With reference to the above I submit herewith submit the Core
Network Development Proposals with respect to upgradation of Highways
roads located within the Corporation area under the jurisdiction of
Coimbatore (H) C&M Division.

Due to the economical developments and increase in population and


growth of vehicle population, congestion on the major Arterial roads have
been increased drastically leading to traffic conflicts, congestion, increase in
travel time, fatigue, fuel consumption, road accidents and other
environmental issues.

Further the JP Research India Pvt. Ltd., have carried out the
Coimbatore Rural Road Accident Study for the period from 01.01.2016 to
31.12.2016 on behalf of the Police Department in Coimbatore District. This
study reveals that, 1593 accidents were happened in Coimbatore City alone
in which about 52% of the accidents are fatal in nature. Further they
conducted a detailed study about the reason for accidents and the results
shows that,

The above report says that, about 46% of the accidents are occurring
due to Infrastructure deficiencies which necessitates widening of the narrow
stretches so as to make them divided carriage way and thereby to reduce the
accidents.

Further it is stated in the report that, in Coimbatore city many


accidents occur frequently at the rate of for various reasons. Poor traffic
management specially in respect of the reckless driving of buses, minibuses
and auto rickshaws, inefficient traffic control at intersections, poor road
geometrics, lack of public awareness, road users’ indiscipline and inefficient
movement, undefined bus stops, etc. are the major causes of road accidents.
In the recent past some measures regarding improvement of traffic operations
have been undertaken in the city. Some of these measures are a one-way
road system on a number of major arterials. In addition to improved traffic
operations the construction of flyovers, grade separators, widening of existing
roads, improvement of geometrics of the intersections, and greater attention
to road markings and signage would result in improvement of the average
travel speed of vehicles.

DETAILS OF PROPOSAL

The road network under the control of Highway Department in


Coimbatore Corporation comprises of 6-lane, 4-lane and 2-lane carriageway
roads. The increase in car ownership, changes in land use and travel
patterns have resulted in congestion. It has been decided to propose a
detailed programme to widen the narrow stretches, to improve the major
junctions including construction of storm water drain and fixing of crash
barrier type New Jersy centre median to make the carriage way as divided
carriage way. Further, it has also been proposed in the commercial area like
Cross cut road and other similar type roads to provide footpath for Pedestrian
movement away from the carriageway.

With respect to Coimbatore (H) C&M, Division roads to an aggregate


length of 133.78 km. length of roads are located within the Coimbatore
Corporation area comprising of 6 State Highway roads, 12 Major District
roads and 18 Other District roads. The roads were previously renewed under
various Plan and Non Plan Scheme which was considered as due for renewal
after completion of 5 years period for Plan works and 3 years period for Non
Plan works.

Accordingly the aforesaid 36 roads where divided into 5 phases with


respect to the year of previous renewal. Now the proposal has been prepared
to cover total length of 115.87 km length of roads at a cost of Rs.53364.00
Lakhs including all 5 phases.

Further it is submitted that the estimate for the above proposals


have been prepared in house by the officials of our Department without going
for consultancy services. In Phase - I 22 roads with an aggregate length of
45.39 kms have been proposed for Widening and Improvements with an over
all cost of Rs.22946.70 Lakhs.

Now at this juncture, I kindly request that the necessary action may
please be taken for getting the Administrative Sanction for amount of
Rs.22946.70 Lakhs from the Government under special scheme to cover
length of 45.39 kms in the Ist phase.
