Mediterranean Region: implications for public health;
Recognizing that achieving the Millennium Development Goals will require the reduction of maternal and child malnutrition,
as malnutrition accounts for 11% of the global burden of disease and leads to poor health and developmental outcomes;
Concerned that micronutrient deficiencies, including of iron, iodine, zinc, calcium, folic acid and vitamins A and D, are still
being reported from many countries of the Region, particularly among vulnerable groups including children and women of
childbearing age;
Concerned also by the burden of malnutrition in the Region, both over-nutrition and under-nutrition;
Acknowledging that strengthening of national nutrition surveillance is crucial to implementation of effective nutrition policies
and scaling up of interventions;
2.1 Review and/or develop a national nutrition strategy and action plan as an integral part of the national health policy
and in line with the regional strategy, and allocate adequate human and financial resources to ensure implementation;
2.2 Develop or review current policy frameworks and legislative mechanisms in order to address the burden of under-
nutrition and over-nutrition;
2.3 Strengthen nutrition surveillance and improve use and reporting of agreed Millennium Development Goals indicators
in order to monitor progress;
2.5 Promote awareness of healthy food among all age groups, particularly schoolchildren;
3.1 Continue to provide technical support to Member States in the development and implementation of national
nutrition strategies and monitoring of plans;

وقد أسفر قرارا اللجنة اإلقليمية ش م/ل إ/57ق ،9و ال عن تأثري األزمات اإلنسانية والطوارئ بني البلدان ،فض ً
يمثـل مشكلة من أهم يظل سوء التغذية ِّ (أ) سوء التغذيةُّ . ويعترب انعدام األمن الغذائي من أكثر املشكالت إحلاح ًا يف
املشكالت الصحية ذات العواقب الوخيمة التي يصعب والسيام بالنسبة للمخت ََطرين من املواطنني؛ َّ جمال التغذية،
جتاهلها ،إ ْذ هو أكرب عامل يساهم بمفرده يف وفيات الع َوز مثل األطفال ،والنساء ،واملتعايشني مع فريوس َ
األطفال .حتى إن %15من العبء العاملي لوفيات الولدان املناعي البرشي والسل وسائر األمراض السارية .يف حني
واألطفال ،يقع يف بلدان اإلقليم .ويقدَّ ر أن %50من يواجه كثري من الدول األعضاء باملقابل حتدِّ ي ًا متـزايد ًا َس َب ُب ُه
وفيات األطفال دون اخلامسة يف اإلقليمُ ،يعزى إىل سوء السمنة وفرط التغذية .ويقدَّ ر أن زيادة َم ْن َسب كتلة اجلسم
ال عن أن عواقب سوء التغذية اخلفيف واملعتدل [ .]8وفض ً BMIمسؤول عن أكثر من 30مليون ًا من سنوات العمر
التغذية يف مرحلة الطفولة الباكرة ،تس ِّبب أثر ًا ال رجعة فيه املصححة باحتساب مدد العجز ،DALYsمعظمهام عن داء
ويمتد عرب األجيال ،فإنه ينطوي بداه ًة عىل ضعف النمو القلب اإلقفاري والسكري من النمط الثاين [ .]5ذلك أن
اإلدراكي والنفيس ،ومن َثـ َّم حيدث آثار ًا سلبية عىل صحة ال يف السنوات معدل انتشار السمنة قد شهد تـزايد ًا متواص ً
البالغني .فسوء التغذية لدى النساء يف سن اإلنجاب يزيد األخرية ،مع وجود تفاوتات جغرافية كبرية ،حيث يؤثـر
من معدّ ل وفيات األمومة ،وخطر انخفاض وزن أطفاهلن يف بعض أجزاء العامل عىل الفقراء أكثر من األغنياء [.]6
عند امليالد .ويقدَّ ر متوسط معدّ ل وفيات األمهات بنحو ونتيجة لذلك ،أصبحت األمراض غري السارية املرتبطة
210لكل مئة ألف والدة حية يف اإلقليم يف عام ،2005مما متثـل هتديد ًا كبري ًا للصحة العمومية يف البلدان بالتغذية ِّ
يمثـل انخفاض ًا قدره %20فقط عن مستويات عام 1990 ِّ املنخفضة واملتوسطة الدخل [.]7

بعد أن استعرضت ورقة املناقشات التقنية املتعلقة باالستـراتيجية اإلقليمية للتغذية ،)1( 2019 - 2010
تذكر ،بالقرار ذي الرقم ج ص ع 25.55بشأن تغذية َّ
الرضع وصغار األطفال ،والقرار ذي الرقم وإ ْذ ِّ
والقرار ْين ش م/ل إ/37ق ،-9بشأن اضطرابات َع َوز اليود يف إقليم رشق املتوسط والقرارين
َ ج ص ع 23.55بشأن النظام الغذائي والنشاط البدين والصحة،
ش م/ل إ/46ق -6بشأن السالمة الغذائية ،و ش م/ل إ/49ق ،-12بشأن اضطرابات َع َوز املغذيات الزهيدة املقدار ،والقرار ش م/ل إ/54ق -9بشأن
تسويق الغذاء لألطفال واملراهقني يف إقليم رشق املتوسط وتبعاته عىل الصحة العمومية؛
وإقرار ًا منها بأن بلوغ املرامي اإلنامئية لأللفية يستلزم احلدَّ من سوء تغذية األمهات واألطفال ،الذي ُي َعدُّ مسؤو ً
ال عن 11%من العبء املريض العاملي ،ويؤدي
إىل اعتالل الصحة ،ويفيض إىل حصائل تعليمية ونامئية ضعيفة؛
وإدراك ًا منها لكون العديد من حاالت َع َوز املغذيات الزهيدة املقدار بام فيها احلديد ،واليود ،والزنك ،والكالسيوم ،ومحض الفوليك والفيتامينان «أ» و «د»،
بم ْن فيها األطفال والنساء يف سن اإلنجاب؛
والسيام يف الفئات املستضعفةَ ،
َّ اليزال يب َّلغ عنها من بلدان كثرية يف اإلقليم،
وإ ْذ يساورها القلق بسبب عبء سوء التغذية يف اإلقليم املتم ِّثل يف نقص التغذية وفرط التغذية عىل حدٍّ سواء؛
فعالة واالرتقاء بمستوى التدخالت التغذو َّية؛
التـرصد التغذوي عىل الصعيد الوطني أمر حاسم لتنفيذ سياسات تغذوية ّ
ُّ وإقرار ًا منها بأن تعزيز

حدٍّ سواء؛
املحرز يف بلوغ املرامي اإلنامئية لأللفية؛
َ التـرصد التغذوي ،وحتسني استخدام املؤرشات املتفق عليها والتبليغ عنهاُ ،بغْ َية رصد التقدُّ م

4.2إعداد آليات للتعاون بني القطاعات لتعزيز التغذية؛
