1.0 GENERAL
This specification, together with instrument specification data sheet, defines the minimum
mandatory requirements for Sea Water / Process Water / Potable Water / Industrial Waste /
Sanitary Waste Water meters used for billing purposes and process flow measurements.
The specification described in this section covers design, furnishing, installation and testing
of water meters for the Power and Water Utility Company for Yanbu (MARAFIQ).
The governing specification will be the Process Industry Practice (PIP) PCCFL001 "Flow
Measurement Design Criteria" (August, 2006) with the additions, deletions, and
clarifications described in Section 3.0.
2.0 REFERENCES
The selection of material and equipment, and the design, construction, maintenance, and repair of
equipment and facilities covered by this specification shall comply with the latest edition of the
references listed below, unless otherwise noted.
The following sub-sections indicate additional requirements which were not addressed in Process
Industry Practice (PIP) PCCFL001. These sub-sections represent requirements specified in addition
to PIP PCCFL001 "Flow Measurement Design Criteria" (August, 2006).
Water meter design, application, fabrication, factory testing and calibration, and field
installation shall be in accordance with MARAFIQ reference specification stated in section
2 and approved installation practices. It shall have sustained accuracy, long life and
minimum maintenance.
Meter accuracy shall be as defined for each type process flow meter in the respective
technical specification section.
B. Environmental Conditions
The flow meter and associated accessories shall operate continuously under the ambient air
temperatures and humidity described herein without any degradation of the manufacturer's
guaranteed performance.
C. Temperature
Instruments and control systems shall operate continuously under these ambient air
temperatures without any degradation of the manufacturer's guaranteed performance.
Notes:
1) "Sheltered" refers to permanent, ventilated enclosures or buildings, or
permanently fixed sunshades with a top and three sides.
2) For instruments which dissipate internal heat and are installed in custom
engineered enclosures (e.g., enclosures not included in the original manufacturer's
temperature certification), an additional 15°C shall be added to the above maximum
temperatures. An example, for "indoor air conditioned" installation, the equipment must
perform at 35 + 15 = 50°C. Similarly, for the "outdoor unsheltered" case, the equipment
shall be designed for a maximum operating temperature of 65 + 15 = 80°C.

3) For outdoor installations only, the designer can take credit for forced or passive
cooling to eliminate or reduce the 15°C heat rise. For example, if vortex coolers are used,
the heat removal capacity of the coolers may be subtracted from the generated heat. No
more than 15°C reduction in temperature will be given as credit. The designer shall
substantiate his claim by providing the support data and calculations.

Flow direction shall be indicated by an arrow on the meter body and/or by the words IN and
OUT on the piping connections.
Flow metering shall have remote communication (radio, wireless, Bluetooth, GPRS, etc.)
modular provision to interface with central facilities for smart metering at a future date.
Refer to following sections and attached data sheets for exact application. The remote
communication provision shall be open protocol to interface to wide range of AMR
solutions. The smart meter shall have following capabilities and features as minimum:
Operational alarms such as monitor leaks, no flow, backflow and low battery
(battery life > 10 years)
Provision for hand-held data collection, making meter reading more efficient and
cost effective
A. General Requirements
All instruments and associated items shall be of heavy-duty industrial type and shall be
suitable for use in the stated environment.
Tried and tested equipment shall be used, that is, minimum of three years of successful
operation. Instrument specified shall generally not be approaching obsolescence and shall
have maintenance spares available for a period not shorter than 20 years.
Ultra-sonic flow meter shall have overall accuracy of ± 0.5 % of rate. The range of
instruments shall be designed to measure seawater flow as specified in the data sheet for the
customer.
Sea water sensor shall be two pair clamp-on, transit time traverse-simultaneous method 4
path measurement type ultrasonic flow meters for the accurate measurement of flow. The
sea water sensor enclosure rating shall be IP68 with temperature tolerance of 85°C and
60°C water.
The flow sensors shall be supplied with all necessary equipment, parts, and accessories such
as clamping, fitting, acoustic sealing, pipe clamping material, alignment tools, cables and
instrumentation for installation over the seawater supply pipeline in a concrete pit
environment.
The transmitter shall be "smart" type with built in diagnostics, digital display, linear 4-20
mA DC output, pulse output, and serial interface capability.

A local flow indicator totalizer/integrator with digital indicator shall be supplied. Indicator
shall be scaled to display in m3/hour.
Meter maximum used in flow calculations shall be taken as 20 percent above the maximum
design flow rate.
Smart transmitter shall be provided with pulse/serial outputs and configurable damping for
analogue output, interconnecting cables with connectors for both ends, SS PVC coated
liquid tight flexible conduits for chamber interior mounting; cable tie mounts with adhesive,
clamps, sealant for cable holes in each concrete pit wall to connect with instrument
enclosure at ground.
The transmitter is used to operate two sensor pairs which are installed on the same pipe with
mounting and acoustic accessories.
C. Cabinets
The instrument and RTU cabinets shall be a freestanding, front access, rigid, self-supporting
structure for mounting on a concrete foundation. The entire field mounted instrument
cabinets shall have NEMA 4X/IP65 enclosure.
The doors shall be single-swing with a viewing window. The door edges shall be turned
back 90 degrees for rigidity. All door hardware, hinges, T-handle, latches and locks shall be
stainless steel.
All door locks shall be keyed alike. A set of four master keys shall be provided that can
open any instrument cabinet.
The cabinet frame, components and instruments shall be able to withstand, without any
damage, all stresses encountered in the process of handling, shipping and installation.
All components and devices in a cabinet shall be mounted in a manner so that necessary
adjustments and removal can be performed easily and without disturbing adjacent parts.
Front accessible adjustments and test connections shall be used on instruments frequently
requiring tests or adjustments.
Appropriate brackets or sub panels shall be provided for all devices and components
mounted inside the enclosure.
Cabinets shall be supported with uni-strut channel 6.2 x 50mm (A-1202 AL) such that flow
indicator is at a height of 1600 mm from concrete floor.
A sunshade shall be provided, fully covering the cabinet to an extent of 50 % over on all
sides.

Channels shall have grouting provision at the base, with four bolts.
A white heat and moisture resistant, non-metallic terminal marking strip shall be provided
on each terminal block and the terminals shall be identified exactly as they are on the wiring
diagrams.
Flow Cabinet
Transmitters, arithmetic unit, indicator and totalizer shall be mounted in the cabinet and
completely wired internally in the enclosure and to the terminals.
Provide the interconnecting cables / conduits from transducers and repeaters to converters
and transmitter, including clamping and sealing in pit.
Provide the flow signal cabling and conduit from instrument enclosure to RTU cabinet.
Cabinet shall have a see-through for noting the reading without opening the door.
RTU Cabinet
The transmitter and radio equipment shall be installed within a NEMA 4X cabinet. The
cabinet shall be suitable for installation in the area classification as identified in the
hazardous area classification drawing of the plant.
Cabling
Analog signal cabling shall be 2C x 1.5 mm2, twisted pair, and shielded, 300V, XLPE, fire
retardant.
Connectors-lugs for power and instrument conductor terminations shall be tin plate copper,
ring tongue, compression crimping with insulated sleeve.
RGS, PVC coated conduit 50 mm Ø with bushing shall be used from foundation base to
cabinet cable entry points.
Provide the coaxial cable and conduit from RTU cabinet to YAGI antenna.
Power supply and signal wiring shall be in separate channels in the cabinets and in the field.
D. Radio System
Provide the compact RTU, cabinet, installation arrangements, radio modem, antenna, power
supply, circuit breaker, terminals, supply / signal / RS-232 wiring, grounding, lock
arrangement, sun-shade, accessories etc.
RTU
Connection arrangements to signal processor in RTU cabinet, signal processor, RTU, radio-
modem, with power supply and grounding arrangements mounted in proper NEMA 4X
IP65 rated cabinet.
A suitable data modem working in the frequency range of 300MHz to 360MHz as per CITC
requirement shall be provided. Presently the new frequency change has been implemented
in the existing sea water flow meters for industries with the tuning range of 340 MHz to 345
MHz with channel spacing of 12.5 KHz as per letter from CITC. The existing data modems
used are SATEL make. The complete details of the modem, antenna, and other
appurtenances are provided in the document UCS-EB-584 and project PY-10WG04. See
below in reference the CITC approval.
Antenna
Provide the antenna, antenna tower with support, cabling to antenna, grounding and
connections.
Provide the YAGI antenna with supporting pole, supporting wires, lightening protection and
grounding arrangements, etc.
Repeaters
E. Interfaces
The specification covers interfacing with power supply in the local area and system
metering in Central Control Building 13. The flow rate indications shall be transmitted and
integrated with DCS facilities in MARAFIQ CCR. Remote flow integration shall be
performed of this signal in DCS in addition to local flow totalizer.
Signal transmission work shall be carried out for remote flow signal display in MARAFIQ
designated area in Central Control Building 13 and in future to smart metering facility (to be
envisaged later).

An existing DCS I/O PCU is located in Building 23, Cabinet 23U01. It is a radio master.
The radio modem is manufactured by SATELINE 2ASxE. This radio master has the
following tasks:
The existing Unified Control System (UCS) is interfaced with RTU by serial
link constituted by Multi Function Processor (IMMFP) installed in Cabinet
13U61/U62 , the necessary software to perform the RS232 Modbus serial link
and to integrate the flow measurements. The flow totalizers are made available
in Operator Interface Unit (OIU) located in seawater cluster area in CCR.
For new sea water flow metering project the necessary configuration shall be
implemented in UCS/DCS.
F. Acceptance Criteria
The installed metering facility will be proven to have an accuracy of +/- 0.5 % of actual
rate.
For all specification purposes and ordering of ultrasonic flow meter, the data sheet MQ-DS-
I-7604 - Ultrasonic Flow Meter shall be used.
This section covers flow metering for potable water and process water to industries and
domestic customers. The flow meter to industries and domestic customers shall be smart
type as described in the respective section for future smart metering requirements.
Use the following table for selection of suitable meter size for a specified pipe diameter.

Removable mechanism
The flow metering shall consist of the following field mounted meters, as a minimum:
Potable water and process water to industries flow metering shall be combination /
Woltmann-type bulk flow meter designed for measuring bulk flows of potable and process
water for revenue billing in commercial or industrial applications and distribution system
monitoring, providing conformity to IP68 protection rating and shall be with the overall
accuracy of ± 2.0 % rate of flow. The range of instruments shall be designed to measure
potable water and process water flow as specified in the data sheet for the customer. The
meters shall have AMR. Remote data transmission shall be selectable by optional module.
See Section 3.1F.

Potable water domestic flow metering shall be volumetric cold water smart flow meter with
no moving parts (such as fluidic oscillation technology) designed for measuring potable
water for revenue billing in residential and distribution system monitoring, providing
conformity to IP68 protection rating and shall be with the overall accuracy of ± 2.0 % rate
of flow. The range of instruments shall be designed to measure potable water flow as
specified in the data sheet for the customer and shall have AMR. Remote data transmission
shall be selectable by optional module. See Section 3.1F.
D. Acceptance Criteria
The installed metering facility will be proven to have an accuracy of +/- 2.0 % of actual
rate.
For all specification purposes and ordering of potable / process water meter, the data sheets
MQ-DS-I-7603 – Turbine Flow Meter and MQ-DS-I-7650 – Volumetric Cold Water Smart
Flow Meter shall be used.
3.4 Industrial Waste Water and Sanitary Waste Water Flow Meters
This section covers all flow metering for industrial waste water and sanitary sewer water to
industries. The flow meter shall be smart type as described in the respective section for
future smart metering requirements.
A. General Requirements
All instruments and associated items shall be of heavy-duty industrial type and be suitable
for use in the stated environment.
Tried and tested equipment shall be used, that is, minimum of three years of successful
operation. Instrument specified shall generally not be approaching obsolescence and shall
have maintenance spares available for a period not less than 10 years.
The following equipment/system shall be designed and manufactured using high grade,
non-corroding materials in the subject application / critical areas:
Include testing of flow meter transducer/sensor on the SS flow tube and calibrating the flow
on offsite location.

The flow meters shall measure flow in the Industrial Waste Water (IWW) and Sanitary
Sewer Water (SSW) to industries. The installed metering facility will be proven to have an
accuracy of ± 1.0 % of actual for Industrial Waste Water and ± 2 % for Sanitary Sewer
Water. The range of instruments shall be designed to measure flow as specified in the data
sheet for the customer with enclosure rating of IP68 and shall have AMR. Remote data
transmission shall be selectable by optional module. See section 3.1F.
Ultrasonic flow meters shall be suitable for the measurement of flow of IWW and SSW in
either partially filled or completely filled pipeline along with all the accessories, necessary
hardware and software.
The sensors shall have corrosion resistant mounting arrangement for fixation. The enclosure
rating of sensor shall be IP68, with ambient temperature tolerance of 85°C and 60°C water.
Sensors shall be suitable for installation over the pipeline in a concrete pit environment.
Ultrasonic flow meter comprising of velocity sensor and level sensor integrated as
combination for determining the flow in full or partially filled pipe. The sensors shall have
corrosion resistant mounting arrangement for fixation.
The transmitter shall be a "smart" type with built in diagnostics, digital display, linear 4-20
mA DC output, pulse output, and serial interface capability.
A local flow indicator and totalizer/integrator with digital indicator shall be supplied.
Meter scale maximum used in flow measurement shall be taken as 20 percent above the
maximum design flow rate.
Tamper resistant: The security system of the flow meters shall be industry standard which
shall prevent user/operator to roll-back and alter the data or manually feed data into the
totalizer reading.
Transmitter shall have velocity-flow and cross sectional calculation (based on level)
software.

Cabling

Presently, there shall be no power supply interface with existing facilities. Power needs are
supposed to be met by battery (Solar powered). Similarly flow signal will not be transmitted
to any other system, but only shall be available locally till Smart metering is envisaged. The
readings shall be down-loadable to hand-held remotely using standard AMR methods.
Cabinet shall include instrument and battery pack compartment with sunshade and
accessories.
D. Acceptance Criteria
The installed metering facility will be proven to have an accuracy of ± 1.0 % of actual rate
in respect of Industrial Waste Water and ± 2 % in respect to Sanitary Sewer Water.
