1.00.00 INTRODUCTION

M/s Nuclear Fuel Complex (NFC), is in process of setting up new fuel fabrication facilities at
Rawatbhata, Kota, Rajasthan which will be called as Nuclear Fuel Complex, Kota. The NFCKota will
have a 500 Tons per Annum (TPA) PHWR Fuel Fabrication Facility (PFFF) and a 65 TPA Zircaloy
Fabrication Facility (ZFF) (in Phase-I). The PFFF will have two modules of250 TPA each consisting of
two units of Powder, Pellet & Assembly and one unit of Tube preparation section. The project will
also be equipped with all the required utilities, infrastructure facilities and the waste management
facilities. This document constitutes scope of Storage Tanks & Vessels for the Natural Uranium
Oxide Powder (Wet & Dry Sections) for both the modules and associated chemical handling
facilities as a part of PHWR Fuel Fabrication Facility (PFFF).

2.00.00 INTENT OF SPECIFICATION

2.1.00 This specification is intended to describe the scope of supply and services, and the minimum technical
requirements of equipment’s / systems in order to ensure that the system is capable of continuous
operation with a high degree of reliability and to the satisfaction of the Purchaser / Owner.

2.2.00 It is not the intent to specify completely herein, all details of design and construction of the
equipment. However, the equipment shall conform in all respects to high standards of engineering,
design and workmanship and be capable of performing in continuous commercial operation up to the
BIDDER’s guarantee in a manner acceptable to PURCHASER, who shall interpret the meaning of
drawings and specifications and shall be entitled to reject any work or material which in his
judgement is not in full accordance therewith.

2.3.00 The bidder shall carry out all work in accordance with the scope of work and technical requirements
briefly elaborated in this specification and other sections of the Owners specifications.

2.4.00 Unless otherwise specifically excluded in this specification, the bidder shall be responsible for supply
of all materials, equipment’s / systems within the terminal points, in order to make the system
complete to meet the intent of the specification.

2.5.00 Bidder shall comply with the requirements of this specification and shall indicate deviations if any in
the “schedule of deviation”.

3.00.00 CODES AND STANDARDS

3.1.00 All equipment, system and services covered under this specification shall comply with all currently
applicable statutes, regulations and safety codes. Nothing in this specification shall be construed to
relieve the bidder of his responsibility.

3.2.00 The standards not indicated in the specification are also acceptable, if they are established to be
equal or superior to the standards indicated in the specification.

3.3.00 In the event of any conflict between the codes and the standards referred to elsewhere in the
specification and the requirements of this specification, more stringent of the two shall govern.

3.4.00 All codes and standards referred to in the specification shall be understood to be latest version on the
date of offer made by the Bidder unless otherwise indicated.

4.00.00 SCOPE OF WORK AND SERVICES

SCOPE OF WORK

4.1.00 General

This section details the scope of supply and services to be furnished by the bidder under this
enquiry. Unless specifically excluded in this section, any item not indicated but required for
completion of the system (within terminal points) shall be deemed to be included in the scope of
the Bidder.

4.2.00 Scope of Work

The scope of work shall include but not limited to the design, engineering, manufacture, assembly,
testing & inspection at manufacturers works, cleaning, coating, shop painting, proper packing and
loading, transportation and delivery to the site, complete supervision of erection, testing and
commissioning at site, supervision of performance guarantee testing and successful
commissioning at site, supply of mandatory and commissioning spares, consumables and
chemicals, special tools & tackles for TILTING & DRUM TRANSFER UNIT including all accessories as
required for successful operation.
The scope shall also include preparation of all drawings and documents & obtaining approval from
Owner.

4.3.00 MECHANICAL

4.3.1 TILTING & DRUM TRANSFER UNIT

Supply of Complete Tilting & Drum Transfer Units including Power Roller Conveyors, Elevators,
Robotic arm/ Manipulator, Davit, Conical Hoppers, Tilting units (3 NOS) and its accessories as per
Technical Specification and Drawings as a set/unit.
Number of Set/unit requirement = 2 sets ( i.e one for Module 1 and one for Module 2)

5.00.00 ELECTRICAL

5.1.00 Kindly refer ATTACHMENT-1 for electrical scope of work.

7.00.00 SCOPE OF SERVICES

The bidder shall provide the following scope of services.

7.1.00 Carrying out Shop Testing and Inspection at manufacturer works. Acceptance testing of the
Equipment and its Accessories for confirmation of performance requirements

7.2.00 Bidder’s scope of services shall include erection, testing and commissioning of complete tilting and
drum transfer unit including all associated electrical, C&I works.

7.3.00 Arranging approval of quality assurance plan (QAP) from Purchaser/Consultant and submission of all
applicable test certificates.

7.4.00 Arranging approval of Drawings/data-sheets from Purchaser /Owner/Consultant.

7.5.00 Carrying out all Quality Assurance checks as per approved QAP.

7.6.00 Arrange for access of Purchaser’s representative to manufacturer’s works for different specified stage
inspection & testing and periodical progress supervision as per Purchaser’s requirement,
material/equipment dispatch, and transportation of all the items to site.

7.7.00 Bidder shall supply all paints and accessories and carry out the painting of all the equipment at shop
and field as required as per specification.

7.8.00 Bidder shall furnish drawings, data sheet, information, technical catalogues, test certificates and other
details as indicated elsewhere in this specification to establish the proveness, capability and
performance of the equipment offered and obtain final approval from the Owner before
manufacturing clearance.

1. The word ‘set’ means the quantity required for full replacement of that part in one
machine.
2. The Bidder shall quote for all the mandatory spares required for maintenance as applicable
to the proposed design of the equipment.
3. Spare parts shall be identical in all respects to the parts fitted on the main equipment,
including dimensions, material of construction, testing & heat treatment.

9.00.00 ERECTION & COMMISSIONING SPARES

Bidder shall include in his scope, sufficient spares required for commissioning of each equipment
item as per bidder’s experience/ recommendation & furnish a list for the same during detailed
engineering stage. If, however, any additional spare is consumed over and above the listed
commissioning spares, during commissioning, the same shall be provided free of cost, by the
bidder.

10.00.00 SPECIAL TOOLS/ TACKLES

Special tools and tackles required, if any, for erection, site assembly & maintenance of equipment
as recommended by equipment manufacturer shall be included by the bidder in his scope of
supply.

11.00.00 RECOMMENDED SPARES FOR TWO YEAR NORMAL OPERATION

Bidder shall submit item wise quotation for recommended spares for 2-year normal operation
over and above the mandatory spares with part no, name of the part, cost and recommended
quantity of spare against the installed quantity. These spares are to be separately quoted & not
included in basic scope of supply of contract.

12.00.00 PAINTING / CORROSION PROTECTION

Protection & painting of TILTING & DRUM TRANSFER unit shall be as per Section IV (Painting
specification) of this document.

13.00.00 TERMINAL POINTS

Mechanical it is Up to Conical hoppers


Electrical : 415V, Power supply at bidder supplied distribution panel located at ground level.

14.00.00 EXCLUSIONS

14.1.00 1) Drums (Raw material drums), Dissolution Tanks, Monorail.

2) Primary ventilation system, Vendor to provide location point for taking Exhaust fumes.
3) Incoming cable to Bidder supplied 415V PDB

15.00.00 QUALIFYING REQUIREMENTS

15.1.00 All TILTING AND DRUM Transfer unit shall be having adequate design, engineering, packaging,
manufacturing and testing facilities. Offered unit shall be within the manufacturing range of the
bidder, shall have sufficient proven track record without any problems

15.2.00 In support of the above, contractor to submit general reference list for all the offered SET/UNIT
indicating the capacity& design parameters along with year of supply / commissioning.

17.1.00 The information to be furnished along with the technical offer by the bidder shall include but not be
limited to

a. Signed copy of complete technical enquiry specification.


b. Signed Deviation List (Refer Annexure B)
c. Signed & duly Filled Technical data sheets
d. General arrangement & foundation drawing showing arrangement of TILTING AND DRUM
Transfer unit as well as all associated equipment along with interface details, maintenance
space, table of termination points etc. location, foundation bolt pocket dimensions, foundation
load data (static & dynamic), recommended grout thickness
e. Cross sectional drawing of individual equipment.
f. List of Mandatory spares (Indicating exact name of the part, part no and material of
construction.)
g. Quotation for recommended spare parts for two years of normal operation (Indicating exact
name of the part, part no and material of construction)
h. General Reference list for all the offered equipment models.

17.2.00 Documents shall be provided after award of order during detail engineering.
