Competency Based Training and Assessment (CBTA)

• Safety - Sound pilot competencies provide the CBTA is an holistic approach to pilot training

Differences:
Traditional training v CBTA training
Separated theoretical and practical training

summative assessments at milestones
Prescriptive hours based courses
Output directed, iterative, ISD driven course design

Prescriptive regulation and oversight
Performance based oversight with focus on course quality and effective
processes

Requirement for CBTA pilot training courses that:


• Continuously develop the pilot competencies with integrated TEM
• Are based on ISD methodology with each phase being output driven, and
• Utilise education best practices and supportive technology

TK EASA exams and KSA competence assessments
EASA electronic subject exams, plus formative and
summative ‘Area 100 KSA’ assessments:
• cover across subject application and pilot
competencies
• designed and conducted by ATO
• assessed at the ATO using word pictures for
determining competence grade
• student debriefed by the ATO, to include
strength, weaknesses and action for future
improvement
• student must have achieved ‘Satisfactory’ grade
or higher in summative assessments and pass
mental maths test before final ECQB exam

CBTA in ab-initio training

A broader approach to training that:


• develops the pilot’s competencies and application of TEM from the start of training
• requires course design to consider and integrate ground and flight training topics
• uses range delivery methods to drive understanding and application
• engages, supports and motivates the training pilot to exceed ‘satisfactory’ grades
• provides supportive and facilitative debriefing of assessments and flights, covering strengths,
weaknesses and how to improve further

Further needs/issues:
• grading tools and data analytics
• instructor and assessor training (critical with decreasing experience level in FI groups)
• ATO risk assessment to be an early implementation step of CBTA in practical flight phases
