Saudi Arabia’s Crown Prince Mohamed Bin Salman, deputy premier and
in support plus deferred oil payments minister of defense held on Monday talks with US Secretary of the Treas-
ury Steven Mnuchin in Riyadh.
During the meeting, they stressed the importance of the Saudi-US strategic
partnership and the future role of this partnership in accordance with the
kingdom’s Vision 2030.
They reviewed the bilateral relations on both trade and investment aspects,
as well as the opportunities for their development.
They also discussed a number of issues, including joint efforts in the fight
against corruption and terror funding.
Prince Khalid Bin Salman, ambassador of Saudi Arabia to the US, Minister
of Finance Mohammed Al-Jadaan and other senior officials also attended the
meeting.

Government: Foreign
Challenges And
Interior Complications
W e shouldn’t tackle the formation
of the new Iraqi government
away from the regional complicated
context. Iran tries to hasten the forma-
tion of the government before impos-
ing the US sanctions on the 4th of No-
vember, as Tehran oil exports through
the Arab Gulf will be stopped. Nobody
denies that blocking the formation of
Zayd Al-Azami Adil Abdul-Mahdi government could
be a bargaining tool to mitigate the
impact of these sanctions. Both the Ira-
nian and American actors sat with the prime minister-designate
and delivered their messages. Iran wants to have guarantees that
Iraq will remain as an economic “ease” that could be used to
postpone the pressures of sanctions on Tehran, while the US is
in hurry for the success of Abdul-Mahdi.
The Arab countries try to hasten the formation of the govern-
ment and refuse any imbalanced government that serves Iran
and its agents’ interests in Iraq. Removing Dawa party from
the formation of the government was a result of an Arab-Iraqi
mutual will, as the party was the legal inherent of the prime
minister’s post since 2005.
We aren’t so sure that the government formation process would
take a long time. Delays of the process are summarized as follows:
Sairoon and Fatah Alliance, the biggest two blocs of the parliamen-
tary elections, wanted Adil Abdul-Mahdi to be designated to form
the cabinet according to their own terms. In other words; they won’t
relinquish what they consider their fair share of the government.
The Shiite political actor needs a national unity government
headed by Abdul-Mahdi to protect him from the increasing
international pressures. The confrontation with Iran is the title
of the political game in Washington. Lately, the European coun-
tries participated in imposing sanctions on Tehran. Moreover,
the Shiite bloc may understand that the country’s economy is
badly deteriorating. Hence, any crisis in the US-Iraq relation-
ship would be very serious.
Conflicting interests make Abdul-Mahdi’s formation task difficult.
On one hand, there is a conflict of influence and penetrating power of
the parties into the state institutions. Ministries of interior and trans-
port will be given to the Badr Organization, Ministry of Justice to the
Islamic Virtue party, Ministry of Defense (nominally) to the Sunni
bloc. All of them are ministries that are historically headed by certain
factions and families. It is very difficult to remove these factions
from such posts, as suspicious deals and corruption files would be
uncovered. These files couldn’t be deleted. Rather the ministry itself
with its contract and computer sections has to be set on fire.
On the other hand, the question of the weapons of the Iranian
Militias in Iraq and Syria (IMIS) and its affiliated factions is
under discussion. A question that is considered a red line by the
militias’ leaders, especially after the legalization of the militias
by the parliament and increasing Iraqi need of weapons because
of Isis continual threats.
The balance between the international and regional conflicting
sides is one of the complications of the government formation.
Making a compromise would be certainly at the expense of
Iraq. The balance would be attained through economic, security,
