The Sustainable Livelihood Program (SLP) is a capability-building program for poor,


vulnerable and marginalized households and communities to improve their socio-economic
conditions
2. Through accessing and acquiring necessary assets to engage in and maintain
thriving livelihoods. Sustainable Livelihood Program is one of the solutions of the government
in increasing number of unemployed Filipinos.
3. According to department of labor and employment. The unemployment rate in the Philippines
was at 5.3 percent in the March quarter 2020, unchanged from the same quarter a year
earlier.
4. The number of unemployed persons increased by 0.11 thousand to 2.39 million, while the
number of employed grew by 1.6 thousand to 42.65 million. Meanwhile, the labor force
participation rate went up to 61.7 percent from 60.3 percent a year ago.
5. Among employed persons, workers in the services sector made up 58.6 percent of the total,
followed by those in the agriculture sector (22.7 percent) and industry (18.8 percent).
Unemployed is the target group of the Livelihood Program.

6. Moreover, The Philippine Department of Social Welfare and Development has also led in the
provision of opportunities for income-generating activities and livelihood development

7. through the implementation of the Sustainable Livelihood Program since 2011. This policy
note describes the program and reflects on opportunities the program has for improving and
complementing other social protection programs

8. The objective of the Sustainable Livelihood Program is to reduce poverty and inequality by
generating employment among poor households and by moving highly vulnerable
households into sustainable livelihoods and toward economic stability.

9. It has two tracks: the first is the micro-enterprise development track provides participants
with access to funds and training to set up their own microenterprise.

10. Second is the employment facilitation track provides employable individuals access to
locally available jobs through public-private partnerships. The program has grown from
serving 46,000 families in 2011 to 340,000 in 2015, and 166,000 families in 2017.

11. Pantawid Pamilyang Pilipino Program (4Ps) conditional cash transfers beneficiaries are the
target population, with about 80% of participants in the program. Other beneficiaries are poor
families identified by the Listahanan national household targeting registry.
12. DOLE has flagship program that provides grant assistance for capacity-building on livelihood
and entrepreneurial ventures for vulnerable and marginalized workers. DOLE Integrated Livelihood
Program (DILP) or KABUHAYAN Program.

The program focuses on the following:

1. Kabuhayan Formation – Provides beneficiaries with startup capital to venture into individual
livelihood, or collective enterprise undertakings.

2. Kabuhayan Enhancement – Provides existing livelihood undertakings with additional working


capital to enable them to grow into viable and sustainable business.

3. Kabuhayan Restoration – Provides working capital for the re-establishment of lost or


damaged livelihoods due to occurrence of natural disasters/calamities.

16. DOLE provide fund according to its group category:

Micro livelihood - An organization composed of 15-25 members can avail of a


maximum grant assistance of P250,000.00

Small Livelihood - An organization composed of 26-50 members can avail of a


maximum grant assistance of P500,000.00

Medium Livelihood - An organization composed of more than 50 members can avail of


a maximum grant assistance of P1,000.000.00

19. Self-employed workers who are unable to earn sufficient income, Unpaid family workers, Low-
waged and seasonal workers, Workers displaced or to be displaced, Marginalized and landless
farmers, Marginalized fisher-folks.

20. Women and Youth, Persons with Disability, Senior Citizens, Indigenous Peoples, Victims of
Armed Conflicts, Rebel Returnees and Parents of child laborers are eligible beneficiaries of the
program.
