1 SCOPE
1.1 Scope
The work covered by this specification consists of procurement all equipment, materials, installation,
and performing all operations required to furnish, fabricate, and deliver structural and miscellaneous
steel.

1.2 Definitions
Terminology shall be as follow:
MAY indicates a course of action that is permissible within the limits of the philosophy (a permission).
SHALL is mandatory an absolute requirement which shall be followed strictly in order to conform with
the philosophy.
SHOULD is a recommendation. Alternative solutions having the same functionality and quality are
acceptable.

FABRICATOR shall mean the party selected by the OWNER, or CONTRACTOR to
perform the work specified in this Specification, its Subcontractors and
its respective affiliates.

2.3 Project Requisition


R-2130-001 Requisition for Shop Fabricated Structural Steel

3 REQUIREMENTS
3.1 General
The design and fabrication of structural and miscellaneous steel shall conform to the requirements of
the drawings and of this specification. This specification shall govern when there is conflict with
referenced specifications, except that OSHA 29 CFR 1910 and local codes or those of any regulatory
agency or body shall be strictly adhered to. Any conflicts shall be immediately brought to the attention
of the CONTRACTOR.
FABRICATOR shall furnish structural steel shown on the drawings or specified herein. Items of
structural steel shall consist of, but not be limited to, those items listed in AISC S303, and the
applicable Algerian Codes and Standards listed in Section 2.1.3 and the following miscellaneous steel
items:

Erection of structural and miscellaneous steel is covered in S-3000-3130-002 “General Specification


for Erection of Structural and Miscellaneous Steel”.

Anchor bolts specification and embedded items are covered in S-3000-3120-007 “Construction
Specification for Anchor Bolts and Embedded Items”.

3.2 Materials
3.2.1 General
Structural steel furnished under this specification shall be new and first quality steel.

As requested in Requisition for Shop Fabricated Structural Steel R-2130-001, the following
information shall be submitted:

a) Certified mill test reports for structural steel.

b) Manufacturer's certification stating conformity of the welding filler materials with this specification.

c) Manufacturer's certification stating conformity of bolts, nuts, and washers with this specification.

3.2.2 Structural Steel Shapes, Plates, Strips, and Bars


(1) Structural steel shapes, plates, strips, and bars shall conform to ASTM A36, E24, EN10025 S
355JR /S275JR, GB/T1591 Q345 Grade B, GB/T 700 Q235 Grade B or equivalent unless
noted otherwise.
(2) Dimension requirements of hot rolled structural steel shapes, plates, etc. shall comply with the
following standards:
(a) Hot rolled structural section BS 4 part 1, GB/T 11263
(b) Channels and Angles BS EN 10056, GB/T 706
(c) Structural Pipes BS EN 10210-2, GB/T 6728
(3) FABRICATOR shall confirm the availability of specified material.

3.2.3 Fasteners
(1) High Strength Bolts shall comply with:
Bolt: ASTM A325M Type 1, GB/T 1231 Grade 8.8S.
Heavy Hex Nut: ASTM A563M Class 10S, GB/T 1231 Grade 8.8S.
Washer: ASTM F436M Type 1, GB/T 1231 Grade 8.8S.
(2) Mild Steel Bolts shall comply with:
Bolt: ASTM A307 Grade A heavy hex or equivalent.
Nut: ASTM A563M Grade A or equivalent.
Washer: ASTM A436M Type 1 or equivalent.
(Note: GB/T 1231 Grade 8.8S shall be applied in case of GB Standard.)
(3) All bolts, nuts and washer shall be properly identified and marked with the material grade and
manufacturer’s logo.

3.2.4 Tubing
Structural steel tubing shall conform to ASTM A500/A500M Grade B, GB/T 8162 Q345 Grade B.
Structural steel tubing shall be painted as per S-3000-13A0-001, “General Specification for Painting”

3.2.5 Pipe for Handrail


Structural steel pipe shall conform to ASTM A500/A500M Grade B, ASTM A 53/A53M Grade B,
GB/T 700 Q235 Grade B.

3.2.6 Checkered Floor Plate


Checkered floor plate shall conform to ASTM A36, GB/T 700 Q235 Grade B, BS EN 10025 S235JR
and ASTM A786/A786M.

3.2.7 Welding Electrodes


Welding electrodes shall conform to AWS A5.1, A5.17, A5.20, or A5.29, NFP22-470 or GB/T 8110 ER
50-6, with a minimum electrode tensile strength of 70 ksi.

3.3 Drawings
CONTRACTOR will provide FABRICATOR with engineering drawings for his/her use in preparation of
erection drawings. FABRICATOR shall prepare shop details, erection drawings, bills of material, and
bolt list in Requisition for Shop Fabricated Structural Steel R-2130-001.

FABRICATOR shall submit completed, checked, and reproducible shop detail and erection drawings

for review. FABRICATOR shall be responsible for the correctness of his drawings and for shop and
field fits as specified in Requisition for Shop Fabricated Structural Steel R-2130-001.

FABRICATOR will return one complete set of shop detail and erection drawings to CONTRACTOR.
CONTRACTOR will check for completeness and overall conformance to the drawings and
specifications. Fabrication and erection drawings will be returned to FABRICATOR with comments if
CONTRACTOR has any comments.

FABRICATOR shall then make changes as indicated and make distribution of drawings in accordance
with the purchase order. The bills of material shall be presented on or before the date of steel delivery
as specified in R-2130-001 “Requisition for Shop Fabricated Structural Steel”.

3.4 Fabrication
3.4.1 General
Fabrication methods shall follow the best accepted practice within the industry and shall be in
accordance with the requirements of AISC S360 or the applicable Algerian codes and standards.

Fabrication shall be performed in a workmanlike manner. Poor workmanship on prefabricated items,


even though structurally sound, will be cause for rejection where appearance is a justifiable
consideration.

Fabrication tolerances for structural steel shall be in accordance with the requirements of AISC S303
or the applicable Algerian codes and Standards.

Rolled material shall be in accordance with the tolerances specified in ASTM A6. Straightening shall
be done by methods that will not injure or weaken the material.

FABRICATOR shall obtain written approval from the CONTRACTOR for any substitutions in material
or member size.

The size of assembled pieces of structural steel may be limited by the permissible weight and
clearance dimensions of transportation. FABRICATOR shall provide field connections for such
conditions. These connection details and locations, which shall be designed to minimize field work,
shall be approved by CONTRACTOR as specified in Requisition for Shop Fabricated Structural Steel
R-2130-001.

Beams, except cantilever, shall be fabricated with the natural mill camber in the up position. Other
camber shall be as called for on the drawings and shall be done in an approved manner.

Welding sequence and procedures shall be such as to keep distortion and shrinkage within the

dimensional tolerances specified in ANSI/AWS D1.1 or the applicable Algerian codes and Standards.
Where required by the drawings, welded assemblies shall be stress relieved by heat treating.

Crane rail joints shall be staggered on opposite sides of the runway and shall not coincide with crane
girder joints.

Holes shall be provided in the tops of heavy columns for erection shackles if required.

3.4.2 Connections
(1) General
a) Shop connections shall be bolted or welded and as shown on the drawings.

b) When large elements or subassemblies of trusses, girders, and built-up members are to be field
bolted, the parts shall be shop-assembled and match-marked.

c) Plate thicknesses if not called for on the drawings shall be 3/8 in. (10 mm) minimum.

d) For galvanized steel, FABRICATOR shall indicate on the erection drawings all slip critical type
connections and note to field that surfaces shall be scored with a wire brush prior to assembly.

(2) Bolts
Pre-tensioned joints type connections must be used for all structural steel connections. For the
Pre-tensioned joints type connections, the turn of the nut method should be used or the applicable
Algerian code and Standards.

a) Bolt sizes shall be as follows:

Main members 3/4 in.(20mm) (min): ASTM A 325 (HR8.8), GB/T 1231 Grade 8.8S.

Handrail, Ladders and Stairs 5/8 in (16mm): ASTM A307 (E24) or equivalent.

Ladder cage splices 1/2 in.(12mm) : ASTM A 307 (E24) or equivalent.

Stair treads 1/2 in. (12mm): ASTM A 307 (E24) or equivalent.

b) A sufficient quantity of bolts, nuts and washers for field connections shall be furnished with an
additional 5 percent of fasteners for each bolt size (diameter and length) for waste or loss.

(3) Washers
a) When tensioning is by a power torque wrench, connections made with ASTM A 325 (HR8.8) bolts
shall have a hardened washer in contact with the element (nut or bolt head) turned in tightening.

b) Connections made with ASTM A 307 (E24) bolts shall have a plain washer in contact with the

element (nut or bolt head) turned in tightening where required by AISC.

c) Where an outer face of the bolted parts has a slope greater than 1:20 with respect to a plane
normal to the bolt axis, a beveled washer shall be used to compensate for the lack of parallelism.
Where necessary, washers may be clipped on one side to a point not closer than 7/8 of the bolt
diameter from the centre of the washer.

(4) Welding
a) Welder and tacker certificates of qualification shall be in accordance with ANSI/AWS D1.1 or NF
P22-470. Only certified welders shall perform the work.

b) Welding and welding procedures for ASTM A 36 (E24) steel shall be in accordance with
ANSI/AWS D1.1 or NF P22-470. Welding and welding procedures for all other grades of steel
shall be in accordance with ANSI/AWS D1.1 or NF P22-470.

c) Where field welding is indicated on the drawings, members in the welded connection shall be
properly prepared.

d) Material used for runoff tabs and backing straps shall be the same as the base metal.

3.4.3 Connection Design


Connection design shall be conducted by CONTRACTOR. Details shall be referred to
S-3000-1330-001 “General Specification for Structural Design Criteria”.

(1) General
Complete design information for connections are usually detailed on the drawings. In some cases,
connections are to be designed by FABRICATOR for which member loads and reactions will be
shown on the drawings.

(2) Member Bolted Connections


When connection details or design values are not shown on the drawings, connections shall be
designed as follows:

a) Beams shall be detailed for a connection capacity (based on beam length) equal to or greater than
one-half the loads indicated in AISC 316 or the applicable Algerian codes and Standards.

b) Bracing connections shall normally be detailed and the detail shall indicate the required number of
bolts and size of gusset plates. However, in cases where load or detail information is not shown,
FABRICATOR shall size the bracing connection to develop the tensile capacity of the member
based on a tensile area equal to the connected part plus one-half of the unconnected part.

(3) Member Welded Connections


Shop-welded connections shall be detailed for a connection capacity equal to or greater than the
criteria established for bolted connections.

When through connections are required at column webs, one side of the web shall have a seat
angle for erection safety.

3.4.4 Stair Treads


Treads shall be standard width nearest to the widths shown on the drawings. Stair treads galvanized
in accordance with ASTM A 123 and shall be seal welded in accordance with ASTM A385.

The following types of stair treads are commonly used. See drawings for specific type or types for this
project.

a) Welded Bar Grating

Stair treads of welded steel bar grating shall conform to ASTM A569 and ASTM A1011/A1011M,
GB/T700 Q235 Grade B or BS EN 10025 S275JR, and shall be fabricated in accordance with
ANSI/NAAMM MBG 531. The size, spacing and type (serrated or plain) of bearing bars shall be as
shown on the drawings. Bent checker plate nosing shall be provided.

b) Chequered Plate

Stair treads of the checker plate type shall be ¼-inch (6mm) plate with 1½-inch (40mm)
turned-down nosing and 1½-inch (40mm) turned-up riser kick plate as shown on the drawings.

c) Channel Filled with Concrete

Stair treads with concrete finish shall be steel channels filled with concrete. Channel size shall be
as shown on drawings.

3.4.5 Shop Coating


Surface preparation and shop applied coatings shall be in accordance with S-3000-13A0-001
“General Specification for Painting”. When galvanizing is specified, structural steel shall be hot-dip
galvanized in accordance with applicable provisions of ASTM A 123/123M, A153/A153M.

Crane rails shall be left unpainted.

4 QUALITY ASSURANCE
4.1 General
4.1.1 FABRICATOR shall provide all material, components, and services in accordance with a quality
control program that assures compliance with the applicable codes, standards, and this
specification.

4.1.2 The materials and workmanship covered in this specification shall be subject to inspection.
However, such inspection shall not relieve FABRICATOR of his/her responsibility to furnish
materials and workmanship in accordance with the contract.

4.2 Shop Inspection


Shop inspection may include, but not be limited to, the following:

a) Verification of conformance of materials with this specification and the drawings. The limits of
acceptability and repair of surface imperfections for structural steel shall be in accordance with
ASTM A6.

b) Inspection of shop-fabricated structural steel members and assemblies for conformance with this
specification and the drawings.

c) Inspection of high-strength bolted connections in accordance with the ASTM A325, AISC S348 or
the applicable Codes and Standards.

d) Verification of welding procedures, welding operations, and welder and tacker certificates of
qualification in accordance with ANSI/AWS D1.1 and the project specification.

e) Nondestructive testing and inspection of shop welds as follows:

1. Visual inspection of welds in accordance with ANSI/AWS D1.1 and the project specification or the
applicable Algerian codes and Standards.

2. Magnetic particle inspection in accordance with ASTM E 709 or the applicable Algerian codes and
Standards.

3. Radiographic inspection in accordance with ANSI/AWS D1.1 or the applicable Algerian codes and
Standards.

4. Ultrasonic inspection in accordance with ANSI/AWS D1.1 or the applicable Algerian codes and
Standards.

f) Inspection of surface preparation and shop coating for conformance with project painting or

galvanizing requirements per the project specification S-3000-13A0-001 “General Specification for
Painting”.

5 PREPARATION FOR SHIPMENT


5.1 Erection Schedule
When erection is by persons other than FABRICATOR, FABRICATOR will be advised as to the
required sequence of erection and schedule of delivery dates. FABRICATOR shall ship the structural
steel in accordance with the delivery and erection schedule in order to provide ample time for
unloading and arrangement for erection.

5.2 Bolts, Washers & Nuts


5.2.1 Bolts, washers, and nuts shall be separated according to sizes and types in clearly marked
watertight containers capable of carrying the weight of the bolts therein. FABRICATOR shall supply
itemized field bolt lists showing members connected, type, diameter, grip, length, and numbers
required. Because the lubricants used on nut/bolt assemblies are water soluble, FABRICATOR shall
pack bolts, washers and nuts in plastic bags inside wood or metal container as specified in
Requisition for Shop Fabricated Structural Steel R-2130-001.

5.2.2 Shipping papers for bolts shall identify the shop order that the bolt shipment covers
as specified in Requisition for Shop Fabricated Structural Steel R-2130-001.

5.3 Structural Steel


5.3.1 Individual structural steel members shall be identified with erection marks that are clearly discernible
through shop painting or galvanizing, and of a type approved by CONTRACTOR. The erection
marks shall be placed in the same relative location as they appear on the erection drawings. In
addition to the erection marks, individual structural steel members shall be colour coded as directed
by CONTRACTOR.

5.3.2 FABRICATOR shall be responsible for ensuring that fabricated pieces shipped directly from the
galvanizer to the jobsite have piece marks matching the shipping papers, bills of material, and
erection drawings.

5.3.3 FABRICATOR shall provide one set of erection drawings and shop details on the first shipment of

steel delivered to jobsite.

6 FABRICATOR DATA REQUIREMENTS


6.1 General
FABRICATOR data requirements shall be specified in Requisition for Shop Fabricated Structural Steel
R-2130-001. The required number of reproducibles and copies shall be specified.

6.2 Drawing Notes


All welds and fasteners shall be detailed or fully described by notes. The notes on assembly drawings
shall clearly state all pertinent information not shown on other applicable drawings, including
applicable codes, specifications, tests, material identification (by ASTM designation when possible),
and weights.
