t could take Namibia five years to
reach the target of 200,000 tests
for COVID-19 if the Ministry of
Health’s target of 100 tests per day is
the comparative standard.
Deputy minister of health, Esther
Muinjangue last week said the ministry
is planning to execute 100 tests per day
in an effort to reach the overall national
target of 200,000 COVID-19 tests
as announced by health minister Dr
Kalumbi Shangula in April.
At that pace, it will take Namibia just

calendar. It has ended face-to-face
learning for learners and teachers
until August. Since then, teachers
have been mandated to reach
students electronically through
online and social media platforms like

to consider mobile clinics or other
alternatives to pick up the pace on the
number of tests that the country can
conduct, with PathCare Namibia and
Namibia Institute of Pathology (NIP)
remaining the only approved test centres.
Namibia is currently one of the
lowest COVID-19 testing countries in
SADC. Namibia has to date done just
over 2,074 tests for the coronavirus.
In comparison, despite having similar
numbers in population, Botswana has
so far conducted 11,945 according to the
government’s website. South Africa has

13,699 rapid screening tests and 11,191
Polymerase chain reaction (PCR) tests.
With Stage 2 of the lockdown

trips and handing over these materials

working on it and then will return it.

principal will go back into those villages

“We no longer talk of mass testing or
even the testing of 200,000 people as we
realized that this will practically not be
possible in terms of not only time issues
but also resources, including human

reduced education budget due to free
education in Namibia has also impacted
schools’ preparedness for e-learning
measures. Although leaners’ access to
electronics like computers has always
been a perceived problem in Namibia,
Amukana said that budgets cut have
meant that schools were caught off

hen it comes to fighting
COVID-19 abroad,
the U.S. has been the
most generous nation in the world,
committing $900 million to global
health, humanitarian and economic
programs in 120 countries,
according to the State Department.
The money goes to international and
local aid groups and health facilities
in country.
But there’s a catch.
Aid recipients can’t use U.S. funds to
buy personal protective equipment for
health workers — masks and gloves,
for example — without prior approval

heard back from USAID.”
Last week, Hilmi says she asked a
USAID contact for an update — but
“they said they were not aware of
what the timeline and process was [to
approve the requests].”
Hilmi says she is “frustrated” by the
delay in response from the agency to
requests for PPE purchase.
“During a pandemic, we expect
things to be more nimble,” she says.
“People’s lives are at stake.”
NPR asked USAID to comment
on the reports of delays in responses
regarding the purchase of PPE. USAID
did not provide an answer, telling NPR
they could not give a reply in time for
publication.

Meanwhile, USAID, in public
statements, has emphasized the
importance of other kinds of pandemic
strategies.
In response to a question at a press
briefing on May 1, USAID acting
administrator John Barsa noted that
the COVID response extends beyond
medical supplies such as PPE and
ventilators. “There’s many things in
our toolkit to fight the pandemic. So it
is more than just equipment,” he said.
He noted that the US aid can be
used for other efforts, such as raising
awareness about COVID-19, boosting
access to water and sanitation and
improving disease surveillance.

Someone should read the
history of Prohibition in the USA
in the 1930s. It didn’t work and the
idea was dropped. In fact, it leads
to the worse gangsters, crime,

prostitution, bootleggers, drug
abuse, bank robberies and shoot

Even under apartheid, the
whites banned blacks from ‘their’
bars and uselessly tried to stop
people from enjoying a drink.
That gave rise to the plethora of

drink responsibly and are not
alcoholics. Reality check: banning
overt alcohol consumption and
sales does not prevent/cure the

alcohol is an inappropriate,
one-size-fits-all, apartheid
era ‘solution’ with puritanical
overtones. It is the wrong cure.

it. Do we have only 16 virus cases
in Namibia because we aren’t
buying Rosé wine or Tafel Lager?
I don’t think so.
People who have the disease
of alcoholism will find their drug
of choice (or substitute another),
liquor ban or not.
People who drink to cover
underlying psychological issues
are not ‘healed’ by a COVID-19
liquor sales ban. Sadness,
loneliness, heartbreak and
feelings of inadequacy remain,
ban or no ban.
People who over-imbibe to be
macho, careless, irresponsible
and reckless are still prone to such
stupidity, whether liquor can be
sold or not.
Nothing is being done to
address why those who abuse
alcohol do so. Why people
are so sad; why people are so
lonely or hopeless or miserable?
Alcoholism and depression will
are
never be completely eliminated
with or without a ban on liquor
sales.
Sorry to say this, but - whatever
temporary relief the neighbours
of shebeens are experiencing, is
an illusion. Those shebeens will
be open again soon. The late
hour noise, men urinating in
South Africa as a democratic
state but has further entrenched
corporate’s rule by proxy.
If left unchecked, private
corporate interests will gradually
undermine the very democracy
that many South Africans died
for and gradually replace the
seemingly long-forgotten doctrine
of “the people shall govern” with
a tyranny of “investors” and
“lenders”.
It is for this reason that, twenty-
six years since our transition from
white-minority rule to democracy,
over 90 percent of our wealth
remains in the hands of the top 10
percent elite.
British American Tobacco and
much of the corporate machinery,
as is the case around the world, is
not only opposed to government
regulation that threatens profit,
but further considers its private
interests (i.e. profit maximisation)
and authority as equal if not above
that of democratically elected
representatives.
It is this power dynamic and
understanding that informs the
audacity of a company that clearly
tells us that “smoking kills” to
still insist on the sale of that which
kills during a pandemic.
Their courage to go as far as
threatening our government with
legal action is founded on greed
and a sense of power under our
tyranny of the markets.
It is therefore appropriate
public, drunkards on the streets,
bar fights, and other outrages will
start once again.
Where is the public campaign
for laws banning shebeens from
residential areas? Let’s keep such
businesses away from schools,
churches and community centres.
Now, that is a permanent solution
that makes sense.
I read the comments on social
media and in the newspapers
about the decline in alcohol-
related car accidents. But is the
alcohol ban responsible for this
or was the lockdown that kept
people off the roads responsible?
Apparently, street violence has
declined since the ban on liquor
stores, bars and shebeens. But,
is that because of the lockdown
and increased police patrols or
because alcohol sales are banned?
Domestic violence incidents
have increased in the lockdown
period and that is WITH the ban
on liquor sales and consumption
in place.
Finally, I find it hypocritical
that those telling others not to
drink have home bars and liquor
stocks. They probably have an
evening cocktail, cold beer or
cabernet-sauvignon with their
dinner any time they want.
Lift the ban on alcohol sales
from liquor stores at least
(restrict the quantities that can
be bought for now). I am of legal
drinking age and I enjoy an ice-
cold Windhoek Light once and a
while. Let’s re-open, calm down,
regain our perspective and move
on.

presents an unprecedented threat
to South Africa’s post-apartheid
order.
As witnessed globally, the
pandemic’s reach will transcend
national healthcare systems and
its impact will be felt on every
aspect of human life.
It is time for us to carefully study
the past 26 years of democracy
in South Africa, guard against
the tyranny of the markets,
defend democratically elected
leadership and put the well-being
of our nation first, even if it means
risking everything.

Why men should
embrace ‘Men are Trash’

L
ook, I get it. ‘Men are trash’ sounds offensive at
first glance. Worse still, it sounds like the sort of
crass gender stereotype that feminism should rise
up against, not support and shout in the streets.
If you’re a man and you think this, I understand why. But
ultimately, you are wrong, and once you understand the
reasons why so many young women are crying, ‘men are
trash,’ you, if you have any decency, will do likewise.
Firstly, understand it’s not about you. The phrase ‘men are
trash’ originated as a rallying cry of the ‘Me Too’ movement
against sexual assault. This movement, primarily but not
exclusively made up of young women, has overturned a lot
of taboos in the last few years, and its naming and shaming
of perpetrators of sexual violence – notably movie mogul
Harvey Weinstein and singer R. Kelly – has brought rape
into the public consciousness like never before.
The Me Too movement used ‘men are trash’ as shorthand
to talk about how us men are conditioned by society into
believing sexist ideologies, how other men encourage us to
push and cajole women into sex, how films and video games
and the news are all too often from male perspectives only,
how institutions like the law and religion are more-often-
than-not biased against women.
It’s a sociological thing, and as far as sociology is
concerned, the presence of a few good men matters little,
because on the level of institutions, we don’t make enough
of a difference, or often, any difference at all.
Secondly, it’s not – primarily – about relationships. It’s
not really about how women can’t find decent husbands, or
men have cheated on women, and so on. It’s about sexual
violence. However, eventually we men do have to have a
conversation about how cheating has become so widespread
it’s not even surprising – and how we let our friends and
brothers get clean away with it.
‘Men are trash’, seen in context, is also not the crude
belief – which every thinking person should reject – that
men are inherently bad by virtue of having a Y-chromosome
or testosterone or a penis. That’s bull, not just because not
all men have penises or Y-chromosomes and women have
testosterone too, but also because it ignores the way society
and parenting and church shape us beyond nature. Maybe
we can’t change nature, but we can change all these things.
Thirdly, ‘men are trash’ came about became of the
limitations of more subtle forms of protest. Some of us men
are now calling for women to go back to these subtleties -
ironic since many of us were all too happy to ignore women
talking about ‘institutionalized sexism’ and ‘hegemonic
masculinity’ in the past.
‘Men are trash’ is the shorthand and slogan of a protest
movement, not necessarily rarefied systematic discourse
about a subtle problem. Social scientists and humanist
academics are still writing about the nuances of hegemonic
masculinity – please do Google terms like that if you don’t
already know them, and consider what this knowledge
implies for the average bloke.
Finally, paradoxically, a version of ‘men are trash’ can
be extremely empowering for men. Yes, you read that
right. Although the slogan was never ‘ALL men are trash’
or ‘Men are CONDEMNED FOR EVER to be trash’, the
bluntness of it forces each of us men to all confront times
in the past when we HAVE been trash, to question our own
socialization, to be better.
I was raised in an open-minded household and had
a liberal education, yet ‘men are trash’ and the Me Too
movement has had me asking myself hard questions about
what lay behind my attempts to be a player in the dating
game as young fellow in the 1990s, or whether my attempts
at activism for a new men’s movement in the 2000s really
achieved anything.
It’s this introspection we men need if we are to play a
useful part in the gender equality movement, and thus
challenge the many ways in which a male-dominated society
hurts us men, too.
When lockdown restrictions are lifted, and you see me
also shouting ‘men are trash’ at next year’s Slutwalk protest
against rape – know why I’m doing it, and that it does not
make me a traitor to my sex.

NCCI takes aim at Banks

he Namibia Chamber of
Commerce and Industry
(NCCI) has raised concern
over relief measures offered by
commercial banks.
NCCI Chief Executive Officer Charity
Mwiya speaking during a meeting with
the Bank of Namibia (BON) Deputy
Governor Ebson Uanguta, accused
banks not delivering on promises made
to assist businesses negatively affected
by the effects of COVID19.
“For example banks are swift in
offering debt servicing holidays, but
that such offers preclude interest
reduction. To add salt to injury by
adding administrative charges, treating
a payment holiday as a new loan or
credit facility, in doing so expecting
borrowers to incur NEW debt to service
OLD debt,” Mwiya said.
The NCCI’s CEO concerns come
after the Chamber’s Help Desk has
received increased complaints from
the organisation’s member regarding
banks.
Chamber’s Help Desk was
established to provide advice, guidance
and reassurance to enterprises large
and small.
“Some banks are now classifying
clients who were in good standing
preCovid-19, as risks unworthy of
support or debt rescheduling since the
implementation of Covid-19 lockdown
measures,” she said.
“The limping economy won’t recover,
unless a win-win situation is created.”
BON in turn drew attention
to its Determination No. BID-33
policy changes that relax regulatory
requirements, to provide relief to
banking institutions when dealing with
impaired loans and to continue lending
to the real economy, thereby stimulate
economic growth.
“BON will look into the matter and
assess if banks are indeed adopting a
BURDEN SHARING stance as was
hoped for, so that their clients aren’t
worse-off if they took-up loan holidays
than before rescheduling debt.”
NCCI and BON officials after the
meeting agreed to meet again when
the Central Bank has engaged with
commercial banks.

The kitchen: where strong bonds are built

fter years and years of mixing
every edible thing in the
kitchen with my mom to
come up with new recipes, I have
learned that the kitchen is where
strong mother-daughter bonds are
born. Nothing strengthens a girl’s
relationship with her mom better
than trying out new recipes together.
Fathers and sons should try it too! It
is all about opening up, feeling safe,
feeling supported and affirmed and
having fun.
Apart from being in suspense about
how your recipe will come out, you will
have plenty of time to share what is
going on in each other’s lives and give
some focused attention to your mom.
There is something about the kitchen
that prompts mothers to share even
their most intimate stories with their
daughters. One time while we were
trying out a new recipe, my mom told me
how she and my dad met!
I listened and to her stories curiously
while watching her hands move from a

Osteoarthritis (OA)
A joint is the place where two
bones meet. The end of each bone
is covered in a layer of rubbery stuff
called cartilage. This keeps them from
rubbing together. But cartilage can
wear away over time or after an injury.
When it’s gone, the bones hit one
another, and sometimes, tiny pieces
break off. The result is a stiff, swollen,
painful joint.
Your first move might be to do
fewer things that bother the joint in
question. Over-the-counter drugs
can help with pain and swelling. If
they don’t, your doctor might inject
stronger treatments directly into
problem areas. You can wrap joints
to protect them and stop overuse, but
this could weaken your muscles, so
don’t overdo it. Some people need
surgery, but it’s rare. Your doctor will
discuss these treatments plus others,
such as physical therapy and losing
weight.
Rheumatoid Arthritis
Your immune system is supposed
to protect you from outside germs.
Sometimes, it attacks the lining of
your joints instead (your doctor will
call this the synovium). RA is most

This chronic condition causes

Over time I also got to know how to
make puff puffs, and I developed a love
for baking. Every two days she would

school. This was normally proceeded
by hours of mom and I searching the
internet and watching all sorts baking
videos for recipes that would appeal to
us. We went from muffins, cupcakes,
plain madeira cake, round doughnuts,
until we stumbled across my favourite
flour snack-twisted doughnuts.
They are very simple and easy to
make, and they turned out really tasty
the first time we made them. Everyone
at home wanted more and more of them.
Even my dad would stand by watching
while we made them.
To all the young women girls out
there looking to feel close to your mom,
becoming cooking or baking buddies
is not a bad place to start. You’ll be
surprised how open you will be with each
other after trying out difficult recipes.
Our mothers are more free-spirited than
sleep, mood, and memory problems.
Scientists think your brain takes
normal pain signals and makes them
worse. They aren’t sure what causes it,
but it often follows an illness, surgery,
or intense stress. It doesn’t damage
your joints the way arthritis does,
though.
There’s no cure, but over-the-

bag of frozen veggies instead. Put it
on the area, but use a towel to protect
your skin. Don’t do it for more than 20
minutes at a time. If you really want to
chill a problem joint, try an ice bath.

world is greatly affected
by the global pandemic
COVID-19, restrictive measures
have been put in place.
These measures are not to cage
us, they are to keep us safe. It is
important to remember the people
who keep you going and keep you
happy or entertained.
Our friends are people we have
bonds of mutual affection outside
work and home.
A global pandemic should not
weaken the bonds we have with the
different friends we have. All of my
friends are different from one another.
Recognizing the friends you have is
important so that you do not dump
them amidst all that that happens.
Fried chicken tastes great!
F
ried chicken is food for the
soul. It is fatty and you should
not be eating it every day or
even every week. And, you should be
doing some sort of exercising every
day, drinking lots of water, taking
vitamins and eating fresh fruits and
veggies all the time. Life is about
balance.
But when it is time to chow down on
some finger lickin’ fried chicken, then
go for it! Don’t buy it someplace, (you
can’t afford it anyway) make your own.
It is not difficult.
This recipe serves 4 to 6 people. It
takes 45 minutes to prepare and 45
minutes to cook.
8 pieces chicken pieces, preferably 4
drumsticks and 4 thighs
2 tablespoons salt, divided
3 tablespoons smoked paprika
2 tablespoons ground white pepper
1 tablespoon garlic powder
1 tablespoon ground ginger
1 tablespoon celery salt
1 tablespoon freshly ground black
pepper
1 tablespoon ground mustard
2 teaspoons dried thyme
2 teaspoons dried basil
1 teaspoon dried oregano
2 cups all-purpose flour
2 tablespoons corn-starch
1 cup buttermilk
2 large egg whites
2 tablespoons vodka or other neutral
spirit
2 quarts vegetable oil, for deep
frying
INSTRUCTIONS
Place the chicken pieces on a baking
sheet and sprinkle all over with 1
tablespoon of the salt. Set aside at
room temperature for 30 minutes or
refrigerate overnight.
Combine the paprika, white pepper,
garlic powder, ginger, celery salt, black
pepper, mustard, thyme, basil, and
oregano in a large bowl.
Coat the chicken all over with half
of the seasoning mixture (about 1/2
cup).
Add the flour, corn starch, and
remaining 1 tablespoon salt to the
remaining spice mixture in the bowl
and whisk to combine; set aside.
Place the buttermilk, egg whites, and
alcohol in a medium bowl and whisk to
combine.
Working with 1 piece of chicken at a
time, dip in the buttermilk mixture to
completely coat, then place in the flour
mixture (don’t worry about letting
any excess buttermilk drain off the
chicken first). Shake the flour bowl as
needed to completely coat the chicken,
then use your fingers to press the flour
coating onto the chicken.
Place the coated chicken on
the rack and repeat dredging the
remaining chicken. Set aside at room
temperature for at least 10 minutes
and up to 30 minutes while you set up
for frying and heat the oil.
Place the oil in a large Dutch
oven, attach a candy or deep-fry
thermometer, and heat over medium-
high heat until the oil is 350°F, about
15 minutes. Meanwhile, wash and dry
the empty baking sheet the chicken
I put my friends in three different
categories. The first being those
who love constant attention and
constant “catching up”. The second
are those who are more laid back
with conversations here and there.
The last (my favorite) group are the
friends who stay a long while (months)
without keeping in touch and yet when
we do, there are no hard feelings. The
conversation still lights up.
The first category of my friends
hated the lockdown stage we had in
the country.
Their form of catching up includes
musing about all kinds of activities:
going out and seeing things; getting
dressed up; taking unlimited pictures
and having a colorful cocktail on
the rooftop of Avani hotel. And yet,
all these exciting activities cannot
happen. Restaurants only offer take
away and no sit-downs. There is no
point to get all dressed up just get a
was seasoned on. Line this baking
sheet with paper towels and fit with a
second wire cooling rack; this will be
your cooling station.
Place three pieces of the chicken
in the oil and fry, using tongs to
rotate the pieces every 3 to 4 minutes
and adjusting the heat as needed to
maintain 325°F, until golden-brown
with an internal temperature of
165°F (check by inserting a probe
thermometer into the thickest part of
the chicken without touching bone),
12 to 15 minutes.
Cool the chicken. Transfer the
chicken to the rack on the second
baking sheet. Make sure the oil comes
back up to 350°F before frying the
remaining chicken in 2 more batches.
Let cool at least 10 minutes before
serving.

Even though we cannot do all these
fun activities, I haven’t dropped them
totally. We occasionally go to the
mall to get the best of Rocomamas
burgers and fries. We communicate
on WhatsApp video calls and still
have a good laugh. Just because we
cannot do all the fun things we love to
do, does not mean we cut off the good
bonds that brought us together in the
first place.
The second group of my friends are
the laid back and occasional friends.
Staying out of physical contact with
them is not a problem. Instead of
having lunch once in a while, we send
each other videos and pictures of a
beautiful homemade lunch. We make
fun of the overcooked beef on the
plate. We compliment how beautiful
the plate looks. When we are both
available, we have a short call just to
see how we are doing.

Namibian performers.
Now, when all of this is lifted, I will
make certain to go to their shows
too. Isn’t there a way to subscribe to
something like Song Night, where
people can pay something that can
support the artists?
We are all broke, with late or half
salaries, but maybe there is something
left (other than cobwebs) in our wallets
to help artists that are entertaining us

The last group of friends I have are
those who we do not have to catch up
all the time. Most of these friends live
out of town or are a little older than
me. They have more responsibilities
and some have children to care for.
This is my favorite group because
every time we catch up, it’s always
a good time. We have the best
conversations traced back to the last
time we spoke. We speak for nearly an
hour and still have more to say right
after that. Our friendship has not been
affected much by the pandemic. We
always have new stories to tell and new
topics to discuss.
Knowing the type of friends I have
and how we stay in touch has helped
me to keep them, not dump them. We
need to remember that our safety is
important. Fun times with colorful
drinks on rooftops can wait. We can
communicate and keep in touch while
in separate places.

New Zealand’s Super Rugby teams back in action from June

N
ew Zealand’s five Super
Rugby teams will play each
other in a 10-week domestic
competition from June 13, bringing
comfort to “Kiwis doing it tough” and
inspiring a sports world brought to a
standstill by the Covid-19 pandemic.
New Zealand Rugby (NZR) made
the announcement on Monday after the
government confirmed it would take its
alert level down a notch from Thursday,
with the rate of new coronavirus
infections having slowed to a trickle.
New Zealand is the first major
rugby nation to announce a restart to
competition since the outbreak of the
novel coronavirus shredded the global
sports calendar in March.
“It’s obviously fantastic news for the
game right across the country,” NZR
Chief Executive Mark Robinson told
reporters in a video call on Monday.
“It’s been a challenging time right
around the country so if this acts in any
way to provide leadership and hope and
some inspiration to Kiwis that are doing
it tough, it will be fantastic, obviously.
“I think a lot of people around the
world are obviously watching us and
being in touch around how we’re
approaching it ... not only for New
Zealand but right around the sporting
world.
“So it’s critical we do it well.”
“Doing it well” will mean teams flying
in and out on chartered planes on match
days and playing at closed stadiums until
authorities are willing to allow spectators
back into venues.
Players will be checked daily for
symptoms and asked to be even stricter
on themselves than the country’s Level
2 alert regime that permits people to
travel, eat at cafes and go to cinemas
from Thursday.
“So we are holding them to a slightly
higher standard than the general
public,” NZR Acting Medical Advisor
Dr Deb Robinson told reporters.
“Because we really, really want this
competition to go well and they really
want to play.”
The competition has been endorsed by
Super Rugby’s governing body Sanzaar
but will have no bearing on the wider
tournament which also includes teams
from Australia, South Africa, Argentina
and Japan.
Super Rugby was suspended in March
after seven rounds and may not resume
in 2020 due to travel curbs and border
controls.
Two matches will be held on Saturdays
and two more on Sundays.
In the opening weekend, the
Highlanders will host the Chiefs in
Dunedin, with the Blues at home to the
Hurricanes on Sunday.
Defending Super Rugby champions
Crusaders will have a bye in the first
week.
Players will have a month to get fit for
the hastily arranged tournament, with
Robinson not even sure if it would have
a winner’s trophy.
NZR added that the country’s annual
provincial competition, the Mitre 10
Cup, would start with a full 14-team
championship from September 11.
However, the international schedule
remains up in the air.
The All Blacks’ July tests against
Wales and Scotland are in doubt, along
with the southern hemisphere’s annual
Rugby Championship, which starts in
August.
Robinson said NZR was still working
out scheduling for resuming women’s
competition, including internationals.
