A. VALUE OF PRODUCTION (At Current Prices)
During the fourth quarter of 2019, the total value of agricultural production amounted
to PhP 492.0 billion. This represented a 5.3 percent decline compared to the same
quarter of previous year.
Crop production at PhP 264.0 billion was lower by 10.1 percent this quarter. The
value of palay production went down by 21.3 percent because of lower price. Corn
registered a 25.4 percent decline in the value of production as a result of
contractions in volume of production and price.
The combined reduction in production and prices led to the drop in the value of
outputs of sugarcane by 25.8 percent and abaca by 11.4 percent. Tobacco declined
by 8.7 percent caused by the lower volume of production. Lower prices pulled down
the output values of cabbage by 14.1 percent, coffee by 5.0 percent and coconut by
4.3 percent.
The increases in the values of production of eggplant by 23.2 percent, rubber by
20.6 percent, mango by 14.6 percent, pineapple by 14.1 percent, and peanut by
10.9 percent were attributed to the improvements in both volume of production and
prices. Similarly, uptrends in the output values of cassava by 10.7 percent, onion by
6.1 percent and sweet potato by 4.4 percent were also recorded. Because of price
hikes this quarter, the values of production were up for banana by 18.5 percent,
tomato by 10.6 percent, calamansi by 4.6 percent and mongo by 1.1 percent.
Livestock production was valued at PhP 75.5 billion this quarter. This was a
reduction of 17.7 percent from the previous year’s level. Lower volume of production
and price cut triggered the 22.3 percent decline in the value of hog output. The value
of dairy production increased by 2.9 percent due to higher production and increase in
price. Better prices caused the growth in output values of goat by 8.2 percent, cattle
by 4.5 percent and carabao by 1.6 percent.
Poultry production amounted to PhP 73.2 billion which was 21.3 percent more this
period. Expansion in the volume of production coupled with higher price pushed up
the output values of chicken eggs by 34.7 percent, duck eggs by 20.4 percent and
chicken by 17.3 percent. Price appreciation caused the 13.9 percent increment in the
value of duck production.
Fisheries production valued at PhP 79.4 billion in the fourth quarter of 2019 was
higher by 7.6 percent than the previous year’s record. Due to higher production and
prices, increases in the output values were noted for skipjack by 28.5 percent, tilapia
by 13.4 percent, milkfish by 10.9 percent, tiger prawn by 9.3 percent and seaweed
by 5.1 percent. The same reason caused the turnaround in the value of yellowfin
tuna production which grew by 18.2 percent.

B. VOLUME OF PRODUCTION
Agricultural production increased by 0.4 percent in the fourth quarter of 2019.
Crop production which accounted for 50.6 percent of the total agricultural output
went up by 1.0 percent during the reference period.
Palay production grew by 4.7 percent this quarter. Increased area planted and
harvested in Cagayan Valley and Western Visayas were noted due to sufficient
water supply. In addition, there was more usage of high yielding variety seeds
coupled with good weather conditions during the cropping period in these regions.
Corn production dropped by 8.2 percent. There was reduction in the harvested areas
in Cagayan Valley as farmers were able to plant in the second quarter of 2019
because of the early onset of rainfall which resulted in bigger harvests in the third
quarter of 2019. In Zamboanga Peninsula, lesser area planted was reported as
some farmers were discouraged to plant corn due to low buying price. Lower yield
was also cited in SOCCSKSARGEN because of insufficient rainfall.
Production of coconut inched up by 0.9 percent during the reference period. More
nuts were harvested in Bicol Region because of lesser weather disturbances during
the fruit development stage in the third quarter of 2019. In Davao Region, sufficient
application of salt fertilizer provided by the Philippine Coconut Authority (PCA)
contributed to the output increment. There were reports of more nuts developed in
Eastern Visayas as a result of sufficient rainfall during the fruit formation. Pineapple
registered a 0.8 percent increase in production. There was expansion in harvested
area, and lesser incidence of pest and diseases in Northern Mindanao. Newly
opened pineapple areas were also noted in CALABARZON due to high price. A
4.8 percent gain in production was noted for coffee. In SOCCSKSARGEN, some of
the previously pruned bearing trees already bore fruits this year. Another reason
cited for the increase in production was the additional new bearing trees of coffee in
the region.
Mango production was up by 0.6 percent. Higher production was reported in Ilocos
Region because of the absence of fruit flies and non-occurrence of strong winds
during the flowering stage of the crop. More mango trees were applied with flower
inducer because of the high price of mango which resulted in output increment.
Peanut recovered from the previous year’s production decline and posted a
1.1 percent growth this period. More pods were developed in Zamboanga Peninsula
which was traced to the sufficient soil moisture during the crop growth. Increases in
area planted were reported in Central Visayas due to temporary shifting from white
corn production to peanut production to regain soil fertility. Cassava production was
up by 0.6 percent. Increased harvesting of cassava was reported in BARMM due to
higher demand and good price. Bigger tubers were harvested in Cagayan Valley
because of sufficient rainfall during root formation. Sweet potato production was
0.6 percent higher this quarter. In Caraga, increased area planted due to good soil
moisture during planting time was cited. Bigger tubers were harvested in Central

Luzon and this was the outcome of the availability of good quality planting materials
complemented with good weather conditions.
Onion production recorded a 1.1 percent growth during the reference quarter. Early
harvesting of onion was observed in Ilocos Region in response to high market price.
In addition, there were more bulbs harvested in the region which was attributed to
the non-occurrence of heavy rains during bulb formation. Cabbage posted a
14.0 percent increment in output this year. Bigger heads were harvested in CAR as a
result of sufficient rainfall during head formation. Non-occurrence of destructive
typhoons in the region was also cited as the reason for the improvement of cabbage
production. The 1.4 percent growth in eggplant production was attributed to the
increase in area planted in Central Luzon because of the availability of seeds being
distributed by the Department of Agriculture-Regional Field Office III (DA-RFO III).
Rubber came up with a 6.4 percent expansion in output. More tapping activities were
observed in SOCCSKSARGEN brought about by higher price.
Sugarcane registered a double-digit decrease in output at 14.8 percent. Reduction in
area harvested was noted in Western Visayas due to the delayed plantings in the
last quarter of 2018 caused by the dry spell. The 1.4 percent drop in banana
production was traced to the lesser fruits harvested in small and large farms in
Davao Region because of the abandonment of areas affected by fusarium wilt
disease or panama disease. Lesser number of banana bunches was harvested in
Central Visayas brought by the effects of bacterial wilt disease. The occurrence of
mozaic disease in Zamboanga del Norte was also reported as the reason for lower
output. Tobacco posted a 48.4 percent contraction in production. Decreases in area
planted for Virginia tobacco were reported in Northern Mindanao because of shifting
to corn production and other crops production such as ampalaya, habitchuelas,
squash and sweet potato. There were also reports of stoppage of operation of some
private corporations in Northern Mindanao in October 2019. Abaca was down by
2.9 percent this year. This was due to the contraction in area harvested and fewer
stripping activities in Bicol Region brought by the effects of bunchy top disease.
Production of mongo declined by 0.3 percent caused by the reduction in area
planted in Central Luzon as some areas were still utilized for palay production, while
other areas were shifted to okra production due to the demand for export. Lesser
pods were harvested in Central Visayas because of the effects of intense heat during
the flowering stage. There was a 0.6 percent drop in tomato production. In Northern
Mindanao, there was shifting of some tomato areas to pineapple production because
of the occurrence of soilborne disease. Smaller sizes of fruits were harvested in
SOCCSKSARGEN due to insufficient rainfall during the growing stage. Calamansi
sustained its production decline with this year’s 1.9 percent reduction. This was
attributed to the cutting of old and unproductive calamansi trees in CALABARZON
and Western Visayas. Smaller sizes of fruits were also developed in
SOCCSKSARGEN as an outcome of the dry spell during first half of 2019.

Livestock production which contributed 16.2 percent to the total agricultural output
registered an 8.5 percent drop in the fourth quarter of 2019. The 2.0 percent
reduction in carabao production was traced to the lesser stocks available for
slaughter in Ilocos Region, Cagayan Valley, Central Luzon, MIMAROPA Region and
Caraga. Lower average liveweight of animals disposed of was reported in Western
Visayas. In Ilocos Region, the continuous compliance to the localized regulation on
the slaughtering or sale of female breeders also contributed to the decline in carabao
production.
Cattle production went down by 1.8 percent. This was attributed to the limited stocks
available for slaughter in CALABARZON, MIMAROPA Region, Central Visayas,
Davao Region and BARMM. Smaller sizes of cattle disposed of for slaughter were
noted in CAR and SOCCSKSARGEN.
Hog production decreased by 9.8 percent as a result of the non-replacement of
stocks and continuous reduction in the inventory of swine in Central Luzon. The strict
implementation and frequent monitoring on the inflow and outflow of live animals in
between provinces contributed to the lesser disposal of hogs in Cagayan Valley,
Central Visayas and Central Luzon. Lesser demand for pork was also reported in
CAR and CALABARZON.
Goat registered a downtrend in production with a 0.9 percent drop this year. Lower
liveweight of goat disposed of were reported in Zamboanga Peninsula,
SOCCSKSARGEN and Caraga. Lesser slaughtering of goat due to lower demand
was recorded in MIMAROPA Region, Western Visayas and Davao Region. In
addition, stocks were kept for breeding purposes in Ilocos Region, Cagayan Valley
and Bicol Region.
Dairy production grew by 2.4 percent. More dairy animals in the milkline and better
farmgate price due to sustained demand from processors were cited.
Poultry production posted a 5.4 percent increment during the quarter. It shared
17.0 percent in the total agricultural output. Higher demand for chicken meat resulted
in the 4.1 percent increase in chicken production in Ilocos Region, Central Luzon,
CALABARZON, MIMAROPA Region, Bicol Region and Eastern Visayas.
The 11.3 percent growth in chicken egg production was traced to the increases in
the inventory of laying flocks in CAR and Ilocos Region. Expansion of commercial
layer farms was also reported in CALABARZON, MIMAROPA Region and
Zamboanga Peninsula. Moreover, higher Egg-Laying Efficiency Ratio (ELER) of
laying flocks was noted in Central Luzon, Bicol Region, Western Visayas and
SOCCSKSARGEN.
Duck eggs recorded production uptrend with this year’s 8.7 percent increment. This
was attributed to the increases in the inventory of laying flock in CAR, Central Luzon,
CALABARZON, MIMAROPA Region, Bicol Region, Western Visayas, Central
Visayas, Zamboanga Peninsula, Northern Mindanao and BARMM.

Duck production dropped by 8.3 percent. Lesser culling was reported in CAR,
Central Luzon and Western Visayas, as stocks were kept for egg production. In Bicol
Region and Caraga, lower liveweight of duck disposed of for dressing was cited.
Fisheries production which accounted for 16.2 percent of the total agricultural output
posted a 3.4 percent gain in the fourth quarter of 2019. Milkfish grew by 5.0 percent
in output. Increase in stocking rate because of availability of stocking materials was
reported in Western Visayas. High survival rate of fingerlings and lesser incident of
fish kill were recorded in CALABARZON. In Central Luzon, bigger sizes of milkfish
were harvested and some ponds resumed in operation due to higher demand of the
fish species. In addition, there were more harvested areas because of high market
demand for milkfish in Ilocos Region, CALABARZON and Western Visayas.
Tilapia production was up by 7.3 percent. This was due to high survival rate of tilapia
fingerlings stocked in freshwater cages in CALABARZON. Increase in area
harvested was reported in Western Visayas.
Tiger prawn posted an 8.6 percent increment in production. There were reports of
high survival rate of stocks/fry due to good quality of fry and normal salinity of water
in Central Luzon and Bicol Region. In MIMAROPA Region, higher stocking rate in
anticipation of high demand for the holidays and more area harvested were cited.
Production of roundscad registered a 1.4 percent growth during the period. This was
attributed to the seasonality of roundscad coupled with good weather conditions that
resulted in more fishing trips in Zamboanga Peninsula and BARMM. The higher
volume of catch in Ilocos Region was attributed to the use of beach seines nets and
gill nets.
Skipjack production expanded by 20.0 percent this quarter. Increased number of
fishing vessels unloading skipjack for canneries was reported in SOCCSKSARGEN.
In Zamboanga Peninsula, there was increased unloadings as a result of the
establishment of Fish Aggregating Device along Basilan Strait in Sibago Island that
served as a fish shelter. Bigger sizes of the species caught beyond the municipal
fishing ground were noted in Central Luzon.
Yellowfin tuna recovered from last year’s negative growth and recorded a
5.1 percent increase in production this period. In SOCCSKSARGEN, there were
more unloadings of the species due to the increased demand for canneries. Higher
volume of catch in Zamboanga Peninsula was also attributed to the Fish Aggregating
Device placed along Basilan Strait in Sibago Island. Bigger sizes of fish catch and
more fishing trips because of good weather conditions were also reported in
Zamboanga Peninsula and BARMM.
A 3.8 percent increment was noted in seaweed production. Better quality of planting
materials provided by the Bureau of Fisheries and Aquatic Resources (BFAR) was
cited in MIMAROPA Region. Lesser weather disturbance, proper application of
fertilizers, increased seaweed farming efforts and operating capital, and interventions

from Local Government Units (LGUs) were reported in BARMM. More operators
engaged in seaweed farming, lesser occurrence of "ice-ice" disease and good
quality of harvests during the period contributed to the increment in seaweed
production in Zamboanga Peninsula.
Production of “other fisheries” went down by 3.4 percent in the fourth quarter of
2019. Lesser unloadings of Frigate tuna due to the lesser appearance of the species
in the fishing grounds and lesser fishing trips due to bad weather conditions were
reported in CALABARZON and SOCCSKSARGEN. Reduction in Bali sardinella
production was also noted. This was traced to smaller sizes of the species unloaded
in Zamboanga Peninsula. In addition, lesser fishing activities caused by the rough
seas and strong winds brought about by “Amihan” and Typhoon “Kammuri” (Tisoy) in
December 2019 were recorded in CALABARZON.

C. FARMGATE PRICES
Farmgate prices declined by an average of 5.7 percent in the fourth quarter of 2019.
Crops recorded a drop in prices by an average of 11.0 percent during the quarter.
Palay price decreased by 24.9 percent due to the effect of lower buying price offered
by local buyers and traders, presence of imported rice and higher volume of
production. Corn posted an 18.8 percent price drop this year because of lower
demand from feed manufacturers and lower buying price offered by traders.
Likewise, lower prices offered by traders pulled down the prices of sugarcane by
12.9 percent and abaca by 8.7 percent. Price of coconut decreased by 5.2 percent
as a result of higher production. The 9.4 percent contraction in the price of coffee
was attributed to the declining price in the world market and higher volume of
production. Cabbage posted a 24.7 percent price cut due to lesser demand from
outside buyers and higher production level. Availability of more stocks resulted in
the 11.5 percent contraction in garlic price.
Tobacco price was 77.0 percent higher this year because of higher demand. Better
quality of tubers produced, more demand from local processors of native delicacies
and higher prices offered by assemblers and integrators led to the 10.0 percent
expansion in the price of cassava. The increasing world market price and good
quality of cuplump pushed up the price of rubber by 13.4 percent. The uptrend in the
price of sweet potato with this year’s 3.7 percent was traced to higher demand from
local makers of sweet potato candy and chips, good quality of the produce and
higher prices offered by traders. The price of banana was up by 20.2 percent
attributed to good quality of produce, higher demand in eateries and restaurants for
dessert, for banana chips processing and from the local markets and institutional
buyers. Mango posted a 13.9 percent price increase because of higher demand for
local consumption and from local fruit vendors. Good quality of fruits produced and
higher demand from institutional buyers triggered the 13.2 percent increment in the

price of pineapple. The 6.6 percent expansion in the price of calamansi was
attributed to more local demand and good quality of fruits harvested. Eggplant
recovered from last year’s price slump and registered a 21.6 percent hike this year
as a result of good quality of the produce, increased demand and higher prices
offered by traders. Peanut was priced 9.6 percent more as a result of the higher
market demand and good prices offered by traders. Onion price went up by
5.0 percent because of higher prices set by buyers and “viajeros”. More demand
from “viajeros”, good quality of produce and higher prices offered by traders led to
the 11.3 price appreciation of tomato. The price of mongo expanded by 1.4 percent
because of lower volume of production.
On the average, prices in livestock contracted by 10.1 percent in the fourth quarter
of 2019. The price of hog dropped by 13.9 percent because of lower demand for
local consumption. On the other hand, lower volume of production and higher
demand pushed up the prices of carabao by 3.6 percent, cattle by 6.4 percent and
goat by 9.2 percent. Dairy was priced 0.5 percent more this quarter because of
better prices offered by traders and processors.
Poultry prices went up by an average of 15.0 percent this period. Higher demand
contributed to the 12.6 percent increase in the price of chicken. The price hike of
24.3 percent for duck was caused by higher demand for fried “itik” from food
establishments coupled with lower volume of production. Higher buying prices
offered by traders, bigger sizes of egg produced and higher local demand
contributed to the increase in the price of chicken eggs by 21.0 percent. For duck
eggs, higher demand from salted egg manufacturers and “balut” industry resulted in
the 10.8 percent price hike.
Fisheries registered an average of 4.1 percent gain in prices in the fourth quarter of
2019. The price of milkfish increased by 5.6 percent which was attributed to the
bigger sizes of harvests. Tilapia was priced 5.7 percent more as a result of higher
local demand. The 0.6 percent price increase of tiger prawn was caused by the good
quality and bigger sizes of harvests. Good quality of fish unloadings pushed up the
price of skipjack by 7.0 percent and yellowfin tuna by 12.4 percent. Seaweed posted
a 1.3 percent increment in the price and this was traced to better quality of harvests.
Roundscad was quoted 1.3 percent lower this year due to higher volume of
production.
