1.0 BACKGROUND

The government of the United Republic of Tanzania intends to construct Ferry


Landing Ramps, Approach Roads, and Shelter Facilities at Magogoni and Kivukoni
terminals in Dar Salaam. To that end, the Government through TANROADS
Manager’s office – Dar es Salaam intends to enter into contract with K& Associates
Professional Services Ltd (KAPSEL) to provide consultancy Services for Detailed
Engineering Design and Supervision of Construction of these facilities.

The boundaries for the project area are not well defined. It is possible that position
of the new ramps may interfere with the areas belonging to Kivukoni College.
Following the need to have enough space to accommodate ferry ramps and shelter
facilities at Magogoni, the Client instructs K& Associates Professional Services
Ltd (KAPSEL) to consider all requirements so as to accommodate all ferry facilities
including ramps, terminals, walkways, etc. for acquisition of land.

2.0 DESIGN MANUALS AND STANDARDS

The Consultants searched for ramp facilities design manuals and standards
guidelines from the Ministry of Infrastructure Development (MOID) but not much
was obtained. The Consultant however managed to obtain some standards from
Federal States to ensure safety of the facilities. Further, the following documents,
recommended by the Ministry of Infrastructure Development (formally Ministry of
Works), will also be used:

(a) Pavement and Materials: Pavement and Materials Design Manual, 1999
(MOW)

(b) Specifications: Standard Specifications for Road Works 2000


(MOW)

(c) Testing Procedures: Central Materials Laboratory (CML) Testing


Manual 2000 (MOW)

(d) Structures: British Standard BS 5400;

(e) Hydrology and Hydraulics: TRRL East African Flood Model

(f) Surveying: Land Surveying and Mapping Standards of


Tanzania (Land Surveying Regulation CAP 390)

In addition the Consultant will use the Ohio Boating Facilities Standards and
Guidelines, First edition, 2003.

3.0 DESIGN OF FERRY FACILITIES AND SPACE UTILIZATION

3.1 Master Plan

We understand that the available space is limited. As a result, the Consultant has
prepared ferry concepts / layouts which utilize the space at optimum capacity. The
master plan will include boarding facilities, ticketing area, parking lots and ramps.
The total coverage width is 100m by 100m, which gives a coverage area of about
10,000m2. In order to have a comprehensive master plan the Consultant has
prepared draft layouts of the facilities and preliminary design of the structures for
the Client’s approval and /or comments before detailed design is carried out.

3.2 Ramp

3.2.1 Sizing

Two ramps on both sides are proposed to accommodate bigger ferry while the small
ramps are to be constructed adjacent to the big ones to be used by small ferries.
The approximate width for the big and small ramps is 10m. However, the exact size
of each ramp will depend on the approved ferry facilities to be accommodated on
the terminals. The preliminary drawings have been attached for the Client’s
comments and / or approval.

In accordance with the Ferry Facility Standard Guidelines, it is recommended to


allow for adequate room between strings of floats for boats to maneuver. The
recommended turning radius of for a boat is 1.5 times the length of the craft. The
minimum turning point of medium boat is estimated to be 9.15m.

3.2.2 Alignment and Slope

The following parameters are recommendable on alignment and slope of the ramp:

a) The alignment for ramp is perpendicular to the bank line, to an allowance of Zero
(00) degrees rotation.

b) The preferred launch ramp slopes range from 12% to15%. The recommended
slope for design purpose is 15%, which allows the boat trailer to be in deep
enough water to launch and retrieve from the trailer without the rear tires of the
tow vehicle being in the water. The design of boat ramp slopes has been
matched with the required depth needed to launch a typical trailerable boat from
its trailer.

c) Design water elevations will be established and compared with the available data
given on the Terms of Reference (TOR). The Ordinary Low Water (OLW) and
Ordinary Low Water (OHW) elevations are used for the facility design, the
refence records of high and low water elevations from Tanzania Ports Authority
(TPA) Tide Tables for 2009 will also be used to check the trend.

d) During construction these tables will also be used to plan activities depending on
tide levels.

The dimensions of high and low tide levels will be explained in details in the final
design report.

3.3 Construction Materials

As stated in section 2.0 of this report, standards approved by the MOID will be used.
Possible construction materials to be used for ramps and terminal facilities are same
as those applied to road construction and buildings. However, the Consultant will
critically assess and carefully choose materials that will withstand the adverse effects
attributed to the ocean, which will include cement, steel, roofing, etc

Specifically, concrete materials will be assessed and in order to comply with


minimum concrete cover, properties that will resist corrosion, etc, method to be
used in quality control, grade or slope of the concrete ramp during construction, etc.

It is recommended that 2m x 4m precast concrete slabs will be used to construct the


toe of the ramp i.e. below water line, and cast in place above the water level. The
subgrade, subbase and base will be treated in accordance with Pavement and
Material Design Manual, published in May 1999 by the Ministry of Works. Both
precast and cast insitu concrete will be detailed according to British standards for
concrete construction. On the building facilities, concrete columns and beams,
structural steelwork roof, Industrial Trough (IT) Sheets, etc.

The preliminary engineering drawings in A3 format for road approaches, ramp


details (plan, longitudinal section and precast slab) are attached in Annex 1.

3.4 Structural Engineering Design

The preliminary structural engineering design has been prepared based on the
following Standards and Guidelines:

i) Design Standards
1. British Standards Concrete, BS 8110:1997
2. British Standards for Bridges, BS 5400
3. British Standards for Structural Steel work, BS 5950

ii) Concrete grade to be used is 30N/mm 2 or above (preferred


30N/mm2)

iii) Concrete durability, minimum cover to reinforcements is between


50mm and 75mm (preferred 75mm)

iv) Materials:
1. Cement, Ordinary Portland Cement (Resistance to corrosion to be
determined using Laboratory Tests)

2. Hardcore to be proposed by Geotechnical Engineer and ascertained by
Laboratory Tests
3. Base materials to be proposed by Geotechnical Engineer and ascertained
by Laboratory Tests

v) Water Waves Protections


As recommended in the Ohio Boating Facilities Standards and Guidelines, First
Edition, 2003, the design should consider protecting the docks to withstand
300mm continuous waves and occasional waves up to 750mm for duration of
four hours. Riprap is therefore proposed in order to protect the launch ramp
from eroding effects of current, waves and wakes. Riprap will typically be
placed on a layer of geotextile fabric. This layer will help to keep the sub base
from being washed out through the openings of the ripraps. Granite or good
coral stone is preferred with minimum of 150mm thick is the recommended at
the ramp toe and along the sides or precast concrete portions of a launch
ramp.

3.5 Terminal Facilities

The joint terminal lounge was proposed for both normal and VIP passengers waiting
to board. The passenger lounge is proposed to carry up to normal 2000 Pax, and
10Pax for VIP. Architectural design considers interactions between passengers’
ticketing area, parking lots and passengers lounges.

The architectural design has made the following assumptions:

 ⅓ of all normal passengers will be seated (experience shows that most of the
passengers will be standing and the time for waiting is short. The children,
elderly, sick, etc will be among the passengers on the seats).

 Walkways will be covered from the end of the ramps to the exit.

 The architectural design has also considered a 3m walkway on both sides,


including a foot bridge to avoid during loading and unloading.

The preliminary architectural drawings in A3 format for road approaches, ramp


details (plan, longitudinal section and precast slab) are attached in Annex 2.

4.0 CONCLUSION

The report summarizes all design parameters which may be required for the new
ferry terminals at Kigamboni whereby the area is belongs to Mwalimu Nyerere
College. The ferry expansion at Magogoni side will be considered the same way after
receiving clarifications on the correct location. The details of the design depend
much on the location of available land for the ramp facilities. The Client’s approval
on these issues is crucial and is expected to be given as soon as possible in order to
enable the Consultant to finalize the design.
