1. PROJECT BACKGROUND

Quaid-E-Azam Thermal Power (Pvt.) Ltd. Government of Punjab intends to build a Combined
Cycle Power Plant (CCPP) at Balloki, Punjab, close to a canal providing the necessary water.
The plant will be located in the province of Punjab, around 12 km south-west of the city of
Sheikhupura, south of the town of Balloki as shown below.
The Balloki Combined Cycle Power Plant is 2-2-1 CCPP configuration, comprising one block
with two gas turbines (GE 9H.01 with evaporation cooling), two HRSGs (triple pressure HRSG
with reheat), and one steam turbine in a multi shaft arrangement.
The electrical net power output is in the range of 1,000 – 1,200 MW at ISO. The power plant is
designed to fire with Degasified Liquefied Natural Gas (RLNG) as main fuel and high speed
diesel (HSD) oil as backup fuel. The electric power will be evacuated via the 500 kV grid in
close distance to the plant. The Balloki Combined Cycle Power Plant comprises one block with
two gas turbines (GE 9H.01 with evaporation cooling), two HRSGs (triple pressure HRSG with
reheat), and one steam turbine in a multi shaft arrangement.
2. SITE CONDITIONS

2.1 Locations

The plant will be located about 6 km from Chunian and is adjacent to BS (Balloki – Sulemanki)
Link Canal. Nearest Railway Station is Changa Manga which is approximately 5 km from the
Site. Nearest main road is Multan road which passes 6.5 km from the Site.
2.2 Climate

The climate of the Plant Area is sub-tropical. Lahore is the nearest climate station, which is
operated and maintained by Pakistan Meteorological Department (PMD). Climate station of
Lahore provides a fair representative estimate for the climate parameters of the Plant Area. The
Lahore station is located at 310-33’ N and 740-20’ E. The prominent climate parameters of
Lahore for the Years 2000 – 2014 will be provided to the Contractor in due course of time.
However, prominent climate parameters for years 1961 – 1990 of Lahore are described below.
2.2.1 Temperature
The daily maximum temperature rises up to 470C in June, and the mean daily minimum
temperature is 5.90C in January. Mean daily temperature in summer sun (May to July) ranges
from 310C to 340C, and from 13°C to 14°C in winter sun (December to January).
Mean monthly temperature in June rises to a highest value of 33.9°C and falls to the lowest
value of 12.9°C in January. June and July are the hottest months in summer sun. December
and January are the coldest months in winter sun. The mean monthly temperatures are given in
Table 2.2 1 Monthly Mean of Daily Temperatures (1961-1990).

2.2.2 Rainfall
The average annual rainfall of the area is about 650 mm (25.6 inches). The maximum rainfall
occurs during the months of July, August, and September, which is about 65% of the annual
rain-fall. The variation of monthly rainfall over the year for Lahore is given in Table 3.2 3 Annual
Maximum Rainfall Values. Annual maximum rainfall values for 1-day, 2-day, and 3-day
durations have been extracted from the available daily data (1965-2005); these are given in
Table 2.2-2 Mean Monthly Rainfall (1961-90).

2.2.3 Relative Humidity
The relative humidity data at 0000, 0300 and 1200 hours are available. At 0000 hr the relative
humidity varies from lowest value of 54% in May to highest value of 87% in December, at 0300 hr
highest value of 84% and at 1200 hr the lowest value is 22% in May to highest value of 60% in
August. Variation in monthly relative humidity over a year is given in Table 2.2-4 Relative Humidity
(1961-90).

2.2.4 Wind speed
Wind speed data at 3 hours interval is available and is given in Table 2.2-5 Mean Wind at Synoptic
Hours (1961-90). The data revealed that at 0000 hours, the wind speeds are generally lower while
higher wind speed are recorded at 0900 and 2100 hours. The mean wind speed shows the
variation of a lowest value of 0.4 Knots in December to 2.0 Knots in June. During summers, wind
speeds are generally higher than wind speeds in winters.

2.3 Seismological Data
The Punjab Plain, in which the project site is located, shows low to moderate level of seismicity which is associated
with the faulting in the basement rocks covered by the alluvial deposits. The basement high, depicted by outcrops of
basement rocks near Sargodha, Chiniot, and Shahkot and extending from Sargodha to Faisalabad and further
southeast towards Indian border shows a concentration of earthquakes with magnitude up to 5.5 on the Richter scale.
Probabilistic seismic hazard assessment recently carried out for project area as part of the revision of seismic
provisions of the Building Code of Pakistan shows that the Project area falls in seismic Zone 2A.
Therefore, the Project structures may be designed to cater for the requirements of Zone 2A of Building Code of
Pakistan seismic provisions (2007).
The Contractor shall be responsible to investigate and verify the specific seismic requirements of the Plant site and
design his civil structures, supports as well as the Plant equipment accordingly.
2.4 Reference Site Conditions (RSC)
The following Reference Site Conditions (RSC) shall be valid for the performance guarantees:
• Ambient air temperature 24°C
• Relative humidity (RH) 70%
• Water temperature for once through cooling 25°C
• Barometric pressure 0.9897 bar, equivalent to 200 maSL
• Grid Power Factor 0.85
2.5 Range of Ambient Conditions
The plant shall be designed for operation in the worst ambient conditions as per following ranges:
• Ambient air temperature range 5°C - 50°C
• Relative humidity range 5% - 100%
