BODY WORN CAMERA RESPONSES FROM MNPD

Director Fitcheard sent the following questions to Deputy Chief Hagar on May 22, 2020 and the MNCO
received the following responses (in red) on May 28, 2020.

Follow up questions:

• Has MNPD shared information about the pilot program to others, such as the FOP, Defense
Atty’s, Council Members, Media partners, and/or other Metro Agencies, etc.? Following the
original deployment to traffic and the community event, the only public comments or
discussion, that I am aware of, have been inquiries or responses related to the ongoing
budgetary issues.
• What is MNPD’s plan going forward to update the community on the pilot program? The MNPD
continues to plan for a full BWC/ICC deployment. When there is information to update, I am
certain we would do so.
• Has MNPD considered creating a monthly report or media release dedicated to sharing
BWC/ICC information? Any updates would be appropriately shared in a media release and/or
our social media. Also, as you know, you were added to the media release email group to
facilitate sharing of information.
• Has MNPD considered using training videos as a tool to demonstrate to the community how
the actual recording and footage looks in real-time? Yes, as is posted on our dedicated
BWC/ICC website at: https://www.nashville.gov/Police-Department/Administrative-
Services/Body-Worn-Cameras.aspx. As you may recall from the community event, the
prominent video on the website is the version shown at that event. It not only demonstrates
the equipment but also how the video appears to a viewer-in real time and a mock scenario to
help inform viewers about perspective. Also, the videos used internally for MNPD training
purposes have also been added to that webpage.
• Would it be possible for MNPD to make a demonstration video using a training or mock
incident so the MNCO can better understand how we will interface with the footage on our
system? The above referenced videos include mock incidents. I am not sure what you mean by
“interface with the footage on our system”? Please rest assured that BWC/ICC video obtained
from the MNPD is designed to play on any standard computer and has been tested to ensure
compatibility on Metro IT issued computers.
• Who is MNPD sharing audit reports, policy and program updates with. With the program
expansion paused in April due to budgetary constraints, there has not been any program
updates. Similarly, the policy remains unchanged from the version you have previously
received (and is posted on the above website).
• Would the BWC Administrator be willing to come to a COB monthly meeting to share
information about the program? I would suggest contacting Capt. Whited directly regarding his
availability.
• How many iPhones 11 were purchased for the BCW program? To date, 1,462 have been
received.
