SECTION - A

TENDERING AND CONTRACT CONDITIONS

1. Introduction
This tender covers manufacturing, testing at manufacturer’s works, supply at site of 2
MVA, 6.6 kV Outdoor type Package Substation for construction power supply for
INRP Project, Tarapur. Detailed technical specifications with complete scope of
tender are given in Section-C of this tender.

2. Location
The site of INRP, Tarapur herein after referred to as ‘site’ is located in the state of
Maharashtra. The project site is located at sea coast & the atmosphere is laden with
salt spray. The climate is tropical with high humidity and heavy rainfall conducive to
rust and fungus growth. The maximum temperature and relative humidity likely to
occur simultaneously are 40°C and 80% respectively. The derating of the equipment
shall be done by taking 45C as an ambient temperature if it is designed at a lower
ambient temperature.

3. Copies of Bids and Specifications


Quotation with copies of supporting signed documents shall be uploaded at website
online.

4. Time for Completion


The material shall be delivered within 8 months from date of release of purchase
order.

5. Information to be included with the Proposal


The Bidder shall submit all supporting information and technical data as requested for
in Section-D: Part-I - Format for submission of Tender with vendor evaluation
proforma to permit the purchaser to make a detailed comparison and evaluation of the
offers.
The tenderer may in addition, furnish any other supporting information, technical
data, drawings or booklets which, in his view, are necessary to assist the purchaser to
make a detailed technical evaluation of his offer.

6. Price
6.1. Tenderers are hereby advised to quote against the offer in compliance with the
specification and then to quote alternative offers with their suggested equipment &
system, if there is any.
6.2. Break–up of prices, as asked for in Part – II of section D (Price format) of this
tender document, shall be furnished.
6.3. A list of recommended spare parts and prices of all items, which in Tenderer’s
opinion are required to ensure trouble free operation of the electrical equipment for
a period of two years, shall be submitted.
6.4. Bidders are informed that no Foreign Exchange will be provided by the purchaser.

7. Deviation from Tender Specification
Deviations, if any, shall be brought out clause wise clearly in the offer along with the
quotation. In case there are no deviations with the technical specifications, a note of
compliance shall be submitted with the offer.

8. Validity of Offers
The offer shall be kept valid for a period of 120 days from the date of opening of the
tender.

9. Inspection, Quality Surveillance and Progress Reports


All works covered by this document shall be subject to quality surveillance by the
purchaser or his authorized representative, for which purpose, the contractor shall allow
access at all reasonable times during manufacture and assembly to:
(a) The premises in which the work is being carried out.
(b) The drawings and/or tooling involved.
(c) Gauges, instruments etc. required for inspecting the work.
Prints of drawings shall be made available for inspection and retention, if so desired.
The tenderer shall give at least 15 days advance notice prior to the commencement of
testing, so that the purchaser’s representative can plan to witness the test. Inspection and
testing shall be carried out as per Section-C of this tender document. One hard copy and
three soft copies of documents including approved drawings, datasheets, catalogues,
QAP, test reports etc. shall be submitted after completion of the work.
Parts found unsatisfactory as to workmanship or materials, shall be removed by the
contractor and replaced by parts, which are satisfactory, at no extra cost.
Waiving of quality surveillance or acceptance of materials or equipment by the quality
surveyor shall not relieve the contractor from the responsibility of furnishing material and
workmanship in accordance with this tender document.
The bidder shall submit, monthly detailed progress report on the manufacture or
assembly of all equipment covered by this tender document. It shall contain the
following information:
Scheduled dates for completing: -
 Engineering work.
 Different important phases of material procurement, manufacture and fabrication.
 Assembly and testing.
 Packing and shipping.
Actual progress in percentage and rates of completion of each of the above items.

10. Training
The scope of tender shall include training of purchaser’s engineers and technicians for
operation and maintenance of all the electrical equipment included in the tender.

11. Packing & Marking


The tenderer shall note that packing for shipment shall be in accordance with the
following instructions:
11.1. All the materials shall be suitably packed and protected, so as not to suffer
deterioration, damage or breakage during transit from supplier’s works to site and
storage in a tropical climate.
11.2. Each package shall be stenciled in bold character with indelible paint, protected
with shellac to indicate shipping marks, package numbers, kind of packages,

other necessary dates to identify the particular components shall be given.
11.3. All the spare parts shall be packed in separate cases and clearly marked for easy
identification.
11.4. If different items are in a package, the net weight for each item and all necessary
information to identify the particular components shall be given.

12. Transport
The suppliers should, at his responsibility check and ascertain the existing rail/ road
limitation for transport of the equipment to the site and indicate the route along which the
equipment will be transported. Packaging of the equipment shall be properly done. Each
package shall be limited to size and weight that are permissible under the existing rail and
road limitations. All lifting points shall be clearly marked. The supplier shall not ship the
equipment without the prior approval of the purchaser’s inspector and subsequent written
instructions to do so.

13. Sub-Contracts
The contractor shall not sub- contract any or all of the work without a written consent
from the purchaser. The contractor shall be responsible to the purchaser for all work of
the sub-contractor, if allowed by the purchaser.

14. Guarantee
14.1. All the equipment supplied under this contract shall be guaranteed for
satisfactory performance and against manufacturing and material defects for a
period of 18 months from the date of delivery.
14.2. Material damaged in transit or during guarantee period shall be replaced
immediately and such replacement shall also be governed by similar guarantee.

15. Pre-Qualification Criteria


15.1. Tenderer should have satisfactorily executed contracts for any department of Govt.
of India or public/ private sector units for supply of outdoor type package sub-
station equipment and shall have minimum experience of 5 years.
15.2. Tenderer should have executed one job of Package Substation worth minimum Rs.
40 lacs or 2 jobs of minimum 30 lacs or 3 jobs of minimum 20 lacs in the last five
years.
15.3. Tenderer shall have an average annual turnover of at least 1.87 Crores in last three
financial years ending March 2017.
15.4. Tenderer shall furnish test reports duly certified from reputed institutions/
laboratories such as CPRI/ERDA for equipment/ materials similar to that
offered for the tender for type and routine tests.
15.5 In case tenderer is a dealer/ contractor, the authorization certificate from original
equipment manufacturer (OEM) shall be submitted.

16.0 Confidentiality Clause


16.1. No party shall disclose any information to any third party concerning the matters
under this contract generally. In particular, any information identified as proprietary
in nature by the disclosing party shall be kept strictly confidential by the receiving
party and shall not be disclosed to any third party without the proper written consent
of the original disclosing party.
16.2. Any contravention of the above mentioned provisions by any contractor, sub-

contractor, consultant, advisor of the employees of the contractor will invite penal
consequences under the aforesaid legislation.
16.3. The contractor or sub-contractor, consultant, advisor or the employees engaged by
the contractor shall not use BARC’s name for any publicity purpose through any
public media like press, Radio, T.V. or Internet without the prior written approval of
BARC.

TECHNICAL SPECIFICATIONS FOR 2 MVA, 6.6 kV OUTDOOR TYPE


PACKAGE SUBSTATION

1. Scope of Work
Scope of work includes design, manufacturing, testing & supply at site of Package
Substation suitable for outdoor installation. The prefabricated package substation shall
be designed for compactness, fast installation, maintenance free operation and
maximum safety for operating personnel. The following equipment shall be housed
inside a single enclosure of the Package substation:
 One no. 6.6 kV Vacuum Interrupted SF6 gas Insulated Breaker.
 One no. 2 MVA, 6.6/ 0.433 kV Natural Ester Oil Cooled Transformer.
 One no. LT Switchboard.
The substation equipment shall be manufactured as per relevant & latest IEC/IS
standard and the design and operational features will comply with the provision of
latest version of Indian Electricity Act, Indian Electricity Rules, Factory Act and Fire
Insurance Regulation.

3. General Technical Requirements
The specification covers technical and constructional details of Outdoor type Package
Substation Unit which shall be capable of performing satisfactorily in open
atmosphere/heavy dust atmosphere with high relative humidity. The Package
Substation Unit shall be compact in size, transportable, light weight rugged and of
robust construction and capable to withstand rough use in highly humid. The complete
unit shall be installed on a substation plinth (base) as Outdoor substation. Its overall
dimension shall be kept to minimum as far as practicable.
3.1. SF6 Gas insulated Vacuum Circuit Breaker
The SF6 gas insulated VCB shall be suitable for indoor installation within the
Compact Substation (IP 54 compatible). The circuit breaker shall be used to control
and isolate the 6.6/0.433 kV, 2 MVA Oil cooled Distribution transformer in the
Package Substation.
3.1.1. Constructional Features
The Circuit breaker shall be triple pole fixed type with motorized spring charging
mechanism. The outer enclosure shall be made of Galvanized sheet of 2 mm thickness
having a degree of protection of IP: 54. The inner enclosure shall be made of stainless
steel (minimum thickness 2.5 mm), gas tight metal enclosure (IP: 67), sealed for life,
which shall group together the live parts, earthing switch and circuit breaker. All live
parts, high voltage components, excluding the HV cable termination of the switchgear
shall be insulated in SF6 gas to provide complete proofing against dangers of flashover
between phase and earth and between phases. It shall be designed to operate at the
rated voltage of 6.6 kV and shall be internally arc fault tested for atleast 21 kA for 1
second. The breaker shall have three vacuum interrupters (one interrupter per phase)
mounted on same carriage. Vacuum Circuit Breaker and control gear (CTs, PTs, relays
etc.) shall be mounted on the same panel. Busbar shall be SF6 gas insulated. The Busbar
shall be of electrolytic grade tinned copper. The Busbar shall be rated for 630 A, short
circuit rating of 25 kA for 1 sec.
3.1.2. Method of operation
The circuit breaker shall have motorized spring charging mechanism. The breaker
shall also be provided with hand-operated spring charging handle. Mechanical
position indicator for ON, OFF & EARTH status of breaker shall be provided. A
visual mechanical indicating device shall be provided to indicate the status of the
spring, i.e. SPRING CHARGED. The rated operating sequence shall be O – 3 min –
CO – 3 min – CO. Manual close & open push buttons shall also be provided. The
breaker shall be provided with closing coil suitable for 230V AC, supply of which
shall be tapped directly from the LT bus section by the supplier.
3.1.3. Voltage Transformers
The burden per transformer shall be not more than 50 VA and the voltage ratio shall

be 6600/110 V. The accuracy class shall be 1.0. The PT shall be of cast epoxy-resin
construction and they shall conform to IS 3156.
3.1.4. Current Transformers
The breaker shall be provided with necessary Current Transformers (CTs)
(conforming to IS 2705) for metering and protection purposes. For metering CTs, the
accuracy class shall be normally 1.0. The Protection CTs shall have class of accuracy
of 5P10. The burden requirement of the CTs shall be 2.5 VA. The CT secondary for
protection shall be 1 A & for metering it shall be 5 A.
3.1.5. Relays
The circuit breaker shall be fitted with static type self-powered microprocessor based
relay for over current & earth fault protection.
The numerical relays shall have following features: -
 Self-Diagnosis
 Minimum last five abnormal events recording (over current & earth fault)
including fault level and phase along with date & time.
 On-line display of current.
3.1.6. Metering Compartment
Metering compartment shall be air insulated and shall include the following:
 Multifunction meter with RS-485, Cl-1.0.
 Ammeter with ASS, Cl-1.0.
 Voltmeter with VSS, Cl-1.0.
3.1.7. Indications
Indications viz. ON, OFF, EARTH, TRIP & PIL shall be provided on the front of the
panel.
3.1.8. SF6 Gas Pressure Gauge
Pressure gauge with a safety level bar marking shall be provided for monitoring SF 6
gas pressure.
3.1.9. Fault Passage Indicator
Fault passage indicator shall be provided for detecting and indicating earth faults &
phase to phase faults.
3.1.10. Live Cable Indicator
The panel shall be equipped with a voltage indicator box on the front of the device to
indicate whether there is voltage in the cables.
3.1.11. Safety of Equipment
With respect to panel’s SF6 gas filled equipment, any accidental over pressure inside the
sealed chamber shall be limited by the opening of a pressure-limiting device in the
enclosure so that the gas will be released away from the operator without endangering the
operator or anyone else in the vicinity of the panel.

Padlocking facility shall be provided for circuit breaker and earthing switch.
3.1.13. Cable Compartment with cover
The Cable compartment of the circuit breaker shall be provided with suitable bushings
for termination of incoming/ outgoing 6.6 kV, 3 core cables. The cable termination
shall be done by Heat shrinkable termination method so that adequate clearances shall
be maintained between phases for termination. Cable termination boots shall be
supplied by the switchgear manufacturer. The cable compartment cover shall be
interlocked with the earth switch.
3.1.14. Painting & Finishing
All interiors and exteriors of breaker enclosure, breaker mechanism etc. shall be
finished and painted to produce a neat, fire resistant and durable surface which would
prevent rusting and corrosion. The powder coating shall be with Polyurethane based
paint with Siemens gray shade (RAL 7032) with thickness of 70 microns.
3.1.15. Tests and Test Certificates
3.1.15.1. Type Tests
The equipment offered in the tender should have been successfully type tested at NABL
laboratories in India or equivalent international laboratories in line with the relevant
standards and technical specifications within the last 5 (five) years from the date of offer.
The bidder shall be required to submit complete set of the type test reports/ certificates
along with the offer.
The type test reports/ certificates to be submitted by the tenderer are listed in the
datasheet.
3.1.15.2. Routine Tests
All acceptance and routine tests as stipulated in the respective applicable standards
amended up-to-date for all the equipment shall be carried out by the supplier in the
presence of purchaser’s representative without any extra cost to the purchaser before
despatch.
The supplier in the presence of purchaser’s representative shall carry out the following
acceptance and routine tests. The supplier shall give at least 15 days advance intimation
to the purchaser to enable them to depute their representative for witnessing the tests.
The routine tests are as follows:
 Conformity with drawings and diagrams.
 Measurement of closing and opening speeds.
 Checking of filling pressure (for SF6).
 Checking of gas tightness (for SF6).
 Functional test.
 I.R. test.
 Dielectric testing and main circuit resistance measurement.
 Power frequency voltage test.
 Mechanical operations test.
 Checking of partial discharge on complete unit.

3.2. Transformer
2 MVA 6.6/0.433 kV Natural Ester Oil Cooled Distribution transformer shall be a part
of the Package Substation which shall be housed inside the enclosure. The transformer
shall be 3-phase core type double wound with Copper conductor along with Natural
Ester Oil cooled KNAN and a hermetically sealed corrugated tank arrangement.
3.2.1. Electrical Performance Particulars
 The transformer shall be operable at its rated capacity at any tap with voltage
variation of ± 10% of corresponding voltage of the particular tap.
 The transformer shall be designed to withstand the thermal and dynamic stresses
due to short circuit at its terminals or symmetrical/ asymmetrical faults on any
winding.
 The overload capacity of the transformer shall be as per IS 6600.
3.2.2. Construction Particulars
3.2.2.1. Core
The core of the transformer shall be made of PRIME GRADE, CRGO with M4 grade or
better perfectly insulated and clamped to minimize noise and vibrations. The
transformer shall be of BOLTLESS core design. The core shall be procured from one of
the approved manufacturers as given in the List of Approved Makes annexure.
3.2.2.2. Windings
The winding of the transformer shall be made with 99.9% pure electrolytic grade
copper, insulated with thermally upgraded paper (Insulation Class A/ Conductor Inter-
turn insulation Class E). The HV & LV winding should be able to withstand thermal and
mechanical stress in the event of short circuit. Neutral point of the Low Voltage
windings shall be brought to the tank cover.
3.2.2.3. Insulating Oil
Transformer oil shall be Natural Ester vegetable oil complying with IEC 62770. Oil
should be Environment friendly, Green & Biodegradable. It should also exhibit safety
against fire hazards.
3.2.2.4. Temperature Rise
 Temperature rise in winding shall be 45 oC above the ambient temperature of
50oC.
 Temperature rise in oil shall be 40 oC above ambient temperature of 50oC.
3.2.2.5. Off-circuit tap changer
The tappings (-10% to +5% in steps of 2.5%) of the HV winding shall be connected to
the off-circuit tap changer located horizontally between the yoke and the tank cover.
The handle shall be located on the cover and shall be operated when the transformer is
deactivated. The design shall prevent setting the off-circuit tap changer to intermediate
positions. The mechanism shall also be padlocked during normal transformer operation.
3.2.2.6. Tank and cover
The sides of the tank shall be made of corrugated cooling surfaces. The bottom plate,
side and frames shall be of a welded construction. The welds shall be tested for oil

tightness. The cover shall be bolted to the tank frame. The undercarriage shall be welded
to the bottom plate and the rollers shall be suitable for either longitudinal or transverse
movements.
3.2.2.7. Current Transformers
CTs for REF protection and back up earth fault shall be provided on the neutral end.
3.2.2.8. Temperature Indicator
One set of winding temperature indicators with necessary current transformer, heating
coil and a detector element and one set of oil temperature indicator with maximum
reading pointer shall be mounted locally so as to be readable at a standing height from
ground level. Each of the above indicators shall be provided with necessary contacts for
alarm and trip.
3.2.2.9. Painting and Finishing
The transformer shall be either hot-dip galvanized or painted. The metal parts shall be
carefully sandblasted. The painting system shall be a single coat one-pack epoxy. The
top coat shall be Siemens Grey (RAL 7032). The hot-dip galvanizing shall be 70 μm.
minimum.
3.2.2.10. List of Fittings & Accessories

3.2.2.11. Transformer Losses
Losses shall be as per IS 1180 for Star-2/ efficiency level 3. Respective Current density
& Flux Density of the transformer shall be so as to suit the above required No load &

3.2.3. Tests and Test Certificates
3.2.3.1. Type Tests
The bidder shall submit Type Test reports/ certificates of the transformer having
identical technical parameters as that of the transformer offered in the tender from
NABL/ Govt. approved laboratories, conducted within 5 years, along with their offer
failing which their offer may not be technically accepted. The type tests should
comprise of the tests specified in IS: 2026 up to the latest amendment as well as the
short circuit test.
The type tests reports/ certificates required are as follows:
 Temperature rise test.
 Lightning impulse test.
 Partial discharge test.
 Chopped wave test.
 Short circuit test.

3.2.3.2. Routine tests
The transformer shall be subject to routine tests at the manufacturer’s works in presence
of purchaser’s representative. The supplier shall give at least 15 days advance intimation
to the purchaser to enable them to depute their representative for witnessing the tests.
The routine tests are as follows:

3.3. LT Switchboard
The LT Panel shall be a part of the Package Substation housing the following equipment:
i. Air circuit breaker 3200 A, 4 Pole with Microprocessor based releases – 1 no. as
incomer.
ii. Following breakers with 3 Pole & Thermal magnetic based releases as outgoings
 250 A, MCCB – 2 nos.
 400 A, MCCB– 1 no.
 630 A, MCCB – 1 no.
 800 A, ACB – 1 no.
 1000 A, ACB – 1 no.
iii. Cable glands for outgoing feeders.
iv. CT for metering & protection.
3.3.1. General finish
The LT panel shall be in a cubicle made of Galvanized sheets of thickness not less than 2
mm, treated against corrosion protected with phosphate coating and powder coated for
long life. The cubicle shall be of dust and vermin proof construction. The design and
arrangement of the equipment shall be such that an adequate space and access is provided
in cubicle for inspection and maintenance of MCCBs and breakers etc. The panel shall be
tropical, totally enclosed, metal clad, weatherproof, vermin and dust proof.
3.3.2. Construction Particulars
3.3.2.1. Enclosure
The LT Panel, shall be metal clad enclosed and be fabricated out of high quality CRCA
sheet of thickness not less than 2 mm, suitable for installation in Package substation.
The LT Panel shall be provided with sufficient no. of removable gland plates at bottom to
drill holes for cable entry at site.
The LT Panel shall be designed to facilitate easy inspection, maintenance and repair. The
LT Panel shall be sufficiently rugged in design and shall support the equipment without
distortion under normal and short circuit condition; they shall be suitably braced for short
circuit duty. The complete structure shall rigid, self-supporting and free from vibrations,
twists and bends.
3.3.2.2. Earthing
Earthing arrangement shall be provided for earthing each cable, cable glands, neutral
Busbar, chassis and framework of the cubicle with separate earthing terminals at two
ends. The earthing conductor size should be suitable for 50kA for 1 sec. The main
earthing terminals shall be suitable marked. The earthing terminals shall be of adequate
size, protected against corrosion, and readily accessible. These shall be identified by
means of sign marked in a legible manner on or adjacent to terminals.
Neutral Busbar strip shall be connected to Earthing terminal with the help of copper strip
of suitable capacity and nut-bolt arrangement.
3.3.2.3. Cleaning and Painting
a) All steel surfaces shall be thoroughly cleaned by sand blasting or chemical agents, as
required to produce a smooth surface free of scales, grease and rust.

b) All the internal-external surfaces, after cleaning, shall be given two coats of high
quality epoxy based rust resisting primer as per IS: 2074 followed by filler coats.
c) Both sides shall be given Epoxy based electrostatic powder coating with Siemens
grey (RAL 7032) shade.
d) Special care shall be taken by the manufacturer to ensure against rusting of nuts, bolts
and fittings during operation. All bushings and current carrying parts shall be cleaned
properly after final painting.
3.3.3. Equipment Specification
3.3.3.1. Air Circuit Breaker (ACB)
The incomer ACB shall be fixed type with motorized spring charging mechanism. The
breaker shall have microprocessor-based releases for O/C, S/C & E/F protection. The
outgoing ACBs shall be manually fixed type with thermal and magnetic based releases
with O/L, S/C & E/F Protection. In addition to the above, the following shall be provided
for the operation of the breaker from the switchgear.
 Mechanical trip knob for actuation in emergency.
 Mechanical indication for ON/OFF/ SPRING CHARGED position.
 Safety shutters automatically operated with necessary interlock and padlocking
facility.
 ON, OFF, TRIP indicating lamps.
 Phase barriers between the poles.
 Trip reset facility.
 The tripping shall be achieved by energizing a shunt trip coil.
In the incomer, separate electromagnetic relays shall be provided for the following
protections:
 Overcurrent & Earth fault.
 Restricted Earth fault protection.
The breaker mechanism shall be 230V AC motor spring charged operated type. Tripping
shall be achieved by means of a shunt trip coil. The operating mechanism shall be trip-
free. Failure of spring, vibrations or shocks shall not cause unintended operation of
breaker or prevent intended tripping operation. Closing of breakers shall be prevented
unless the spring is fully charged.
3.3.3.2. Moulded Case Circuit Breaker (MCCB)
MCCB conforming to latest IS specifications with adjustable over load thermal magnetic
releases and having short circuit breaking capacity 50 kA at 415 Volt, 50Hz with Rotary
Handle.
3.3.3.3. Interconnecting Busbar
A set of electrolytic grade copper bus bars of rating 3200A shall run along the entire
length of the switchgear. The bus bars shall be supported on insulators. Heat shrinkable
HRPVC sleeved buses shall be supported on insulators which should be flame-retardant,
track resistant, non-hygroscopic, and high impact strength. They shall be designed to
withstand the electrical and mechanical stresses due to a fault having a prospective
current of 50 kA rms for a minimum period of 1 second. Bus bars shall be brazed to
impart high impact strength. All the bus bar joints shall be suitably shrouded.
The temperature rise test shall be carried out at full rating of the rated current for all

3.3.3.4. Meters

3.3.3.5. Panel Indication Lamps

4. General points regarding Package Substation
The package substation shall have the following features:
 The outer enclosure shall be made of 2.0 mm thickness Galvanized Sheet Steel
tropicalized to meet Indian weather conditions including all the partition sheets &
doors.
 The complete design shall be compartmentalized inside a single enclosure.
 The enclosure of package substation shall be K10 class as per IEC 60694
standard.
 The entire Package Substation shall be Factory Assembled & Factory Fitted.
 The Package Substation shall be tested for Internal Arc fault test of atleast 20 kA
for 1 second.
 Louvers shall be provided in the outside enclosure for efficient cooling.
 The Enclosure shall have IP 54 degree of protection for HT & LT switchgear
compartment & IP 23/34 degree of protection for Transformer compartment.
 The enclosure exterior shall be powder coated with Polyurethane based paint with
Siemens grey shade (RAL 7032).
 Each compartment shall be provided with the door and padlocking arrangement.
 The Compartment illumination lamp with door-operated switch shall be provided
for each compartment.
 The connection between VCB panel and transformer shall be through Aluminium
conductor and between transformer and LT panel through Copper flexibles or
busbars.
 Lifting arrangement shall be provided for the Package substation. In case of
relocation of the Package Substation, the entire substation should be capable of
getting lifted and placed as a single unit without dismantling of any of the major
equipment inside.
4.1. Tests & Test Certificates for the Package Substation completely assembled
The Package Substation offered must be type tested as per IEC 61330. The copy of type
test summary should be submitted along with the tender.
4.1.1. Routine Tests: The routine tests shall be made on the complete pre-fabricated
substation.
 Voltage tests on auxiliary circuit.
 Functional tests.
 Verification of complete wiring.

4.1.2. Test Witness: Routine test shall be performed in presence of Purchaser’s


representative if so desired by the purchaser. The Contractor shall give at least fifteen
(15) days advance notice of the date when the tests are to be carried out.

4.1.3. Test Certificates: Certificate reports of all the tests carried out at the works shall
be furnished in quadruplet copies (one hard copy + 3 soft copies) for approval of the
Purchaser.
