INSTALLATION, OPERATION
AND
MAINTENANCE MANUAL
WARNING !
Medium voltage switchgear is safe and effective when proper precautions are taken.
Hazardous voltage and energy levels exist and may cause death or injury if precautions are
not followed
1. Never work around live or energized bus. Do not remove bolted cover, bolted doors, or
bolted access plates when the equipment is energized. Live bus is enclosed behind
metal panel and these panels should not be removed unless the bus is de-energized.
2. Never use a circuit breaker rated at a different voltage from the equipment. Never use a
lower interrupting rating than the system is designed for.
4. Do not life shutters when switchgear is energized. Dangerous voltage exists behind
shutters. They are automatically close when breaker is removed to prevent accidental
contact.
5. Do not insert partially disassembled breakers, test breakers, ground and test devices or
other items into an energized cell. Tests using these devices must only be conducted
when main bus is de-energized.
7. Never disconnect or open the secondary circuit of current transformers when they are
on energized circuits. High voltages will develop between contacts. Keep spare current
transformers shorted on their secondary circuit.
8. When circuits are opened for maintenance, repair or inspection, lock circuit breakers or
disconnect switches in the open position and tag or mark to let others know that it is
locked open for safety purpose. In addition, bus should be grounded to prevent
accidents due to accidental closure or back feeding.
1 SWITCHGEAR DESCRIPTION
This instruction manual describes general and basic matters required for packing, storage,
installation, operation, maintenance and inspection of the product to secure safety of
operator and optimal operation of the product.
The manual shall be known well in parallel with relevant drawings and documents
provided additionally.
The major elements in metal-clad switchgear are the circuit breakers, bus and cable,
relays, control equipments and the metal-clad structure itself.
All elements have different functions but their combined purpose is to deliver power with
minimum outages while at the same time reacting quickly to interrupt short circuit currents
before serious damage can occur to other devices.
Circuit breakers are the actual circuit interruption devices. In a typical system each feeder
will have a separate circuit breaker while each incoming line will also have a breaker.
These are designed to limit the fault current through them while at the same time allow
normal currents to flow.
Bus and cable are the actual method of power distribution. Current flows through them
and they are insulated from ground and each other as appropriate for their voltage level.
Relays are the sensors of the system. They react to voltage, current, frequency, or other
system conditions. When those conditions match predetermined levels the relays will
initiate tripping of the appropriate breakers.
The structure of switchgear services multiple functions. It protects all the elements from
damage or environmental influences. It protects a person from voltages and energies that is
harmful. It isolates sections of the switchgear from each other.
Finally in supports the various devices and provides a mounting position for them.
The equipment is designed for exposure to dripping liquids but dripping liquids can
destroy the integrity of the insulation and must be avoid.

2 PACKING
The silica gel bags are put in each unit and enclosure in order to keep in the dry air status.
e.g. approx. 2kq per on panel
Note: the warning and caution printed on the crate. Lifting angles are bolted on the top of
the MV Switchgear. Use them to the lift and transfer the crate in accordance with lifting
marks on the crate before the unpacking.
During transportation, particular care should be taken not to let fall down the MV
Switchgear because of gravity is relatively high.

3.1 Receiving
When the electrical panels to place regulations, stakeholders need to check the status of
electrical cabinets and sign the minutes of the freight forwarders. Any damage that occurs
during shipping process, stakeholders based on contractual provisions to require repair or
compensation.
Note small items may be packed with larger ones.
3.2 TRANSPORTATION.
Before handling refer to the drawings for approximate weight of shipping sections. Use
only equipment rated for lifting the weights involved, and crews skilled with heavy lifting
of large electrical equipment.
Allows the use of roller skating bottom barrel to move the electrical panels.
After uncrating the switchgear shipping sections should be moved by cranes using chain
and spreader bars. Breakers generally have their own lifting eyes.
Dragging of skidding switchgear along the ground may damage foundations, warp
enclosure and fling dirt of rocks into the switchgear.
Improper lifting or failure to use spreader bars may cause damage to the enclosure by
applying a compressive lateral force. Improperly rated lifting equipment or untrained crews
may drop or bend switchgear causing breakage, warp-age and misalignment.

3.3 Storage
Product electrical panels must be stored indoors in a dry place and order.
Product electrical panels outdoor storage outdoor permitted
Refer to accompanying instructions on the packing crates.
Batteries and breakers should be stored under the requirements of their respective
instruction books
4 INSTALLATION
4.1 Instalation
All the necessary preparations, such as well openings, ducts, etc., for laying the power
and control cables up to the switchgear must already be complete.
4.2 Foundations
Before placing the switchgear the foundation must be poured and settled. The mounting
area of the switchgear should be level to plus or minus 2mm
This is true whether switchgear is mounted directly to the pad, is resting on imbedded
rails or any other type of mounting.
An area stretching 1.2m in front of the switchgear must be leveled to plus or minus 3mm
for indoor switchgear.
Unlevel foundation may cause improper operation of doors and potential transformer
cabinets. Weatherproof seals may not align correctly.
If not ensure flatness of the floor in front of the indoor switchgear systems will interfere in
the opening and closing the door, moving breakers and potential transformer compartments.
For indoor switchgear not to be swayed (eg: cable tray hole, wiring, earth cable ...) the
strengthening plate on top of the concrete layer, including holes system in there.
This problem needs to be stopped before the equipment is installed. When installed
outdoors switchgear must be sealed. (eg: cable tray holes, wiring, earth cable ...)
All work for concrete foundations need to be prepared before placing the electrical
switchgear.
These jobs involves flattening the ground, drill holes and set anchor bolts
Add to that the problems of the physical layer of concrete after placing the switchgear, the
surface layer of concrete dust may cause damage to the switchgear.
4.3 Arrangement.
Before fixed awitchgear on the foundation, all materials for packaging must be removed.
All switchgear are arranged and calibration before fixed them by foundation bolts and bolts
for assemble busbar.
4.4 Assembly
After the switchgear are aligned and the same height, they must be connected by
connector switchgear bolts M8x25 mm. Only temporary fitting bolts between the
switchgear together switchgears connected, this will allow the insert buffer to facilitate
assembly. After calibration is complete tighten bolts to ensure strong construction.
After the busbar aligned it may allow connections the busbar in the switchgear together
adjacent with bolts.

Clean contact surface with nonflammable, non-caution cleaning solution and wipe off
with nonabrasive cloth. Bolt bus sections together. Attach boot, if provided.

High potential testing is not required but if desired it should be followed according to
IEC. Standards. Potential and control power transformers must be disconnected during
this test.
Circuit breakers should be meggered prior to energization. Phase to phase and phase to
ground insulation resistance must be at least 50 megohms.
5 OPERATION
※ Warning
When operating power is not going on top of the electrical switchgear, because this act can
to broken or damaged equipment in decompression chambers, or can accident when has
power failures.
5.1 Commissioning
5.1.1 Preparation
For preparation putting the components into operation, the following tasks are required to
be performed before connecting switchgear on the medium-voltage power supply:
Check the general condition of the switchgear for any damage or defects.
Visually inspect the switching devices, withdrawable parts, isolating contacts,
insulating parts, etc.
Check connection of the main earthing bar to the installation earthing conductor
(following the appropriate safety regulations).
Remove all residues of materials, foreign bodies and tools from the switchgear.
Clean the switchgear, rubbing down insulating parts with a soft, dry, clean, non-
fraying cloth. Remove any greasy or sticky dirt.
Perform AC voltage testing of the main circuits according to IEC 62271-200 where
necessary. Pay special attention to voltage transformers and cables, etc. during this
procedure.
Power supply to th control circuit.
Operational testing of the switchgear by hand or by electric, at the same time
observing the corresponding location is displayed on a components.
Check electrical interlock and mechanical interlock whether or not operating
normally.
Install protective devices in switchgears in value as required and then check its
protective function by specialized test equipment.
Instruct operators about the basic details of the normal use of electrical switchgears.
Check status ready for operation and condition switchgear between input and output
of the power system.
Depending on the division of tasks, it is sometimes necessary to check all the equipment in
the adjacent areas with electrical switchgear follow as:
Power cables
Control cables
Power supply to control cables
Remote control system
Switch room equipment
Switch room conditions
5.1.2 Start-up
Observe all relevant regulations on safety.
Make sure that the breaker in the switchgear is open state (OFF).
Open all earthing switch and remove the short circuit connection (if any during the
test) in the switchgear .
Power supply to incoming switchgear cables.
Connect the switchgear in a step by step, observing signals and indicator.
Check the connection of the phase at space related to the other switchgears,
especially when there are multiple incoming switchgears and including contact
switchgear.
Implement measurement and test all functions of the equipment, which operating
depends on the high-voltage power supply when connected.
o To ensure VCB is open state (OFF) , and operate hole cover of earthing switch is
closed.
※ Notice :
For devices that can be drawout as circuit breakers, voltage transformers, in the
course of operation is not stop in a hovering position between "work" position
"test " position!
※ Important note:
Insertion and withdrawal of circuit-breakers (and other withdrawable parts) must
be gradual, in order to avoid any shocks which could deform the mechanical
interlock. If the operations are prevented, do not force the interlocks and check
that the operating sequence is correct. Please also refer to the technical
documentation of the circuit-breakers for installation operations.
o To pull the VCB to trolley position, with both hands, sliding interlock hands like
below figure and to bring out trolley, note to put the VCB out of the switchgear, the

In case to bring VCB from trolley into switchgear, adjust the trolley are contained VCB
in front of the switchgear, adjustable the face of trolley suit floor height of
compartment VCB and fixed trolley in switchgear, with both hands, sliding interlock
hands like below figure and to push VCB into inside of the switchgear.

Note: Need at least two operator to operate trolley when operate VCB into or out
of switchgear. Ensure that the operator has been trained and understand the essential
functions of the trolley through the manufacturer.

Rotate the crank clockwise direction around 180 ° to close the earthing switch, until
it reaches the position "ON", then stop, or rotate the crank counterclockwise direction
and to position "OFF" to open the earthing switch.
Observed mechanical structure indicates the position of the earthing switch.
Remove crank out. The slide plate cover operation hole remains open if the earthing
switch is in the closed position.
To ensure that the crank was rotated around enough to the "OFF" in the open
itinerary because this thing ensures that the earthing switch had been put in correct
position limit on a predefined (design) for its.

If the operation of the earthing switch are designed to prevent confusion, do not
intentionally remove that interlock to check operational procedures were correct or not.

1) When closed earthing switch busbar if the it’s operation designed to prevent confusion,
do not deliberately eliminate that interlock to check operational procedures were correct or
not.
2) To close the earthing switch have to control power supply to the coil earthing switch.
In case want to check the operation of circuit breakers when open the door, to use the
backup key plugged into the interlock hole of the VCB (as figure below)
To rotate rank in clockwise (about 30 ~ 40 rounds) until the indicator reaches rung
position "SERVICE" and now VCB was in aready position to work

In case push the VCB from the trolley into switchgear, doing same as Promec VCB
Earthing switch has mechanical structure as tuck style. Each earthing switch is used with
a VCB and can only be closed when the VCB is in "TEST" position.

Notice: Before use to conduct installation and check fuses, fuse installed so that the fuse
detonator head upwards to influence the mechanical structure, when the fuses detonated so
seeds will shoot out, when that will open LBS (Figure 5.4.2)
When LBS has been open by the problem of load while journey of the shaft operation of
LBS is still in the "ON" state, have to use a rank to open the shaft operation of LBS to
"OFF" position.
Voltage transformers and the fuses put on the slide push trolley. Push trolley operate by
disconnect voltage transformers and fuses out of the main circuit (circuit dynamics), was
taken out of the switchgear by pulling trolley out the floor, then the fixed safety catch with
hole on the floor. Need to check push trolley have to operate gently or not. Fuse protection
for voltage transformers should also be checked to ensure that it is operating normally.
The heater will work even in normal conditions. The heater helps reduce the moisture
condensation by raising the temperature in the switchgear up a little higher than the
ambient temperature. So if the heater is damaged, replace them as soon as possible. The
recommended thermostat settings in step 40C.
After the equipment has been installed and all connections have been made, it should be
tested and inspected before putting it in service. The equipment and devices have been
made to ensure that the equipment has been properly installed and that all connections are
correct.
Guidance of testing devices such as relays, instruments and meters are given in the
instruction attached with O& M manual.The settings of the protective relay must be set
according to relay’s setting table
The operation of the breaker with its associated devices may be tested in the unit while
the equipment is energized by racking the breaker into the test position and engaging the
secondary coupler.
High potential tests to check the integrity of the insulation are notnecessary if the
insulation instructions in this book are carefully followed.
If the purchaser desire to make high potential tests, the test voltage should not exceed
75% of factory test voltage in accordance with IEC.
Potential transformers, and control power transformers, must be disconnectedduring high
voltage testing
7 SAFETY PRECAUTIONS
Before operating or working on any electrical equipment. Read this manual carefully to
understand those function and how to handle it safely.
A danger notic with this symbol indicates that neglecting the suggested procedure or
practice could be fatal or result in serious personal injury.
A caution notice with this symbol indicates that neglecting the suggested procedure
or practice could result in moderate or slight personal injury and/or property damage.
Note that failing to observe caution notices could in serious injury/damage in some
situations.
Because safety notices contain important safety information, be sure to read and
observe them.
In order to prevent accidents, anyone handling electrical machinery and apparatus must
be thoroughly acquainted with the precautions noted below and with those in section 2.
Most accidents can be prevented by being careful. Always observe these precautions.
Working Preparations
Treat electrical equipment as highly flammable material at all times
Do not smoke or use a flame in the vicinity of the equipment.
Wear a helmet, safety shoes and work clothes when working on the
equipment.
Cut off the power supply
Otherwise there is the danger of electric shock from live bus-bars and
other current carrying parts when the switchgear or other electrical
panel is opened.
Make sure there is no voltage in the circuit before any electrical work
is done. And make panel ground (Use a voltmeter/circuit tester or the
like)
Never work on live part. (Except in an emergency)
Before working, think carefully about the steps you will take, inspect
the surroundings for any possible dangers, and inform your associates
of what you plan to do. Then work quickly and efficiently.
Provide sufficient lighting for the work area.
Maintain an orderly work area. Do not scatter tools or other articles
about.
Learn the proper way to use a circuit tester and other necessary tools.
Read and understand section 2. “Electric Shock Prevention”
● Daily inspection
- Check appearance for any damage, Pay special attention for noise, bad odor
and discoloration.
● Periodic Inspection
- Check each bus bar fixing section, device mounting section and wiring
section for any looseness. If any looseness is found, fasten the fixed bolts
again.
- Check appearance of each device (vacuum circuit breaker, vacuum contactor,
protective relay, current & potential transformer, fuse, module card, etc.) for
any missing or damage. If any failure or damage is found, replace with the
spare parts.
- Check each device (vacuum circuit breaker, vacuum contactor, protective
relay, current & potential transformer, fuse, module card, etc.) for noise, bad
odor of discoloration. If any noise, bad odor or discoloration is found, replace
with the spare parts.
- Check the mechanical operating section of each device (vacuum circuit
breaker, vacuum contactor, protective relay, etc.) for any mechanical
malfunction in operation. If any malfunction is found, replace with the spare
parts.

7.1.2 Precautions for Hot-line Work

Hot-line Work
Treat electrical equipment as highly flammable material at all times.
● In the presence and/or under the supervision of competent supervisor, perform the
work while observing the following preparatory steps.
- Provide sufficient lighting for the work area.
- Remove wristwatches, rings, and other metal articles from the body.
- Wear long sleeve work clothes that fit close to the body, and make sure
clothing and shoes are dry.
- Insulate yourself from the body, and place insulating material over any
devices or structural components which may be accidentally touched.
- Cover tools with vinyl tape as wherever possible.
- When doing electrical work, cover live part with insulating material or safety
shutter to protect against dropped tools and scrap-wire, and inadvertent touch
of live part.
- Place insulation between the live section of the circuit and the section to be
worked on.
- Wear rubber gloves on both hands (and wear rubber boots).
● Work with the right hand as much as possible, and take care not to lose your
balance.A loss of balance due to the movement of the ship can cause an accident.
● Station someone who can cut the power off immediately in an emergency, and
establish a signal between yourself and that person.
Fire Extinguishing
● Cut off the power to the circuit or device from which the fire began.
● Cut off the power to other circuit or devices which may be damaged by the fire,
including those which could be damaged if the fire spreads.
● Do not cut off power to any devices which could cause a serious accident if
deprived of power.
● Inform your supervisor and anyone close to the area of the fire.
● Use a fire extinguisher (powder or halide type) to fight the fire
In s small room or section, there is the danger or asphyxiation from the
fireextinguishing material, so be careful to avoid this.
In this case of electrical fires, always cut off the power supply first.
Take a good look around and think before working. Then work fasts to stop the
spreading of the fire.
● Be careful when using water to extinguish an electrical fire.
The person fighting the fire could be electrocuted by current flow through the
water.
This is especially true of seawater but also true of fresh water.
● Think carefully when choosing between seawater and a fire extinguisher.
Once electrical devices have come in contact with seawater it is difficult to
restore them to their original condition.
In some cases, a fire extinguisher is the best choice even if it requires more time
than seawater to put out the file.
7.1.4 Maintenance and Inspection of Vacuum Circuit Breakers and Vacuum Contactor

See the operating instructions of the particular breaker for correct maintenance,
inspection, and replacement procedures.
For some types and mounting configurations, the entire switchgear must be source cut
off to perform the work for [Fixed type].
For others, only a restricted area of the switchgear must be cut off for [Draw-out type].

Circuit Breaker Operation
● Before operating circuit breakers switches, confirm the following to avoid putting
others in danger.
- There will be no problems if any or all devices in the circuit receive power.
- There are no other workers working on the same circuit.
If there are other workers working on the same circuit, inform them of what
breaker or switch you will be operating and advise their caution.
- The protective devices (protective relay, fuses, etc.) of all circuit are in order.
● Operate breakers and switches in the following manner.
- Perform all operations with the right hand.
Except for operations requiring both hands, keep the left hand back and away
from the breaker or switch.
- Operate knife switch and the like with one quick motion.

See the operating instructions of the particular relay for correct maintenance, inspection,
and replacement procedures.
Before emerging the equipment it must be earthed using the protective earth terminal.

Do not open the secondary side of a current transformer.
If the secondary side must be opened for repair work, do not leave it opened; high voltage
could be produced in the secondary side current flows through the primary side.
Periodically check the connections of the secondary side for tightness
7.1.8 Precautions for Changing Fuses

● Changing fuses
- When removing a fuse unscrew the fuse cap carefully.
- While inserting the fuse into the fuse clip, do not allow the conductive part of
the fuse to touch the between adjacent fuse clip and this fuse clip.
- Otherwise, a short-circuit accident could result!
- When changing a fuse, do not make contact with nearby charged devices or
with any other live part, (i.e. bus-line etc.).
- Otherwise, electric shock could result!
● Selecting the right spare
- Use a spare of the same type and rated current as the blown fuse.
7.1.9 Precautions for changing Relay(auxiliary relays, time limit relays, etc.)

- Remove the power supply miniature circuit breaker (MCB) or fuse for the
circuit containing the relay to cut off the voltage to the circuit.
- For a starter control circuit, set the MCCB for the starter circuit power supply
to OFF.
- Change the repay.

Other Precautions
● Keep front doors and back covers or doors closed except when it is necessary to
open them.
● Immobilize the moving parts by fastening or door stopper of front doors or relay
racks and rear cover or door of the switchgear while electrical work is being done.
● Do not remove protective plates or protective covers except for absolutely necessary.
If they must be removed, be sure to return them to their proper positions.
● Do not leave any tools or work materials on or around the switchboard or starter
panel after work has been completed.
● Always discharge capacitors before working on capacitor circuits.
- Totally unconscious.
In the worst of cases, the body of the victim may become rigid within two or
three minutes after the shock.
DANGER
Prevention of Electric Shock
● Never assume there is no voltage applied to the circuit until the voltage has been
confirmed (measured).
● Always cut off the power supply and confirm that there is no voltage applied to the
circuit before any electrical work is done. Most accidents occur because the
power is mistakenly assumed to be off.
● Always use rubber gloves, rubber boots, and an insulation mat when doing
electrical work.
● Tag the power supply switch when doing electrical work.
● (ex. "Do Not Turn on Power: Maintenance Work")
● If someone turns on the power while maintenance work is being done, and
accident could occur.
● Operate switches with the right hand while holding the left hand back and always
from the body.
● Station people in such strategic places as near the switchboard in order cut off the
power immediately if an accident occurs
8 MAINTENANCE
8.1 General
Maintenance serves to preserve trouble-free operation and achieve the longest possible
working life of the switchgear. It comprises the following closely related activities;

When carrying out all maintenance work, the regulations in the country of installation
