On one hand, there is a conflict of influence and penetrating power of
the parties into the state institutions. Ministries of interior and trans-
port will be given to the Badr Organization, Ministry of Justice to the
Islamic Virtue party, Ministry of Defense (nominally) to the Sunni
bloc. All of them are ministries that are historically headed by certain
factions and families. It is very difficult to remove these factions
from such posts, as suspicious deals and corruption files would be
uncovered. These files couldn’t be deleted. Rather the ministry itself
with its contract and computer sections has to be set on fire.
On the other hand, the question of the weapons of the Iranian
Militias in Iraq and Syria (IMIS) and its affiliated factions is
under discussion.  A question that is considered a red line by the
militias’ leaders, especially after the legalization of the militias
by the parliament and increasing Iraqi need of weapons because
of Isis continual threats.
The balance between the international and regional conflicting
sides is one of the complications of the government formation.
Making a compromise would be certainly at the expense of
Iraq. The balance would be attained through economic, security,
