SUBJECT : ADVISORY ON THE IMPLEMENTATION OF FLEXIBLE WORK
ARRANGEMENTS AS REMEDIAL MEASURES DUE TO COVID-19
REFERENCE : 1. LABOR ADVISORY NO. 09 Series of 2020;

Due to the extended Enhanced Community Quarantine (ECQ) being implemented by
the government after the 15 April 2020 cut-off, FDC Board hereby issue the following
guidelines to all employees in accordance with the above reference DOLE Advisories and
Department Order.

Citing DOLE Advisory No. 11 Series of 2020:


 As better alternatives to outright termination of employees services or total closure
of the establishments, Flexible Work Arrangements (FWA) referred to under Labor
Advisory No. 09, Series of 2020, including but not limited to, other work
arrangements, such as telecommuting, work from home, reduction of
workdays/hours, rotation of workers and forced leaves, are hereby reiterated and
highly encouraged in establishment that continue to operate.

FDC Remedial Measures:

1. After 15 April 2020, FDC employees will go on forced leave basis. Emergency leave,
sick leave and vacation leave credits will be consolidated as one by HR.
2. Payroll due on 30 April 2020 will be charged against employee’s available leave
credits.
3. Those without leave credits will be considered without pay based on government
pronouncements. FDC will notify DOLE for the implementation of forced leave as
required by the Department and in accordance with applicable Labor Advisory.
4. Likewise, Work From Home (WFH) will be implemented, on as needed basis, provided
the details of the output shall be pre-approved on a daily basis by the department
managers.
5. The project allowances for managers and up will be provided once liquidation
statements are submitted to support payments.
6. For project employees who were lockdown at the project sites and operation were
suspended, only P5,000 food allowance per month will be provided.
7. FDC has applied for financial assistance from DOLE of P5,000 per employee in
accordance with D.O. No. 209 Series of 2020. FDC is awaiting approval of the
application. When approved, HR/Accounting will implement distribution accordingly.
