1. Introduction

1.1 General
- This Method Statement is established for general excavation and pile head
cutting work for all buildings for Cirebon 2 Coal Fired Power Plant Project.
- The purpose of this method statement is to set guidelines and work method
to be followed during actual excavation and pile head cutting work.

1.2 Building List


- Total 31 numbers of building are planned to be built during the whole project
period, but its number and size of building is subject to change upon
reflecting requirement of various system for this power plant.
- Below table for major buildings shows excavation area with maximum
excavation depth.

2. Work Sequence and Work Method


2.1. Work Sequence
- Before the commencement of any excavation, the Contractor shall remove
all unnecessary structures, shrubs and other obstacles from the site of the
work and dispose them at a location directed by Owner.
- Excavation shall be made in accordance with the lines and levels as shown
on the approved construction drawings.
- Cutting of PC piles will be conducted after excavation is completed.

2.2.1 Excavation
Prior to starting excavation, the construction equipment, e.g., excavator,
dump trucks, etc. shall be inspected and approved for work such as
normal shall be utilized for excavation works in accordance with project
HSE requirement. The constructed PC piles shall be carefully maintained
to prevent any damage and displacement during excavation work. PC pile
shall be cut off by using a concrete saw cutter at the cut-off level position
as shown on below photo. For proper and effective excavation work, PC
piles can be cut partially if required before excavation work. Survey
checking shall be carried out during excavation and before pile cut to
prevent over excavation or wrong cutting. Clearance for excavation area
shall be minimum one meter from edge of foundation, and slope for
excavation shall be less than 45 degrees on filled soil layer, or ½ ratio for
length to height on original soil layer at open cut area.

2.2.2 Pile head cut


Manual grinding machine or saw cut machine will be used to cut PC pile
at the required level as per drawing. To cut PC pile with a left over length
with more than four meters above ground level, lifting equipment such as
crawler crane will be utilized for safe operation of hanging PC pile.

2.3 Detailed Work Method for Central Control Building

- 1st Step Excavation & Pile Cutting Plan


Before starting the excavation, the exposed pile above ground to be cut
off. The 1st step excavation starts at south area of CCB and moving to
north area. Excavation depth will be from GL 0.00 from to GL -3.00. Two
units of excavator shall be utilized at the initial stage. PC piles (diameter
600mm and 400mm) will be cut at GL-3.00.

Upon completion of 1st step excavation and pile cut, 2nd excavation will
start at south area moving to north. Excavation level will be from GL-3.00 B
to GL-5.00. PC piles (diameter 600mm and 400mm) will be cut at
elevation as per approved drawings.

2.4. Dewatering Plan of Underground Water and Rainwater

1) Seepage water from ground level and rain fall will be dewatered by
temporary drainage system during underground construction work.
2) To protect excavated area from ground water, berm will be made at the
surrounding excavation area as shown on the below sketch.
3) Collecting sump pit with submersible pump will be prepared at two places.
4) Pumping out water will be leaded to the main drainage trench on ground
level.
5) To avoid idle time of work due to water flooding, dewatering will be
controlled for seven days and 24 hours.

2.5. Stockpile and Disposal

The excavated soil, if suitable for backfill, shall be selected and stockpiled
at designated area in site boundary. However, unsuitable soil for backfill (for
example, natural underground muddy clay soil) shall be disposed to the
designated area which assigned by the EPC Contractor within site boundary.

4. Key Personnel and Related Responsibilities

- Site Manager
1) The site manager is entrusted by the company to take full charge of the
production, operation and management of this project, implementation of
project manager responsibility system and the completion of the contract
signed with the employer.
2) Be responsible for the compliance with the lines, principles and policies
made by the country as well as laws, regulations and rules required by the
country and superiors and bylaws of the company.
3) Play a leading role to organize, formulate and implement the production
plan. Operation target and implement and fulfil various responsibility targets
signed between the employers and the company.
4) Be responsible to coordinate the work and relationship between PMTs with
employer, supervisor and the local.
5) As “the first responsible person for safe production”. The quality manager
shall put safety and quality first and strike a balance among safety, quality,
progress and yield, ensuring that safety and quality policy and target will be
successfully implemented and realized.
6) Be responsible to guarantee that occupational safety & hygiene and
environmental management system, quality system and measurement
system are effectively operate in this project.
7) Scientifically manage human, money and material resources and enhance
cost accounting so as to reduce project cost.
8) Perform the safe production and civilized construction well, enhance
labour protection measures and be highly responsible for company’s
property and employer’s safety.
9) Ensure and honest and clean construction, promote spiritual civilization of
construction team. Maintain a stable construction, and insist to place equal
emphasis on material and spiritual advancement.
10) Be responsible for training and assessment work, strengthening the
ability of construction team, caring for the employers and guarantee that
employers may exercise civil rights legally. All in all, the management shall
be “people oriented”

- QA/QC Manager
1) The QA/QC Manager shall be responsible for monitoring of the work in
relation to this method statements, approved drawing contractor and material
specification
2) Detect and report non-conformance
3) Ensure that all non-conformance product or activities identified are reported
4) Propose the corrective and preventive by report format
5) The QA/QC Engineer and construction engineer shall be responsible also
for the inspection test plan (ITP) to be carried out all the activities involved in
the work.

- Safety Manager
1) In charge of safety and environment management, safety campaign
planning of this project and supervision of its implementation.
2) Assist the director with building up safety management network and
carrying out safety production activities.
3) In charge of directing and supervising effective operation of occupational
health and safety production activities. In charge of communication,
negotiation and disposal of matters in relation to safety and environment
management system. In charge of planning and supervising
implementation of safety regular meetings, routine inspection, internal
system audit, special activities in this project.
4) In charge of examining and verifying the part in relation to occupational
health and safety in construction scheme and operation instruction book.
5) In charge of auditing safety qualifications of personnel for special posts
and special types, of annual evaluation of subcontractors, of supervising
health examination and training for its own employees, labor service
personal and workers from subcontractors
6) In charge of organizing and participating in investigation of occupational
health safety and environment accidents and events as well as offering
disposal advice and prevention measures.

5. Quality Assurance and Control

1) Works shall be carried out strictly in accordance with relevant technical


specifications and construction drawings.
2) Survey accuracy shall be improved by repeat survey and regular calibration
of instruments.
3) Over excavation shall be strictly controlled to ensure excavation outline and
elevation to meet the designed requirements.
4) The existing piles shall be controlled carefully to prevent damage and/or
displacement during excavation works.
5) Excavated surface on sub grade shall be cleaned and roughly compacted
with rammer compactor or plate compactor for levelling on sub grade before
placing lean concrete.
6) Exposed surface of pile on sub grade shall be cleaned free from soil and
mud.

6. HSE and Environment Control

6.2. Safety Management

1) Safety signs shall be set up at works site.


2) Excavated area shall be protected by warning tape and hard barricades
properly.
3) Workers shall wear proper PPE.
4) Flagman shall be appointed at site for excavation works.
5) The construction equipment/machine operator shall be certificated.
6) After cutting piles, the top of piles shall be immediately protected by
temporary steel frame cover or wooden cover or covered by soil fill on
the piles for excavation equipment access and workers safety to prevent
fall into the PC pile.
7) All construction equipment/machine shall be maintained and serviced
by mechanics regularly for working good and safe condition.
8) A first aid kit to be provided in the site office.

6.3. Environment Management


1) Instruction on environment protection shall be conducted to all staff.
Construction site shall be well managed and protected. Relevant
Indonesian laws and regulations shall be strictly observed.
2) Accesses within works areas shall be well maintained and water
spraying on ground shall be applied to reduce dust if necessary.
3) Construction and living waste and rubbish shall be disposed in
accordance with relevant requirements, to avoid environment pollution.
4) Underground water shall be pumped out through the nearest existing
open drain trench around site area.
