In our subject CE 503, we are required to attend a seminar than must be

related to our course and for that to be obtained, we organized a seminar

last May 20,2019 held at room EB 208 with a title seminar on Planning,

Design, Construction and Maintenance of DPWH Projects. Our guest speaker

is an alumna of Easter Visayas State University and is currently working at

the Department of Public Works and Highways. He is Engr. Ress L. Acero.

One of the requirements of CE 503 is to be part of a seminar or a field trip for

us to learn specific knowledge that may be applied to our line of work in the

future. In connection to this we organized a seminar last May 20, 2019

entitled seminar on Planning, Design, Construction and Maintenance of

DPWH Projects pertaining information on planning, design, construction and

maintenance of DPWH projects which was enlightened to us by Engr. Ress L.

Acero. Engineer Acero is an alumna of Eastern Visayas State University and

is currently working in Department of Works and Highways Samar 1 st district

engineering office as an Engineer II.

The idea of project management is quite simple; a group of people are

detached from the company and given a goal to focus their efforts on. The

size of the group is entirely dependant on the size of the company. 1


He started with the topic of construction project or normally referred to as a

project. It is a series of activities or tasks co-related with each other to finish

a project. He explained to us the process and the paper requirements for

conducting a project. And how an engineer manages the project considering

the schedules, labor force and the cost of the project as a whole.

In the afternoon the speaker further discusses about the Environmental

Impact Assessment and Contract Management. He also highlighted about

honesty and integrity in the workplace. It is difficult to determine precisely

the value of losses through corruption. Reducing corruption and inefficiency

in the construction sector is a complexgovernance challenge, and reforms

are necessary on a range of fronts. I have focused on lowest price bidding

and project preparation as they are often neglected, but other reforms such

as improving transparency and accountability, strengthening professional

standards and quality management are equally as important and deserving

of attention. It is essential that the institutional realities are taken into

consideration when deciding the combination of reforms that are appropriate

in any particular economy2
