CHAPTER ONE

1.0 Introduction

This report is about field practical on what students should be acquired through formal

learning at institute and aboutsystem administration in local authorities and matches with

the reality on what it done plastically in organization on at municipal council tort cover

field practical training conducted between.

1.1 Historical background

At the previously there were 27 ward few of them were Mwembe Chai, Mzimuni,

Ndugumbi in general there all known as Magomeni.due to increase of people and

managerial function being hard.it lead dividing from 27 ward to 34 ward in order to

simplify the work of Magomeni ward was formed again as self and small ward tan

before and also it simplified in correcting of revenues. The main purpose of establishing

ward was to

 Make great participation of people at the grass roots level of participate in local

government and the shaping of their own lives and densities.

 Increase mobilization of local resources.

 Improvement in the quality of local government

1.2 Objectives

Main objectives

The main objective of field practical training was to link theory with practical

 Enhance the student ability to community scientific in formation

 Equip the LGTI student in the practical hands on experience at local government

authorities, on –Governmental organizations and in private sector.

 Fosters and reflect the students understanding and appreciation and reflect the

students understanding and appreciation of local government management

practices.

1.2.2 Specific objective

 To gain work experience

 To expose student in to working environment.

 To create a work relationship with co-workers

 To learn new things from theory from the college to practical in the place of

work.

 To gain some challenges that arise in the place of work and in the societies and

to get knowledge about to resolving them by observing re right without biasness.

2.0 Description of the study area

2.1 Geographical location.


Magomeni ward is one twenty seven(27)ward that make up Kinondoni

Municipal Council ,.Magomeni ward was formed again as self and small ward

tan before and also it simplified in correcting of revenues.magomeni ward lies

between latitude 60 and 70 equator and between 30 and 32 east at Greenwich it is

bordered with Makuti (B) street in East,Kinondoni municipal council in

West,Idrisa street in south and Ndugumbi ward to the West.Magomoni ward lies

at an altitude ranging from 2000-3400 mat tars above the sea level. The average

temperature range between me centigrade and 30 centigrade annually. Mean

annual rainfall range from 550 to 2600 mm and firstly December up to February.

From Magomeniward up to town is 1250km. the Magomeni ward is dividedinto

five streets which are Makuti’A’, Makuti’B’, Idrisa, Dosi andSuna. The physical

feature at Magomeni ward it is flat

2.2 Social Economic Activities

Agriculture
The community of Magomeni ward engaged in small farming due to people was

own small are that help to get food. The crops grown are flood cultured

vegetables which used for business and own use.

Livestock

Magomeni ward community isengage in livestock keeping few people keeping

animal like Goat and Pigs.

Health

Magomeni ward has a hospital which enables the community to get treatment for

various diseases like malaria pandemic disease HIV/AIDS and communicable

disease like cholera also material health education and child health care was

provided to the community through the health center.

Education

Magomeni ward has two primary school namely Magomeni and Ali Hassan

Mwinyi primary school located at Usalama and Magomeni makuti. Also

magomeni ward there has no secondary school which located in the ward.

Business Activities

Few people of Magomeni ward engage in small business in municipal council.

The ward has three great centers in which shop and groceries centralized there

are Usalama market. Different commodities and material are easily accessed at

that place.

Population characteristic.

Magomeni ward has five Steet which are Makuti Amakuti B, Dosi, Idrisa,

andSuna the sum of the people who live in magomeni ward is 30706

3.0 Activity Undertaken And Findings

3.1 Activities Undertaken


The following are the activities which I have undertaking in the field practical in

magomen ward.

 To write different letters, I have writing different letters of the people

who need to open bank account, wring a letter for children who need their

birth certificate and wring letter for the people who going to the court for

attending to their cases.

 To visit magomen all primary school in order to get the list of students

name which are needed to participate in the cabinet of children who live

in hard situation

 To participate on the meeting in order to arrange project paper of research

for those who collect waste product at magomeni ward and ward

executive officer and street executive officer

 To solving different problem of people, such as solving the problem of

people who have the conflict about farm, also about marriage matters

which was arises in ward during my field work.

 To mobilizethe people to participate in development activities like

construction of schools, hospital and roads of magomen ward, in order to

increase the number of secondary schools and me to participate on the

meeting.

 To mobilize the women to participate in different group of community

developmentfor example saccos ,vicoba for their development and

improve their living standard

 To visit the different area where there is the fall down of different house

due to the high rainfall nearby Msimbazi River to giving them

encouragement and helping the people who are affected by the flood.

 To participate in the meeting about the program of the environmental

disaster such flood so the local government leader they talk with the

people who are surrounding at magomen ward

 To gathering data about the different concern with community

development, I was participating to gathering information from different

literature review and different document.

 To collect tax, with agreement of ward development committee at

magomeni ward I was directed to share with village executive in each

street to collect revenue for purpose of building laboratories at magomeni

secondary school.

3.2 Findings
According to the field I have undertaken at Magomeni ward the following are the

finding I have gather.

 I have discovered there are some of civil servant who lack the personally

and professional skills compare with the position they hold so it result to

delay in decision making problem and other time may result to consume a

lot of time to deal with those matters.

 I have gain experience about to conduct different duties and

responsibility due to my specialization where I will be employed as the

civil servant to due to the course that I have taken.

 I have gain experience about the way and procedure which must be

followed duringthe time and the preparation before to conduct a meeting.

 I have discovered that field practical training is very crucial because it

help to build experience and build the confidence to speak in the public.

 I have gain experience about the how the local government runningand

operate their duties and responsibility and the limit of the local

government to operate their duties and daily operation.

3.3 Observations
The following are the thing which I have observed during my field work.

Firstly, there is some civil servant who needs training for short course and

seminar in order toimprove their daily responsibility in order to improve their

working capacity so as to success for the organization goal.

I have been observed that hard working staff is given some percent which was

collected from the businessmen in each month.

3.4 Challenges
The following are the challenges which i encountered during my field work

Magomeni ward

 There is the lack motivation to the employee who working in the ward

where many of them they delay in the work also they are not committed

effectively to the work they performed.

 There is lack of good cooperation and interaction in the ward which is

result to failure of the objective of the ward.

 There is the shortage of budget in the ward which is result to the civil

servant to use their own cost for official purpose like buying working

instrument like photocopy,makerpen and advertisement cost, also the

insufficient of budget result to failure to many project initiated in the

ward so it result to delay in implementation of many development

project.

 There is the high rate of environmental pollution this is due to the

shortage of education about environmental conservation because many

people burn different waste product without observe the negative effect

which can result to affect the environment.

 There is the lack of supervision, I have taking my duties to gather data

directly from the people and arranged them systematically to put them in

my field report because most of the time the expert they didn’tget .

Enough time to stay in the office for example ward health officer and

community development officer.

 The resident of Magomeni most of them they lack environmental

conservation education therefore they are not take any action to ensure

they protect themselves from different disease like Cholera because most

of them they don’t put waste to the damps while they drop to the roads

and street pills which can be easily eroded by the water during summer

season

4.0 Conclusion and Recommendation

4.1 Conclusion
In general the community at Magomeni ward they may develop very fast because

many people they perfume different activities like business, agriculture and

animal keeping. Also there is the possibility to get more development due to the

are located because Magomeni ward is found at Kinondoni Municipal Council.

4.2 Recommendation
The government must ensure that there is the good working condition so as the

employeewill work comfortably

The Employee should follow the law enacted to the area without any one is

above the law.

Also the government must prepare enough budgets for the staff so as to make

different operation to be conducted and finished on time for the sake of welfare

of the organization as well as the community.

The government may ensure that there is noenough of working facility like

computer,tables,desk and bench for the easily and daily operation of the

Organization
