Dear Sir,

Sub: Complaint against three Resident Welfare Associations in Mayfield Gardens N Block

1. I am a resident of N Block, Mayfield Garden.


2. In early 2012 builder left the maintenance of N Block and residents, through their RWA Sheetal
Resident Welfare Association, were paying DHBVN bills for common services like streetlight,
water pump house and other common expenses.
3. Subsequently 3 more RWAs were registered by District Registrar in N Block, namely –
a. Luxotica Residents Welfare Association (Luxotica)
b. Prayas Residents Welfare Association (Prayas)
c. Welfare Development Forum (WDF)
4. Later on WDF merged itself with Sheetal and there are 3 RWAs now in N Block.
5. From 2013 to 2017 the RWAs were paying DHBVN bills, though with delay at times. But since
January 19 the position has deteriorated. Consequently water pump house connection was
disconnected in early Feb. 2019 as DHBVN bills for December 2018 and January 2019 were not
paid. This led to unrest in the colony leading to calling police through Control Room. Ultimately,
Luxotica paid the bill and water connection restored.
6. Presently, the streetlights are disconnected since 20.06.2019 as bills raised in March and May 19
are not paid. Total dues are Rs. 2,55,510/- Water pump house bill for May 2019 for Rs. 49477/-
with due date 14.06.2019 is also not yet paid.
7. Disconnection of street lights has led to dark roads in many parts of the colony and security for
ladies, senior citizens and children are sadly compromised with this. Non payment of water
pump house bill may lead to water supply disruption also, leading to social unrest and near
violent situation as evidenced in February 2019.
8. To resolve the crisis, on 28.06.2019 a group of residents decided to approach all three RWAs,
obtain their Common Services Charges Collection and Payment accounts to see whether RWAs
have funds but not paying the bills or they have funds crunch. Accordingly RWAs were
approached and details collected. Based on same surplus funds available with individual RWAs
as on 31.03.2019 has been arrived as follows:

A. Sheetal:

Collection - 27.60 lac Payment- 21.34 lac Surplus 6.26 lac.

B. Luxotica:

Collection- 10.85 lac Payment- 9.29lac Surplus 1.56 lac

C. Prayas:

Collection- 8.81 lac Payment- 7.18 lac. Surplus 1.63 lac

9. Thus the three RWAs collectively had surplus of appropriately 9.45 lacs as on 31.03.2019 based
on the data given by them only. Yet bills to the tune of Rs. 3 lac for streetlights and water
pumping are unpaid as on date also.
10. All three RWAs were requested to discuss the matter amongst them, resolve their differences
and pay pending bills on 01.07.2019. However the bills remain unpaid now also.
11. Thus, despite regular payments by residents and having surplus funds out of such collections,
RWAs are not discharging their responsibility by paying bills and putting the residents to
hardship. This is nothing but breach of trust placed by residents on RWAs. This will also lead to
law and order situation in the colony if not addressed immediately.
12. Hence, I request you to kindly call the following RWAs , through their Presidents, to settle
their issues and make payment of pending expeditiously before any untoward incident
happens due to streetlights disconnection and impending water disconnection.
