Civil Service Commission Regional Office VIII

March 4, 2020

DR. DOMINADOR O. AGUIRRE JR.

University President
Eastern Visayas State University
Tacloban City

Dear President Aguirre:

The Civil Service Commission (CSC) Regional Office VIII will conduct a live-out Seminar-Workshop on
PRIME-HRM Maturity Level 2: RSP and L&D on March 16-20, 2020 at the CSC RO VIII Human Resource
Center, Government Center, Palo, Leyte.

This five-day seminar-workshop aims to enable HRM Officers and staff, and of the HRM committees or
bodies (i.e. Human Resource Merit Promotion and Selection Board and Personnel Development
Committee) of public sector agencies to help said agencies determine their RSP and L&D system’s current
state and develop their Agency Action Plants to attain PRIME-HRM Maturity Level 2.

The core HRM system cover the essential people requirements of Attraction, Engagement, Performance,
Motivation, and Retention of any organization. By recognizing these organizational gaps in the areas of
practices and systems, key agency stakeholders can then map out strategies that should result in the
improvements in their HRM systems and practices. Agencies found to excel in crafting and implementing
HRM systems may be conferred the Certificate of Recognition, Bronze Award, Silver Award, Center for HR
Excellence, and the Gold/Seal of HR Excellence Award. In committing to best HRM practices, and agency
may be given a certain degree of autonomy through accreditation and/or deregulation.

Participants to this five-day seminar-workshop are entitled to Forty (40) Leadership and Managerial training
hours.

In this regard, we encourage you to send your HRM Officers and staff, Department Heads, Division Chiefs,
all line Managers, members of your agencies’ HRM Committees (i.e. HRMPSB and PDC) to attend said
training program. A training fee of Ten Thousand Pesos (₱10,000.00) per participants shall be collected to
defray expenses for food (two snacks and one lunch per day), venue, handouts, and other training
materials. The same should be made payable to the Civil Service Commission Regional Office VIII.

Attached is a nomination form which your office may reproduce for the purpose of abovementioned. Please
forward the same to this Office as soon as possible, or call us at telephone number (053) 8888-1811 for
queries and/or additional information. Nominations, however, will be treated on a first-come-first-serve
basis.

In cases of failure of confirmed participants to attend the training, the participant(s) shall be charged 80% of
the training fee. This is resorted due to preparations and actual costs already entailed for the participant(s),
like the printing cost of course manual or materials, kits, and catering service. Hence participant(s) who
wishes to cancel his/her reservations for valid reason(s) and duly approved by the agency head, shall
inform the CSCRO VIII-HRD at least seven (7) days prior to the conduct of the training.

Thank you for your demonstrated concern for the development of the human resource in your agency.

Very truly yours,

VICTORIA F. ESBER
Director IV
