PROCLAMATION.
Native Local Government Councils Ordinance 1949-1960.

AMENDMENT OF CONSTITUTION OF RIGO NATIVE LOCAL GOVERNMENT COUNCIL.


by Proclamation (hereinafter referred to as "the said Proclamation") dated the fourth day of
WHEREAS August, One thousand nine hundred and fifty-nine, and published in Gazette No 38 of the thirteenth
day of August, One thousand nine hundred and fifty-nine, the Rigo Native Local Government Council was

established in and for the area described in the said Proclamation

And whereas by the said Proclamation certain directions were


given concerning the constitution of the said
Council:

And whereas it is desired to amend the area in and for which the said Council was established and to amend
the directions given concerning the constitution of the said Council:
I,
Now therefore, Sir Donald Mackinnon Cleland, Knight Bachelor, Commander of the Most Excellent
Order of the British Empire, Officer of the Venerable Order of St John of Jerusalem, Administrator of the
Territory of Papua and New Guinea, by virtue of the powers conferred b} the Native Local Government Councils
all
Ordinance 1949 I960 and other me enabling, hereby proclaim and declare that the said Proclamation
powers
be and the same is hereby amended—

{a) by omitting paragraphs (a), (b), (V), (d) and (e) of the directions therein contained and inserting

in their stead the following paragraphs—


"

(a) the said Councilbe composed of forty-eight Members, being (5) representatives for the

being two representatives each for the five (5) Village Groups of Kalo, Tauruba Gamoga, Saroa
Geresi, Debadagoro Kokorogoro Geveragoro and -

dobu-Kemaia, Kwalemarupu-Babaga, Gidobada, Girabu-Wasira Gobuia-Usia, Kalekodobu-Gea
Kodogere Borakagere, Kwale-Eho-Gegofi-Medene Iaudobu, Saroakei, Imogolo, Bore-Niuiruka
Bigairuku, Nemonomo Buhdobu Iarumenomu Dirinomu -Tabunomu, Baukomana Libunakomana, -

(b) the Members of the said Council shall be elected by open or secret ballot as directed by the
District Officer, East Central Division, Central District and that, subject to the provisions of para
graph (e) hereof, the election period shall extend for, and not beyond, twenty-one days, but an
election shall not take place on a Sunday or public holiday declared by or under the Public
Holidays Ordinance 1953 and a Sunday or public holiday occurring in an election period shall not
be taken into consideration in computing the length of that period;
"

(c) should a Village Group referred to in paragraph (a) hereof refuse or fail to elect a repre
sentative, the said District Officer may, on the day when and at the place where elections for that
Group are held, or immediately after that day, nominate a native to be the representative of that
Group and the said native shall be deemed to have been elected in accordance with this Proclamation;

(d) the tenure of office of the Members of the said Council shall be one calendar year from and
including the day on which the first election is
completed and, thereafter, two calendar years
from and including the day on which the previous election was completed and in addition, in each
if election of
case, such further time, any, as may be necessary to complete the next succeeding
Members;
(e) where a casual vacancy occurs, whether by reason of death, resignation or otherwise, in an
fill
office of Member of the said Council, an that vacancy shall be held election of a Member to
in accordance with paragraph (b) hereof and that the election period shall be fixed by the said

(b) by omitting the Schedule thereto and inserting in its stead the following Schedule:—

lirupu, Babagarupu, Kelabola, Bonanamo, Walai, Gabone, Gini

dobu, Kemau, Kwalemarupu, Babaga, Gidobada, Girabu, Wasira,


Gobuia, Usia, Kalekodobu, Gea, Kodogere, Borokagere, Kwale,
Eho, Gegofi, Medene, Iaudobu, Saroakei, Imogolo, Bore,
Niuiruka, Bigairuku, Nemonomo, Bulidobu, Iarumenomu,

And I further proclaim and declare that the President, Vice-President and Members of the said Council in

office at the date of this Proclamation representing respectively the Hula-Alewai, Kapakapa, Kalo, Tauruba-Gamoga,
Saroa -
Geresi, Irupara, Makirupu, Kamali, Rako Kakuli, Kaparoka, Gemo -
Goulupu, Alomarupu, Riwalirupu -

Babagarupu, Kemabolo, Bonanamo-Walai, Gabone, Ginigolo-Tagana, Gunugau, Manugoro-Sabuia-Senunu, Gomore


bodu-Kemaia, Kwalimurupu-Badaga, Gidobada, Girabu-Wasira-Gobuia-Usia, Karekabodu-Gea-Kodogere-Borakagere,
Boregaina, Kuale-Eho-Gegofi, Saroakei, Imogolo and Bore-Niuiruka-Bigarairuka Village Groups shall continue in
office as President, Vice-President and Members of the said Council representing respectively the Hula-Alewai,
Kapakapa, Kalo, Tauruba-Gamoga, Saroa-Geresi, Irupara, Makirupu, Kamali, Rako-Kakuli, Kaparoka, Gemo-Goulup,
Alomorupu, Riwalirupu-Babagarupu, Kelabola, Bonanamo-Walai, Gabone, Ginigolo-Tagana, Gunugau, Manugoro
Sabuia-Senunu, Gomoredobu-Kemaia, Kwalemarupu-Babaga, Gidobada, Girabu-Wasira-Gobuia-Usia, Kalekodobu-Gea
Kodogere-Borakagere, Gavakomana-Alebagiu-Daroakomana-Boregaina, Kwale-Eho-Gegofi-Medene-Iaudobu, Saroakei,
Imogolo and Bore-Niuiruka-Bigairuku Village Groups for the balance of the term for which they were elected in

pursuance of the said Proclamation:


And I
proclaim and declare that the fiirst Members
further of the said Council elected in
pursuance of this
Proclamation tothe Debadagoro, Kokorogoro-Geveragoro,
represent Nemonomo-Bulidobu-Iarumenomu-Dirinomu
Tabunomu, Baukomana-Libunakomana, Wairadobu-Gaunomu Nafenanomu Sisigolo, Taitokomana-

Koworokomana-Gogorekomana-Bolakomana, Nogomaka-Taukomana Korakomana Wainumu, Sivitatana Matairuka,

Efaika-Adu-Ika-Wareika-Gobunaika-Auduika Village Groups and the first additional Member of the said Council
elected in this Proclamation Gavakomana-Alebagiu-Daroakomana-Boregaina Village
pursuance of to represent the
shall, notwithstanding anything the contrary contained in this Proclamation, hold office only until the
