PILOTAGE-TOWAGE
The pilot
„ “Pilot” refers to person with specialized
knowledge of local conditions and
navigational hazards is generally taken on
board a vessel at a specific place for the
purpose of navigating or guiding a ship
through a particular channel , river , or
other enclosed waters or from a port.
The pilot
„ Pilots with local knowledge have been employed
on board ships for centuries to guide vessels into
or out of port safely - or wherever navigation may
be considered hazardous, particularly when a
shipmaster is unfamiliar with the area.

„ In addition to local knowledge and expertise,

pilots are able to provide effective communication
with the shore and with tugs, often in the local
language.
Functions of a pilot
The specific functions performed by a pilot
are ;
„ Conning the vessel from the open sea into a port
or from a port to the open sea,
„ Conning a vessel from anchorage within a port
to a berth,
„ Conning the vessel from one berth or terminal to
another within a port
„ Docking or undocking maneuvers within a port.
Towage
„ Towage is a service rendered by one
vessel to aid propulsion or to expetite the
movement of another vessel .
Kılavuzluk ve römörkaj hizmetleri
„ "Genel olarak kılavuzluk ve römorkaj hizmetleri;
denizlerde, boğazlarda gemilerin ulusal mevzuat ve
uluslararası kurallarla tesis edilmiş seyir kurallarına
göre uygun şekilde seyretmenin sağlanarak can, mal
ve çevrenin korunması, yine bu kapsamda gemilerin
limana giriş ve çıkışlarında veya rıhtım ve iskelelere
yanaşma ve ayrılmalarında, şamandıralara
bağlanmalarında, demirlemelerinde, buraları terk
etmelerinde ve herhangi bir nedenle yer
değiştirmelerinde (şifting) verilen hizmetlerdir”

Mevzuat
„ Türk limanlarına giriş çıkış yapan 1000 gros
tonajın üzerindeki Türk Bayraklı gemilerin ve 500
gros tonajın üzerindeki yabancı bayraklı gemilerin
kılavuz alması zorunludur.
The pilotage system in Turkey
„ The pilotage services in Turkey had always been
provided by the public administrations until 1990s.
„ Now there are public organization and private
organizations giving pilotage services.* Pilotage
service in the Turkish Straits is given by the public
organization.
„ In line with the worldwide understanding and
application of pilotage, only one organization or
company is allowed to give pilotage services in a
pre-designed pilotage area.
 Turkish Competition Authority
Decision
„ “the principle which permits only one organization
to give pilotage services within one single pilotage
area does not conflict with the anti-trust law
because it serves to the safety of life, navigation
and property ” and that “such duties and services
like pilotage can be carried out under the
supervision of governments, but should not be
opened to competition while there is an universal
understanding and experience that competition fails
in pilotage where the safety of life, navigation and
property are the primary regards”.
 Mevzuat
„ Limanlarımızda seyir güvenliği kapsamında
verilmekte olan kılavuzluk ve römorkaj hizmetlerinin,
kamu kuruluşlarının yanında, özel kuruluşlarca da
verilebilmesi için, ilgili Liman mevzuatında
değişiklikler yapılmış, “Kılavuzluk ve Römorkaj
Hizmetleri Teşkilatları Hakkında Yönetmelik”, 28 Ocak
1998 tarih ve 23244 sayılı Resmi Gazete’de
yayımlanarak yürürlüğe girmiştir. Halen, kılavuzluk ve
römorkaj hizmetleri, adı geçen yönetmelikte belirtilen
esaslar çerçevesinde yürütülmektedir.
 Özel kılavuzluk ve römorkörcülük teşkilatına
izin verilebilmesi için gerekli şartlar nelerdir ?
“1. Anonim veya limited şirket olarak kurulmuş özel
şirketlerin ana sermayesinin tamamının Türk
vatandaşlarına ait olması ve hisse sentlerinin en az
%51 ‘nin nama yazılı olması
2. Şirketlerin ana sözleşmelerinde “kılavuzluk ve
römorkörcülük hizmetleri faaliyetinde bulunacağının”
belirtilmesi
3. Kılavuzluk /römorkörcülük hizmetlerinde fiilen
görevlendirilecek kara personelinin ve gemi
adamlarının tamamını Türk vatandaşı olması

Private organizations

„ Private organizations, which were founded and

obtained the grant as per the standards laid by the
Maritime Under secretariat, have started to give
pilotage and towage services in Turkey at Nemrut,
Izmit, Gemlik, Toros Fertilizer, Iskenderun and
Ambarli Ports.
Kılavuz kaptan
„ Kılavuz kaptan yeterlilikleri hakkında yönetmelik
gereğince alınmış yeterlilik belgesi ile kılavuz
kaptan almanın zorunlu olduğu yerlerde gemi
kaptanına , geminin seyri ve manevrasında
danışmanlık yapan kişidir. ( Kılavuz ve
Römorkörcülük Hizmetleri Teşkilatları Yönetmeliği
Md. 3/f)
 To perform pilotage duties in a
pilotage area in Turkey, the pilot
must;
„ Have the certificate of competency for this area,
given by Governmental Body,
„ Have the certificate of authorization, given by the
competent pilotage
organization.
Pilot competency certificate
To have a pilot competency certificate in Turkey, the
candidate must:
„ Have the highest degree of master license.

„ Not be older than 45 years.

„ The candidates must successfully complete a

training period under the supervision of an
experienced pilot(s), which is around 3 months and
must be successful in the examination afterwards.
