Land owner resistance is one of the well-known issues in agrarian reform. With the issue
stated by the farmers of Kaisahan Tungo sa Kaunlaran ng Kanayunan at Repormang
Pansakahan (KAISAHAN) high-profile cases of violence and constant threats against agrarian
reform beneficiaries to keep them from occupying the land arises. Moreover, they also address
the issue of Cancellation of titles or Certificate of Land Ownership (CLOA). The tenant also
addresses the issue of weak implementation of agrarian reform in the country. With the side of
the landowners, the issue of lack of incentives and delayed compensation arises. If you are going
to analyze the issues stated by the both parties, acknowledging and making action toward it could

not politicize, could make the reform successful. The Agrarian Reform Program in the country
could seen imperfect, there are lots of improvement should be done, the government should look
at it in a way that it will going to benefit both the tenant and the landowners.
