My name is Jessica Hartger, I am a 28 year old, dual major, national honor society
student at Hamline University in St. Paul, Minnesota. I am a Dean's List recipient 2
semesters in a row, and a pro active Pro Se in the state.

I write to you, in great fear, and with a minimal ray of hope that you maybe able to assist
in my inquiry. I have followed the CPS case of Dwight Mitchell, and the essential facts
are similar to my current case in Dakota County.

Minor brief, August 2019 I began whistleblowing on what I thought was simply minor
corruption in Dakota County first judicial district court, in attempts to remove my very
abusive judge Michael J Mayer. From that moment, to December 2019, I was placed
under unlawful investigation, surveillance, I was falsely arrested 6 times in 3 months for
crimes I provably did not commit. I have been denied due process at least twice, I have
been denied police reports, denied an IFP, and charged $2,200 for 1 transcript cost,
that holds Detective KELLI Coughlin's admission of unlawful investigation.

I can prove there have been secret hearings without my knowledge, of which I
requested the transcripts of, and against MINCIS Case Registration Records, I am told
that there was no hearing on the date requested.

I can prove the elements of a long running conspiracy, as well as the elements for a
RICO case.

This has affected my family case, in which my ex whom is currently on probation for
child neglect and child endangerment now has full custody. I was denied an evidentiary
hearing as soon as I had a witness come forward willing to testify to Detective
Coughlins unlawful search of myself on january 2 2020 following a hearing for mistrial in
Hastings, MN. On this date, she followed me undercover to new hope mn, entered a
secured building, and waited outside of my friends apartment door for 3 hours.
Detective gave her number to this neighbor and instructed him to call her if he saw me.
I, on the line with Dakota County Sheriff confirmed I had no warrants or pending
warrants.

Detective coughlin was assigned to my case August 22 2019, before the HRO was even
issued for the alleged bite mark the week prior. (That is the police report witheld by
lakeville pd, that notes there was no bite mark, but a red dime size dot with no teeth
marks) the first HRO violation was reported September 2 2019. She testified she was
investigating hro violations that had not taken place yet.

My family judge, ann offerman fails to remove herself, after I noted she sits on the board
with kathryn messerich and David knutson. (Kathryn appointed Offerman, Knutson and
Judge Carter issued the HRO)
My exs attorney sits on the board of Lewishouse, owned by 360 communities. Heather,
the worker on my case, ALSO sits in the board of 360 communities. James Backstrom,
prosecutor of Dakota county, wrote the domestic violence brochure for 360
communities, that parented with lakeville pd electronic crime task force, and was
granted $450,000 in 2017 for project efforts. The reporting officer noted my ex did NOT
WANT OR CONSENT TO 360 COMMUNITIES INVOLVEMENT, yet, the officer
reported he had verbal authorization to do so.

Theres so much to this case, and now, they have terminated my parental rights, without
due process, with no substantial finding of facts. I've discovered subpoenas for
accounts that are not related to any alleged crimes, with unsigned gag orders attached.
For me and my husband. Whom lakeville pd has also followed, harassed, and
attempted to set up by reporting false claims to the OIG of mail theft (he works for the
post office). My best friend, was followed for 3 hours by lakeville pd January 3 2020.

I've filed writs of prohibition, appeals, motions to quash, motions to vacate, objections,
motion to amend finding of facts, motion to dismiss you name it. They will keep abusing
their power, and will continue to ruin my life and harm my child until I break.

I. Dont. Break. Easily.

I've been building files against Dakota County Officials since August 2019, and I fear
they will bury me either in the system or in the ground if I don't put this information in
trusted hands.

Due to supporting evidence ive gathered, I have reason to believe they are involved in
human trafficking, and child exploitation. I have a file number with National Human
Trafficking Crisis Center, and a national watch report issued by the FBI for my 5 year
old son.

It is no coincidence all of the officials involved in my case are also involved in specific
organizations, groups, and causes. Juvenile detention, civil Commitment, woman
offenders, domestic violence, etc.

I'm ready to move forward with Civil Action complaints, RICO Complaint, On a State and
Federal Level.

I am pleading for your help. I am not an attorney, I am a student, a fierce mother, and a
justice junkie. I refuse to sit by and watch my civil rights be so blatantly violated while
my son is abused in the process. Theres only so much a mother can take before she
protects her child by any means necessary.
