1 Brief
INDIAN TUTICORIN 2×600MW sub-critical coal-fired thermal power plant was built by The
coast of India Energy Corporation Limited. The design and manufacture of BTG was
sub-contracted by China Harbin Electric Corporation. The performance test of units should be
fulfilled by Harbin Power Equipment Performance Test Center (HPTC).

2 Main technical data of unit


2.1 Main technical specifications of unit
2.1.1 Steam generator

The steam generator manufactured by Harbin Boiler Co., Ltd. is sub-critical, single reheating,
control circulation, suspended structure, balanced ventilation,solid state slag, steel frame, outdoor
arrangement, drum boiler.

4 Test objective
To verify whether the unit attains the guarantee values, which are specified in the contract at
above conditions.

5 Test standard and codes

ASME PTC 4 – 1998 Fired Steam Generators

6 Calibration requirements
The main instruments for the test should be calibrated by authorized organizations of China.
The copies of calibration certifications should be submitted to the Employer prior the test.

7 Test method
7.1 Test items and conditions
7.1.1 Preliminary test
The preliminary test should be carried out prior acceptance test. The purpose is as follows.
(1) Assurance whether the unit is in a suitable condition for the conduct of the test.
(2) Checking all test instruments.
(3) Training test personnel.
7.1.2 Preliminary test items are as follows:

If a preliminary test runs accords with all technical requirements of the acceptance test, the
results may be considered as a part of the acceptance test with agreement between the parties
to the test.

7.2 Measuring items

7.2.1 Measuring items for the boiler


7.2.1.1 Flue gas and air temperature
The boiler exhaust gas temperature shall be measured in the flue gas ducts A & B side at air
preheater outlet. Flue gas sampling probe will be arranged according to the principle of
constant section grid method and E-type thermocouples will be mounted on the probe.
The temperatures of primary air and secondary air shall be measured in the air ducts A & B
side at primary air fan and forced draught fan outlet. Air temperature probe will be
arranged according to the principle of constant section grid method and E-type
thermocouples will be mounted on the probe.
7.2.1.2 Flue gas analysis
The boiler exhaust gas composition shall be measured in the flue gas ducts A & B side at
air preheater outlet. Flue gas sampling probe will be arranged according to the principle of
constant section grid method and gas sampling silicone tubes will be mounted on the probe.
Flue gas sample tubes from each grid point are connected to the flue gas analyzer and the

O2、CO content in the exhaust gas will be measured.
7.2.1.3 Ambient air
The ambient temperature and relative humidity should be measured by dry–wet bulb
thermometer near the forced draught fan.
7.2.1.4 Coal sampling
Raw coal samples should be taken from the outlet of coal feeder, the samples will be added
together, mixed, and split into four equal portions, then put them in the air-tight plastic
containers, one for local laboratory analysis, one for owner, one for HPE, and one held in
reservation.
7.2.1.5 Feed-coal temperature
The temperature of coal should be measured by infrared temperature meter when taking
coal samples at the outlet of coal feeder.
7.2.1.6 The mass flow of air measurement
The mass flow of primary air、secondary air should be measured with existing station
instrumentation.
7.2.1.7 Fly ash and bottom ash sampling
The fly ash should be collected from ESP ash hoppers during the test, after the test, the
bottom ash should be collected when slagging. The samples will be added together, mixed,
and split into four equal portions respectively, then put them in the air-tight plastic
containers, one for local laboratory analysis, one for owner, one for HPE, and one held in
reservation.
7.2.1.8 Emission
The concentration of NOX and particulate matter in the flue gas should be analyzed by
CEMS system from the power plant.
7.2.2 Main measuring items for steam turbine
7.2.1.9 Pressure measurement
Pressure transducers with 0.1 accuracy class shall be used for measuring pressure.
Turbine exhaust pressure shall be measured by using 8 cage probes.
7.2.1.10 Temperature measurement
Temperatures should be measured with type E thermocouples shielded with 0.4 accuracy
class.
7.2.1.11 Flow measurement
(1) The calibrated flow measurement device shall be used for measuring primary
condensate flow. It consists of ASME low β nozzle with throat taps, perforated plate
flow straightener and the up-stream and down-stream pipe section.
(2) The flows of SH&RH desuperheating water and condenser make-up water will be
measured with existing station orifice device.
(3) Leakage flows of valves-steam and gland steam should be calculated with design values
provided by manufacturer.
7.2.1.12 Water level measurement
The water level of hot well, deaerator storage tanks and drum wi11 be measured with
existing station instrumentation and recorded with DCS or metric scales.
7.2.1.13 Measurement of electric

7.2.1.14 Measurement of power output at generator terminal
The measurement of gross power output will be measured by two watt-meters method. The
signals will be obtained respectively from PT and CT at the generator terminal by
single-phase power transducers. The power factor will be obtained by existing station
instrumentation.
7.2.1.15 Measurement of auxiliary power consumption
The measurement of auxiliary power consumption of per unit will be measured by two
watt-meters method. The signals will be obtained respectively from PT and CT at the low
voltage side of the auxiliary transformer by single-phase power transducers. (only include
BTG provide the instruments.)
7.3 Test instruments
(1) Refer to the appendix table 1 of test instrument list for Boiler.
(2) Refer to the appendix table 2 of test instrument list for Turbine.
7.4 Arrangement of measurement points
(1) Refer to the attached drawing Fig.1 of boiler measuring points layout sketch.
(2) Refer to the attached drawing Fig.2 of steam & water system measuring points layout
sketch.
(3) Refer to the attached drawing Fig.3 of electrical power measuring points layout sketch.
7.5 Test conditions
(1) The steam generator is operated automatically and maintain main steam pressure and
temperature at the specified value. Other main factors shall be retained at the specified
conditions.
(2) The design fuel should be combusted during the test.
(3) Blow off from steam generator and other parts are entirely closed.
(4) The generator output should be maintained constantly by the load limiter, some devices
will be isolated and shutdown.
(5) The main machines and auxiliaries will be in optimal operation.
(6) Isolation of the test system
The test system must be an independent thermal cycle system.
Auxiliary steam use is limited to only plant operation.
Extraneous flows should be isolated from stabilization of the test load to the end of the
test, bypass system、feed-water recycle pipeline、HP and LP heater bypass pipeline、
Feed-water heater vents and emergency drains and other extraneous steam and water
system should be isolated
(7) Requirement for a steady-state conditions
A. Every effort should be made to run the tests under the specified operating
conditions, or as close to specified operating conditions as possible and should be
maintained stabilization during the test run. The following table lists the
permissible deviation and fluctuations of variables prescribed.

* If it is not practical to obtain designed or rated exhaust pressure, the test may be conducted by
agreement at another exhaust pressure, and either party may require that the exhaust pressure
correction curves should be submitted by manufacture.
B. Except endangered reason for instruments or persons, any adjustment which will
affect the test results should not be conducted during the test.

7.6.3 Once a test has been concluded, the test data should be considered effectively, except for any

negative reason to be confirmed by the parties to the test.

8 Calculation and Correction for Test Results


8.1 Test data processing
The effective data recorded during the test run should be made arithmetic averaged and
corrected for each item. The corrected items include: errors of instrument calibration, absolute
altitude of water column, barometric pressure and ambient temperature.
8.2 Calculation and correction of steam generator efficiency
8.2.1 Calculation of steam generator efficiency
Boiler thermal efficiency should be calculated with energy balance method.
