Dear Tax payers and Residents of Valley Country,
We are the board of directors that oversee the
Glasgow City County Library and we are writing you
today to ask for your vote to renew our operations mill
The current library as we know it was a joint venture
between the City of Glasgow and Valley County that was
set up in the mid 1960’s to fund the newly constructed
library building. Its mission was to give everyone access

Remember the Important Things

When you live on a naval base, twice a day
everyone freezes in place. Across the military base
our national anthem is played at 8:00am, and then
‘Colors’ is played later at sunset. The music is always
trumpets over distant loudspeakers. Everyone
outside comes to attention and holds their salute
for the duration of the song. It seems like the whole
world stands still to remember those sailors and
soldiers who fought for our freedom.
I miss that.
Remember people fought and died at a very
young age, to give us these United States we call
‘home’.
Remember these health, business, and economic
crises are this generation’s challenge, not unlike those
challenges previous generations faced.
Remember to live freely and love. We cannot
live in fear.
Each month I get a magazine from my alma
mater United States Naval Academy, and it features
the biographies of alumni who have passed away. It’s
a really cool section to read, as so many Academy
grads did amazing things in service to our country.
Following this past Memorial Day, I share with
you my favorite quote which is always featured each
month in the Last Call section. Keep in mind the
first paragraph, above, for reference:

Trump To Move Republican Convention To Golden Corral
WASHINGTON, D.C.—In a bold act of defiance
against states with oppressive coronavirus
restrictions, President Trump announced this
morning that the Republican National Convention
would be moved from North Carolina to a Golden
Corral restaurant.
Trump made the announcement while
standing outside a Golden Corral buffet.
“Many say we shouldn’t gather at buffets, but
this is a free country,” said Trump. “What’s the
point of being America if we can’t have buffets?
We might as well be a Communist country like
China, Canada, or California. Not on my watch.
Golden Corral it is.”
He spent the rest of the press conference
praising the buffet chain for its “tremendous”
food.
“Golden Corral has fantastic fried chicken.
Many people are saying it’s the best fried chicken,
maybe ever. You can dip it in the mashed potatoes
and gravy, and it’s just, it’s just incredible. Very
good food.”
Trump went on to say, “The dessert bar is also
excellent. You just can’t get enough of the apple
cobbler — can’t get enough of it. I guarantee it.”
The president then entered the restaurant
and sat down for the maximum allowed time,
sampling the various foods in preparation for the
convention. He was caught smuggling soft-serve
ice cream out of the buffet in his pockets and has
been asked not to return.

COVID-19 Wake Up Call
The COVID-19 viral pandemic seems to have
caught our population unprepared.
Global Free Trade leaves us susceptible to another
viral pandemic — foot and mouth disease (FMD).
Fresh and frozen meat from enzootic (infected)
countries can contain the live virus. Therefore
imported meat from an enzootic country falsely
labeled ‘product of the USA’ can be infective. The
virus is devastating, very contagious, and can cause
lasting health issues in infected animals that survive.
It spreads by air, ingestion, and contaminated objects
(sound familiar?). Improper disposal of uncooked
pork or contaminated boots arriving by air travel
(sound familiar?) have caused problems in the past.
FMD spreads so quickly that even with cutting
edge technology and knowledge we may be left
without a clear course of action (sound familiar?).
Social distancing (sound familiar?) of four miles is
suggested for quarantine. All split hoofed mammals
(deer, bison, antelope, elk, llamas, etc.) are susceptible.
Wildlife interacts with domestic livestock and crosses
borders without restriction.
The US Department of Agriculture (USDA)
is responsible for protecting the US from serious
reportable imported foreign animal diseases. According
to veterinarians attending training meetings, the USDA
thinks that importing meat from infected countries
will bring FMD to the US. They hope to control it with
vaccination. FMD virus, like the flu virus, has strains
which change constantly. Therefore stockpiled FMD
vaccine may be completely useless. Developing another
vaccine takes time (sound familiar?)
The US does not put meat from diseased animals
into the food chain, so short supplies and higher prices
would result (sound familiar?). I tried to reach the
USDA veterinarian in charge under President Obama.
She did not answer phone calls or letters. She did,
however, travel to Brazil (enzootic FMD) before we
started importing meat from there and enthusiastically
informed the press that meat processing facilities there
were equal to those in the US. At that time some JBS
(Brazilian meat processors) personnel were in jail or
charged with bribery in Brazil. Now we have imported
JBS meat processors into the US along with ‘product
of the USA’ meat from Brazil. I do not know if their
bribery habits were also imported but their habit of
huge profits certainly came with them.
I did manage to phone one USDA official and
inquire how they proposed to stop the spread of FMD
in wildlife. I was told “we have no funds to address
that.”
I phoned about a dozen non-government
organizations (NGOs), whose names proclaimed their
mission of saving wildlife and natural biologically
diverse systems. I found out:
1. How to contribute to them.
2. They need to save wildlife and habitat from people on
the land (not tourists) and domestic animals. They
promise a perfect future where diseased wildlife and
burned habitat are just part of their dream of nature
unrestricted.
Department of Agriculture Secretary Perdue is
a veterinarian. That gave me hope. However, when
I realized his bio included global agricultural, I lost
hope. Like the NGOs and foreign meat processors,
his bottom line would likely be his priority. Lately
he explained to the press that we needed poor quality
imported meat to mix with quality US beef to make
it more affordable. Have you noticed any reduction
of beef prices at your grocery store? The meat
processors have suggested we import from yet another
FMD infected country to fix their slowdown in meat
processing due to COVID-19. FMD free countries
usually do not import (the US is an exception) from
infected countries so I am sure the processors will buy
that meat cheap and sell it high.
US agriculture needs to be protected and kept
sustainable. Countries without a reliable food supply
will fail — just as they have historically failed! Famine
has side effects such as bloody demonstrations, war,
migrations, diseases, ethnic blame, etc.
We should let history be our guide and avoid the
hunger trap.

to information, education, and recreation through all
forms of literature.
While times have changed the original building
and the funding structure haven’t. Costs have steadily
increased since its inception and our once new building
started to show its age. The problem with governmental
budgets is that there is always sections that get more
focus that other parts.
When we all get tired of our cars falling into
potholes we start talking about roads over books. This
is totally natural and the way governance works but
budget items that are working get pushed to the side
and funded at current levels because there’s only much
money to go around unless taxes are raised.
In the mid 2000’s an operations One (1) mill levy
was proposed and passed by the voters for the purpose
of increasing the library’s budget just enough to keep up
with inflation. Besides this extra funding the library has
remained much the same as the day it was built.
Though in its 50+ years serving our community
many things have changes as to how the library fulfills it
mission and what rolls it plays. The traditional physical
book is now just a part of a community social resource.
The library has become a gateway to the online world.
The mission of the library has changed and adapted
over the years but the physical building was showing
its age. So five years ago the board proposed a One (1)
mill increase to the voters for a total of Two (2) mills.
The extra money was earmarked towards building
improvements and modernization. To pay for those
things that a building needs to live another 50+ years.
You the voters approved of our request and we have put
the money to good use.
Some of the bigger projects we have undertaken
are:
• Replaced the original single pane windows with
modern double pane versions.
• Replaced the upstairs lights with energy efficient
LED fixtures.
• New carpet and flooring downstairs and
throughout most of the upstairs.
• Painted upstairs and down.
• Video surveillance system for staff and patrons
safety.
• New high volume flush toilets and handicap
compliance sinks and faucets.
• Wheelchair lift on the basement stairs.
• New front entry and side aprons concrete.
Also, when the State of Montana closed the
Glasgow branch of Job Service the library became the
place where people come to access the job market. As
post high-school learning has moved to more and more
online classes the library has become the place where
students come and take official exams. Because of this
extra demand we had to make investments into the
computer and network infrastructure to carry the extra
capacity.
We could go on and on as to what we have spent
the extra mill money on. The goal has been to use it
not on the daily operation of the library but on special
improvements to make the library viable for the future.
In doing these bigger projects we have actually reduced
some of the pressure on the budget which has allowed
us to be more effective in our operation. A direct effect
is we expanded our daily hours be be open earlier in the
morning so patrons can have more access options.
We know the world has changed and this year alone
has seen some dramatic upheaval. The board is aware of
this uncertainty and while we discussed asking for more
in order to implement some of our projects fasted we
decide to just ask for the renewal of our existing levy. We
are use to being on the sidelines and we know taxpayers
are feeling the pressure. We feel that we have made great
strides and have been good stewards of your money and
with your continued support we can continue building
towards a modern library that caters to the needs of all
our residents.
So please help us on this mission and fill out
the bubble that allows the board to authorize the
continuation of our Library levy. Let’s have a library
ready for the next 50 years.
