SECTION 1: TITLE
The following words and Phrase used in this ordinance shall have following
meaning:
1. City- city Government of Tarlac and Barangay San Carlos, Tarlac City.
2. Bulky waste- refers to waste materials which cannot be appropriate
placed in separate containers because of either its bulky size, shape or
other attributes.
3. Compositing- refers to the systematic decomposition of organic matter
by microorganisms, mainly Bacteria and Fungi into Humus like Product.
4. Ecological Waste Management Systematic administrations of activities
which provides Segregation at Source, segregated transportation
storage, transfer, processing, treatment and disposal of solid waste
and all other waste management activities which do not harm the
environment.
5. Environmentally Acceptable – shall refer to the quality of being
reusable.
biodegradable or compostable, recyclable or not toxic or hazardous to
the environment.
6. Material recovery Facility – shall include solid waste transfer station or
sorting station.drop of center. A composting facility and recycling
facility.
7. Non-Environmentally acceptable Product or Packaging shall Refer to
Product and packaging that are unsafe in production used post-
consumer used. Or that the Product produced or Released Harmful
Product when Discarded.
8. Open dumb- shall refer to a disposal area wherein the solid waste are
indiscriminately thrown or disposed of with due planning and
consideration for environment and health Standards.
9. Recyclable Material- shall refer to any waste material retrieved from
the waste stream and free from contamination that can still be
converted into suitable beneficial use or for other purposed.
10. Segregation- shall refer to sorting and Segregation of different
materials found in solid volume of waste for collection and disposal.
11. Solid Waste- shall refer to all discarded household, commercial
waste, non-hazardous institutional, waste street sweeping,

The City SWM board shall be composed to city mayor as chair with
the following members.
1. The chairman of committee of on environment and natural
Resources of Sangguniang Panlungsod.
2. President of the Association of Barangay Council.
3. Chairperson of the sangguniang Kabataan Federation.
4. A representative from NGOs whose principal purpose is to promote
recycling and the protectipon of air, land and water quality.
5. A representative of the recycling industry.
6. A representative of the manufacturing or packaging industry; and
7. A representative of each concerned government agency possessing
relevant technical and marketing expertise as may be determined by
the Board.

The following shall the minimum standards and requirements for the
collection, transport and handling of solid waste:
1. All collections and other personnel directly dealing with collection of
solid waste shall be equipped with personal protective equipment and
paraphernalia such as, but not limited to gloves mask and safety boots
to protect them from hazards of handling solid wastes.
2. The city health officer shall provide necessary training for the
collectors and personnel to ensure that the solid waste are handled
properly in accordance with the guidelines set by the department of
health
3. Collection of solid waste shall be done in a manner that prevents
damage to the container and spillage or scattering of solid waste with
collection vicinity.
4. The equipment use in the collection and transportation of solid waste
shall be fabricated, operated and maintained in such a manner as to
minimize health
5. Equipment shall be maintained in good condition and kept clean to
prevent harboring of vectors and the creation of nuisances.

The MRF shall receive biodegradable waste for composting and mixed
non-biodegradable wastes for final segregation reuse and recycling.
Provided that each type of mixed waste is collected from the source and
transported to the MRF in separate containers.
The Tarlac City SWM board may impose fees on the SWM services
provided for by the City Government and/or any authorized organization or
unit. In determining the amounts of fees, the board shall include those costs
directly related to the adoption and implementation of the SWM Plan and the
setting and collection of the local fees. This power impose fees may be ceded
to the private sector which has been duly accredited by the Tarlac City SWM
Board: provided the fees shall be covered by a contact or memorandum of
agreement between the Board and the private sector.

respective SWM communities. The manner of the collection of the fees shall
be dependent on the commission on audit rules on collection
