Pre & Post Contract Management- Quantity Surveyor’s Role

Objectives

 To improve students’ knowledge on the role of a Quantity Surveyor during the pre-
contract and post contract management practices
 To improve the professional writing and documentation skills of students
 To improve analytical skills, peer learning, self-learning, teamwork and
communication skills of students

Introduction

Cost management is a key role of Quantity Surveyors (QSs) in the construction industry
from inception to completion stages whilst making sure that the project goals are met. Roles
and duties differ from Consultant QS and Contractor QS. Conducting feasibility studies,
cost planning and tender documentation are some of the roles to be performed by a QS in
pre-contract stage. In post-contract stage, QSs working for consultants are mainly
responsible for the validation and monitoring of costs. They will also liaise with the
Contractors’ QSs to verify and authorise monthly payments and to approve any changes to
the original contract price. The Contractors’ QSs role during this stage is mainly to ensure
that the project stays within the allocated budget and to maximise profit for their Employer.

Tasks

Students are required to select an ongoing Building or Civil Engineering Construction


Project (minimum completion of 30%) and complete the following tasks according to the
appropriate procedure as set out in the “CIDA/SBD/02-[Second Edition (Revised),
January 2007]” and the “Addendum 01 issued in October 2009”, and particular
conditions of the contract for the selected project, where necessary.

Workshop 01 – Calculation of Input Percentages

TASK I – Assuming the project is at the tendering stage (only for Task I), calculate the
input percentages for the selected project. Each group is required to submit the soft copy of
calculation of input percentages.

Workshop 02 – Price Fluctuation

TASK II (A) - Identify a Variation (real or hypothetical) from your project. Graphically
present the roles of Consultant QS and Contractor QS throughout the variation process.

TASK II (B) - Taking the Variation identified under Task II a, prepare a ‘Variation Cost
Proposal’ including method statement in line with the contractual provisions as set out in
the CIDA/SBD/02.

TASK II (C) – Evaluate the proposal submitted in Task II b and prepare the assessment for
the variation proposal in line with the contractual provisions as set out in the CIDA/SBD-02
(You are required to shuffle the Task II b submissions among the groups).

TASK III (A) – Discuss the role of Contractor QS and Consultant QS in the interim
valuation/ payment procedure and present your answer in a graphical form with reference to
relevant contractual provisions.

TASK III (B) - List out and differentiate the possible items in an Interim Payment
Application (IPA) and an Interim Payment Certificate (IPC). Assuming the Works
completion as 40%, prepare an IPA template and IPC template to the selected project.

TASK III (C) – Each group has to collect information required for the preparation of IPA
related to the selected project (i.e. Contract Data, Measurement Sheets, Variations with rate
breakdowns, Materials at site and etc.). Shuffle the information gathered among the groups
and prepare an IPA for the given project.

Methodology

 Students are required to select an ongoing building or civil engineering


construction project (minimum completion of 30%) as briefed in the tasks from
the following categories. The students need to collect all relevant data of the
selected project, where necessary. The Contract value of the selected project shall be

125 Million Rupees or above. The groups shall select the projects according to the
following list.

 Building Projects (By 16 Groups)


 Civil Engineering Projects (By 10 Groups)

 Each Task should be submitted individually as separate submissions, handwritten on


one side of A4 papers, neatly presented as a bound document, except for Task I and
III c. A cover page must be included with “Task” reference and names and index
numbers of the group members.
 Students are required to work in groups. Each group shall contain a maximum of
five (05) members.
 The individual online exam will be held at the end of the project assessment.
 Questions relate to few or all of the “Tasks” shall be included in the Test.
