Competition on the Future of the Eastern Partnership Policy for the Ministers of

Foreign Affairs
Moldova is a parliamentary republic with a post-socialist legal system. A small part in the east of
the country Transnistria has separated and controversially proclaimed it’s independence. The
declaration of independence and adoption of the Constitution Act, 1994, opens real opportunities
for change of regime for the transition to a different model of functioning institutions of state
power, criminal defence to market economy. Many elements of the post-Soviet Union system are
still present in practice, as well as in various legal provisions. After independence has started to
build the state Moldova, people declared themselves, as democratic state of law. I find that the
most important European values are: human rights, democracy, rule of law and market economy.

Firstly I think we should understand what is policy. A policy is a set of ideas or plans that is used
as a basis for making decisions, especially in politics, economics, or business. This definition can
help us to legitimate the order in Eastern Europe and to create a vision about greater legitimacy
especially in multiethnic countries. The principles that show perfectly the unstable nature of
Eastern Partnership Policy are: transparency, partnership, participation, proportionality,
subsidiarity, efficiency, inclusiveness, openness. Another step is to establish basic areas which
were considered very important in our essay: the economy, agriculture, law, politics and society.

In the practice we find different assessment from the European structures of the state policy of
Moldova and the Baltic countries. I choice this model because is the result of factor analysis.
Both sides came at the same time under the same arrangement. No other country had the right to
own foreign policy because even if called union of sovereign states, the Union republics,
elements of the Union of Soviet Socialist Republics had the status of a subject and the political
administrative center, located in Moscow, decided all issues and monitoring all social life, so the
republican authorities take no decision without consulting the central authorities. I think after
these actions it is very difficult to establish managers patriots that would be able to define
national interests and to make efforts to meet them. If we read in the plan of actions between
European Union and Republic of Moldova that give a good statement “The Baltic States have
clearly opted for accession to the European Community States and NATO, while the heads of
institutions of the Republic of Moldova have proposed the development of mutually beneficial
relations on all levels”. From these point of view, we can determine that Republic of Moldova
and the Baltic states led to the establishment of different attitudes towards them from the
European Union institutions.
