Understanding of PC-1:

PC-I is the basic form on which all projects/schemes are required to be drawn up. It was
introduced in its simple form in 1952 and subsequently revised several times. As the time
passed on, bigger and complex projects had to be prepared which require quite detailed
information for pre-investment appraisal. PC-I form, suitable for particular sectors were
introduced in July 1974 for various sectors. Recently the Planning Commission simplified the
format in only three categories stated below.

The PC-I form comprises three parts.

1. Part-A is the "Project Digest", containing questions which are more or less common
to all sect oral PC-Is forms. These require information on: i) name of sponsoring
agency ii) executing agency of the project and it) a summary of cost in detail etc.
2. Part-B entitled "Project Description and Financing. Forms the core of the PC-I. The
precise nature and form of the questions varies from sector to sector. The principal
information asked for includes: (i) location (ii) market analysis, (iii) general
description and justification (iv) operating or recurrent cost estimates (v) technical
description, (vi) capital cost estimates, (vii) unit costs, sect oral benefits, cash flow,
financing arrangements foreign exchange component etc.
3. Part-C deals with "Project Requirements". The information sought in this part
includes: (i) manpower during implementation, (i) physical and other facilities
required and (iii) materials, supplies and equipment (Annex-1).

5. Project objectives and its relationship with sector objectives:

i. to organize, promote and develop sports at domestic level


ii. to give chance to new talent
iii. to built interest in general public, specially youngsters
iv. to raise standard of competitions
v. to encourage parties to do long term investments in sports
vi. to promote national health and raise fitness level

6. Description, justification, technical parameters and technology transfer aspects


(enclose feasibility study for projects costing Rs. 300 million and above)

a) Description:

 Background:

Worldwide, sports are healthy pursuits cherished by the people. Sports provide unlimited
opportunities for developing human abilities both physical and mental. Through sports one
acquires useful skills like discipline, dedication, tolerance, co-operation and teamwork spirit
pre-requisite for development of a human being. Thus sports are considered as one of the
vital source for shaping personality. Developed nations, around the world accord top priority
to sports in their national budget. Sports has played significant role in modern society and it
is considered to be a vibrant mean for the promotion of prestige and image of country at
international level.

 Description:

After approval of the PC-1 in general, the Sports Department will process the sub-projects
from the competent forum.
The exact scope / quantum of work shall be determined on case to case basis, based on the
need and requirements of the playing facilities. All type of equipments, machinery and
physical facilities required for the projects are locally available.

b) Justification: Such an alarming situation concerned the Government and efforts are being made to bring
improvement in our performance and regain our long lasting glory.

Main causes of decline in our standards of sports are:

 Lack of adequate sports facilities / sports infrastructure.


 Non-availability of scientific coaching and training.
 Loss of interest in sports by general public.
 Lack of incentives to sportspersons.
 Low priority to sports in Government agenda.
c) Technical Parameters: Technical staff of the PCB which possesses the expertise in the relevant field
will be engaged for the organization of the event. PCB has also technical equipment which will be used
during the games.

Governmental Issues: The project is a part of Government initiative for promotion of sports and there
might be no governance issue.
7. Capital cost estimates: The capital cost estimate of the project shall be based on the
prioritized list of the sub-projects in accordance with the afore mentioned criteria and shall be
curtailed to the ADP provision of Rs 300 million, availing 15% allowance above the ADP
provision as per rules i.e. Rs 150 million.

8. Annual operating and maintenance cost after completion of the Project:

After completion, the projects at District level will be handed over to the District Sports
Officer concerned for its maintenance, use and look after. The District Sports Officer
concerned will be responsible to meet out operating and maintenance cost of completed
schemes.

9. Demand and supply analysis: N/A


10. Financial plan and mode of financing:

Funds amounting to Rs 150 million has been earmarked in the ADP 2014-15 by the
Provincial Government out of which a sum of Rs 50 million will be released during the
current financial year while the remaining funds will be provided through re-appropriation
during the current financial year or in ADPs of the subsequent fiscal years.

11. Project benefits and analysis

i) Financial: There will be no financial benefits as these are small scale schemes.

ii) Social benefits with indicators: The completion of these projects will be a basic and
foremost step towards the promotion of Sports at the Provincial / Districts / Tehsils level. The
entire area where the project is to be executed will benefit from this scheme. This project
will facilitate the sportspersons / youth to have more and more sports competitions.

iii) Employment generation Job opportunities will be available to the labours etc during
execution of the projects.

iv) Environmental impact Assessment: The establishment of these projects will have no
adverse environmental impact.

v) Impact of delays on project cost and viability: The delay in the completion of projects
will enhance estimated cost due to cost escalation of construction material in local market and
will also affect the viability of this important sports oriented project.

13. Management structure and manpower requirements including specialized skills


during construction and operational phases: The projects will be executed by C&W
Department / Local Area Development authorities/ Engineering wing of Sports Department.

14. Additional projects/decisions required to maximize socioeconomic benefits from the


proposed project: The youth of the province in general while the Sportspersons in particular
will get benefits from the scheme.

15. Certified that the project proposal has been prepared on the basis of instructions
provided by the Planning Commission for the preparation of PC-I for Infrastructure
sector projects: The scheme is in line with the National Sports Policy, to be implemented by
the Provincial Government.
