliative care services
model to encompass different settings – Out Patient, In Patient, Home Visits and Community Based Care.
The beneficiaries of the care are terminally ill & Geriatric patients from the economically weaker sections
of the society.
2. Provide education and training in Palliative care for Doctors, Nurses, Community Social Workers
& Health assistants
RMD Trust has worked extensively in the rural areas and has partnered the Government of Tamil Nadu to
implement a pilot project to provide Community Based Palliative care in one district. RMD has also
collaborated with Indira Gandhi National Open University (IGNOU) to start a community college for
training healthcare assistants.
RMD Trust has so far provided Palliative & Hospice care for over 19,000 patients and provided training in
Palliative care over 500 candidates.
Palliative care is a branch of medicine that deals with terminal diseases such as Cancer, Chronic,
Progressive Pulmonary Disorders, Renal Disease, Chronic Heart Failure, HIV/Aids and Progressive
Conditions. Palliative care is ‘Quality of Life’ focused model where the doctor, nurse, social worker,
health assistants and the family members form an ‘Integrated Care Delivery Chain’.
Despite increasing expenditure on healthcare, India lags behind other developing nations in many health
categories, including infrastructure to provide medical care for the geriatric population and the
terminally/ chronically ill. Government reports show that over 6.3 crore people are faced with poverty
annually due to health care costs.
PROJECT PROPOSAL
RMD Trust is building a 50-bed hospital in Amarambedu village, Kancheepuram district. The hospital will
cater to the surrounding 35 villages with a total population of 2.5lakhs. The main focus of the hospital is
to provide Palliative & Hospice Care. The beneficiaries of the care will primarily be the terminally ill &
Geriatric patients from the economically weaker sections of the society.
The land required for the project has already been purchased by the Trust with its own resources and
construction is currently underway. This proposal seeks CSR funding to enable the Trust to undertake
the following activities –
3. Stock & distribute medicines and other consumables required for the treatment
4. Build a corpus for sustaining the free treatment to be provided for the patients
Project Highlights
Palliative & Hospice care facilities for the terminally ill patients is one area where very little has
been done. Medical facilities for the terminally ill patients is particularly lacking in the rural
areas.
Travel logistics, loss of revenue and high cost of care in the cities are the biggest impediments,
making Cancer & Palliative care in-accessible to patients in the rural areas.
The hospital will cater to the healthcare needs of the surrounding 35 villages with a total
population of 2.5lakhs. It will serve roughly about 3000 out-patients and 2,000 in-patients
annually.
The hospital is aimed at serving the need of the community and will be run on a not-for-profit
basis. The hospital operations will however be a self-sustained with the income generated being
able to meet its expenses. The project is prima facie, estimated to be financially viable and
socially relevant since it fulfills a need in the society and caters to all sections of the society.
Sri Ramachandra Medical College hospital which is around 10km from the RMD hospital have
been referring patients needing palliative care to RMD centre in Chennai and the new facility
will make it more accessible for the patients from the surrounding areas.
Hospital Infrastructure
The hospital will have a capacity for 50 beds of which 30 will be operational beds and the rest
will be transit beds.
The beds will be broadly classified into beds in the wards and Transit beds that include -
Emergency, ICU, Isolation and End of Life care areas.

SWOT Analysis
Strengths:
The Project is unique in India, although Palliative care is a need of the hour but few facilities are
available:
Rural location will serve the poor who currently are not being covered
Self-sustaining project
RMD Trust has experience in this field for over 8 yrs with 4 centers
RMD Trust already has been working in the villages in this area providing community based
palliative care
Project has been evaluated by TISS and empaneled in the National CSR Hub
Weaknesses:
Located in rural area may not emerge as a referral centre beyond the immediate catchment
areas
We will need to train more medical & Para medical staff as it is new field.
This pilot can be replicated in other areas of Tamil Nadu where the demand is high for this
kind of health facility.
The centre can become the anchor for providing Community based Palliative Care and End
of life Care to the entire district
Opportunity to work with State health society and National rural health mission at
Thiruvallur
Threats:
Fear of Patients being aware that they are terminally ill as it is an unique hospital
As it is a sustainable nonprofit hospital it may take time to attract doctors & Para medics to join.
