Aibel’s Absolute Safety Rules

Deliberate breach of «Aibel’s absolute safety rules» or other HSE procedures will lead to disciplinary consequences for the
personnel involved
Use mandatory personal
protective equipment
Use mandatory personal protective equipment, keeping up to date
on the applicable requirements concerning protective equipment.

■ You shall:
■ Always use mandatory protective equipment for the type of work you are
executing
■ Check what protective equipment for different work situations is required

■ If you are a supervisor or responsible for the work you shall


■ Ensure that everybody uses the correct PPE
■ Ensure that executing personnel has access to the necessary protective equipment
■ Ensure that everybody has knowledge/are trained in the correct use of the
protective equipment
Obtain permission before you enter
closed/confined spaces
Confined spaces, such as vessels, tanks or pipes, can contain explosive
gases, toxic air, lack of oxygen or otherwise be dangerous. With a valid entry
permit you will be safe.

■ You shall:
■ Get confirmation from your supervisor or the one responsible for the work, that it is safe to start up the work.
■ Get confirmation from the entry guard that you may enter the confined space
■ Follow requirements in the work certificate and use personal gas/oxygenmetre when it is required
■ Entry guard shall approve and control the access to the confined space
■ Entry guard shall be able to communicate with personnel inside the confined space

■ If you are a supervisor or responsible for the work you shall:


■ Control that the requirements in the work certificate are complied with
■ Ensure that a qualified guard is present when someone is located in a confined space
■ Ensure that gas testing is performed in accordance with the work certificate, if necessary request additional gas
tests
■ Confirm that it is safe to start up the work

■ If you are performing gas testing you shall :


■ Know what tests the work certificate requires, and how often they are to be executed.
■ Use certified equipment to perform the tests
Perform safe work at height
There is a significant risk of dropping items when tools and portable
equipment are used at height. By preventing loose objects from dropping,
you will protect yourself and other people who work under you. Use fall
protection for tools and equipment when working outside protected areas
where there is a risk for dropped objects. A personal safety harness shall
always be used when the vertical drop exceeds two metres. The use of a
safety harness requires documented training.

■ You shall:
■ Secure all tools and equipment from falling
■ Put up barriers around areas where there is a danger of dropped objects
■ Always use a hard hat where it is required
■ Know what fall arrest equipment to use and how to use it
■ Control the equipment before you use it
■ Always use fall arrest equipment when working at height outside secured areas

■ If you are a supervisor or responsible for the work you shall:


■ Raise awareness about the danger of falling objects and understanding of the measures that must be
implemented
■ Use secondary safety on equipment installed at height
■ Regularly inspect the area to ensure that precautions are made to stop objects from being dropped at heights
■ Confirm that it is safe to commence work at height
Perform safe lifting operation
For routine lifts, there is a general lifting procedure. Non-routine lifts,
including complex and heavy lifts, are subject to special lifting procedures.
It is dangerous to work or move directly underneath the load when the load
may fall. The lifting zone must always be secured and kept free of passage.

■ Lifting operator shall:


■ Understand the lifting procedure before the work commences and follow it
■ Control that the loads do not exceed the capacity of the lifting equipment and control that the crane is level and
is placed on a secure surface
■ Control that the safety instruments on the lifting equipment are installed and in use
■ Mark up dangerous areas, put up barriers and ensure that no one is walking under the hanging load
■ You shall:
■ Never cross barriers around an area with hanging loads without permission
■ Follow instructions from the flagman or the one responsible for the lifting crane
■ If you are a supervisor or responsible for the work you shall :
■ Control that there is a general or specific lifting procedure, as applicable to the type of lift
■ Ensure that the lifting operator understands and complies with the lifting procedure
■ Ensure that personnel that has supervision with or performing lifting operations inspects and maintains the
lifting equipment and are trained and competent
■ Ensure that equipment that is being used for lifting and elevating is inspected, maintained and certified
■ Ensure that signal- and communication methods are established and clear
Use a valid work permit when it is
required
A work permit is required for high risk activities. Make sure that all
evaluations and measures are performed in accordance with the relevant
procedure. Familiarise yourself with which work operations require a work
permit.
■ You shall:
■ Understand the work permit and follow it
■ Control that the work permit is valid
■ Get confirmation from your supervisor or the one responsible for the work that it is safe to commence the work

■ If you are a supervisor or responsible for the work you shall :


■ Check if a work permit is required for the work
■ Control that the workplace is inspected before the work commence
■ Explain how the work permit protects you
■ Control that the work permit is signed
■ Confirm that it is safe to commence the work
■ Provide a new work permit when the work or situation is changed
■ Confirm that the work is finished

■ If you are responsible for the Work Permit –system (i.e. construction manager, installation
manager, maintenance manager yard) you shall:
■ Ensure that performing personnel, responsible for the work(supervisor) and coordinating personnel (Work
permit coordinator, system responsible, area responsible, HSE coordinator ) has received sufficient training
Control that isolation is in place
before the work commences.
Isolation (locking or shutting off pressurised or energised systems, for example) protects
you against hazards like electricity, pressure, poisonous materials, poisonous gases,
chemicals, hot fluids and radiation.

■ You shall:
■ Have knowledge of the isolation material that protects you
■ Executing personnel shall have a personal padlock, for locking of electrical switches
■ Get a confirmation from your supervisor or the one responsible for the work that
isolation is in place.
■ Get confirmation from your supervisor or the one responsible for the work that it is safe
to commence the work.

■ If you are a supervisor or responsible for the work you shall :


■ Control that isolation is in place, like lock switches, separate pipes with spades or locked doors
■ Control that there is no stored energy (i.e. pressure, electrical energy, gas, chemicals or other hazards
■ Confirm that it is safe to commence the work
Keep safe distance from equipment
that is moving or is activated
It can be dangerous to work among equipment that is moving (such as cranes and other
vehicles) or is activated (such as machines that rotate, electric or under pressure). Falls
and crushing top the statistics in Norway and many other countries for serious work-
related accidents.

■ You shall:
■ Ensure any precautions from your supervisor or the one responsible for the work when working nearby moving
or activated equipment are in place
■ Follow instructions from flagman or the one responsible, to get information about the movement of the
equipment
■ Get confirmation from the responsible that it is safe to walk in and/or work in the access limited area
■ Ensure that the operator of the vehicle that is moving can see you
■ If you are a supervisor or responsible for the work you shall :
■ Ensure that there is restricted access to dangerous areas and that barriers are put up
■ Ensure that only authorized personnel are working in restricted access areas
■ Ensure that everybody knows and understand the signal and communication methods
■ Ensure that the area has sufficient lighting and/or that high visibility clothing is being used
Respect for barriers

The barrier shall have the correct colour, signpost and be intact for you to be safe.

■ You shall:
■ Know the procedure about barriers before you go out in the field
■ Respect signs and barriers
■ Never enter a barried area without a permission
■ If you are the owner or responsible for the barrier, you shall:
■ See to it that the barrier is signposted with what the barrier is for, who is the owner and contact information with
name of the owner and phone number/radio channel
■ Mark up alternative escape routes with standard signs if the escape route is physically blocked/closed.
■ Ensure the barrier is intact the full time
■ When it is required with physical barriers over dangerous openings, height levels etc. scaffolding materials shall
be used
■ Remove the barrier when it is no longer necessary
Perform risk evaluation in all work
We always identify possible risks and establish compensatory measures to
reduce the probability and consequences.

■ You shall:
■ Identify the risk of the work you are executing and implement necessary measures
■ Make continuous risk assessment in own work
■ Stop work that may lead to danger for life and health
■ Identify the need for Safe Job Analysis (JSA)
■ Perform work tasks and handle risks in accordance to Quality in Execution

■ If you are a supervisor or responsible for the work you shall :


■ Conduct risk evaluations and implement necessary measures
■ Make identified risks and measures known
■ Stop all work that is a hazard to life and health
■ Identify the need for a Safe Job Analysis (JSA)
■ Ensure that requirements in Quality in Execution are complied with
Do not use alcohol or drugs when
you are working or driving
When using alcohol or illegal drugs, or abuse of legal drugs or other
substances, the ability to perform the work in a safe manner is reduced.

■ You shall:
■ Always inform your supervisor or the responsible for the work if you are taking
medications that might influence your performance.
■ Always ask your supervisor or the one responsible for the work if you are unsure . The
supervisor or the responsible for the work may then get advice from medical personnel.
■ Not use, store, sell or distribute illegal drugs
■ Intervene if you discover abuse of alcohol or drugs

■ If you are a supervisor or responsible for the work you shall :


■ Only assign work to personnel fit for work
