Dear Mr. Young:

I am writing this 2nd letter on behalf of Officer Robert Reyes who has solicited my assistance,
in regards to counseling. I regret very much having to write you again so soon on a continuation
of the same pattern, however, in light of my efforts to strengthen the level of professionalism and
accountability within the GPD and my desire to be helpful to those who solicited my assistance, I
am compelled to write you again. I am committed to providing quality counseling to Officer
Reyes as long as he requests my help.

Officer Reyes submitted a recent (November 16, 2010) document to me for review as we
continue our counseling sessions. This document is a memorandum, written to Officer Reyes, by
Professional Standards Division Sergeant, Alan McHenry. The memorandum, a notification of
administrative investigation, is quite disturbing. I am surprised and disappointed that Sergeant
McHenry has written this memorandum. Sergeant McHenry appears to be intimidating and
retaliating against Officer Reyes, a continuation of what has been going on. This intimidation
and retaliation appears to be at the direction of Chief of Police Ken Miller. I have enclosed a
copy of Officer Reyes’ most recent complaint document, dated November 18, 2010.

Mr. Young upon a careful and objective reading of Officer Reyes’ complaint, it seems to be simply
relaying alleged violations of Federal Law to you. Because these alleged violations involve Chief
of Police Ken Miller, it seems appropriate that Officer Reyes would report the allegations to your
office. In addition, Officer Reyes is asking that certain allegations be investigated properly, fairly
and expeditiously.

On October 13, 2010, Chief Miller forwarded a documented memorandum to Officer Reyes. The
memorandum threatened that Officer Reyes would be subjected to an administrative
investigation for merely reporting alleged violations of law, policy, and directives. At the time I
reviewed the memorandum, it caused me concern. I notified your office of my concern and other
information. The fact that Chief Miler is attempting to follow through on his threat to Officer
Reyes is especially troubling.

It is important to note that Officer Reyes is doing what is required by City Policies, Departmental
Directives, and citizenship in the City of Greensboro. It also seems the common sense and right
thing to do. Unfortunately, the fact the Sergeant McHenry has begun an investigation of Officer
Reyes (because Officer Reyes reported alleged violations of Federal Law) and the tendency of
the Department to allow supervisors to investigate themselves, are two (2) of the reasons that
compelled us to seek the intervention of the US Department of Justice.

I am aware that the complaint of Officer Reyes is one of a growing number of complaints for
which there has been no response by you or the appropriate GPD authorities. This is unfortunate
as perhaps the ultimate form of insult is to be ignored. It seems to me that we are becoming
more and more embroiled and entangled in what we termed a sub-culture of corruption and
double standards; this does not have to be. I sincerely hope that we can find a pathway out of this
entanglement through a process of mutual, respectful and honest discussion.

I emphasize again that although there are political and legal overtones, my review of Officer
Reyes’ situation is from a spiritual and counselor’s perspective. I am seeking what is in the best
interest of Officer Reyes, our community and the Greensboro Police Department. As you know,
if our officers are mistreated, and encouraged not to report violations of law, policy and
directives, that can easily feed and support the subculture of corruption and double standards that
I believe already exists within the Greensboro Police Department.

I would request that you or the appropriate designee address Officer Reyes’ complaints,
allegations and concerns accordingly. At a minimum, this would be professional courtesy. Just as
important, this will assist in creating a more conducive work environment for Officer Reyes, and
assist me in my counseling efforts with him. Your assistance is appreciated.

Also, please note that Officer Reyes delivered a copy of this document to Corporal Wright, to be
delivered to you through the chain of command. I hope you receive this in the spirit of seeking
to be of assistance to Officer Reyes as well as strengthening the professionalism and
accountability of the Department. I look forward to a response from you soon, at least indicating
that you received and plan to respond to this communication. Thank you for your attention to
this matter.
