The purpose of this document is to outline the Design Basis for the engineering of the 6 X 5.8 MW CO-
GEN POWER PLANT. This document covers the specifications for firefighting system suitable for
covering the facilities completely for various areas. Equipment and materials covered in the
specifications are subject to the referenced codes and standards.

3. DESIGN BASIS
3.1 GENERAL:
The proposed power plant is qualified as Ordinary Hazard Occupancy, according it following fire-
fighting systems envisaged:
 Fire Hydrant system.
 Smoke & Fire detection and alarm system (Addressable type).
 Portable Fire extinguishers.
 Medium Velocity water spray

Genral:
Fire Fighting system:
The designed fire hydrant system consist of two numbers of pumps (one working and one
standby). The main pump is an electrical motor driven and standby pump is of diesel engine driven. In
addition to the above, there is two electrical motor driven jockey pumps considered.

The fire hydrants, water monitor, hoses and nozzles shall be located throughout the power plant as per
the approved fire hydrant GA drawing..

The hydrant network sized and analyzed to ensure that about 3.5 kg/cm² pressure is available at the
hydraulically remotest point in the system. The velocity in the hydrant main shall not exceed 3m/sec.
Water for Fire fighting purposes will be taken from the raw water cum fire water storage tank.

The fire alarm system consist of Multi sensor(Heat & Smoke) detectors, Heat detectors, fire alarm
panel, hooter, manual call point & Response Indicator etc. The detectors & manual call point shall be
install in all the electrical panel rooms, control room and battery room as per approved Fire Alarm
Schematic drawing.

The portable fire extinguishers shall consists of dry chemical powder type, carbon-di-oxide type,
and foam type fire extinguishers.

The medium velocity water spray system cosist the auto actuated deluge valve and water spray
arrangement for the cable cellar and fuel handling conveyors.

3.2 DESIGN DATA


3.2.1 FIRE HYDRANT SYSTEM
Plant Buildings is provided with Pressurized fire hydrant system. The hydrant points shall be
strategically located as per approved drawing requirements. The distance between 2 consecutive
hydrant points does not exceed 45 meter as per guidelines. Hydrant system consists of water mains and
hydrant valves with associated branch pipes, nozzles and hoses with couplings, water monitor etc. The
water for fire hydrant is taken from the water storage tanks.

Hydrants shall be provided internally and externally as shown on the approved drawings. Internal
hydrants shall be provided at each landing of and escape staircase Landing valve shall be single headed
SS valve with one-63 mm dia outlets and 80 mm inlet conforming to IS 5290-1998. Landing valve shall
have flanged inlet and instantaneous type outlets and mounted at 1.2 m above the floor level.
Instantaneous outlets for fire hydrants shall be of standard pattern approved and suitable for 63 mm dia
fire brigade hoses.
Fire protection water supply distribution systems for all new installations shall be looped to provide
two-way flow, with sectional valves arranged to provide alternate water flow paths to any point in the
system

3.2.2 FIRE PUMP HOUSE
The System is designed such that the Water supply header and main pipe up to hydrant valve/landing
valves shall be kept pressurized by the jockey pump which shall start automatically on receiving the
impulse from the pressure switch in case of any pressure drop in the header. It shall stop at a preset
pressure as soon as pressure builds up in the header. For smaller fires, first aid hose reel would be used;
while hydrant valve would be used for bigger fires. In the event of fire out break, opening of hydrant
valve/hose reel will result in fall of pressure in the header and electric motor driven fire pump shall
come into operation automatically through the impulse from the pressure switch. The fire pump shall be
stopped manually only. In case the electric driven main fire pump fails to start; the diesel engine driven
pump shall come into action automatically on further fall of pressure and receiving impulse from
pressure switch. The setting of the pressure switches shall be done keeping the above sequence in
consideration

Fire pump house is part of hydrant system following are the main components of the Fire pump house.

a. JOCKEY PUMP
End suction type, horizontally mounted centrifugal pump, capable to deliver 10.8 m3/hr of clear water
at minimum 120 MWC, coupled to a suitably electric motor mounted on a common base frame and
coupling guard and fixing bolts etc.

b. MAIN MOTOR DRIVEN FIRE HYDRANT PUMP


End suction type, horizontally mounted centrifugal pump, capable to deliver 284 m3/hr of clear water
at minimum 120 MWC, coupled to a suitably electric motor mounted on a common base frame and
coupling guard and fixing bolts etc.

c. STAND BY DIESEL ENGINE DRIVEN HYDRANT PUMP


Split case type, horizontally mounted centrifugal pump to deliver 284 m3/hr of clear water at minimum
120 MWC, coupled to a diesel engine, continuously rated of suitable horse power, direct injection, four
stroke, type complete with coupling, coupling guard common base frame, local control panel with RPM
indicator, fuel tank, exhaust piping with silencer, engine shut-down mechanism, starting mechanism,
for both automatic & manual mode, heavy duty batteries with charging system etc.

d. OPERATION PHILOSOPHY FOR FIRE HYDRANT SYSTEM


Hydrant system will be a pressurized system provided with automatic starting of hydrant
pumps and automatic starting and stopping of Jockey pump. The mode of operation of hydrant
system shall be as follows:
System pressure shall be maintained upto 12 bar,
In the event of pressure drop below 11 Bar, Jockey Pump to be started.
When pressure is again rebuilt to 12 bar, Jockey Pump to be stopped.
In the event of pressure drop below 8 Bar, Electric Motor driven main pump to be started.
In the event of electricity failure & pressure drop below 4 Bar, Diesel Engine Driven Pump to be
started.
Stopping of both main pump shall be manual.

3.2.3 FIRE ALARM SYSTEM

a. ADDRESSABLE FIRE ALARM SYSTEM

The Addressable Fire Alarm System designed as per technical specifications and project requirements.
Smoke, heat detectors are provided in the building. Manual Call Point is also provided at appropriate
locations.Hooters are also provided for notifications in plant at appropriate location.
The detection circuit is wired as a loop and up to 99 devices may be connected to each loop. The
detectors are essentially Conventional Detectors, with an address built in. The address in each detector,
is set by dial switches and the Control Panel is programmed to display the information required when
that particular detector is operated. Additional Field Devices are available which may be wired to the
loop for detection only ie: it is possible to detect a normally open contact closing such as DVP O/P, or a
normally closed contact opening. Sounders are wired in a minimum of two sounder circuits.

Following are the major components of the proposed addressable fire alarm system,
a.1 ADDRESSABLE MULTI SENSOR DETECTOR
The multi sensor (MSD) combines optical smoke detection, heat detection and microprocessor control
with analogue addressable communications. For smoke detection the MSD incorporates an improved
sensing chamber design, linked to sophisticated processing circuitry with smoothing filters. This helps
to eliminate the transient environmental noise conditions which can be the cause of false alarms. The
sensor’s performance is further enhanced by the integration of special algorithms which automatically
compensate for contamination of the sensing chamber. This enables the sensor to provide a consistent
level of sensitivity and increased immunity to unwanted alarms. In combined modes of operation both
the inputs from the optical and thermal sensors are processed using special algorithms before an alarm
decision is made. If the presence of smoke is detected above a threshold value for a period of time, or if

the heat sensor detects temperatures above 58 º C then an alarm condition will be generated. In “ heat
only ” mode only temperatures above 58 º C will generate an alarm condition.

a.2 ADDRESSABLE HEAT DETECTOR


The addressable thermal detectors are used with the multi protocol fire alarm control panels to measure
thermal levels caused by a fire and report the analogue level of the thermal measurement to the control
panel. The use of analogue information provides significant benefits to the end user, installer and
service-man. This detector is addressable, it will help to quickly locate a fire during its early stages.
Features:
a.3 ADDRESSABLE MANUAL CALL POINT
The MCP is designed to provide a manual alarm interface to the multi- protocol fire alarm control
panels. The units are fitted with a built-in monitoring module, which provides an interface to the
detection loop. The call points may be used in most environments as a convenient and quick way of
raising an alarm. It is generally installed by exit doors to be operated as people leave a building. For
surface mounting, a matching plastic back box complete with cable terminations is used.
a.4 SOUNDER
High quality sounders are designed to alert building occupants of an emergency. When triggered by the
fire panel the powerful sounders and intense strobes give a visible and audible warning.
a.5 RESPONSE INDICATOR
Response Indicators are connected to automatic fire detectors in order to indicate quickly the source of
an alarm signal from detectors(Installed below or above false ceiling), which are not visible; Selected RI
has compatibility with all Detectors, Dual LED Lamp Wall/ceiling Mounted facility, made of ABS
Plastic.

a.6 MAIN FIRE ALARM PANEL


The compact, high performance, feature rich, economical fire alarm control panel selected to help both
the installer and the end user in the protection plant/buildings.

a-7 SIREN
This siren is a loud noise-making device shall be use mass emergency evacuations, its selected effective
distance range is 1km in ideal flat windless conditions.
Fire alarm system shall be provided for the following areas as mentioned in the approved drawing.

3.2.4 FIRE EXTINGUISHERS


Fire extinguisher is an active fire protection device used to extinguish or control small fires, often in
emergency situations. It is not intended for use on an out-of-control fire, such as one which has reached
the ceiling.

Fire extinguishers considered for the following areas as mentioned in the approved drawing.

3.2.5 MVWS system of cable cellar/conveyors


MVWS system considered for the Cable cellar (@TG)/Fuel conveyors as per approved drawings and TS.
System Major Component:
1. Deluge Valve: Deluge valve is a quick release, hydraulically operated diaphragm valve. It has three
chambers, isolated from each other by the diaphragm operated clapper and seat seal. While in 'SET'
position, water pressure is transmitted through an external bypass check valve and restriction orifice
from the system supply side to the top chamber, so that supply pressure in the top chamber acts across
the diaphragm operated clapper which holds the seat against the inlet supply pressure because of
differential pressure design. On detection of fire the top chamber is vented to atmosphere through the
outlet port via opened actuation device(s). The top chamber
pressure cannot be replenished through the restricted inlet port, thus it reaches less than half the supply
pressure instantaneously and the upward force of the supply pressure lifts the clapper allowing water to
enter the system piping network and alarm device.
2. Water Motor Alarm: The deluge valve is fitted with a hydraulically operated alarm motor gong which
sounds an alarm as soon as the deluge valve operates. When the system operates, water flows from the
deluge valve via the 15mm alarm line in to the motor housing
3. Medium Velocity Water Spray Nozzle:
MVWS nozzles are open type nozzles. The nozzles are produced solid uniform and dense core of
medium velocity water spray to the surface of protected area. to cool the surface as well as for
extinguishment.
4. Linear heat detection cables:
Linear Heat Detectors can best be described as a continuous run of spot heat detectors within a versatile
cable. Designed for use in a wide variety of indoor and outdoor applications, Linear heat detection
cables combine advanced polymer and digital technologies that can detect heat conditions anywhere
along the length of the cable. The cable is comprised of two zinc-coated spring steel conductors,
individually coated with a heat-sensitive thermoplastic polymer engineered to melt at fixed
temperatures.

Once the polymer melts, the conductors initiate contact with one another and communicate with the
control panel to sound alarms or activate suppressing systems.

Operation:
Medium Velocity Water Spray System For cable cellar/conveyors’:
The system is auto actuated wet pilot based medium velocity (MV) water spray system. Heat will be
sensed by Linear heat detection cables and will give fire signal to deluge valve panel. This signal will
start automatic sprayers through Deluge Valve. The system can also be started by Push Lever
(Emergency valve) on the Deluge Valve Trim.
The bypass line is provided on this spray system, so that the spray system can be manually operated
without any automation, in case need arises.
