On 31 December 2019, a pneumonia of unknown cause detected in Wuhan, China was first reported to the WHO
Country Office in China. On 30 January 2020, the outbreak was declared a Public Health Emergency of International
Concern by the World Health Organization. On 2 February 2020, the first death outside Chine is recorded in the
Philippines. On 11 February 2020, WHO announced a name for the new coronavirus disease: COVID-19. On 11 March
2020, World Health Organization declared the outbreak of the pandemic.[CITATION Wor20 \l 1033 ][ CITATION

Particularly in the Philippines: On March 9, President Rodrigo Duterte issued Proclamation No. 922, declaring the
country under a state of public health emergency [CITATION Par20 \l 1033 ]. On March 12, President Duterte
declared "Code Red Sub-Level 2," issuing a partial lockdown on Metro Manila and extending the metropolis' class
suspensions up to April 14, to prevent a nationwide spread of COVID-19[CITATION Lop20 \l 1033 ][CITATION
CNN12 \l 1033 ]. On March 16, the entirety of Luzon has been placed under an "enhanced community quarantine."

From the timeline presented above, we can take March 9 as the start of the of the spreading of the COVID-19 disease
which is indicated as a red vertical line in Figure 1.

2. What recommendations from the lessons learned should you be promoting in the decision-making process and
strategy on air quality management in the future? Present your premise and conviction why it should get societal
support.
The decision-making process and strategy on air quality management should not only be used in the industrial sectors but
also in cities that largely contribute to the air pollutant emissions such as major cities like that within the area of the National
Capital Region. A start of application of such strategies supported by the government and practiced by the community would
greatly contribute in the long term quality of the air around us. Especially since it directly involves or could directly harm or
benefit us, such participation of the community would be needed and only logical.
